Since 1958 NASA has invested approximately $3.7 billion in life sciences R&D in the support of the successful human space flight program. There are numerous studies documenting the spin-off technologies that can be traced to NASA research and development activities. Most of these studies describe the technologies and their uses; however only a few measure the economic impact of the spin-offs and most of these are benefit/cost studies that tend to overstate benefits or underestimate costs. This study takes a different approach, measuring only economic impacts to the companies that developed successful spin-off products from NASA life sciences investments. A personal interview was conducted with each company and the benefits are conservatively estimated as the value-added by the NASA technology to the company's output and the amount of additional private R&D stimulated by the NASA R&D.This pilot study of fifteen companies, using a very conservative measurement technique, found a large return to companies that have successfully commercialized NASA life sciences spin-off products. Increasingly more research has examined the creation of university spin-off firms as are seen as an important source of regional and national economic growth. However little is known about the factors influencing the formation of university spin-off in Asian countries, especially in Korea. This paper contributes to the literature on academic entrepreneurship by deepening our understanding on determinant factors of university spin-off in the case of Korea. We investigate organizational and institutional factors highlighted in the literature as influencing the creation of university spin-off companies. The Korean government has implemented the INNOPOLIS Research Institute Spin-off (IRIS) program to enable universities to create new firms within special research and development (R&D) zones to commercialize public R&D output. The capability of universities to establish new firms through the program varies; consequently, this study utilized 122 universities from 2013 to 2015 to analyze determinant factors that affect university spin-offs. Panel logit and negative binomial analysis results indicate that university location has the highest positive influence on IRIS. Government-sponsored funding has a negative impact; however, the likelihood that universities create spin-offs and the number of IRIS firms are positively and significantly affected by publications, patents, research funding, and number of university spin-offs.  相似文献

This paper examines the determinants of patenting and spin-off creation using survey data of 479 researchers in engineering and 449 researchers in life sciences funded by the Natural Sciences and Engineering Research Council of Canada (NSERC). The results show that research novelty and laboratory size are the only two variables significantly explaining patenting and spin-off formation in both engineering and life sciences. Network capital explains spin-off formation in engineering and in life sciences as well as patenting in life sciences, but not in engineering. Furthermore, the results suggest that many categories of resources explain patenting and spin-off formation in engineering and in life sciences, but that the combinations of resources required differ for patenting and spin-off formation and between engineering and life sciences. The results of this paper suggest that customized policies would be required to accommodate differences between spin-off formation and patenting as well as between engineering and life sciences.   相似文献

Innovation is a strategic challenge for high-tech companies and as such, justifies large investments in R&D. After exploring the limits of the underlying postulates of the organizational management of innovation (the necessary specialisation of researchers, the possibility of human discontinuity of innovation and possibility of controlling researchers), the objective of this paper is to show that the relationship between managers and researchers is characterised by asymmetric information (Laffont , J. J. (1985). Economie de l’incertain et de l’information, Economica.) to the benefit of the researchers. This asymmetry supposes the setting up of management practices which incite researchers to optimise the company’s interests, but this can only be done to at the expense of management control. In R&D activities, the informational asymmetry in agency relationship can be overcome by incentive managerial practices (Jensen, M. C., & Meckling, W. H. (1976) Theory of the firm: managerial behavior, agency cost, and ownership structure. Journal of Financial Economics, 3(4), 305–360.). The relationship between the manager (principal) and the researcher (agent), can be resolved by setting up the practice of strategic spin-off. This practice which enables a researcher to create a company based on work that he himself has carried out within the R&D department of his “mother” company, constitutes both an economic incentive (through the status of shareholder) and a symbolic one (through the status of entrepreneur). The incentive is strong for the researcher both to reveal his information and to obtain financial value from his research. Implementing this incentive contract means putting into place certain managerial and organisational practices designed to accompany the researcher–entrepreneur: (training, incubator, venture-capital structure etc.). The practice of strategic spin-off is beginning to emerge in high tech enterprises. This is why we have chosen to make an in-depth case study of the French company most involved in strategic spin-off, namely France Telecom.

The assumption that research findings provide the basis for spin-off projects at universities has been found up to now in literature and the practice. Supported by the theory of knowledge, the empirical study presented here shows that this idea is too limited. Only 45 % of spin-offs use codified research findings from the university, while 55 % use tacit knowledge that was acquired at the university. These spin-offs use knowledge beyond research findings, starting companies in the shadow of publications by academic institutions and drawing from the realm of tacit knowledge at universities. Tacit start-up knowledge is present in all scientific disciplines of universities; even the exploitation- and patent-oriented engineering sciences account for almost half of the start-ups. Start-ups based on tacit knowledge lead to both technology-oriented and service companies. They also do not differ from codified knowledge-based start-ups in the number of jobs that they create. The discovery of the tacit knowledge spin-offs as a phenomenon has an entire series of implications for the practice and research. The tacit start-up potential was not considered previously in the university promotion instruments and start-up consultancies. Furthermore, we can assume that tacit knowledge-based start-ups are only an initial indication of the innovation potential within the tacit realm of knowledge for universities and research institutes.  相似文献

Push factors associated with necessity entrepreneurship are largely neglected in the academic entrepreneurship literature. We link research on technology transfer to the literature on opportunity and necessity entrepreneurship, showing that the rate of academic spin-off creation is positively associated with the skilled unemployment rate. This longitudinal study of 559 spin-offs launched between 1999 and 2013, which controlled for several university- and context-level factors, showed that a higher level of unemployment reduced the probability of academic spin-off creation up to a threshold, beyond which the effect was reversed. By contrast, the relative skilled unemployment level was related positively to the probability of academic spin-off, particularly high-tech spin-off, creation. The relationship between the level of skilled unemployment and the creation of high-tech spin-offs was moderated positively by university research orientation and regional research and human capital intensity.  相似文献

We discuss the characteristics of academic “spin-off policies” in environments outside of high tech clusters and where technology transfer and entrepreneurship infrastructures have been weak. We explore whether the policies could explain the lack of growth potential of spin-off ventures that have repeatedly observed. We studied the case of Belgium, gathering data from nine of spin-off policies in the eight largest academic institutions and in 47 firms. We propose that spin-off policies in academic institutions significantly affect the growth potential of ventures.  相似文献

Abstract

Companies in the stability operations industry have been subjected to painstaking scrutiny while critics have ignored the value they bring to contingency operations and government clients. Moreover, the scope of the industry is often overlooked by critics who paint a picture of uncontrollable companies making ridiculous profits. In response, this article offers some insight on stability operations, contracting processes, pitfalls, and opportunities. The article then discusses some of the criticisms that surround the industry. These criticisms are often due to sensationalized reporting, and a significant problem is that reports on criminal activity such as fraud and abuse are exaggerated. In contrast, the far larger problem of waste due to poor client planning and oversight is glossed over. Finally, the article discusses industry self-policing efforts that have emerged to support the use of professional and compliant businesses in stability operations. Ultimately it is governmental regulatory enforcement and quality contracting practices that will do the most to marginalize unethical companies, reward better firms, and improve partnerships and success rates in stability operations globally.  相似文献

The defense industry has been experiencing a large draw-down during the 1990s. This has left many companies, large and small, in a situation where they had to examine the viability and future of their businesses. While large and medium-size companies were somewhat assisted by government policies and support, small subcontractors were often left alone, facing higher risks and severe threats to their future. This research investigated the events, decisions, activities and success of small defense contractors, which had to face this new situation. It developed a specific framework, which may be used to help companies in assessing their conversion efforts. The study was conducted by utilizing a within-case and cross-case methodology for case study analysis. Results assert the difficulties for highly defense dependent companies to enter and succeed in the commercial market and explain why many conversion efforts have often failed in the past. Our findings show that to convert successfully, companies must streamline and improve their internal processes, develop a strategic plan, develop their marketing capabilities, and must have management and employee commitment to the process. Although such recommendations were expected, we found, that to many of these companies, they were completely new. As a by-product to this study, we found that managers in small businesses are typically not aware of modern concepts of strategic management and do not normally read the management literature. A new approach to educating such managers is needed, and thus suggested.  相似文献

University spin-offs are defined as firms founded by university employees. Using a large database on venture-backed start-up companies, I describe the characteristics of university spin-offs and investigate whether they perform differently than other firms. I find that venture-backed university spin-offs are concentrated in the biotechnology and information technology industries. Moreover, a spin-off tends to stay close to the university, suggesting that technology transfer through spin-offs is largely a local phenomenon. Multivariate regression analyses show that university spin-offs have a higher survival rate but are not significantly different from other start-ups in terms of the amount of venture capital raised, the probability of completing an initial public offering (IPO), the probability of making a profit, or the size of employment.

We examine whether scientists employed in foreign countries and foreign-educated native researchers are more “entrepreneurial” than their “domestic” counterparts. We conjecture that foreign-born and foreign-educated scientists possess broader scientific skills and social capital, which increases their likelihood that they will start their own companies. To test this hypothesis we analyze comprehensive data from researchers at the Max Planck Society in Germany. Our findings provide strong support for the conjecture that academic entrepreneurship can be stimulated by facilitating the mobility of scientists across countries.  相似文献

In this paper, we employ a genealogical imprinting approach to theorize that experiences incurred during the founding of a first-generation university spin-off will influence future spin-off activity from the focal firm. We propose that firms that secure equity investment during their founding process will have a higher likelihood of generating subsequent spin-offs, and that this impact is conditional on the human capital of the founding team. We test our hypotheses on a sample of 101 first generation university spin-offs around a large US research university and their subsequent progeny firms. This study develops a new understanding of multi-generational spin-off processes in a region.  相似文献

Theoretical speculation and meta-analysis suggest that the strength of treatment effects (e.g., defendant attractiveness) may become weaker as the experimental simulation becomes more realistic and complex. In order to test this hypothesis, various levels of biasing pretrial publicity were combined with both a short and a long trial. Results provided no support for the contention that treatment effects act differently as a function of the length of the stimulus trial in which they are embedded. Rather, it is suggested that treatments used in simplified jury simulations may often show similar effects when examined in more realistic, complex settingsif the treatments are comparable.This research was supported by NSF Research grant No. SES 8419944 to the second author, John Carroll, and James Alfini. One of the most difficult challenges in technology transfer is to measure the movement of knowledge from basic scientific research to industrial technology. This paper will report on a study of the linkage between science supported by the Agricultural Research Service (ARS) and patented technology. This study traced the citations from U.S. patents issued in 1987–88 and 1993–94 to scientific research papers linked to the U.S. Department of Agriculture (USDA). The number of patent citations to ARS papers, and to other USDA-supported papers has increased fourfold over the six-year period. A distinct difference also exists between the patent-cited ARS papers and patent-cited extramural USDA-supported papers: ARS papers are in more agriculturally related journals, while the extramural papers were in more basic and biomedical journals. USDA-supported papers were overwhelmingly cited by U.S.-invented patents (in a patent system in which half the patents are foreign-invented). In the primary field of ARS papers (Biology), they are cited much more often by patents than Biology papers from any other publishing organization. Since the publishing organizations and support sources of all the papers cited in these patents have now been identified, we can study the transfer of scientific results to patented technology by institution, by agency, or by any other category of patent or paper holder. The NASA/Florida Minority Institution Entrepreneurial Partnership (FMIEP) represents a new infrastructure for technology transfer based on an alliance between the National Aeronautics and Space Administration (NASA)-Kennedy Space Center (KSC), the Technological Research and Development Authority (TRDA), and four Minority Institutions in the State of Florida. This paper describes this partnership, their key activities, and some of the initial results accomplished. The NASA-FMIEP was developed in order to assist in the technological advancement of small businesses through the support of existing federal programs. Many of these programs are underutilized, particularly by small and minority-owned businesses. One of these programs aims to transfer advanced NASA technologies to the private sector. The FMIEP supports Kennedy Space Center by identifying new potential markets for technologies developed at the Center and by developing innovative information technology applications necessary to support the efforts of technology transfer. In addition, the FMIEP';s business thrust includes assisting Kennedy Space Center in promoting the participation by small business in the Technology Outreach Program and the Small Business Innovation Research Program. To date, one NASA technology has been successfully commercialized, seven hundred businesses have been made aware of these federal business-assistance programs, and four companies received important assistance that enabled them to become SBIR winners.  相似文献

We study the economic value of both embodied technological change and Research and Development (R&D) investment as proxies for the inputs of innovative activities conducted by Vietnamese firms. Our main focus is on the profitability of young innovative companies (YICs), private innovative companies (PICs), and small and young companies (SYCs). In particular, we test whether YICs could prove successful in fostering economic development through their technological change activities. Results show that (a) although YICs are more R&D intensive and innovative than PICs and SYCs, in general they do not produce equivalent performance; however those specific YICs focusing on technological change potentially outperform their counterparts, and (b) PICs are more capable than the other types of firms in translating their innovative effort to higher profitability.  相似文献

This research examines the impact of research and development (R&D) consortia on the competitiveness of American companies. It also concludes that since passage of the 1984 National Collaborative Research Act, which allows companies to jointly perform research, only a few R&D consortia have been formed and they do not have much impact on companies through applications of new technology. It is suggested that R&D consortia may have more impact on firms that are catching-up technologically or for which the particular research is tangential to their core business. He holds a Ph.D. in public policy from the George Washington University (1988), and has worked for the National Science Foundation, the Congressional Office of Technology Assessment, and the National Academy of Sciences. His interests focus on technology, economic competitiveness, and government policy. He has recently published on these topics in Research Policy (August 1990), and Policy Studies Review (Spring 1991, forthcoming).  相似文献

Federal courts have split on the question of the applicability of the Americans with Disabilities Act to insurance coverage decisions that insurance companies make on the basis of disability; they have similarly split on other issues pertaining to the scope of that Act's application. In deciding whether to read the Act as prohibiting discrimination in insurance decisions that are often crucial in the lives of people with disabilities, courts have faced two problems. First, where it prohibits discrimination in the equal enjoyment of the goods and services of places of public accommodation, the Act's area of concern may be limited to the ability of people with disabilities to gain physical access to facilities; or that area may extend to all forms of disability-based discrimination in the provision of goods and services. This Comment argues that the language and legislative history of the Act are consistent only with the latter view. Second, the provision limiting the Act's applicability to insurance may create an exemption for all insurance decisions; or it may protect only the ability of an insurance company to make an insurance decision to the disadvantage of an insured with a disability where actuarial data support the decision. This comment argues that the ambiguous language of the limiting provision should be resolved in favor of the latter view. Legislative history and the broader background of the history of insurance discrimination law support this resolution. Consequently, the Act should be interpreted as prohibiting disability-based discrimination by insurance companies in selling insurance policies and as defining discrimination as making disability-based insurance decisions without the support of actuarial data. By accepting this interpretation, courts can help stop the pattern of judicial narrowing of the Act's application through inappropriately restrictive statutory construction.  相似文献

This paper examines the role that basic research plays in the strategies pursued by industry in their interactions with federal labs. It draws on questionnaire-based data of 229 federal laboratory-industry joint R&D projects with 219 companies and 27 laboratories. The study documents the relative importance of basic research in the success of the interactions by comparing the incidence of basic research on several indicators of success. The study shows that, even though projects involving basic research tend to have higher costs, they also have a high percentage of product outputs in the short term. Typical high payoff strategies for partnership were those in which the company performed several technical roles and the federal laboratory was more narrowly focused.
