The aim of this article is to interpret Tokyo's pivotal role in the Kyoto Protocol negotiations as a practice of reconstructing Japan's identity of an ‘international’ and ‘independent’ country. The text bases this argument in poststructural national identity scholarship, which believes that discursive differentiation to international forces (‘others’) plays a decisive role in formulating state's identity. For most parts of the post-war history, United States served as the most significant other for Japan's self construction. Japan narrated itself as a ‘weak’ and ‘subservient’ country dominated by the ‘dominant’ West. This narrative, however, has been significantly altered after the dissolution of the Soviet Union. Japan's identity entrepreneurs began describing Japan as an ‘independent’ or ‘normal’ country, one that proactively contributes to world affairs. Tokyo's legitimization of the Kyoto Protocol was in line with this identity reconstruction. The image of a proactive environmental leader created a symbol of Kyoto that overshadowed the opponents of the Protocol, and lead Japan to ratify it albeit the United States chose to withdraw from it. Once the ratification was over, however, the practical implementation failed to comply with Japan's symbolic commitment.  相似文献

Why do conservative nationalists in Japan continuously seek to revise the constitution despite the past failures, and what is the likelihood of successful revision and its impact on Japan's norm of pacifism and its use of force? The article offers an analytical framework for the issue based on national pride and national security, and argues that the ‘revisionists’ seek to create a new national identity, one that infuses a greater sense of national pride among the public and enables the exercise of collective self-defense, thereby removing Japan's postwar psychological and institutional limitations on nationalism and military activities. The LDP's 2012 draft is most explicit and ambitious in this regard, with the current revision attempt under Abe having the highest chance of success since the 1950s. Successful revision would significantly expand Japan's security activities, particularly within the framework of the US–Japan Security Alliance, and entail the end of Japan's unique postwar institutionalized pacifism, although the norm of pacifism will linger on as a constitutional principle. For a smoother return to the international military scene, the Japanese government must distance itself from historical revisionism and utilize its enhanced military role to promote regional public goods rather than merely protecting its narrow national interests.  相似文献

In an era of Brexit and on-going constitutional debates in the UK, questions around devolution and national identifications currently attract scholarly attention as never before. This article focusses on national identification in two devolved regions, Wales and Northern Ireland, never before compared in this way, to explore how devolution can act in a fluid and multidirectional way to produce differing framings of national identification. Using original qualitative research, combining the tools of documentary analysis, structured interviews and focus groups, it considers these theoretical ideas through the prism of both political elites and everyday life to explore and compare the reasoning behind the politicization of key national identifications.  相似文献

ABSTRACT

Yuval-Davis discusses three interconnected questions relating to identity. She first examines whether and in what ways the notion of identity should be theorized, on the one hand, and empirically researched, on the other, focusing on the opposing views of Stuart Hall and Robin Williams. She then examines the contested question of what is identity, positioning it in relation to notions of belonging and the politics of belonging, and in relation to several influential schools of thought, especially those that construct identity as a mode of narrative, as a mode of performativity or as a dialogical practice. Her third interrelated question concerns the boundaries of identity and the relationship between self and non-self. She explores both social psychological and psychoanalytical approaches to that question, and deals with questions such as reflexivity, identifications and forced identities. The last part of the article explores several types of relationships between self and non-self, such as: ‘me’ and ‘us’; ‘me/us’ and ‘them’; ‘me’ and other ‘others’; ‘me’ and the transversal ‘us/them’. Yuval-Davis's basic argument here is that dichotomous notions of identity and difference, when theorizing boundaries of individual and collective identities, are more misleading than explanatory.  相似文献

Abstract

After Kim Jong-il's confession in 2002 that North Korean agents had abducted thirteen Japanese citizens in the 1970s and 1980s, North Korea has become the most detested country in Japan, and the normalisation of bilateral relations has been put on the back burner. The abduction issue has taken precedence in Japan even over North Korea's development of nuclear weapons and long-range missiles. It has also grossly overshadowed the atrocities for which Imperial Japan was responsible in the 20th century. Why has there been such strong emphasis on an issue that could be disregarded as comparatively ‘less important’? This article understands the ascendency of the abduction issue as the epitome of an identity shift under way in Japan – from the identity of a curiously ‘peaceful’ and inherently ‘abnormal’ state, to that of a more ‘normal’ one. The differentiation of North Korea as ‘abnormal’ emphasises Japan's own (claim to) ‘normality’. Indeed, by incarnating the perils of Japan's own ‘pacifist’ ‘abnormality’, which has been so central to the collective sense of Japanese ‘Self’ in the post-war period, the abduction issue has become a very emotional argument for Japan's ‘normalisation’ in security and defence terms. The transformation from ‘abnormal’ to ‘normal’ is further enabled by Japan trading places with North Korea in the discourse, so that Japan is defined as ‘victim’ (rather than former aggressor) and North Korea as ‘aggressor’ (rather than former victim). What is at stake here is the question whether Japan is ‘normalising’ or ‘remilitarising’, and the role of the abduction issue discourse in enabling such foreign and security policy change.  相似文献

The principal regional organizations in East Asia and Asia-Pacific, ASEAN and APEC, are widely seen to be crisis-stricken, ‘becalmed’ or ‘adrift’. At the same time, East Asia is witnessing the emergence of a new, as yet embryonic body, ASEAN Plus Three (APT), and ambitious projects implying closer integration between Northeast and Southeast Asia are being mooted. Departing from an analysis of the determinants of the success and failure of regional integration, this article discusses the roots of the perceived decline of ASEAN and APEC and the origins of the rapid rise of APT. The Asian financial crisis in particular, it is argued, has been instrumental both in undermining ASEAN and APEC and in fostering the rise of APT. The crisis has brutally exposed the structural weaknesses of ASEAN and APEC, both of which are handicapped by the political and economic diversity of their member states and the absence of a benevolent dominant state or coalition of states. It has simultaneously fuelled the development of APT because it has greatly strengthened perceptions of mutual economic interdependence and vulnerability in East Asia and resentment against the West and the US. As APT is likely to exhibit similar structural weaknesses to ASEAN and APEC, the odds, however, are against it developing into a strong regional organization, notwithstanding the possibility that, in the near future, external forces and trends (stagnation of world trade liberalization, closer European and American integration) will, if anything, encourage plans for closer East Asian integration.  相似文献

This article argues that Japan’s growing activism in promoting multilateral regional security arrangements since the early 1990s stems from the country’s adoption of the ‘multi-tiered approach’; a new policy perspective that packages different types of coordination among region states, including bilateral, multilateral, and minilateral or subregional, in a layered, hierarchical manner. The significance of the approach explains why Japan has retained its enthusiasm for promoting multilateral arrangements, despite continuous criticism of their effectiveness and significance, as well as the marked decline in Japan’s economic power to support financially the country’s activism in regional institution-building. Meanwhile, the multi-tiered approach also explains Japan’s effort to maintain and strengthen its bilateral security relationship with the United States during the last decade. Four factors – a perceived change in the regional security order, growing self-recognition of major-power status, the legacy of history, and constitutional constraints – worked essentially to lead Japanese policy-makers to settle on a multi-tiered approach as a desirable policy choice in shaping the country’s security policy in post-Cold WarAsia.  相似文献

Policy design as a field of inquiry in policy studies has had a chequered history. After a promising beginning in the 1970s and 1980s, the field languished in the 1990s and 2000s as work in the policy sciences focused on the impact on policy outcomes of meta-changes in society and the international environment. Both globalization and governance studies of the period ignored traditional design concerns in arguing that changes at this level predetermined policy specifications and promoted the use of market and collaborative governance (network) instruments. However, more recent work re-asserting the role of governments both at the international and domestic levels has revitalized design studies. This special issue focuses on recent efforts in the policy sciences to reinvent, or more properly, ‘re-discover’ the policy design orientation in light of these developments. Articles in the issue address leading edge issues such as the nature of design thinking and expertise in a policy context, the temporal aspects of policy designs, the role of experimental designs, the question of policy mixes, the issue of design flexibility and resilience and the criteria for assessing superior designs. Evidence and case studies deal with design contexts and processes in Canada, China, Singapore, the UK, EU, Australia and elsewhere. Such detailed case studies are necessary for policy design studies to advance beyond some of the strictures placed in their way by the reification of, and over-emphasis upon, only a few of the many possible kinds of policy designs identified by the 1990s and early 2000s literature.  相似文献

This article examines the ideology of the ‘alt-right,’ specifically in its relation to the importance of identity. Placing the alt-right within the context of the rising importance of identity within American society, the article discusses the alt-right as overlapping in significant ways with the identitarian elements within the American Left. Investigating the manner in which national/racial identity plays a central role in alt-right thinking and using the notion of ‘category-based epistemology’ for guidance, this article argues that the alt-right – rather than a quirk of the 2016 electoral cycle – is likely to increase in its importance as a ‘rightist’ form of intersectionality.  相似文献

Much has already been written about the September 1944 evacuation of the Finnish intelligence service to Sweden, which was designated Operation ‘Stella Polaris’. Newly declassified intelligence documents found at the US National Archives provide a fresh perspective on the role of the American wartime foreign intelligence service, the Office of Strategic Services (OSS) and its successor, the Strategic Services Unit, in ‘Stella Polaris’ and its aftermath. The documents reveal that throughout World War II, the OSS secretly obtained sensitive intelligence information concerning America's wartime ally, the Soviet Union, from agents within the Finnish intelligence service. The OSS Stockholm Station purchased Soviet and other foreign government code and cipher materials from the Finns, not realizing until later that the Finns had sold the same material to other states. The Americans responded by recruiting some well-placed agents within the Finnish ‘Stella Polaris’ organization, who provided detailed information about the intelligence activities of the Finns in Sweden, and the work of Finnish intelligence officers in France after the end of the war. Among the key pieces of intelligence obtained was the fact that the French intelligence service was intercepting American radio traffic.  相似文献

Based on the neoclassical realism approach, this article aims to clarify factors conducive to Japan’s different roles in both participating in the trans-pacific partnership (TPP) and concluding the TPP-11 by focusing on how the US’s distinctive attitudes towards the TPP under the Obama and Trump administrations influenced Japan’s changing approaches. During the Obama administration, which needed Japan’s participation to expand the TPP in the face of China’s growing global and regional economic influence, Japan incorporated the TPP into its growth strategy and committed itself to sustaining US leadership during TPP negotiations by making necessary concessions on both the international and domestic fronts. By contrast, the Trump administration, with its strong propensity for bilateral deals to counter China’s bid for global economic hegemony with the TPP withdrawal urged Japan to change its reactive stance and take a proactive role in TPP-11 negotiations. This article opens a ‘black box’ of the political system under the second administration of Shinzo Abe, and demonstrates the strengthened function of the Prime Minister’s Office and Cabinet Secretariat or Kantei within the centralised trade policy-making apparatus as key mechanisms contributing to a departure from the traditional features that occasionally hampered Japan’s foreign economic policy initiatives.  相似文献

Abstract

This article examines the extent to which the development of multilateral institutions in the Asia‐Pacific region may be viewed as an exercise in identity‐building. It argues that institution‐building in this region is more of a ‘process‐orientated’ phenomenon, rather than simply being an outcome of structural changes in the international system (such as the decline of American hegemony). The process combines universal principles of multilateralism with some of the relatively distinct modes of socialization prevailing in the region. Crucial to the process have been the adaptation of four ideas: ‘cooperative security’, ‘open regionalism’, ‘soft regionalism’, and ‘flexible consensus’. The construction of a regional identity, which may be termed the ‘Asia‐Pacific Way’ has also been facilitated by the avoidance of institutional grand designs and the adoption of a consensual and cautious approach extrapolated from the ‘ASEAN Way’. The final section of the article examines the limitations and dangers of the Asia‐Pacific Way. It concludes with the assertion that while the Asia‐Pacific Way is an over‐generalised, instrumental, and pragmatic approach to regional cooperation, and there remain significant barriers to the development of a collective regional identity that is constitutive of the interests of the actors, it has helped introduce the concept and practice of multilateralism into a previously sceptical region and might have ‘bought’ enough time and space for regional actors to adapt to the demands of multilateralism.  相似文献

Although a significant component of Cold War domestic security, counter-subversion has not received the same attention as counterespionage in recent historical writing. This article examines one aspect of the history of counter-subversion, specifically an internal attempt by the Canadian Security Service to reform itself in the face of the social change of the 1960s. ‘Key Sectors’ attempted to modernize the RCMP's pursuit of subversives by emphasizing qualitative factors and broader criteria for what constituted subversion beyond an association with communism. In the end, however, the program failed because it could not free itself from the anti-communism paradigm that the Canadian security state had been constructed on in the first place.  相似文献

Abstract

This article examines the challenges to the diplomatic and security culture of the Association of Southeast Asian Nations (ASEAN) as posed by Thailand's spurned proposal for ‘flexible engagement’ and the pursuit of ‘enhanced interaction’ by some ASEAN members in intramural relations. It asks whether these challenges should be understood as turning points in the way in which regional leaderships in Southeast Asia interact. The article argues that while the ‘ASEAN way’ is indeed changing, this change, at least for the moment, focuses mainly on extending the range of issues and contexts traditionally defined as internal affairs in which other ASEAN governments may now legitimately become involved. Considerations about ASEAN cohesion, regime security and regional influence do not suggest an imminent or complete abandonment of ASEAN's diplomatic and security culture. The likelihood that enhanced interaction will continue to be pursued by ASEAN leaderships should therefore not be seen to imply that principles such as quiet diplomacy or restraint have already become obsolete.  相似文献

The emergence of a more elusive and uncertain threat environment has transformed the nature of intelligence, increasing its reliance on civil society partners. Once the work of an insular and carefully select few, intelligence production is now a networked, partially open and extensively public–private enterprise. Most poignantly, new practices of public–private ‘collection’ face Western intelligence services with novel questions about control and accountability – questions to which the services have responded with hopes that by standardizing ‘methodologies’, central command may be retained. Suggesting a more complex picture, this article argues that ‘managing uncertainty’ imply forms of interpretation and choices which cannot be pre-empted by rule-regulation: more than Weber’s ideal of the procedural and rule-bound, it may be his (once central, yet largely marginalized) emphasis on institutional and individual capacities for critical ‘judgment’ that is of relevance today.  相似文献

Abstract

Since 1945, the United States (US) has served as a focal point of both Left-wing and Right-wing Japanese nationalism. Both sides argued that the US was an arrogant hegemon that unjustly robbed Japan of its autonomy, and prevented Japan from achieving its own ideal national identity. Both sides frequently demanded that Japan should be more ‘resolute’ and resist unfair demands emanating from the US. In recent years, however, both camps are increasingly using the same rhetoric to criticise the Japanese government's China policy. China is also being depicted as an overbearing state that unfairly browbeats Japan into making diplomatic concessions. Given the similarities between the portrayal of China and the US, has China now become a nationalist focal point for both the Japanese Left and Right? Utilising constructivist insights, this article seeks to shed light on this question, by examining how the Japanese Right and Left portray China, and explores the implications for Japan's China policy.  相似文献
