Since 1991 the super-presidential regime of Islam Karimov in Uzbekistan has successfully defended the country's new independence and his authoritarian rule by cleverly enlisting the aid of outside powers such as Russia, China and the USA. With the means afforded by global export of its staple commodities, the regime has preserved stability by managing occasional conflicts with its neighbours, repressing dissenters when necessary, promulgating an ideology of multi-nationalism, and ample spending on health and educational services, as well as on government employees. The current economic crisis has meant the return of many Uzbeks from elsewhere in Asia, but the regime is trying to offset discontent with more spending.  相似文献

The end of the First World War and the defeat of the Ottoman Empire in 1918 signalled the downfall of the old order in the Middle East. The consolidation of Britain's strategic, economic and political position in that region was bound to affect Kurdistan's political future, given its determination to re-construct a new regional order. In the absence of a well-defined British policy towards Kurdistan's future certain British officials on the ground were able to play an important part in influencing the political situation in southern Kurdistan, which came under British political control. Therefore, the examination of Britain's policy on the ground through the concepts of indirect and direct control is central to any understanding of the reasons for the establishment and the subsequent termination of the first Kurdish government in the period 1918-1919.  相似文献

National holidays are one of the major instruments of regimes and rulers aiming to legitimise their hegemony and maintain the social and political order. This article deals with the way in which successive Syrian regimes have celebrated the national—secular and religious—holidays. It compares the various Syrian regimes: the monarchy (1918–1920); the mandate period (1920–1946); and the republic period (1946–present).Although the latter period will be treated as a whole, the analysis differentiates between five periods: post-independence (1946–1958); the United Arab Republic (UAR; 1958–1961); the secessionist regime (1961–1963); and the Ba‘th regime (1963–present), with Bashar replacing his father in June 2000. The main thesis of this article is that Syrian regimes prefer continuity over change in the realm of state holidays. Thus, in contrast to Iraq, where each new regime has attempted to delegitimise its predecessor by abolishing the national calendar and inventing a new one, Syrian regimes have added new holidays to the calendar without erasing the old ones. In this way, Syria's calendar resembles an edifice occasionally renovated according to the regime's needs, but never demolished. This policy emanated from a desire to demonstrate continuity even in times of change and upheaval, while at the same time consolidating the local national identity, which has often competed with other supra-identities, such as pan-Arabism and Islam.  相似文献

The post–World War I conflict that took place in Latvia between 1918 and 1920 was variously described as “struggle for freedom,” “war for liberty,” “independence war,” “civil war,” and so on. This article reviews the various concepts by discussing alternatives of statehood in Latvia. Its primary objective is to provide more evidence to the argument that the postwar conflict that took place in Latvia between 1918 and 1920 may be considered “a civil war.” By focusing on the Red and White terror campaigns, the author suggests that terror is one of the most overlooked aspects of the conflict that provides significant evidence for the perspective of “civil war.” He claims that the war was not “a class struggle,” as argued by Soviet historians, and calls for alternative explanations that would include the discussion of moral crisis, ideological conflict, ethnic and social hatred, clash of values, and the explosion of terror in Latvia.  相似文献

The purpose of the present article is to examine the system of Shī‘ite religious instruction in the Zaynabiyya awza in Damascus. As background we discuss the historical development which brought about the establishment of Shī‘ite awzas and the evolution of Shī‘ism in Syria. We analyze the reasons for the founding of the Zaynabiyya awza in Damascus, the causes of its great success, conditions for acceptance to the awza, the number of students, classrooms, teaching methods, the schedule, the language of instruction, official vacations and breaks, sources of financial support, stages of instruction and the curriculum of each stage, projects associated with the awza, the administrative building, the services it provides for its students, the awza's prospects for the future, its political role, and the Zaynabiyya awza's distinctive features in comparison to other Shī‘ite institutions of the same kind.  相似文献

Within a short time after the Iranian revolution of 1977-79, a number of studies were published concerning the dramatic process. It was presumably the spectacular turn of events, comprehensive media coverage, and relatively long period of time over which the revolution took place that enhanced the attention it received, and still receives from academic research. Taking its point of departure in theories of revolution by Theda Skocpol, this article discusses the character of the revolution. The article problematises Skocpol's theories through a discussion of the special characteristics of the Iranian Revolution, thus adding new dimensions to the comprehensive discussions of the dramatic developments. It is the article's perspective that the revolution must be conceptualised as a complex and dynamic process involving a high degree of internal dynamism and unpredictability, which made possible a radical break from the past, the development of new constructs, and unintended consequences. The execution of a revolution resulting in a clerical dictatorship was made possible by the dialectical and creative interaction between the groups involved, an interaction that took place over the two years during which the revolution occurred.  相似文献

Student youth have been at the centre of social and political unrest in the Middle East since the era of reforms under the Ottoman Empire. However, although nationalist and revolutionary leaders encouraged students to actively participate in politics ‘for the sake of the nation’ during the first half of the twentieth century, revolutionary regimes progressively sought to ‘depoliticise’ them, once again ‘for the sake of the nation’, throughout the second half of the century. This article explores both dynamics while seeking to account for the failure of attempts to depoliticise the student body ‘from above’ in Egypt, Iraq and Turkey between 1948 and 1963.  相似文献

?ilyat al-awliyā’ wa-?abaqāt al-a?fiyā’ by Abu Nu?aym al-Isfahani (d. 430/1038) is a remarkable and timeless manual of instructions conveyed to us through eminent figures of Islam, who have been known for their piety, asceticism and great learning. With its 689 entries, this biographical encyclopaedia covers a time span of almost 400 years; from the time of the Prophet until the fifth/eleventh century. The author’s intention is to present elements of Sufi thought and practice in complete compatibility with Muslim orthodoxy in an attempt to vindicate Sufism in the eyes of its opponents. This article is mainly a study of the apologetic nature of Sufi biographical tradition with focus on the ?ilya as representative material. Owing to its large scope, only an extract covering nine biographies has been selected for the purpose of this study.  相似文献

The manner in which President Karimov's roles were recognized in the global arena affected how Uzbekistan's international relations developed – a perspective that highlights both the form and the content of bilateral relationships. While mutual interests are crucial to beginning a relationship, it is also important to understand how those relations were recognized in public and dealt with in private. If partners managed to recognize Karimov's agenda publicly, or at least act with discretion, this tended to create an atmosphere favouring cooperation. As such, recognition and discretion reveal much about Karimov's concerns with international equality and self-reliance, pointing to the reasons why Uzbekistan's relations fluctuated more with some actors than others. The United States and Germany are ideal examples of that ambivalent situation: Washington often cooperated with Uzbekistan on security matters, but then saw its military personnel excluded from Qarshi-Qanabad after the 2005 Andijan crisis; whereas Berlin witnessed little change in its relationship with Uzbekistan and continued to lease a base in Termez after 2005. This difference in outcomes can be explained in part by a dynamic of recognition and discretion.  相似文献

Abstract

This article examines the establishment of Estonian independence from a wider perspective including the Petrograd front of the Russian Civil War which had a decisive influence on securing Estonia's independence. The contradictory military cooperation between the Estonian army and the White Russian troops under command of General Iudenich, who was an ardent fighter for a Greater Russia that also included Estonia, was skillfully used by the Estonians in order to secure their own borders. Based on primary sources from Estonian and Russian archives, this article sheds new light on Estonian Russian policy during the years 1918–1920, arguing that in the given framework of international policy it was the Estonian side that in decisive moments managed to set the rules of the game.  相似文献

World War I changed more than just the political map of Europe. One noteworthy consequence of the revolutions and war in East and Central Europe was the brutalization of human relations. Estonia saw three major “paroxysms” of violence in 1918–1919, which, although relatively limited in scale, are examples of the brutalization of human relations that occurred in the postwar period. The years 1918 and 1919 marked the first explosion of mass terror in Estonia, which led to the death of almost 2000 civilians. This article explores the preconditions and the stages of this terror focusing on the relationship between occupation, revolution, and land distribution. The author argues that the cycle of violence was unleashed by the radical transformation of landownership at the end of 1917. The previous owners often took advantage of the arrival of the German forces in February 1918 to exact revenge on those who had seized their property. The temporary return of the Bolsheviks at the beginning of the Estonian War of Independence was often seen as a pretext to avenge the injustices suffered under German occupation. The liberation of Estonia from the Red Army at the beginning of 1919 resulted in yet another wave of violence. The terror abated with the strengthening of state authority and the coming to power of a democratically elected government in April 1919.  相似文献

This article examines the writing of ?uzāmah ?abāyib, a new generation Palestinian writer, who is considered one of the foremost Palestinian women writers. It focuses on her novel Qabl an tanām al-malikah, which serves as an example of the bold and dissident writing of the new generation of Palestinian women writers. The article examines the way in which ?abāyib creates a feminization of humour and a kind of a ‘feminine humour’. ?abāyib employs humour in order to shed light on the darkness of life and show how despite everything and in spite of an arduous and troubled life, women know how to enjoy the small and everyday things in life.  相似文献
