Understanding why some nations turned to étatism in the early stages of economy building remains central to political economy. A general consensus, although it comes in different versions, holds that étatism became the developmental policy in nations where indigenous entrepreneurial classes were weak and small. Traditional accounts of Turkish turn to étatism in the 1930s generally draw on this premise. This article challenges these perspectives that associate étatism with a strong state and a weak entrepreneurial class. I argue that the turn to étatism in Turkey did not simply result from the developmental shortcomings of the newly emerging private sector. The state's own shortcomings at governing the newly emerging class of self-interest seeking entrepreneurs, and instituting order in the markets was a major factor.  相似文献

Organizational change processes involve many stakeholders, but the roles of capital owners and managers have not received enough attention in research on organizational change. Exploratory research results in Estonia elucidate how the interplay of owners and managers influences strategic change efforts in an organization operating in a rapidly changing transition economy. In addition to linking theoretical approaches to organizational change and development to corporate governance challenges in transition economies, this article uses data from interviews with 26 prominent decision-makers in Estonia to highlight the differences between foreign and domestic owners in controlling managers in the strategic change processes.  相似文献

Abstract

I argue that the post-socialist identity discourse in Estonia should be studied as a result of the dialectic relationship between the international context in which Estonia exists and the perceptions of history and culture that elites deploy in the public discourse of Estonia's identity. Four major narratives that compose much of the identity discourse emerge from this dialectic: Estonia as a reconstituted state and society; Estonia as European; Estonia as Finno-Ugric; and Estonia as Nordic. These narratives can be overlooked if research relies simply on “East” and “West” analytic categories or assumes that history and culture alone yield identity. Estonia provides an excellent opportunity to examine this dialectic because of the international community's role in the country's transformation into a European Union applicant state.  相似文献

This article seeks to debunk the persistent myth of an ethnically-based Chinese capitalism and the culturalist view of an “economic miracle” created by Asians of Chinese descent. This myth claims that Chinese entrepreneurs constitute a closed category with homogenous ethnic attributes and cultural values that have enabled them to achieve economic success. This article disputes such primordialist views and proposes an alternative analysis of the cultural economy of regionalisation and constructions of Chineseness. It deconstructs the politics of culture and identity, and argues for the need to analyse Southeast Asian Chinese entrepreneurship within specific historical, geographical, economic, political and socio-cultural contexts.  相似文献

ABSTRACT

This paper examines the role that Pentecostalism plays in stimulating entrepreneurial spirit and innovation in Ghana. The study adopts an ethnographic approach, and focuses on the Goka Prayer Camp of the Church of Pentecost in the Jaman North District of the Brong Ahafo Region of Ghana. It is grounded in Weber’s theory of religion as a catalyst for the development of capitalist societies and focuses of religious doctrines, leadership, and institutional networks. Key findings indicate that there is a nexus between Pentecostalism and entrepreneurship development in Ghana. The study showed that Pentecostalism encourages self-determination, self-reliance, and entrepreneurship initiatives among believers due to its prosperity doctrine which states that because believers share in the victory of Jesus Christ over sin, poverty and suffering, they are destined to prosper once they have embraced the faith, maintained strict moral discipline and paid tithe. In addition, Pentecostalism is seen to provide spiritual backing for entrepreneurship by freeing people from ancient superstitious beliefs, and fears that they will be accused of witchcraft, victimised, or die once they become successful. Moreover, the explicit engagement of Pentecostal leaders in the pursuit of material wellbeing sets the pace for members to follow. However, in spite of the role of this strand of Christianity in motivating individuals to engage in entrepreneurial activities, we found that they provide weak networks and institutional support, apart from those in the spiritual domain, to facilitate entrepreneurship development among members. It is rather members of the top hierarchy that appear to benefit from these social networks.  相似文献

The traditional view of entrepreneurs as persons exhibiting exceptional initiative and willingness to take risks, who achieve considerable economic success by being innovative in markets, is challenged in this paper. A broader definition of the concept will be introduced: Entrepreneurs are profit-seeking sellers of commodities on markets. According to this conception, a society of entrepreneurs refers to a society in which potentially every member throughout his or her life, time and again, faces the need to act as an entrepreneur. The paper will start by clarifying the concept of entrepreneurship and distinguishing various forms of its manifestation. The second part provides an interpretation of change in entrepreneurship based on the thesis of its expansion and ?profanation“: Expanding entrepreneurship within organizations – downward and inward – in form of projects and in context of permanent organizational change is of crucial significance in this respect. The ?profanation“ (and normalization) of entrepreneurial action becomes manifest in the context of project structures where employees at all levels are expected to bring forth innovative resource combinations. The process of ?creative destruction“ (Schumpeter) is inwardly directed, thus challenging the prevailing understanding of organizations. Finally, the cultural conditions underlying such a development of entrepreneurship are discussed. Resulting behavior uncertainties and coordination problems raise the question of how project-type entrepreneurship might be integrated into existing organization structures.  相似文献

Despite the recent shift to democratic regimes and market‐based economies, in many Latin American countries the military retains important economic roles as owner, manager, and stakeholder in economic enterprises. Such military entrepreneurship poses a challenge to the development of democratic civil‐military relations and, by extension, to the development of liberal democracy in the region. While scholars have noted this situation with concern, they have given little attention to distinguishing the different types of military entrepreneurship, which reflect distinct historical patterns and implications. This article identifies two major types of military entrepreneurs in Latin America: industrializers, determined to build national defense capabilities and compete for international prestige; and nation builders, seeking to promote economic development that can foster social development and cohesion. Case studies of Argentina, Brazil, Cuba, and Ecuador demonstrate important differences between these two types in their origins, paths, and political consequences.  相似文献

This article explores the personal spatialities of the majority of inhabitants in Estonia and Sweden. The author analyzed survey data and used variables about the perception of cultural distances, interest in receiving news from other countries via mass media, and contacts with people from these countries. The analysis suggests a hypothesis that in Estonia, personal spatiality is shaped primarily by institutional factors (e.g. the media, the economy). In Sweden, the formation of personal spatiality is based on versatile sources and is more autonomous with regard to the media than in a transition country such as Estonia. The analysis also demonstrates that the symbolic division of the world into East and West shapes the imagined Nordic and Baltic space and people's thinking patterns about ‘others’.  相似文献

Praised by international organizations, Estonia and Slovenia have long been considered among the most successful post-communist states. Estonia quickly transformed itself into one of the most liberal economies in the world, whereas Slovenia opted for a social justice-oriented market economy. Still, the roots of their success coincide in that consensus played a crucial role. We argue that the public sphere was never as repressed in Estonia and Slovenia during the communist period as it was elsewhere. Distinct national identities continued to be formed and re-formed by intellectuals during the decades of communist rule, who assumed roles as political leaders when the transition started. Consensus based on these national identities legitimized reform policies for the entire decade of the 1990s.  相似文献

ABSTRACT

This article presents a comparative case study about the impact of Europeanization on two types of small North European states after 2008. For our case study countries, this is mainly a process of Europeanization. Our analysis focuses on interpreting the Europeanization process from the perspective of bureaucracies: we attempt to understand financial bureaucracies’ perceptions of, attitudes toward, and reactions to the post-2008 developments in financial regulation and supervision in Sweden, Norway, Estonia, and Latvia. This enables us to reflect on the implementation performance and embeddedness of post-2008 regulatory and supervisory principles in these countries.  相似文献

Abstract

The article presents a comparative-historical treatment of the change in the religious life of Estonia from 1940 to 1991, when Estonia was part of the Soviet Union. The article is based largely on documents of the archive of the Estonian commissioner of the Council for the Affairs of Religious Cults of the Soviet Union, documents which were not available to researchers before the collapse of the USSR. Religious change in Estonia has been compared to what happened in the neighbouring Baltic countries. The archival data shows an extraordinary decline of institutionalised religion in Estonia during the Soviet period (especially in the Lutheran and Orthodox Churches). Compared to the other republics of the Soviet Union (especially Catholic Lithuania), this fall was particularly drastic in “Lutheran” Estonia and Latvia. Also, some comparisons are made between Estonia, Latvia, Lithuania, and the rest of Europe, in order to test the author's hypothesis that by the end of the Soviet occupation, Estonian society was among the most highly secularised ones in Europe (or possibly the most secularised).  相似文献

This article argues that substantial differences in political legitimacy can help explain why Estonia dealt with the recent economic crisis more successfully than Lithuania. In 2009, when the crisis hit hardest, Lithuania saw its budget deficit expand substantially, while Estonia managed to keep the deficit under 3% of GDP and consequently was invited to join the Eurozone, to which it acceded in 2011. The experience of these countries presents an interesting puzzle, as the divergent fiscal performance cannot be attributed to purely economic factors. Both countries have a similar economic structure, and both were similarly affected by the crisis. Furthermore, both pursued similar expenditure and tax policies during the crisis. Based on quantitative and qualitative evidence, it is argued that higher tax compliance and subsequently higher tax revenues can explain the difference. In turn, this compliance gap can be attributed to different levels of trust in political institutions in Estonia and Lithuania.  相似文献

Due to historical-cultural factors, Estonians answer that religion occupies a low level of importance in response to European and global surveys. Nonetheless, new spiritualities, rather than scientific materialism, have become increasingly influential in Estonia. Based on material from quantitative and qualitative studies, this article identifies indicators of the changing understandings about spiritual-alternative ideas and practices in Estonia and analyzes the tactics spiritual practitioners use to legitimize their worldviews. The study argues that “fuzzy spirituality” is the dominant mode of religiosity in Estonia and challenges researchers to find new methods and theoretical approaches to study religions.  相似文献

This article compares different practices of business associations in two localities in China – Wuxi and Wenzhou – and examines the internal linkage between associational practices and patterns of economic development. In Wuxi, business associations are organised and run by government in a top-down approach, and serve as state corporatist instruments; while in Wenzhou, there emerged many grass-roots business associations initiated and governed by entrepreneurs from bottom-up, working for societal purposes. The distinctive associational practices in the two localities are linked with their local economic development patterns: government-led development in Wuxi versus entrepreneur-initiated development in Wenzhou. The article concludes that the growth of private entrepreneurship and the spread of market relations, together with the willingness of government to leave space to societal actors, are the primary conditions for autonomous, vibrant business associations to occur.  相似文献

It is impossible to understand the gendered relation between women and public space without taking into account its other, that is, male engagements with and in space. Our joint paper contrasts the public spaces of a market and a bus station in central Accra, Ghana. While the former is historically associated with female entrepreneurship, masculinity is deeply inscribed in the activities defining the latter. However, recent developments gradually undermine these gendered divides. By focusing on interpersonal claims to entrepreneurial places in the two locations, we illustrate how the configurations and co-constructions of gender and space are exposed to on-going, often subtle shifts, which are impelled by dialectically grounded transformations of quotidian spatial practices and social relations. Expanding upon the notion of viri–/uxorilocality, we explore shifts in the gendered strategies of newcomers establishing their presence in the two spaces and the extent to which these practices may alter gendered spatial significations.  相似文献

This article discusses the promotion of economic “reintegration” programs among migrant domestic workers in Hong Kong. The programs include training migrants in savings and investment, business planning and entrepreneurship, with the immediate aim of helping them to achieve some steady income as an alternative to continued working overseas, and the longer-term objective of channelling migrant savings into national economic development “back home.” The reintegration programs are analysed in the context of hegemonic neo-liberal or popular capitalism, which inter alia, encourages the transformation of citizens with rights into entrepreneurs who can be held responsible for their own failures. It argues that such programs discipline rather than liberate migrant workers and that despite good intentions on the part of progressive non-government organisations (NGOs), represent individualistic solutions to structural problems which may undermine campaigns like the campaign for the rights of migrant workers and their families.  相似文献

In 1918, when Estonia was proclaimed an independent republic, nearly one-sixth of all Estonians were living beyond its eastern border. The possibility of returning to Estonia was offered to these tens of thousands of people with the conclusion of the Peace Treaty of Tartu between Estonia and Soviet Russia in February 1920. The Republic of Estonia, which had just emerged from a war and was only beginning to rebuild its public sector, had to arrange this vast re-emigration. This article illustrates the problems that arose for Estonian state authorities in connection with offering citizenship to Estonians living in Soviet Russia and arranging their re-emigration in 1920–1923.  相似文献

Specialists from three countries report the results of survey research conducted during March-April 2000 in Dagestan. Questions addressed include identification with Russia and with Dagestan, confidence in local, regional, and federal institutions, perceptions of changes in the economy, politics, and cultural life, and perceived threats from external sources. In order to evaluate our current knowledge of some aspects of the Estonian economy under Soviet rule, this historiographic article reviews a number of available treatments, divided into three subgroups (works by authors in Soviet Estonia, publications by Estonians in exile and recent studies). The article demonstrates that different and contradictory interpretations of the economic development of the ESSR can be found. The author concludes that more detailed estimates of the living standard and economic growth during the Soviet years, which would be the basis of economic history writing, have yet to be established.  相似文献

The existing literature on the Indo-Pacific has largely focused on how and why the USA, Japan, Australia, India, and Indonesia have promoted the strategic concept of the Indo-Pacific, and how China has rejected it in the domain of maritime security. What has been overlooked, however, are dramatically expanded Chinese perceptions of the region and changing and complex Chinese attitudes and responses toward the Indo-Pacific. This essay aims to fill this gap by demonstrating how China has coopted certain components of the Indo-Pacific in its geoeconomic hegemonic project. This can be partially explained by unfolding and expanding Chinese perceptions of the region, characterized by geoeconomics and maritime/continental hybridity. This paper brings a missing perspective to the debate by highlighting China’s evolving, complex, and multifaceted approaches regarding the Indo-Pacific. It also offers a conceptual tool of a hybrid vision of the institutionalization of the Indo-Pacific for the enterprise of regional cooperation.  相似文献
