Land occupations led by Brazil's most dynamic social movement the Landless Workers Movement (MST) began as a regional phenomenon. The south‐east and the north‐east regions were initially the centres of land occupations. The successful occupations in these areas were influenced by the origins of the movement, their proximity to urban areas with sympathetic support networks, concentrations of landless workers and the availability of vast areas of uncultivated land. Initial land settlements led to successful occupations in adjoining areas. Conditions which led to successful organising were later systematised by the MST leaders into a national strategy. Subsequently this strategy directed social intervention in other regions and created the basis for the extension of land occupations in regions beyond their original areas of strength. The extension of successful land occupations to new areas has been based on the ‘transplantation’ of leaders and the recruitment of local cadres who have assimilated the lessons of earlier experience. The MST has been transformed from a regional to a national movement. In the process, the MST has moved from a sectoral ‘agrarian reform’ social movement to a political movement with a national political agenda.  相似文献

Using, as a point of departure, Tim Lott's recent autobiography where he attempts to make sense of his mother's suicide of 1988 through a reconstruction of his family genealogy, this article tries to map the production of gendered, classed, and racialized subjects and subjectivity in west London. It addresses the tension between Lott's discourse of his own white working-class boyhood during the 1970s where questions of ‘race’ are all but absent, and the racialized ‘commonsense’ that pervades the interviews with other local white contemporaries of Lott and his parents. These narratives are analysed in relation to the socio-economic context and the political activism of the period. Theoretically, it analyses the ‘diaspora space’ of London/Britain, interrogating essentialist ‘origin stories’ of belonging; reaching out to a glimmer on the horizon of emerging non-identical formations of kinship across boundaries of class, racism and ethnicity; and exploring the purchase of certain South Asian terms – ‘ajnabi’, ‘ghair’ and ‘apna/apni’ – in constructing a nonbinarized understanding of identification across ‘difference’.  相似文献

This article argues that neoliberalism with its pervasive patriarchy and co-option of feminism, renders women tacitly complicit in gendered pay inequalities. We show that in New Zealand, one of the world’s most neoliberal nations, women who might precisely be best equipped to argue for equal pay – engineers – do not do so because neoliberalism makes many feel responsible for, and accepting of, their lower salaries. In interviews and focus groups, many women engineers talk of deserving less pay than men because of their ‘choices’, their ‘personality’ and their lack of ‘responsibility’. In a disempowering environment, some women show agency by disavowing gender as a reason for the pay gap. Such narratives of individualized shortcomings reduce hope of collective action that might uncover and dismantle the systemic causes of pay inequity, which are not due to a woman’s choice or personality but rather what we frame as the neoliberal chimera.  相似文献

In a widely read paper, the United Nations Food and Agriculture Organization, World Bank and others propose systematic property rights formalization as a key step in addressing the problems of irresponsible agricultural investment. This paper examines the case of Cambodia, one of a number of countries where systematic land titling and large-scale land concessions have proceeded in parallel in recent years. Cambodia's experience exemplifies the challenges of the ‘formalization fix’ – the proposition that property formalization constitutes a preferable front-line defense against land grabbing – and highlights formalization's uneven geography as an issue that has yet to generate adequate discussion internationally. Three dimensions of Cambodia's less-than-successful formalization fix efforts stand out: (1) the spatial separation of systematic land titling and agribusiness concessions that emerged during the 2000s and has only recently begun to be addressed; (2) the deployment of property formalization as a means of land grabbing, especially when applied selectively and unevenly; and (3) the political arena of efforts to legitimize ‘state land’. The paper questions the formalization fix as a policy solution, and argues for both greater spatial transparency in property formalization efforts throughout the global South, and greater attention to the problem of unmapped state land in general.  相似文献

It is argued here that development studies tend to ignore the ways in which external interventions become embedded within existing fields of power and are influenced by past experiences. This explains to a large extent the failure of many so-called ‘participatory’ programmes. Crucial changes introduced by the Mexican Agrarian Law in 1992 are examined, with particular reference to the impact and grassroots perception of new ‘participatory’ styles of government intervention. The latter process is illustrated by means of peasant–state interaction on an ejido in Jalisco, where ‘local participation’ that is central to government programmes ‘imposed from above’ reinforces stereotypes such as the ‘corrupt’, ‘ignorant’ official and the ‘lazy’, ‘distrustful’ peasant. Accordingly, encounters between state officials and smallholding peasants in the ejido display a combination of trust/distrust and cooperation/resistance.  相似文献

During the period following the abolition of slavery by the French colonial government in 1896, the Southern Highlands of Madagascar was settled by ex-slaves. These early settlers constructed a foundation myth of themselves as tompon-tany, or ‘masters of the land’, a discourse not only equating land with tombs, kinship and ancestors, but also coupled with a skilful deployment of ‘Malagasy customs’. In order to exclude later migrants who also wanted to settle, the ‘masters of the land’ attempted to establish control over holdings in the area. To this end, and to reinforce their own legitimacy as landholders, the tompon-tany labelled subsequent migrants andevo (‘slave’ or of ‘slave descent’) who – as a tombless people – have no rights to land. Because they have neither tombs nor ancestors, the landless andevo are socially ostracised and economically marginalised. As an ‘impure people’, they are not entitled to a place in the hereafter.  相似文献

In this contribution, I explore the importance of agroecological education in the Brazilian Landless Workers’ Movement (MST). I analyze how certain MST educational programs are based in a critical place-based pedagogy. This type of pedagogy can serve as a form of territoriality, influencing individuals’ interactions with the land. Drawing upon a political ecology of education perspective, I conclude that MST educators can serve as Gramscian ‘organic intellectuals’, by using a critical pedagogy of place as a form of territoriality to: (1) create a conception of place that is not discrete, but instead relational, and (2) advocate counter-hegemonic land usage.  相似文献

Bolsa Família, the world's largest conditional cash transfer, provides welfare payments to 13 million Brazilian households – and creates dilemmas for Brazil's rural landless movement, the MST. Through ethnographic analysis in two villages, this paper explores the daily practices and political conceptions of the program's beneficiaries. Bolsa Família does not, as is often believed, create a de-radicalizing sense of contentment. Instead, the program generates a temporality that makes the benefit feel unreliable to beneficiaries. These beneficiaries must mediate the tension between ‘citizen’ and ‘manager’ identities, the latter being a salient subject-position produced by Bolsa Família. The precarity of this position helps explain why Bolsa Família has not inspired significant mobilization by social movements.  相似文献

Through its historical account of the Confédération Paysanne (CP)'s origins and early years (France), this paper explores the ways in which ‘peasant’ discourses are shaped by non-peasant understandings of what ‘being a peasant’ should mean. As we shall see, far from reflecting an innate and immutable ‘peasant’ way of being or seeing, references to ‘peasantness’ and ‘peasant farming’ act as discursive tools to both unite a heterogeneous activist base (composed of marginal and marginalized farmers) and advance organizational interests. This requires the CP – and its predecessors – to respond to a series of external constraints. In the course of this paper, we shall also show how academics play an important mediating role in the process of constructing or adapting the CP's ‘peasant’ discourse.  相似文献

This article focuses on the blogosphere as an oppositional field where the meanings around contemporary Western women's singlehood are contested, negotiated and rewritten. In contrast to dominant narratives in which single women are pathologised, in the blogs by, for, and about single women analysed here, writers aim to refigure women's singleness as well as providing resources, support and a textual community where others can intervene and contribute to the re-valuation of single women. These blogs also function as alternative forms of knowledge, seeking to (re)legitimise women's singleness and to trouble their aberrance and social liminality. Rather than only considering the form in isolation from its content, this article analyses the discourses deployed by bloggers and within blogs and how women bloggers publicly perform their very singleness as part of a personal and political strategy of re-signification. In this way, while cautious not to overestimate the democratic potentialities of the so-called blogosphere, it underscores the important cultural – and indeed political – work being undertaken by single women therein. Moreover, by demonstrating how these blogs use discursive tactics commonly associated with feminism's second-wave – women's consciousness-raising; identity politics; deploying and reiterating the famous feminist dictum: ‘the personal is political’; naming discrimination; and empathy and community-building – it argues that they are using so-called ‘new’ media for what is now problematically believed to be ‘old’ (feminist) politics.  相似文献

This paper examines how intersectional inequalities can facilitate the extraction of surplus value from agriculture. Through an ethnographic case study of the Burkina Faso cotton sector, I describe a ‘chain of exploitation’ wherein actors pass economic pressures on to less-powerful actors. People resist their own exploitation, yet justify exploiting others through discourses about intersectional inequalities – overlapping axes of social difference including class, gender, rural/urban status, and education level. I thus argue that intersectional social inequalities – exacerbated by economic pressures – can: (1) justify and thus facilitate the transfer of exploitation, and (2) fragment resistance efforts.  相似文献

By examining three different models of commercial agriculture – a plantation, a commercial farming area, and an out-grower scheme – we observe heterogeneous impacts on different segments of rural communities. Each produces gender and generational differentials in employment and other income-earning opportunities. Our study supports the hypothesis that the plantation model typifies the ‘enclave’ economy that is poorly integrated into the surrounding communities and the local economy. While out-grower schemes have often been favourably compared to plantations, our evidence on the Magobbo sugarcane out-grower scheme points to the contrary: its block farming model consolidates smallholdings and creates a peasant-shareholder class. Shareholder ‘out-growers’ receive dividends from what is essentially an extension of the plantation. This accumulation for a few also produces land scarcity and fragile semi-proletarianised livelihoods for others. By contrast we find that the commercial farming model, while based on an elite form of large-scale commercial farming, does provide benefits to surrounding areas, through employment and local economic linkages.  相似文献

This contribution explores the strategies used by popular movements seeking to advance social reforms, and the challenges once they succeed. It analyzes how a strategic alliance between the Brazilian Landless Workers Movement (MST) and the National Confederation of Agricultural Workers (CONTAG) transformed the Ministry of Education's official approach to rural schooling. This success illustrates the critical role of international allies, political openings, framing, coalitions and state–society alliances in national policy reforms. The paper also shows that once movements succeed in advancing social reforms, bureaucratic tendencies such as internal hierarchy, rapid expansion and ‘best practices’ – in addition to the constant threat of cooptation – can prevent their implementation.  相似文献

This paper traces a genealogy of land access and legitimization strategies culminating in the current convergence of mining and conservation in Southeast Madagascar, contributing to recent debates analyzing the commonalities and interdependencies between seemingly discrete types of land acquisitions. Drawing upon research carried out near the Rio Tinto/QMM ilmenite mine in 2009 (January–March), it focuses on how local Malagasy land users are incorporated into new forms of inclusion (into the neoliberal capitalist economy) and exclusion (from land-based, subsistence activities) resulting from private sector engagements in conservation and sustainability. Sustainability tropes and corporate partnerships with international conservation NGOs were found to play a part in land access, in part through the neoliberal project of commodifying, economically valuing and objectifying nature. Through a process of mimesis (of conservation NGOs) and alterity (‘othering’ land users), Rio Tinto's process of creating scarcity of biodiversity paradoxically lends support to the company's claim to be ‘saving’ biodiversity from local Malagasy people; this is described as a process of inversion, wherein actual mining impacts are abstracted and remediated as part of a broader sustainable development strategy.  相似文献

This article shows how wildlife and marine conservation in Tanzania lead to forms of ‘green’ or ‘blue grabbing’. Dispossession of local people's land and resources has been gradual and piecemeal in some cases, while it involved violence in other cases. It does not primarily take the usual form of privatization of land. The spaces involved are still formally state or village land. It is rather the benefits from the land and natural resources that contribute to capital accumulation by more powerful actors (rent-seeking state officials, transnational conservation organizations, tourism companies, and the State Treasury). In both cases, restrictions on local resource use are justified by degradation narratives, while financial benefits from tourism are drained from local communities within a system lacking in transparent information sharing. Contrary to other forms of primitive accumulation, this dispossession is not primarily for wage labour or linked to creation of a labour reserve. It is the wide-open spaces without its users that are valued by conservation organizations and the tourism industry. The introduction of ‘community-based conservation’ worked as a key mechanism for accumulation by dispossession allowing conservation a foothold in village lands. This foothold produced the conditions under which subsequent dispossessions could take place.  相似文献

The benefits of family planning for those who desire it, and the possibilities of coercion against those who do not, are well-known aspects of international population policies. Family planning technologies, more than simply a means for preventing conception, are involved as identity artefacts in the construction of bodies and in the reproduction of power relations. As such, modern contraceptives, organized by and implemented through, donor-funded programmes constitute a discursive apparatus through which scattered hegemonies are disseminated. Women's use of family planning, traditional and modern, allows them to counter the expectations of these hegemonies at some times, and to embody them at others. Both service providers and clients, construct identities, referenced through women's bodies, using the discourses of international population control and family planning. This paper uses data collected in Tanzania to understand how notions of modernity in the family planning programme construct Tanzanian female bodies as ‘traditional’ and ‘modern’, how these discursive inequalities reflect and compound material disparities and how these logics come into play in the ways that women construct themselves and each other.  相似文献

A ‘pink tide’ swept over Latin America following Hugo Chávez's 1998 election to the presidency in Venezuela, bringing to power multiple left or center-left governments. What possibilities for and obstacles to social change were presented by their having attained power through the ballot box? This question is explored through an examination of Venezuela's agrarian reform and the promotion of agroecology within it. The article paper concludes that, while the reform has been successful in providing resources to the land-poor and landless, the landed class has not passively acquiesced to this redistributive effort. Moreover, a situation of ‘dual power’ – in which parts of the government remain in the hands of the previously predominant class, while the newly powerful class gains influence in others – characterizes the Venezuelan state.  相似文献

This paper explores the Workers’ Party government's attempt to use anti-poverty policy to disrupt rural patronage, and the implications of this effort for theories of patronage. I argue that state officials and race-based activists implementing President Lula's flagship ‘Zero Hunger Program’ (2003–2005) turned mundane program exercises into pilgrimage rites in an effort to build lateral solidarities among Afro-Brazilians and undermine their vertical patronage alliances. The partial success of such efforts suggests that there are circumstances in which vertical and horizontal alliances are compatible, and that investigating this compatibility entails consideration of local categories of exchange.  相似文献
