The Future of the U.S.–Australian Security Relationship

Abstract

The recent triumph of the Howard government at the polls confirms Australia’s emergence as an increasingly important ally for the United States. It is willing to be part of challenging global missions, and its strong economy and growing self-confidence suggest a more prominent role in both global and regional affairs. Moreover, its government has worked hard to strengthen the link between Canberra and Washington. Political and strategic affinities between the two countries have been reflected in—and complemented by—practiced military interoperability, as the two allies have sustained a pattern of security cooperation in relation to East Timor, Afghanistan, and Iraq in the last five years.

This growing collaboration between the two countries suggests that a reinvention of the traditional bilateral security relationship is taking place. At the core of this process lies an agreement about the need for engaging in more proactive strategic behavior in the changing global security environment, and a mutual acceptance of looming military and technological interdependence. But this new alliance relationship has already tested the boundaries of bipartisan support for security policy within Australia, and will continue to do so despite the latest election results. Issues of strategic doctrine, defense planning, and procurement are becoming topics of fiercer policy debate. Such discussion is likely to be sharpened in the years ahead as Australia’s security relationship with the United States settles into a new framework.

En Chine, plus de 500 enseignants de fran?ais langue étrangère dispersés dans 150 universités ont en charge 10,000 étudiants qui apprennent l' anglais comme première langue étrangère et le fran?ais comme seconde langue. Par manque d' un programme national, l'enseignement du F.L.E. ne pouvait pas atteindre la qualité de celui de l'anglais régi par un programme national depuis 1986. L'anglais régi par un programme national d'enseignement du F.L.E. ne souffre aucun délai, nous nous sommes mis à l' oeuvre en 1988 sous la direction du Comité national pour l'Education et avons mené notre entreprise à terme en 1990.

With data from a 1990–1992 panel survey determinants and political consequences of attitudes towards the abortion law in Germany are investigated. Compared to other issues, the topic is found not to be personally very salient to the average respondent. If it is perceived as highly important, however, such attitudes can be well accounted for, and have significant effects on voting intentions. General value orientations emerge as most important determinants, and the strongest impact on partisan preferences is found among women in the former GDR.

CAPITALISM,THE KOREA–U.S. FREE TRADE AGREEMENT,AND RESISTANCE

Free trade agreements (FTAs) have become an essential part of the corporate effort to establish a global infrastructure suitable to its contemporary accumulation dynamics. Because they establish and reinforce patterns of economic activity that are destructive of majority interests, they should be opposed. This article scrutinizes one agreement: the Korea–U.S. FTA. It examines the motivations that led to its negotiation, the content of the agreement, and the arguments U.S. government officials and institutions have made in support of its ratification. It concludes with a critical evaluation of the efforts of U.S. and Korean opponents of its ratification and a call for a new organizing strategy.     

欧洲人权法院关于在公共场所穿戴蒙面服饰的最新法理——基于“S.A.S.诉法国”案的分析

"S.A.S.诉法国"案涉及法国立法禁止在公共场所穿戴蒙面服饰是否违反《欧洲人权公约》的问题。在本案中,欧洲人权法院修正了相关判例法,驳回了法国有关穿戴蒙面服饰与性别平等和人性尊严相关的主张。尽管如此,法院还是以比较宽松的标准通过了对法国立法的合理性和必要性审查。一方面,法院对公约限制条款进行扩张解释,支持了法国以"共同生活"为限制理由的合理性辩护;另一方面,在评估立法禁止蒙面服饰必要性的问题上,法院保持司法克制并授予法国宽泛的自由裁量余地。欧洲人权法院扩张解释和司法克制具有内在的统一性。欧洲社会现实、缔约国对特定国内情势下的社会政策选择以及欧洲人权法院与缔约国关系,是欧洲人权法院扩张解释和司法克制的重要影响因素。     

德意志浪漫诗学视野下的“人造人”图景——E.T.A.霍夫曼的断片小说《自动机》之诠释

德意志浪漫诗人诺瓦里斯呼吁"将世界浪漫化",E.T.A.霍夫曼则在《自动机》中对18世纪的机器人技术施以"浪漫化",赋予当时轰动全欧的机器玩具——"土耳其棋手"以语言、思维等方面的神奇能力,令其超脱于人类的认知和控制,成为高深莫测的"土耳其预言者",而人类则沦为受其摆布的"自动机"。本文从小说与历史现实的互文关系入手,指出小说从三方面对"人造人"技术的神秘化处理,从而彰显出浪漫精神的主旨:揭示技术理性鼓动下的人类的造物主实践将会招致自身的危机。
