Abstract

Presidents can contribute to democratic consolidation by contributing to the decision-making capacity of the state. Lithuanian presidents have done precisely that by using their powers of veto and legislative initiative to full advantage. Further, they can engage in policy implementation. While Lithuania's split executive gives primary responsibility for this function to the government, the president's role in the selection of the Prime Minister permits him to indirectly influence the effectiveness of the government. Finally, presidents play a major role in system maintenance. The primary means at the president's disposal for doing so is his role as the “guardian” of the Constitution and symbol of the state.  相似文献

Abstract

Electoral behavior in new democracies has received significant attention, but patterns of party system development in post-communist countries still raise questions about politicization of societal conflicts and their relevance for the configuration of parties. The article discusses political manifestation of emerging cleavages. First, the study conceptualizes the notion of cleavage. The analysis then identifies the main divisive issues and their effect upon the party system. The social structure and electoral behavior helps to identify emerging cleavages. The article concludes that the formation of cleavages has not stabilized yet, and that to date, societal conflicts only have partial influence on the party system in Lithuania.  相似文献

This article explores the forms of environmentalism flourishingin Tanzanian villages and district and central government. Itargues that their apparent unity should be explained by severalfactors. In central government, there is support for environmentalistpolicies because they generate revenue. In local government,environmentalism diverts attention away from bureaucratic failure,while simultaneously being the subject of intense politickingamong the legislature. In villages, environmentalism reflectsrealities of environmental change, different ecologies of agriculturalactivity, competition and jealousy and the manipulation of officialdiscourse. This article highlights the diversity of sourcesof environmentalist prominence in different sites of politicalactivity. 1. The word used for ‘waste’ is translated from theSwahili: ‘jangwa’. This paper examines the numerous changes made to Lithuanian electoral laws between 1992 and 2010. It argues that the two dominant political blocs sought to avoid competition from smaller ‘challenger’ parties by reducing the proportionality of the mixed electoral system between 1992 and 2000. Despite such efforts, the number of effective parties increased and the parliamentary elections in 2000 resulted in a shift from a two-party system to a multiparty system. This created incentives for parties to ensure against future electoral exclusion by maintaining the vote aggregation rules, which had proven to allow for multipartism. This resulted in the relative stability of electoral rules between 2000 and 2010.  相似文献

Over the past seven years, Japan's party system has undergone a transition from single-party rule to multi-party coalitions, albeit under continuing LDP dominance. The LDP's propensity for coalition politics has been influenced not only by the loss of its Diet majorities but by a number of other factors including the end of the polarized party politics of the Cold War period. In this article, Aurelia George Mulgan, Associate Professor of Politics at the University of New South Wales, Australian Defence Force Academy, explains the LDP's complex Diet management strategy underlying its choice of coalition partners. At the same time, Dr. George Mulgan argues that these strategies represent just a more developed form of the deal-making politics the LDP pursued during periods of evenly balanced Diet forces in the 1970s and 1980s. The key difference is the greater level of transparency and Diet-centered nature of inter-party negotiations.  相似文献

In the 1920s women appeared in French style attire on the streets. In the 1930s, women were prohibited to appear unveiled. In the 1950s, to appear unveiled became a choice and education was co-ed. In the 1960s and 1970s, some women worked with men, drove cars and sported mini-skirts. In the 1980s, some women danced in clubs, some worked in factories and the dowry was outlawed. In the 1990s, women were forced to take refuge in the veil from rival ethnic attacks. Thousands of women were abused and raped. For their ‘protection’, in the late 1990s, the Taliban outlawed the public appearance of women and prohibited them from participation in every aspect of public life. In 2003, female students again may appear unveiled on the university campus, but remain veiled out of campus for security concerns. Over all of these years, gender policies have swung like a pendulum, oscillating between the moderate and the extreme. Furthermore, all of the above were taking place in Kabul only—other conditions prevailed elsewhere in Afghanistan.  相似文献

Abstract

This article employs the principal-agent model to broaden the understanding of the interrelationship between Lithuanian political parties and the members of parliament (MPs). An analysis of ex ante measures in containing agency losses revealed that Lithuanian political parties (the proximate principals) encounter undisciplined behaviour on the part of their MPs (the agents). Furthermore, the majority of political parties have experienced difficulties in selecting the ‘right’ candidates and the ‘right’ MPs. This outcome challenges the principles of delegation and accountability and, most likely, diminishes the representative functions of the Lithuanian political parties at the initial stage of the political delegation chain.  相似文献
