The literature on the Ottoman Empire's position in the European states system generally considers the Treaty of Paris as a landmark event for the European states’ recognition of the Ottoman participation in the European concert and the advantages of European international law. This article argues that this consideration overestimates the impact of the Treaty of Paris and reveals that before 1856, the Ottoman Empire was a part of the European states system and was subject to European international law both in terms of treaty-making practices and in the utilization of European customary law. Moreover, the article argues that the Ottomans were interested in the concept of international law before the Treaty of Paris. The existence of archival documents on Ottoman dealings with the European states and the publication of two translations from the European international law treatises before the Treaty of Paris indicate that the Ottomans interest in international law was to ensure the survival of the empire.  相似文献

Abstract

Today’s Ukraine figures as the land of irreconcilable differences, on the verge of disintegrating into different parts. Issues regarding nation-building processes, national identity types within the main ethnic communities, as well as regional political preferences have all become critical. Thus, this paper examines how enduring regional political preferences, embedded in a fragmented and porous national identity framework, have been serving as destabilizing factors in the eastern part of the country. The conclusions offer an understanding of the 2013–2015 crisis, while they can also be extrapolated to other regions of the ex-Soviet space.  相似文献

The radical right, semi-clandestine, and paramilitary organization called the National Defense of Lithuania ‘Iron Wolf’ (1928–1930) is, perhaps, the best known and the only example of an attempt to introduce a fascist form of governance in interwar Lithuania. Established and controlled by the Lithuanian Nationalist Union (Lietuvi? tautinink? s?junga) authorities, its first and foremost task was to protect the new nationalist regime from its political opponents, spread propaganda, as well as report any acts of societal disloyalty and disobedience. The short-lived organization was shut down due to conflict between the highest authorities and the threat that ‘Iron Wolf’ was beginning to pose to President Smetona’s rule.  相似文献

SUMMARY

The province of Barcelona became one of the major industrial regions at the outset of the first industrial revolution in Spain. The province of Barcelona had a distinctive place in the Spanish monarchy and it was an area where agriculture was the most important economic activity. This situation coincided with the beginning of liberal parliamentarism in Spain and it determined the profile of the Catalan MPs. For this reason, this article explores the profiles of the 85 deputies elected by the province of Barcelona during the period of liberal parliamentarianism (1834–54). The date and place of birth, profession, parliamentary experience and political militancy are examined, as is the development of cursus honorum, the ladder of political career advancement, based on the ‘course of honours/offices’ that operated in ancient Rome for men of senatorial rank and comprised a mixture of administrative and political posts. A quantitative analysis indicates a characteristic profile that is also aligned to a general European pattern. For instance, liberal professionals and public officials were significant in the professional status of the MPs. Besides, this study also considers the issues and questions which attracted the attention of the Catalan MPs and which were also willingly used by the MPs to mobilize public opinion. Furthermore, the MPs chosen by the province of Barcelona during the rise of the parliamentary system acted in an autonomous manner. Important examples of this autonomous political behaviour include the defence of a unitary position concerning industrial issues, military intervention in the province of Barcelona, and with tax policies.  相似文献

Abstract

There is a considerable lack of awareness of the interrelated nature of human activities due to insufficient information. A community without relevant information or public sensitivity to participation, in fostering a sense of personal environmental responsibility and greater motivation towards achieving personal goals, becomes problematic. Using the poststructuralist theory, this article takes a qualitative approach to analyse discourses and people's reaction to an ‘insecure’ environment within South African communities. It examines organisations which provide support to empower communities through education in Cape Town. One assumption here is that people gain knowledge about themselves, their environment and others around them, if they are empowered. The focus thus is on educational schemes and activities that communities and organisations undertake to challenge, accept and negotiate their ideological positions. The inventiveness and responses of the organisations considered, through the local communities and pupils, are therefore significant as they enable an understanding of the challenges encountered in democratic South Africa, including the causes of xenophobia. Ultimately, the consequences of ignorance about one's environment are detrimental to both neighbouring communities and people at large. The local communities considered expressed this sentiment while implicating the government's role in depriving its people of vital socio-cultural and politico-economic information.  相似文献

ABSTRACT

The political instability that has characterised Sudanese politics since independence is attributable to political exclusion, economic neglect and marginalisation. Discrimination based on religion, language and culture has constituted the main contradictions between the masses of the Sudanese people (periphery) and the politically dominant Arabised Nubians (centre) in all the different politico-ideological hues experienced by the nation. Attempts to resolve this contradiction have left the structural imbalances inherited from the colonial administration of the Sudan intact. This explains the resurgence of war, particularly in Southern Sudan. The recent peace agreements between the National Congress Party (NCP), namely the Comprehensive Peace Agreement (CPA) with the Sudan People's Liberation Movement/Army (SPLM/A); the Darfur Peace Agreement with the Sudanese Liberation Movement (SLM) (Minawi); the Cairo Agreement with the National Democratic Alliance and the Eastern Sudan Peace Agreement with the Eastern Sudan Front, have left the NCP still in firm control of the oppressive state machinery. The CPA power-sharing protocol awarded the NCP a majority which institutionalises a power asymmetry that the NCP utilises to obstruct implementation of the CPA and delay the process of democratic transformation.

This article analyses the asymmetry in the NCP–SPLM partnership and power relationship. It assumes that the tragic death of Dr. John Garang de Mabior is a major cause of the political weakness demonstrated by the SPLM since 2005. This power imbalance jeopardises the CPA implementation and the future of the Sudan as a state.  相似文献

This article investigates the political discourse on the resolution of the Eurozone of the second Merkel government and its political contestation in plenary debates of the Bundestag. The empirical part demonstrates the high relevance of normative arguments in the debate, both for the case made by the government parties for a Stability Union and related concepts of austerity and economic reform, and for the competing discourse by the opposition parties for investment and debt mutualisation in the Eurozone. Moreover, the analysis reveals that a strong value- and identity-based commitment to European integration continues to be supported by all political parties in the Bundestag. To conclude, the final section discusses party political and institutional factors to explain why the political contestation of the European leadership by the Merkel government in the Bundestag played only a very limited role at the federal election in September 2013.  相似文献

By making use of an original data-set built based on a codification of all investiture debates of the Italian governments from 1946 to 2014, the paper investigates the main factors that explain the choice of a party to devote its attention to the valence issues of corruption and competence in its legislative speeches. Two classes of hypotheses are tested; the first concentrates on spatial reasons, and the second concentrates on contextual factors. Both sets of factors appear to play a significant role, although no clear temporal trend emerges in party attention over almost seventy years of Italian parliamentary debates.  相似文献

Abstract

One of the many challenges that Estonia faced when it gained independence was the minority question. The history of certain minorities, above all that of the Baltic Germans, has already been studied fairly intensively. Nevertheless, the scope of all previous studies has been rather narrow (the position of a single minority). This article traces the history of all ethnic minorities in Estonia and views them from a broader perspective. Answers are sought to the following questions: What were the ethnic relations like in Estonia in 1918–1925? Why were they so? Did they change in the course of time? The article is based on the systematic study of Estonian press and archival sources. It constitutes an expanded version of the conclusion of the author's Finnish-language monograph Ajan ihanteiden ja historian rasitteiden ristipaineissa: Viron etniset suhteet vuosina 1918–1925.  相似文献

Summary

In 1846 the Conservative party split over Peel's decision to repeal the Corn Laws. While over a third of Conservative peers voted for repeal from a variety of motives, not least out of loyalty to the Duke of Wellington, a clear majority rallied to the protectionist standard raised by the Duke of Richmond. The Protectionists elected Lord Stanley (the future fourteenth Earl of Derby) as their leader. Stanley's policy was to reunite the Conservative party in the House of Lords in opposition to the Whig government and to use this as a forge on which to work the reunion of the whole party. In 1846 this seemed to be a sensible policy with a reasonable chance of success. A majority of Peelite peers favoured reconciliation with the Protectionists and Stanley maintained generally good relations with the most prominent Peelites in the Lords during this period. Yet despite these advantages Stanley's policy failed. Although the Peelite peers did not organise as a political party they retained a separate identity and few of them joined the Protectionist government formed in 1852. Stanley failed because the strength of feeling associated with protectionism and free trade was too deep to be overcome, even in the Lords.  相似文献

This paper is premised on the questions of whether Islam as a religion, spiritual domain, cultural practice and philosophy should be held responsible for whatever activities the Muslims choose to do in their personal capacity. Does the ascribed status of individuals being Muslims and their choice of declaring themselves as terrorists in the name of Islam entail that they are true followers of the religion and have been theologically and spiritually inspired by it? These questions have sprung up because Islam as a religion has constituted the fundamental component of western interpretation of the reasons for the rise of violent extremism involving Muslim radicals. In this context, the objective of this paper is to examine how the contemporary western interpretations, linking the actions of Muslim extremist groups with those of the ontology and epistemology of Islam, are predicated on a faulty cognition of the nature and the guiding principles of that religion itself. To accomplish this, the paper critiques Samuel Huntington's ‘clash of civilizations’ thesis and Bernard Lewis's version of the roots of Muslim extremism.  相似文献

In this article, Cristiana Scnigaglia analyzes how, when the constitution of the new German republic was being debated at Weimar in 1919, difficulties arose because there had been very little prior debate in Germany about a republican form of government, since the permanence of the monarchical system had been generally assumed. This gave great weight to the writings of Robert Redslob, the only senior academic authority who had discussed at some length the institution of a presidency in a republic. The article goes on to show how leading figures like Max Weber and Hugo Preuss, who were deeply involved in drafting the Weimar constitution, drew on Redslob's ideas in arguing for the solution that was eventually accepted, a State President directly elected by popular vote, who could act as a necessary constitutional balance by setting limits to the otherwise unlimited authority of the legislature and the central government.  相似文献

The aim of this article is to introduce the work of August Wilhem Hupel, a Baltic German author of the 18th century. The article focuses on the sections in his most voluminous work Topographische Nachrichten von Lief- und Ehstland (1774–1782) that describe Estonian peasants’ sexuality. Hupel’s writings belong to the sources of the history of the Estonian family, a field that has been rediscovered at the beginning of the 21st century. Thanks to the work of Marika Mägi and Nils Blomkvist, a new paradigm for research in this field has been opened up. This article adheres to that paradigm.  相似文献

This study investigates the degree of autonomy the Ukrainian volunteer battalions had from the regular forces during the war in Donbas. The findings indicate that the degree of autonomy was high and that in particular, three initial conditions were decisive for this outcome: (1) the relative level of militia military strength in the initial states of conflict; (2) the degree of agenda overlap; (3) the degree of bottom-up organization. The empirical evidence further suggests that the three factors produced the identified outcome through the mechanisms of “institutional lock-in,” “performance interdependence,” and “entitlement.” Consequently, the Ukrainian state and regular forces ended up accepting a higher degree of autonomy, in terms of command and control, on the part of the volunteer battalions than they otherwise probably would have preferred. This outcome contributed significantly to saving the sovereignty of the Ukrainian state in 2014–2015, but may also have created conditions for challenges to the same state further down the road.  相似文献

This article focuses on a specific aspect of the international context surrounding the Tunisian transition to democracy. Through the case of the German political foundations in Tunisia, this study argues that the country’s journey to democracy has not been an exclusively domestic affair, but has also been the product of the engagement of international actors and their interplay with domestic groups. Building on evidence from semi-structured interviews and data triangulation the article shows that since the late 1980s four German political foundations operating in Tunisia created platforms for ‘political debate’ – alternative to the regime’s but not subversive – and encouraged political training. The article posits that initially the German political foundations helped Ben Ali’s regime in the making of a ‘façade liberalisation’, while in the long run their activities generated unintended consequences that in part undermined its ‘authoritarianism upgraded’. The article demonstrates that their longstanding presence on the ground allowed the German political foundations to develop patterns of trust with and between political and civil groups, ultimately improving the capacity of their action after the revolution.  相似文献

Drawing on a large-scale study examining the British broadsheets’ coverage of the first Gaza war, this paper proposes some methodological considerations for analyzing the particularly emotive discourse on the Palestinian-Israeli conflict, and suggests a reflective multi-methodological approach to account for both the complexities and the intensities of the conflict. The paper starts by arguing that, working with a large data-set, quantitative data are both required and required to be interpreted by acts of contextualisation. Two strategies of contextualization are then introduced: interpreting patterns and associations in the numerical data. Following this, the paper continues by examining the findings and dilemmas that have emerged from quantitative analysis, using qualitative analysis of editorial extracts. It therefore shows examples for how quantitative codes can be built into and built up by narratives and arguments. Doing this, it also demonstrates possible ways of connecting qualitative to quantitative research: explanation, extension, and transformation/subversion.  相似文献

This article analyses the conception of womanhood and nationhood in Turkey through images of the First Lady in the media. It demonstrates that while there is a struggle between the secularist and Islamist media on issues such as Turkish national identity and public visibility, the secularist and Islamist discourses overlap when it comes to gender roles. In both cases, the private sphere is designated as the primary domain of women and the agency of women in the public sphere is limited by the symbolic duties they are expected to perform in accordance with the national imaginary.  相似文献
