Under what conditions will street‐level bureaucrats act as policy entrepreneurs? Drawing on the case of social workers working with disadvantaged populations in the context of urban renewal in Israel, we suggest a framework for addressing this question. The research contributes to the literature of public administration and policy both by analyzing the strategies these entrepreneurs adopt to increase their influence on policy design and by proposing that the combination of perceptions of an acute crisis situation, lack of effective knowledge in the area, and the demand for innovation and activism leads street‐level bureaucrats to adopt innovative strategies aimed at influencing policy.  相似文献

This paper engages with the theoretical perspective of policy entrepreneurship to examine the pattern and process of policy change in the context of China's urban redevelopment. Drawing upon a strategic-relational reinterpretation of policy entrepreneurship, this paper identifies a distinctive form of reluctant policy innovation in the “three old renewals” scheme initiated in Guangzhou where profit concession and informality tolerance were practiced to create a small window of opportunity for the project of urban redevelopment to break ground. The motivation of policy entrepreneurship in the successful urban renewal projects in Guangzhou was heavily contingent upon the geographically important location of the project site and the historically incidence of hosting the 2010 Asian Games, which forced municipal government to become entrepreneurial and innovative in decision making and income redistribution in order to get things done as quickly as possible. The distinct fashion of policy innovation identified in the case of Guangzhou points to the polymorphous and dynamic nature of policy entrepreneurship and advocates a relational treatment of the strategies and motives of policy entrepreneurs embedded in concrete geographical and historical context.  相似文献

Abstract

Public policies for urban development have traditionally emphasized investment in physical infrastructure, the development of large‐scale commercial facilities, the construction of new housing, and the renewal of existing neighborhoods. Most efforts to revitalize central cities by building new facilities for visitors have focused on suburban commuters and tourists. At the same time, many housing initiatives in central cities have concentrated on low‐income communities because outlying suburban areas have attracted traditional middle‐income households.

This article argues that emerging demographic and cultural trends—combined with changes in the structure of business organizations and technological advances—provide new opportunities for cities to retain and attract middle‐class households. Using gay and lesbian populations as an example, it focuses on the role that nontraditional households can play in urban redevelopment. In light of the rise of nontraditional households and the growth of self‐employment and small businesses, cities should adopt policies that make them attractive places in which to live and work.  相似文献

This article explores the complicated triangular architecture among innovation diffusion, fiscal recentralization, and authoritarian welfare regimes. We argue that local governments' adoption of innovative welfare policies attracts the attention of central authorities who tend to recognize spontaneous local innovation by releasing central administrative signals. During the era of fiscal recentralization starting from the Chinese Tax‐Sharing System Reform in 1994, cities with higher fiscal dependency are more likely to behave innovatively by adopting a new welfare policy for potential fiscal transfer rewards. The central government's recognition of this innovation stimulates cities' adoption but would reverse the effects of fiscal dependency because of the loss of the “innovativeness” of the adoption and its effectiveness in attracting the attention of superior authorities. We test our theories on the dynamic diffusion with the case of China's Urban Minimum Living Standard Assistance system, an urban poverty‐alleviation policy implemented fully in 1999.  相似文献

Policy innovation is a significant challenge for the public sector. This article illustrates its magnitude through a case study of the National Innovation Summit. The article concludes that the Summit represented an elaborate process of search and engagement that sanctioned an outcome that was, in most respects, largely pre‐determined. Its outreach and deliberations served the political purpose of mobilising industry and media attention and communicating the government's commitment. But there is no evidence that it exercised any substantive influence on policy development. The obstacles confounding any other outcome are considerable. Strategic thinking is inhibited by various organisational factors including lock‐in to a present successful strategy, the constraints on policy choices associated with multiple veto points and the need to maintain medium term fiscal and policy discipline across a wide range of agencies and claimants. The article explores ways these inhibitions might be overcome.  相似文献

Cultural and creative industries have exhibited rapid changes in recent years, and public sectors worldwide have expanded interest in policies related to these industries as a means of promoting culture, innovation, and economic vitality. This article argues that the cultural values promoted by and economic significance of cultural and creative sectors are essential to the formation of policy and to the development of new industries. This article offers insight into cultural policy that has governed regional and local development, and addresses academic debates about policy related to cultural and creative industries based on several cultural, economic, and geographical factors. In addition, this article presents the results of analyzing various theories and case studies, based on how the Central Government of Taiwan (CGT) has adopted policies to promote cultural and creative industries. The research results link areas of cultural and economic development with policies enacted by the CGT. Ideas concerning the cultural ministry, industrial development, civic boosterism, subsidies, regional development, creative clusters, tourists and tourism businesses, and export markets are areas of emphasis in this study.  相似文献

Digital technology is a critical enabler of public administration reforms. It can improve the efficiency and productivity of government agencies and allow citizens to transact with government anytime, anywhere. It can also deepen the democratic process, empowering citizens to participate in policy formulation. In this article Andrew Botros, the director of Expressive Engineering, and Maria Katsonis, from the Department of Premier and Cabinet (Victoria), explore the challenges of the digital world for the public sector. Katsonis presents a primer on digital government tracing its evolution from the e‐government movement of the 1990s to Government 2.0 in the 2000s to today's digital‐by‐default agenda. As technology and its role in public sector reform have progressed, so too have the governance, cultural, and leadership challenges deepened. Botros examines NSW approach to open innovation with the Premier's Innovation Initiative in NSW, the state's open data experience, and Transport for NSW and its management of public transport data. He argues NSW's approach involves a significant innovation trade‐off, requiring fresh thinking in digital‐era collaboration.  相似文献

This article examines the contribution of international municipal cooperation (IMC) to the resolution of long standing planning challenges in the city of São Paulo (Brazil), South America's largest urban agglomeration. Specifically, the study investigates the early development and subsequent evolution of a planning‐related project developed in collaboration with the city of Toronto, Canada. In its first phase–dubbed the Operações Interligadas (OI)–the initiative was directed towards expansion and improvement of São Paulo's housing stock. The second phase, known as the Operações Urbanas, has focused more broadly on urban renewal. As will be shown, both phases of the programme have provided an important fund‐raising mechanism for confronting the challenges of urban growth and change. At the same time, however, the study reveals a number of limitations to the overall strategy, perhaps restricting its use as a model for other developing world cities. Debates about biotechnology continue to be polarized despite its potential to improve the living standards of the poor in Sub‐Saharan Africa. In the backdrop of this polarized scenario, this paper asked, is there a place for brokers in bringing about a productive debate that is pro‐development? The paper argued that if potential intermediaries are analyzed from the perspective of understanding their role and stakeholding in the regulatory change process, this may help breakout the current polarized anti‐ and pro‐biotechnology debates and thereby focus on how to enable productive biotechnology development. Informed by insights from innovation brokering, the functions of brokers in biotechnology regulation are analyzed through the lens of organizations involved in agricultural biotechnology debates in Kenya. The analysis found that policy brokering function attracts varying opportunities and challenges appropriate for informing relevant policy. The paper drew lessons from Kenya's experience to inform a productive policy brokering model for biotechnology regulation.  相似文献

Abstract

The Housing Acts of 1949 and 1954 provided the foundation for slum clearance and urban renewal. Despite efforts to finesse the issue, race remained central to the formation and implementation of public policy. The Racial Relations Service (RRS), an institutional remnant of the New Deal, tried unsuccessfully to prevent local authorities from using the new federal resources to reinforce existing “ghettos.” Searching for a “sound Negro policy,” the RRS warned housing officials against pursuing such a course and offered bureaucratic resistance to individual projects deemed inimical to minority interests.

The coincidence of demographic and political change in the 1950s, the subsequent dismantling of the RRS, the reaction to the Supreme Court's decision in Brown v. Board of Education, and the passage of the Housing Act of 1954 all contributed to the use of urban renewal to create and sustain racially separate neighborhoods even as the civil rights movement gained momentum.  相似文献

This paper addresses the contemporary creativity ethos through the lens of citizenship. The paper builds upon governmentality scholarship to examine how creativity and cultural participation are being recast as moral duties of active citizenship. It notes the development of governmental projects that seek to optimize the creative capacities of individuals toward a variety of ends. The paper develops these observations through an examination of cultural planning practices in Toronto. It notes how the city's cultural policies are viewed in increasingly therapeutic terms as technologies of creative citizenship. Emphasis is placed on the proliferation of participatory arts festivals and arts-based community development projects that enlist urban denizens into creative citizenship practices. The paper then explores a paradox at the centre of this emergent regime of creative citizenship. It describes how the creative citizen is construed in cultural planning practice as a heroic agent of innovation and civic renewal, and, at the same time, as an object of continual monitoring, assessment and risk-management.  相似文献

This article examines the renewal of public policy via instrumental innovation since the adoption in France of an automated sequence of detection and sanctioning of speed limit violations. Involved here is an instrument of public policy that points up the changes that have taken place in recent years in respect of road safety policy and provides a clearer view of some aspects of ongoing state reorganization. The change in public policy permitted by this instrumentation results from an increasingly close focus on the road hazard issue, which has allowed specialists from different epistemic fields to advocate a system used in other countries for over a decade now. However, this success with policymakers is also explained by the fact that the new system involves the return of the state as the core shaper of this public policy, after 20 years of emphasis on local and partnership‐based policies.  相似文献

The arts and cultural sector has historically relied on funding from state and federal levels of government. Increasingly, however, local government has become a source of distinctive cultural policy making and a provider of significant funding for arts and cultural activities. The paper notes the relative absence of analyses of the role of local government in policy literature. It argues that with the recent proliferation of dedicated local cultural policies and plans, the attention of scholars is warranted. Through an analysis of the cultural plans of five local councils around Australia, the paper argues that the distinctive feature of cultural policy at the local level is a function of local government's proximity to its constituents, flexibility in decision‐making and the discretionary nature of its expenditure.  相似文献

Local government innovations occur within environments characterized by high service‐need complexity and risk. The question of how broader environmental conditions influence governmental willingness or ability to innovate has been a long‐standing concern within organizational, management, and policy scholarship. Although wealth and education are robust predictors of the propensity to engage in a wide range of local sustainability activities, the linkages among governmental fragmentation, social inequality, and sustainability policies are not well understood. This study focuses on the conditions both within and across city boundaries in urban regions which inhibit adoption of sustainable development innovations. We utilize a Bayesian item response theory approach to create a new scale measuring sustainability commitment by local governments in the United States. The analysis finds service‐need complexity and capacity within local governments' organizational task environments have nonlinear influences on innovation in terms of both green building and social inclusion policy tools.  相似文献

Abstract

During the 1960s, the Lower East Side and East Harlem were among the principal contested terrains in New York City, and the emerging Puerto Rican community was being challenged on many fronts. As contested terrains, they were the arenas where transforming forces in American society were being articulated. Responses to these forces varied from neighborhood to neighborhood. Among the responses were groups organized around community development, particularly to fight urban renewal projects. In this essay, I examine a year in the life of the East Harlem Real Great Society/Urban Planning Studio (RGS/UPS). RGS/UPS emerged in a transition period in the development of Puerto Rican institutions. It combined several characteristics of groups organized during those years. It was founded by grassroots community youth; it was also a professionally staffed organization; it was structured around an advocacy model; and it valued its ethnic‐specificity, its Puertoricanness. Its staff's eagerness to speak for the needs and aspirations of Puerto Ricans was a clear example of ethnicity‐based struggle.  相似文献

This article places the Labour Party’s present post‐Corbyn renewal in the context of previous periods of renewal in the party’s recent history, associating with the new leadership of Keir Starmer a potential to rediscover the strategic project of the pluralist soft left as an alternative to the programmatic character of the hard left. After assessing the Corbynist hegemony established in the Labour Party between 2015 and 2019, it considers the current absence of any clearly defined set of principles or values underpinning ‘Starmerism’. It then looks back to the Kinnockite ascendency in the 1980s, and the Blairite ascendency in the 1990s, as possible templates for how the party reassesses its positioning with reference to changing electoral, social and economic circumstances. A critique of Corbynism’s left populism culminates in a consideration of the possible grounds for a new pluralist agenda attuned to the policy and electoral challenges Labour faces today.  相似文献

The purpose of this paper is to recast the light in which we have come to evaluate public policy initiatives and open the door for a more careful examination o f the effects markets have on the course of public policies employing producer incentives to achieve policy goals. Specifically, the paper will review the past experience of urban renewal to show the relationship between policy objectives and outcomes when policy is designed to work through the marketplace. By arguing that market incentives cons train policy outcomes, it is maintained that policies which are judged to have failed in its goals may in reality have succeeded when viewed in terms of normal market operations.  相似文献

This article analyzes the policy framework for and the implementation of equal employment policy in France. After presenting the equal employment policy framework and the role of state feminist women's policy offices in its development, the author discusses the limited support for positive action strategies among French firms and unions. The implementation of equal employment policy has had a mixed record, often limited to symbolic gestures rather than concrete change. Contributing to this symbolic dynamic are the effects of reconciliation policy and the impact of the development of part‐time work on women employment. The analysis argues that reconciliation policy has not for its part always privileged an egalitarian set of measures that facilitates the sharing of family and domestic work between men and women. The article asserts that the development of part‐time work has contradicted equal employment policy efforts and has effectively contributed to maintaining women's positions in low‐paying and marginal jobs. The article concludes that despite an apparently comprehensive policy framework for equal employment policy in France, the situation of women workers appears to be followin two tracks: a top‐tier track of qualified, relatively well‐paid women who are able to have a career and to reconcile family and work, and a lower‐tier track of less‐skilled, lower‐paid women workers who continue to be marginalized on the labor market.  相似文献

This article explores the contribution that cultural memory studies can make to the debate about the role of ideas and the dynamics of ideational change in policy making. Cultural memory studies engage with the cultural dimensions of remembering, and analyse how shared images of the past are mediated and transferred across distance and time. Such research shows how the past may continue to influence the present by informing the frameworks through which groups and individuals interpret and give meaning to events and phenomena. Since policy makers operate within a cultural context, shared memories are likely also to affect the way they think about the nature and roots of policy issues and the appropriateness and feasibility of policy options. In this article, policy memory (the memory shared by policy makers about earlier policies) is identified as a subcategory of cultural memory. The role of cultural memory among policy makers is studied with reference to Dutch integration policies in two periods: the mid‐1990s and the early 2000s. On the basis of an in‐depth analysis of policy reports and parliamentary debates, references to the past and the role they play in the policy debate are identified. Different modes of dealing with the past are found in the two periods studied, reflecting the different political contexts in which the debates took place. In the 1990s, the memory of earlier policy was invoked in the mode of continuity – that is, policy change was legitimised (conceived) as part of a positive tradition. In the 2000s, memory was invoked in the mode of discontinuity. The same policies were reinterpreted in more negative terms and policy change legitimised by the perceived need to break with the past. Arguably, this reinterpretation of the past was a precondition for the shift in policy beliefs that took place around that time.  相似文献

The governments of Britain, France, and the United States are seeking to promote renewed investment in nuclear power through metagovernance. Metagovernance describes the way governments can leverage state power and resources to shape the behavior of networked actors to advance policy goals. To metagovern, governments use a variety of policy tools but the factors shaping the design of these policy tools remains unclear. Grid‐group cultural theory is used to show that the design of the policy tools used in metagovernance reflects both an underlying cultural bias within government and prevailing institutional circumstances. The paper demonstrates the utility of cultural theory in the study of metagovernance.  相似文献
