Abstract

This article looks at Russia’s exercise of power politics in Ukraine and Syria as a way of improving its international status. Russia’s recent willingness to use power and coercion is theoretically counterintuitive as it appears to be in dissonance with the prevalent characterisation of the country as a status-overachieving inconsistent power. We argue that this behaviour is not the result of a consistent weighing of status against capabilities, but rather reflective of both internal and external dynamics. We analyse issues of identity, opportunity and costs as factors that influence Russian foreign action, showing that power politics will not solve Russia’s status-inconsistency problem in the long run.  相似文献

What are the causes of state-initiated human rights violations? Are intra-national factors alone causally responsible for the emergence of human rights crises in the developing world? This article critically examines contemporary social science literature on the causes of human rights compliance and violations, particularly in the fields of international relations and comparative politics. It underscores the finding that the current research agenda on human rights has yet to fully recognise the causal and constitutive links between transnational and domestic factors in generating variations in states’ level of compliance. The main goal of the paper is to analytically explore the possibilities of generating social scientific research that recognises the interactive causal dynamics among extra-national and domestic variables as they jointly produce cross-national variations in the quality of a state’s compliance with human rights norms. Based on a critical analysis of the current scholarship in human rights research, the paper offers several pathways the academy must traverse in order to enhance our understanding of the causal underpinnings of human rights violations in the global South.  相似文献

Despite the crucial role feminist movements play in securing progressive development policies, legislation and socio-legal protections for women, labeling women’s rights issues as feminist has contradictory, mostly negative, effects on the women’s movement in Africa. This paper discusses research findings that show that older women (activists) are more likely to self-identify as feminists than younger women in Ghana. I argue that, while resistance to feminism may have roots in anti-imperialism, socio-cultural and economic privileges play a crucial role in such resistance at an individual level. Based on findings discussed in the paper I suggest the following. First, the perceived threat of feminism to African socio-cultural norms dialectically enhances opportunities for advancing women’s rights in development planning through a more transformative civil liberties route as opposed to a “special victims’ unit” approach. Second, further empirical research is needed to assess the impact of various intersecting variables (class, age, ethnicity, sexuality, religion and geographical location) on feminist politics in Africa.  相似文献

Violations of rights, a weak Duma, political parties dominated by bureaucrats, and corrupt privatization are ordinarily taken as signs or even causes of the failure of democracy in Russia or at best as normal traits of electoral politics in a middle-income state. Yet all of these are natural consequences of introducing democracy in a country with the Russian electorate’s distinctive recent experience of a loss of a third of the state’s territory and half its population. In such a democracy only a centrist, not a liberal, strategy can block a return to authoritarianism, and such a strategy in Russia will subordinate rights to the task of privatization that a Duma weakened by ideological, demographic and geographic impediments to party development cannot conduct. Consequently what are taken as signs or causes of democratic failure in Russia are instead necessary effects of introducing democracy in Russia’s special circumstances.  相似文献

A growing body of research suggests the existence of a disconnection between citizens, politicians and representative politics in advanced industrial democracies. This has led to a literature on the emergence of post-democratic or post-representative politics that connects to a parallel seam of scholarship on the capacity of deliberative democratic innovations to ‘close the gap’. This latter body of work has delivered major insights in terms of democratic design in ways that traverse ‘politics as theory’ and ‘politics as practice’. And yet the main argument of this article is that this seam of scholarship has generally failed to explore the existence of numerous pedagogical relationships that exist within the very fibre of deliberative processes. As such, the core contribution of this article focuses around the explication of a ‘pedagogical pyramid’ that applies a micro-political lens to deliberative processes. This theoretical contribution is empirically assessed with reference to a recent project that sought to test different citizen assembly pilots around plans for English regional devolution. The proposition being tested is that a better understanding of relational pedagogy within innovations is vital, not just to increase levels of knowledge, but also to build the capacity, confidence and contribution of democratically active citizens.  相似文献

ABSTRACT

This paper introduces ‘conscientious politics’, discusses their features and shows their resonance in the case of Israel. I define conscientious politics as politics informed by moral deliberations about legitimacy, and locate them in the larger matrix of conscience. In the balance between passion and persuasion, conscientious politics provide time and invite venues for deliberation on the social contract, challenging rulers’ convenience and society’s conventions. While the individual’s freedom of conscience draws mainly on positive liberty (from within), conscientious politics also requires emancipation from without. However, conscientious politics are not necessarily harmonious or liberal, nor does liberalism necessarily entail free conscience. Conscientious politics are often ‘hidden in plain sight’, and the normative task of bringing them to light depends on revealing the moral dilemmas that underpin actual politics. I unearth such dilemmas with regard to Israel’s 2011 social justice movement, the subsequent prisoner exchange and Israel’s relations with the Palestinians.  相似文献

Amidst China’s emergence as a global power, Xi Jinping is pushing through a range of ambitious reform plans that are reconfiguring both Chinese domestic politics and foreign policy. A fierce anti-corruption campaign has led to the dismissal of a large number of powerful figures, while a major effort has begun to bring party, state, and military power within Xi’s control. Many observers have interpreted these moves as radically altering the rules of game of elite politics, if not creating a personalistic political system. Our analysis shows that Xi’s corruption fighting and power centralisation represent part of his state-building project, in order to enhance the party-state’s capacity for the pursuit of governance objectives. We identify three rules regarding the Party’s power succession that would provide a critical test regarding how radically Xi is prepared to alter the Party’s key norms. The outcome of the 19th party congress in late 2017 would make it clearer whether Xi is in an effort to further institutionalise Party politics or turning the regime into his one-man rule.  相似文献

This article analyzes the effects of nationalizing policies of the state, processes of democratization, and uneven socio-economic development on the rise of Kurdish ethno-mobilization led by the PKK terrorist organization since the 1980s in Turkey. Three features of the Turkish modernization context are identified as conducive for the rise and continuation of Kurdish ethno-mobilization: a) a nation-building autocratic state that resisted granting cultural rights and recognition for the Kurds; b) democratization with the exclusion of ethnic politics and rights; c) economic regional inequality that coincided with the regional distribution of the Kurdish population. It is argued that autocratic policies of the state during nation-building accompanied the development of an illiberal democracy and intolerance for cultural pluralism. These aspects of Turkish democracy seem to be incompatible with both the liberal and consociational models of democracy that accommodate ethnicity within multiculturalism.  相似文献

This article subjects the Statecraft interpretation to critical assessment. It argues that, while Bulpitt has provided a parsimonious and stimulating contribution to our understanding of British politics, his work needs to be developed. More specifically, although the Statecraft thesis evolved out of Bulpitt’s concerns with the methodology of political science, a neglect of ontological and epistemological questions has led it to propound explanations which are both reductionist and insensitive to empirical criticism. The article concludes by suggesting ways in which the Statecraft interpretation can be developed to take account of these weaknesses.  相似文献

In the Dagomba kingdom in Northern Ghana there has been a protracted dispute between two branches of the royal family over rights to the skin (throne). This dispute erupted into violence in September 1969 when at least eighteen people were shot dead by the security forces. This article examines the background to the so‐called ‘Yendi skin dispute’ and considers the significance of the distinction between ‘tradition’ and ‘politics’ as used by participants to explain the conflict and to allocate responsibility. It concludes that ‘tradition’ is both artificial and highly malleable.  相似文献

This paper analyses young people’s political discourses and experiences, highlighting their disillusionment with the postcolonial state. Drawing on ethnographic data and interviews with young people in the city of Bamenda, the article argues that young people’s perspectives and discourses on politics constitute alternative forms of political involvement and resistance. Their actions, inactions and discourses about politics and political personalities are informed by their specific identities and positionalities. However, taken collectively, these voices reveal current national anxieties about the postcolonial state whose legitimacy is widely believed to have eroded.  相似文献

What happens to the politics of welfare in the Global South when neoliberal values are questioned? How is welfare re-imagined and re-enacted when governments seek to introduce progressive change? Latin America provides an illustration and a valuable entry point to debates about ‘interruptions’ of neoliberalism and the changing nature of social policy. Drawing on examples of disability policies in Ecuador and care provision in Uruguay, we argue that there is a ‘rights turn’ in welfare provision under the left that reflects a recognition that previous welfare models left too many people out, ethically and politically, as well as efforts to embed welfare more centrally in new patterns of respect for socio-economic and identity-based human rights. Given Latin America’s recent contestation of neoliberal development as well as its history of sometimes dramatic welfare shifts, the emergence of rights-based social provision is significant not just for the region but also in relation to global struggles for more equitable governance.  相似文献

This contribution seeks to engender more nuanced reflection on the role of human rights advocacy and specifically its role in democracy promotion. The two agendas have been seen as conjoined and harmonious by most aid donors; yet, interestingly and perceptively, some commentators have recently criticised the notion that they are agendas that are straightforwardly compatible or coherent. I examine here from a theoretical perspective the plausibility and the consequences of the claim that the two agendas share a more complex and controversial relationship than is often assumed. Specifically, I seek to highlight the importance of paying attention to the possibility that rights themselves are inherently ‘contradictory’ in nature and that therein lies their contribution to the democratisation agenda. Indeed, by drawing on Samuel Bowles's and Herbert Gintis's view of rights claims as ‘clashing’ and ‘politico-economically’ grounded, the aim of this article is to argue for a more politicised and openly contradiction-accepting approach to rights and democracy promotion. I contextualise this (theoretically motivated but practically consequential) argument in the context of the EU's human rights and democracy promotion policies.  相似文献

Abstract

This article discusses the transformation of the liberal international order, with reference to the ways in which global shifts affect the developmental paradigms among the emerging middle powers. Although it is rarely contested that the liberal order is being severely tested, the dynamics and potential consequences of this transformation are a matter of intense controversy. Also, the debate mainly focuses on great power politics, without paying adequate attention to the ways in which middle powers are influenced by and inform the transition to a post-liberal international order. By focusing on the case of Turkey, this article addresses whether non-Western great powers (Russia and China in particular) are leading the emergence of alternative order(s), and if so, through what mechanisms. Based on the reciprocal interactions between ideas, material capabilities and institutions, I argue that the preferences of the Turkish ruling elite seem to be gradually shifting from a Western-oriented liberal model towards a variety of ‘state capitalism’ as an alternative developmental paradigm in a post-liberal international order.  相似文献

This paper examines the process of how Crimean Tatars strived to attain group-differentiated rights since they have returned to their homeland in the early 1990s. Whereas the politics of minority rights were viewed through security lens in earlier literature, we emphasize the significance of cultural constructs in influencing the minority policies, based on qualitative content analysis of “speech acts” of elites, and movement and policy documents. Focusing on the interaction of the framing processes of Crimean Tatars with the Crimean regional government, Ukraine, and Russia, we argue that the “neo-Stalinist frame” has played a major role in denying the rights of Crimean Tatars for self-determination and preservation of their ethnic identity in both pre and post annexation Crimea. The Crimean Tatars counter-framed against neo-Stalinist frame both in the pre and post-annexation period by demanding their rights as “indigenous people”. Ukraine experienced a frame transformation after the Euromaidan protests, by shifting from a neo-Stalinist frame into a “multiculturalist frame”, which became evident in recognition of the Crimean Tatar status as indigenous people of Crimea.  相似文献

Research on Hong Kong lawyers has so far focused on their internal differences and the rise of cause lawyering. Not much has been done on their role in promoting political liberalism. This paper fills a gap by reviewing the history of lawyers’ political activism before and after Hong Kong’s sovereignty shifted from a liberal-colonial to an authoritarian regime in 1997. It argues, first, that Hong Kong’s post-colonial constitutionalized politics and prolonged democratic deficit have given the legal complex—which includes lawyers and also increasingly legal academics—a key role in its pro-democracy movement, and second, critical political junctures have driven activist lawyers to use various means, from electoral politics to civil disobedience, to defend the rule of law and Hong Kong’s tortuous democratization.  相似文献

For unrecognised states in the international system recognition of sovereign statehood is the ultimate goal. Not being ‘a state’ means being excluded from global networks. However, even in the most basic definitions and criteria for unrecognised states there is a period of relative autonomy accorded due to non-recognition. This is a period when political actors can use isolation to establish the state’s narrative, identity and structure. It is this period that provides the foundations for external interaction. It is in this period that the state is born. This article examines another side to the politics of recognition: the politics of non-recognition. Drawing on the contemporary examples of Somaliland and Kurdistan, the article assesses the benefits as well as the costs of non-recognition.  相似文献

This article examines the politics of belonging for women in Ghana’s entertainment scene. As a result of instability while a series of different military and civilian leaders controlled the country between 1966 and 1979, Ghanaian women were scrutinized in local newspapers for actions that were deemed inappropriate, such as provocative dancing. Yet, these same Ghanaian journalists contradicted their own language and respectability ideals by celebrating the sexualized images and performances of Caribbean and African American women visiting Ghana during this period. By distinguishing between the actions of Ghanaian women and women of African descent, their language demonstrates that journalists prioritized national identity politics over the claims of respectability expected of all women in their country. Through the use of what I describe as ‘Ghanaianness’, a term indicating that ‘authenticity politics’ were at stake, I argue that journalists purposefully excluded diasporic women from Ghanaian belonging.  相似文献

This paper seeks to unravel some of the tangled threads of contemporary rights talk. For some, the grounding of rights‐based approaches in human rights legislation makes them distinctively different to others, lending the promise of re‐politicising areas of development work—particularly, perhaps, efforts to enhance participation in development, that have become domesticated as they have been ‘mainstreamed’ by powerful institutions like the World Bank. Others complain that like other fashions, the label ‘rights‐based approach’ has become the latest designer item to be seen to be wearing, and has been used to dress up the same old development. We pose a series of questions about why rights have come to be of interest to international development actors, and explore the implications of different versions and emphases, looking at what their strengths and shortcomings may come to mean for the politics and practice of development.  相似文献

Abstract

The Bank of China led China’s modern-style banks during the Republican era, supporting the Chinese state through war and peace and financing China’s industrialization in the first half of the twentieth century. This article explores the founding of this institution in 1912 in the context of building the modern Chinese nation state following the 1911 Revolution. It argues that the events that made possible the Bank of China’s founding illustrate the contingent nature of state building. Furthermore, emphasis is on the critical relationship between finance and political legitimacy in state building. The article also shows how the creation of an institution such as the Bank of China, which was originally intended to be the new Republic’s central bank, gave the fledgling state the opportunity to support the transfer of legal rights in regime change.  相似文献
