ABSTRACT

This article uses the concepts of orchestration and spectacle to analyse the work of leaders of an anti-dispossession movement in rural West Bengal. It examines what being a movement leader entails and argues for the importance of connections and social relations in the production of both movement leadership and movement spectacles. By introducing a Dalit perspective on a movement that was otherwise led by the local middle-caste peasantry, the article shows how local caste and class relations have been important in defining access to positions of movement leadership; in disconnecting specific Dalit interests from the movement’s larger political agenda; and in giving rise to certain forms of internal policing of caste boundaries within the movement. The fact that the ability to cultivate and “connect” to the new political spaces opened by the anti-dispossession movement correlates strongly with historically produced caste and class inequalities calls for greater attention to the internal caste politics of anti-dispossession movements.  相似文献

ABSTRACT

This article examines the political narratives around a two-decade -old process of land acquisition and development in the “global city” Rajarhat, a former rural settlement in the Indian state of West Bengal. These narratives are built against the backdrop of a neoliberal state acting as a corporate facilitator, particularly in matters of land, and the concomitant dispossession. The multifaceted politics of Rajarhat took shape during the erstwhile communist regime in West Bengal, the dichotomy of a self-identified Left state engaged in forceful and violent land acquisition thus forming an interesting paradox. The article also presents evidence against the long -held political myth of caste relations being irrelevant in Bengali politics, by examining the upper-caste -dominated social relations in Rajarhat and the formation of low-level cartels or “syndicates” in the area . In conclusion, the article points to the reinvention and redeployment of caste relations – even in increasingly urban spaces where “hierarchical” caste practices are usually taken to be on the decline – rooted in the duality between land struggles and development.  相似文献

Using qualitative research methods and comparing two Indian states (Gujarat and West Bengal), the authors examine the relative power and influence of trade unions in three parts of the public sector, viz., state government employment, municipal bus and tram services, and telecommunications. The distinctive methodology and the findings emphasise the importance of caution in generalising about trade unionism and industrial relations in India as a whole; and indicate that the context of particular Indian states is a vital ingredient of trade union analysis. The authors identify a complex web of explanatory factors for the relative power and influence of the unions under study, within the distinctive political, economic and historical contexts of Gujarat and West Bengal. Thus, they demonstrate the largely untapped potential for primary, qualitative and comparative research to expand our understanding of industrial relations in India.  相似文献

ABSTRACT

Anti-Special Economic Zone (SEZ) mobilisation in Haryana failed to generate a mass movement. This is despite the political strength of farmers and their deep resentment of the government’s policy to build up land reserves for industrial purposes. This article argues that there are two main reasons for this outcome. First, the state government put in place a series of significant policies to compensate landowners and give them a stake in the industrial project, primarily through payment of an “annuity.” Second, the main anti-SEZ movements were led by dominant landowning castes who did not incorporate the concerns of landless labourers and tenant farmers who faced equally or even more dire consequences from the government’s land acquisition policy. Moreover, mobilisation relied on traditional caste institutions such as khap panchayats and farmer unions strongly associated with Jats, rather than adopting a more broad-based approach. Entrenched caste animosity and pre-existing conflicts of interest between landed Jats and Dalits, who have traditionally worked as agricultural labourers, further explain the limited scope of the mobilisation among rural groups. The analysis underscores how hierarchical relations shape social movements, define the claims they make and ultimately impact their effectiveness.  相似文献

This paper focuses on two different argumentative strategies for dealing with a regional variety of Estonian, one of which may discourage the use of South Estonian in favor of Estonian, while another legitimates the lesser-used regional variety. These argumentative strategies are studied by critical discourse analysis (CDA) of six articles in Estonian language newspapers and magazines published in 2004–2005. The use of South Estonian is discouraged by presenting real or imagined threats that it will undermine Estonian. This discourse also parallels the Estonian-Russian majority-minority discourse of recent years by employing zero-sum arguments of the Estonian language losing to Russian as a consequence of the recognition of South Estonian. Language ideologies, which also construct some varieties worthier than others, re-enforce an essentialist representation of separate languages. This representation will work toward suppressing linguistic variation.  相似文献

ABSTRACT

Despite the increasing acknowledgment of scholars and practitioners that many large-scale agricultural land acquisitions in developing countries fail or never materialize, empirical evidence about how and why they fail to date is still scarce. Too often, land deals are portrayed as straightforward investments and their success is taken for granted. Looking at the coffee sector in Laos, the authors of this article explore dimensions of the land grab debate that have not yet been sufficiently examined. Coffee concessionaires in southern Laos often fail to use all of the land granted them and fail to produce high yields on the land they do use. Thus, the authors challenge the often-assumed superiority and effectiveness of large-scale versus small-scale production, specifically the argument that they modernize agricultural production and optimize land use. They argue that examining failed investments is as important as studying successful ones for understanding the implications of the land grabbing phenomenon for social, economic, and environmental outcomes. Knowledge about the scale of “failed land deals” provides important motivation for national governments to close the gap between intentions and actual outcomes. This article engages with the current debate on quality of investment and challenges the approach of employing land concessions as a vehicle for economic development in the Lao coffee sector and in other sectors and countries.  相似文献

A questioning of national narratives, internal economic struggles and external existential threats have all worked to characterize the current moment in Jordan as one of tension and instability, marked by price hikes, protests and refugee crises. Over the past decade, an emergent cinema industry has served as one means by which these struggles have been chronicled, centring national attention on the diverse communities and economic struggles within Amman in films such as When Monaliza Smiled. Conversely, 50 years earlier, the first Jordanian film, Struggle in Jerash, responded to another period of crisis in Jordanian history by attempting to assert a nationalist narrative in defence of the Hashemite Kingdom’s East Bank identity under King Hussein. By comparing Struggle in Jerash and When Monaliza Smiled, this article will demonstrate how films from two periods of crisis responded to challenges to national narratives in opposite ways, with Struggle in Jerash working to help construct East Bank Jordanian nationalism, and When Monaliza Smiled attempting to deconstruct the narrative. These two films will also be shown to be microcosms of the struggle over national narratives from their respective eras.  相似文献

This article critically discusses the establishment of active citizenship in Turkey with a specific focus on young people. In particular, we concentrate on the emergence of different strategies regarding civic and political participation in Turkey, by looking at their relationship with civic and political engagement. The scope is to focus on the influence that various factors have in determining patterns of participation. The research and relative results are based on the narratives inherent to two opposite scenarios – that we defined constraints to engagement and participation and patterns of emancipation – that emerged during the interviews with youth activists of NGOs in Turkey.  相似文献

This article discusses the emergence of active citizenship in Turkey in the light of two working definitions that provide different outcomes in terms of research objectives and aims. On the one side, we define active citizenship as a practice stimulated by public institutions through public policy with the aim of promoting civic and political engagement in order to shape participatory policy processes and ultimately improve the democratic bases of policy-making. On the other side, we define active citizenship as a demand, which becomes particularly important where the civil society expresses certain claims through different means using both traditional and alternative channels of mobilization. In our discussion, we have examined different macro-processes and macro-events that have been key in bringing about different formulations of active citizenship. Using a case study method – where we overview different contextual elements/dynamics that bring to the fore various elements of civic and political engagement and civic and political participation during the past 15 years – we argue that, in a context where the expression of active citizenship is volatile and constrained, further research should take into account different top-down and bottom-up dynamics that bring about different challenges for the study of this subject in Turkey.  相似文献

ABSTRACT

This article examines whether writing histories of colonial subjects is possible. Traditional colonial histories subsume the colonial subject's individual history under a larger narrative of subjugation, which often does not allow room for people to exist outside the dichotomized role of collaborator/resister. This approach has left a gap in the scholarship for histories of colonial subjects whose lives do not easily fit either category. This article addresses this gap by detailing the life of Yayutz Bleyh, an Atayal woman who became one of the most important participants in the Japanese colonial administration of Aboriginal Affairs in Taiwan. For over six years, the author gathered fragmented pieces of information regarding Yayutz from a multitude of sources – visuals, as well as oral and written materials from inside and outside the colonial archive – in order to sketch the contours of an extraordinary woman and her life. Through the process of filtering these disparate sources, it was the silences regarding certain issues and the discrepancies that emerged among sources that proved to be the most revealing about Yayutz as someone who straddled both the world of the colonizer and the colonized.  相似文献

ABSTRACT

This article argues that the growth of authoritarian forms of politics in India should be seen in the context of a long-term crisis of the state as successive governments have been unable to establish legitimacy for the policies of neoliberalisation that have been pursued since the 1990s. These policies contributed to the fracturing of dominant modes of political incorporation. The previous Congress Party-led government’s mode of crisis management – which it dubbed, inclusive growth – failed to create new forms of political incorporation by addressing long-term structural problems in India’s political economy, such as jobless growth, and gave rise to new problems, such as large-scale corruption scandals. Subsequently, it increasingly developed what Nicos Poulantzas called, “authoritarian statist” tendencies to marginalise dissent within a framework of constitutional democracy. The current Bharatiya Janata Party-led government’s mode of crisis management builds on these authoritarian statist tendencies but has sought to build legitimacy for these tendencies and neoliberalisation through an appeal to authoritarian populism. This seeks to harness popular discontent against elite corruption with majoritarianism to create an antagonism between the “Hindu people” and a “corrupt elite” that panders to minorities.  相似文献

This paper analyses the growth and decline of Taiwan's first significant third party, the New Party (NP). The NP won numerous seats in the national parliaments in the mid-1990s and received extensive media attention. However, it has shown a steady electoral decline since the late 1990s. Despite its poor recent election performance, the NP should not be regarded as a failure, as it has actually been remarkably successful at achieving its original objectives. By 2004, the KMT's policy positions had become so close to those of the NP that the NP was prepared to promote a party merger and allow its politicians to stand for election under a KMT banner. I challenge the most common explanation that the NP rose when united and fell when divided by bitter factional struggles. Instead a framework incorporating ideology, resources and political opportunity structure is employed to explain the rise and fall of the NP. I argue that when the NP faced a benign political environment in the mid-1990s, its moderate political message and rich human resources enabled the party to grow rapidly. However, after March 1996, the political environment became progressively more hostile, and as the NP's resources were eroded and wasted and the party moved towards a narrow and extremist political project, the party began its terminal decline. The space for the NP became even more limited after 2000, when party had to face intense competition from a powerful new KMT splinter party, the PFP, and a rejuvenated, united and orthodox KMT.  相似文献

This article aims to understand the recent heightened levels of mobilization and unconventional political participation in Turkey. We use a political psychology model that highlights the impact of civic engagement, political sophistication, and values on conventional and unconventional participation. We argue that these factors will be significant predictors of unconventional participation setting it apart from conventional political behaviour, which will be driven by simpler considerations. We expect these qualitative differences in the drivers of conventional and unconventional participation to go beyond age and gender differences and highlight the complexity of political decision-making in Turkey’s electoral authoritarian system. We use the 2012 World Value Survey to test our hypotheses, with a nationally representative sample of Turkish citizens. We find significant variations in the role of values, sophistication and levels of civic engagement for conventional and unconventional participation when controlling for age, gender and left–right ideological orientations. Our findings confirm the complex considerations that drive citizens’ engagement with politics and can be useful to explaining recent political developments in Turkey involving youth, public mobilization and protests, but also mainstream voting choices.  相似文献

The paper explores the relationship between political violence and ‘horizontal’ inequality in ethnically‐divided countries in Latin America. The cases studied are Bolivia, Guatemala and Peru. Preliminary results are reported on the measurement of horizontal inequality, or that between groups, defined in cultural, ethnic and/or religious terms. The Latin American cases are shown to be often more unequal than the cases from Africa and Asia included in the wider study of which the work forms a part. The complex relationship between such inequality, ethnicity and political violence is explored historically. Ethnicity is today rarely a mobilising factor in violence in the Latin American cases, but the degree of inequality based on ethnicity is shown to be highly relevant to the degree of violence which results once conflict is instigated. This article reports on a study measuring the political knowledge of a sample of students at the Sirte and Omar Al-Mukhtar universities in Libya in 2015–2016. Variables such as the university attendees, gender, residence, type of faculty, family’s economic condition and parents’ educational level were factored into the analysis, and a sample of 400 students from the two universities was selected to provide survey data. Findings indicate that acquiring political knowledge, as a whole, requires great effort to accommodate Libya’s current circumstances. Variables of gender, residence and university type make a difference in the level of political knowledge. While income and the level of parents’ education do not determine the extent of political knowledge, the value placed on citizenship was found to have a strong effect on the variation in legal and political knowledge and on the students’ understanding of the political process.  相似文献

Abstract

While Europeanisation of civil society in Turkey has received considerable attention, there has been much less interest in how environmental organisations, as key civil society actors, have been affected by Europeanisation/de-Europeanisation dynamics. Interviews with civil society representatives and European Union (EU) and Turkish policy-makers indicate that the EU impact on environmental organisations has been ambivalent, and that Europeanisation dynamics are intertwined with the adverse consequences of these processes. While Turkey’s EU candidacy has empowered civil society through both EU-isation and Europeanisation, there has also been a remarkable rise of scepticism towards the EU’s civil society strategy and the EU has lost its attractiveness as a normative context in environmental debates.  相似文献

TICAD was held for the fourth time in 2008, raising unprecedented public interest about Africa in Japan attracting attention not only from aid, diplomatic, trade and research communities but also among the general public. Due to geographic distance and limited historical connection, it has always been a matter of debate as to why Japan should increase its commitment to Africa. The different interest groups that have participated throughout the TICAD process have always had varying answers to this question. Through analysis of newspapers, journal articles and various documents this article seeks to untangle the process of TICAD's policy making and its outcomes.  相似文献

Contemporary politicians face immense rhetorical and communicative challenges. Performing on the intertwined stages of politics, media (including Internet) and everyday life, they need to master diverse and contrasting repertoires of talk. Political communication research, at present, has ignored the question of how politicians face and experience these challenges, and how they reflect on the new communicative field. In this article, we begin to redress this situation by analysing and comparing the motives, experiences and reflections of politicians who appeared in the British satirical TV show, Have I Got News for You, and its Dutch adaptation, Dit was het Nieuws. Based on in-depth interviews with seven Dutch and 14 English MPs, we conclude that they draw from three repertoires to legitimise and reflect on their participation: a strategic, indulgent and anti-elitist repertoire. The first repertoire is predictable in the context of current political communication research, whereas the latter two add new dimensions of pleasure and bottom-up representation to it.  相似文献

ABSTRACT

Workers’ resistance is crucial to understanding how the working class respond to the growing labour precarity in post-socialist China. The labour studies literature posits that inequality and volatile capital movements increase workers’ precarity and lead to stronger labour resistance, such as strikes. However, workers’ cognition as an integral part of resistance has been rarely studied. This article examines cognitive resistance by Chinese workers from different tier cities by looking at their social trust, class identity, understanding of policies and class solidarity. Despite capital movements and precarity causing more labour unrest, it does not necessarily lead to a stronger cognitive resistance. While inequality and precarity are greater in the more developed megacities with a shifting capital favourability, workers in megacities display a more conservative cognitive resistance than those from the lower-tier cities. This study of workers’ cognitive resistance provides insight into the future of the Chinese labour movement. It argues that the working class’s current cognitive non-resistance suggests that even if a window of opportunity were to appear in the wall of state oppression, workers are not cognitively prepared to coalesce into a coherent social movement that would bring about transformative changes.  相似文献

This article sheds new light on Cuba's urban insurrection to oust Fulgencio Batista by focusing on two all‐women's anti‐Batista groups. It charts the origins and developments of the groups, explores their conceptions about the importance of women's political action and examines the impact that participating in the insurrection had on group members. The article complicates long‐standing assumptions about women's low levels of participation in the insurrection and the absence of demands for gender equity among those who did participate by noting that some older women militants had histories with the feminist movement of the 1930s, and that many younger women were forced by the circumstances of the insurrection to confront and challenge contemporary gender norms.  相似文献
