From the perspective of conflict analysis the main feature of contemporary South Africa is the absence of political violence. Yet it would be naive to think that the new political context is blissful to the point that ethnic tensions or anxieties do not exist. Certainly, for some groups, South Africa is not a place where ethnicity is no longer significant or politically relevant. This article explores contemporary issues relevant to Afrikaner politics and ethnicity in terms of concerns which have been voiced by its political organ – the Freedom Front Plus. The research findings point to the incompleteness of the process of conflict transformation in the country and identify certain factors that have given rise to a mood of alienation among some Afrikaners. Political and cultural disenchantment is manifested in a desire for territorial separatism. By exploring the Afrikaner perspective as it is articulated by the party, this article provides insight into the problems that surround inter-group reconciliation and nation-building in the country.  相似文献

Today in much of Africa economic growth has slowed and living standards for the majority have suffered in the face of rising unemployment and mass poverty, resulting in incomes that are presently below the 1970 level. One problem that has been the focus of much attention and contention over the past 20 years is the huge foreign debt owed by African countries to bilateral donors and multilateral institutions. Debt servicing is consuming a disproportionate amount of scarce resources at the expense of the provision of basic services to the poor. In order to receive help in servicing their debts, countries must agree to implement structural economic reforms. This often entails drastic cuts in social expenditures, the privatisation of basic services, and the liberalisation of domestic trade consistent with WTO rules. These policy decisions have had a direct impact on the capacity of African countries to promote, fulfill and protect the right to health of their citizens. This is further compounded by ill-conceived privatisation of basic services such as water and health services, without any regard for the ability of the poor to access these essential services at a cost they can afford. Finally, adherence to WTO trade rules, which often comes as an extension of liberalisation policy, hampers the capacity of African governments to produce or purchase less expensive generic drugs for their citizen without fear of retaliation from the developed countries.  相似文献

The article poses questions about astronomy and its local, national and global developmental impacts, drawing on ongoing research around the internationally networked Square Kilometre Array (SKA) radio telescope in South Africa. The relationship between progress in global science and technology and societal change has traditionally been framed through western-centric notions of progress imbued with universalism; the field of astronomy exemplifies this approach, with its assumptions of an inherently positive correlation between its science and loosely defined notions of ‘development’. We problematise this assumption through an analysis of the multiple notions of development at different scales of analysis in the SKA. We argue that large astronomy projects such as the SKA are best understood as dense assemblages of science, infrastructure, human agency and politics, in which historically rooted local concerns are marginalised in the name of the national or global public interest.  相似文献

In this article, we investigate the main features of the governance model in two developing democracies, Sri Lanka and South Africa. We believe that these two countries are interesting test cases for a comparative study. Both countries are former British colonies and have inherited a similar administrative system heavily influenced by the British colonial model and have experienced an ethnic conflict to different extents in the past.

This comparison allows us to examine the determining factors for and against the level of effectiveness of governance in both countries. The findings suggest that the socio-political system within which they operate is dynamic and is an important influence for integrated governance. The study concludes that the outcomes of governance in both countries are better explained by taking into account the features described in an integrated governance model. This provides a better understanding of the dynamics of governance in developing countries.  相似文献

The paper delineates three debates, which will be conflated. One line of discussion relates to public goods at a transnational level. Here, the referencing of debates regarding the characteristics of ‘a common good’ will be of significance. A second strand addresses the group of countries known as the ‘rising powers’ and the role these countries could play towards a globalised common good. A third discussion thread analyses South Africa as a case study for the main rising power on the African continent. By creating connections between the lines of discussion, this paper drives forward the debates on how the role of rising powers can be conceptually repositioned in the light of a changing global context, and explores how these countries can respond to global challenges.  相似文献

Our aim is to problematise the dominant discourses and practices around civil society from a Southern perspective. We first examine critically, from a broadly Gramscian perspective, the way in which the concept of civil society has been deployed in development discourse. This highlights its highly normative and North-centric epistemology and perspectives. We also find it to be highly restrictive in a post-colonial Southern context insofar as it reads out much of the grassroots social interaction, deemed ‘uncivil’ and thus not part of duly recognised civil society. This is followed by a brief overview of some recent debates around civil society in Africa which emphasise the complexity of civil society and turn our attention to some of the broader issues surrounding state-society relations, democracy and representation in a Third World context, exemplified through our case study research in Mozambique, Inhassunge district (Zambézia Province). The privileging of Western-type Non-governmental organizations (NGOs) as drivers of democracy and participatory development in Mozambique have considerable implications for current debates around good governance, civil society strengthening and social accountability programmes and strategies.  相似文献

This article presents and analyses the findings of a research project on power relations in the context of development partnerships with civil society on HIV/AIDS in Mozambique, Rwanda and South Africa, and engages in a critical dialogue with governmentality analysis. It argues that contemporary neoliberal government needs to be understood as context-specific articulations of three forms of power discussed by Foucault – sovereignty, discipline and biopower – and, in the global domain, a fourth form of power – (new) imperialism. Further, the analysis demonstrates how the introduction of a ‘package of (de-)responsibilisation’ shapes CSOs’ activities so that they become competitive service providers, use evidence-based methods and produce measurable results. Addressing the issue of resistance, it shows how the transfer of responsibilities may involve tension and struggle – a politics of responsibility.  相似文献

Global frameworks for democratic development today tend to remain within a comparative lens where each country is treated as a sovereign capsule. This portrait eludes the political structures that accompany contemporary globalisation and set the conditions for domestic development. Notably, the comparative perspective eschews the hierarchical nature of states and influential non-state actors that impact democracy movements. Merging international relations theory and comparative politics and using the example of Uganda to illustrate, I create ‘the politics of dispensation.’ Like a doctor dispensing a pill to a patient, Uganda shows how susceptible a country can be to forces beyond democratic control.  相似文献

Neopatrimonialism has emerged as the central conceptual label applied by scholars to understand the politics of the Central Asian republics. Like the use of neopatrimonialism in other regional settings, this article argues that the concept has become susceptible to concept misinformation and stretching. Adopting a critical perspective, this article highlights three significant problems with the application of neopatrimonialism in the study of Central Asian politics: its appropriateness and operationalisation; the difficulty in ontologically and empirically untangling the formal and informal; and an inherent normativty in its application. While not advocating an abandonment of the concept, the article considers instead how it can be used better in conjunction with additional analytical approaches and/or concepts. The article proffers that a focus on either formal-institutional structures; discourses of power; and the concept of ‘multiple modernities’ would aid comprehension of the region and resolve the three issues highlighted in this work.  相似文献

Abstract

Does overseas development aid necessarily translate into more generous national policies for refugees? Evidence from Jordan suggests that this is not always the case. Since the arrival of an estimated 756,000 Syrian refugees, international funding has made Jordan one of the top seven recipients of foreign aid in the world. Despite sustained international financing, however, national policies towards refugees have become increasingly restrictive, especially when it comes to healthcare. Based on fieldwork conducted between 2017 and 2019, this paper argues that Jordan’s healthcare policies towards Syrian refugees are not necessarily correlated to international financing, but are rather the product of political considerations aimed at maintaining domestic stability, increasing bargaining power in the global policymaking arena and resisting international pressures to integrate Syrian refugees. This paper contributes to filling a gap in the literature on the complex and interdependent factors which influence the evolution of national healthcare policies towards refugees in a country not only highly dependent on foreign aid, but also at the geopolitical crossroads of international interests in the Middle East.  相似文献

ABSTRACT

The taxonomy of the state’s effective governance capacity present in the literature is evolving around state fragility. However, this article argues that a state moves along the state transition curve, resulting in governance capacity variations over time. It begins as a fragile state, consolidating to becoming a vibrant state, only to embark, eventually, on a downward trajectory through phases of rigidity, decaying, and fragility, before becoming a failed state. About one-third of MENA (Middle East and North Africa) countries are either fragile or failed states. Only technological change and knowledge accumulation and diffusion can shift this curve upward, thereby increasing a state’s effective governance capacity.  相似文献

The traditional thesis that export instability (XI) is deleterious to economic growth in developing economies has received mixed empirical results. For African countries, recent research suggests that the effect of XI is weak, but that capital (investment) instability (KI) adversely influences economic growth. The current study argues that in many of these nations, imports are likely to be critical to the growth process, while exports represent only one of the various sources of investment resources. Hence, import instability (MI) may pose a more serious problem than XI in hindering economic growth. Employing 1968-1986 World Bank data for 33 sub-Saharan African countries, XI, KI and MI variables are calculated for each country as the standard errors around the respective 'best-fitted' trends over the sample period. These instability measures and additional World Bank data are then used to estimate an augmented production function that controls for the effects of labour, capital, and exports. The study finds that although KI is still a relevant argument of the production function, MI appears to be even more important, while XI is extraneous.  相似文献

The article discusses government and opposition in Kenya over the last 100 years. Major democratic changes have occurred, but legacies from the colonial period and Kenya's one-party state endure. Pushback efforts to perpetuate the status quo continue. Subverting formal legal changes, using violence, and polarizing ethnicity are among the means used to consolidate the past. The focus is on the interplay between stasis and change, using comparative political economy theories and similar examples from other times and places. The analysis highlights the resilience of the past and historic barriers to change, thereby raising broader questions and issues that are not well understood.  相似文献

In the 25 years since the re-establishment of Baltic independence from the Soviet Union, there has been no conclusive public conversation, or “coming to terms with the past” with respect to crimes against Latvian and other persecuted groups under Communism. This paper examines how national politicians, members of the European Parliament in Brussels, representatives of Latvia's Russian-speaking minority, and the Russian government have engaged in a difficult, long-overdue conversation. Conflicting historical narratives about victimhood are at the heart of these disagreements. Special emphasis is given to Latvia's historical narrative, its development over the past 25 years, and the way it challenges Russia's interpretation of history. I argue that Latvian memory politics at the European level are a continuation of Latvia's quest for acknowledgment of its victimhood, thereby trying to finish the process started in the late 1980s when Balts first demanded acknowledgment of human rights violations they had suffered under the Soviet regime. Latvia's methods of transitional justice are examined, arguing that its memory politics at the European level are an extension of steps taken at the national level to come to terms with the past and to increase its negotiating power against Russia's neo-Soviet historical narrative.  相似文献

ABSTRACT

The relationships between economic growth and planning strategies have been debated in different disciplines of social science. However, the emphasis has been more on structural and theoretical assumptions of planning and economics at the expense of other important non-economic and institutional factors that include social, cultural, political, and administrative dimensions. To explain the different approaches and outcomes of development planning, one needs to examine other factors that influence the nature of these plans and why they have been adopted. Using rigorous systematic and thematic review of government reports, academic publications and data from international organizations, this comparative study reveal the unique role non-economic factors play in countries’ development. It has been revealed that these factors not only influence the nature of planning strategies adopted by governments but also affect how these plans are implemented. Since South Korea and Turkey have achieved impressive economic growth over the last half a century, they have been selected as a case study to examine the role non-economic factors in their respective developments.  相似文献

ABSTRACT

This article explores how the role of religion is evaluated in global health institutions, focusing on policy debates in the World Health Organization (WHO) and the World Bank. Drawing on Luc Boltanski and Laurent Thévenot’s pragmatist approach to justification, I suggest that religious values are creative and worldly performances. The public value of religion is established through a two-pronged justification process, combining generalizing arguments with particularizing empirical tests. To substantiate the claim that abstraction alone does not suffice to create religious values in global public health, I compare the futile attempts of the 1980s to add ‘spiritual health’ to the WHO’s mandate with the more recent creation of a ‘faith factor’ in public health. While the vague reference to some ‘Factor X’ inhibited the acceptance of spiritual health in the first case, in the second case, ‘compassion’ became a measurable and recognized religious value.  相似文献

The International Cricket Council and civil prosecutions of three Pakistani cricketers and their fixer brought player corruption in cricket to public scrutiny once more. A range of English media commentators and the sentencing judge referred to cricket’s loss of innocence because of the deception of the Pakistani cricketers. However, commercialisation, racism and dealings with corrupt political regimes have all exposed cricket as less innocent than many of its English defenders would admit. Furthermore, the demonisation of Pakistani cricketers as cheats blurs the boundary between individual responsibility and cultural characteristics with negative consequences for Muslims in the post-9/11 world.  相似文献

To make sense of the gap between the theory and practice of community-driven development (CDD), development scholars and practitioners have proposed that the success of interventions is relative to the reform-mindedness of local government officials. This article sheds some light on the good governance performances of local government officials as part of the CDD programme Kalahi in the province of Bohol, Philippines. It highlights that locally, mayors who styled themselves as reformists enjoyed heightened power and electoral victories. In parallel, the province experienced a pattern of ‘growth with immiserisation’ and persistent political clientelism wrapped in a discourse of pro-poor development.  相似文献

ABSTRACT

Utilising Oates’ fiscal federalism theorem, the Tiebout model and Berry’s common pool model, this paper examines the effects of four characteristics of a macro level governing structure on public sector employment using a mixed method approach. Regression analysis explores the individual effect of fiscal decentralisation, spatial fragmentation, interjurisdictional competition and jurisdictional overlap on the levels of local public employment; and the qualitative comparative analysis explores the complexities between the four macro characteristics and their combined relations to the levels of state public employment. The results of the statistical analysis suggest that more labour inputs are required to produce public goods and services to meet the needs of local residents. Moreover, the qualitative comparative analysis reveals causality asymmetry between these characteristics and highlights how different interactions of characteristics of a macro level governing structure affect different levels of public sector employment.  相似文献
