History is one of the many instruments available for the persuasive construction of a nation. In Moldova, the Party of the Communists of the Republic of Moldova (PCRM), in office from 2001 to 2009, advocated for a Soviet-based version of the Moldovan nation. This “Moldovanism” boasted of the existence of a “Moldovan People” and was relied upon to justify the independence of the former Romanian province. Vladimir Voronin, the party's leader and president of the Republic during this period, promoted this “civic” Moldovan nation and created what seemed to be a coherent and ad hoc construction of an independent Moldovan nation.

This paper focuses on communist political discourse during this eight year period. Through the use of Critical Discourse Analysis, this paper focuses on the discursive construction of the Moldovan nation. It is based on Voronin's official speeches and messages from key occasions such as Independence Day and Victory Day.

This paper demonstrates the varied use of history in these speeches which improves understanding of the process of the construction of a nation. Moreover, it demonstrates that this construction, far from being coherent, was also sometimes contradictory. Indeed, discourse was adapted to the immediate context and audience. Finally, the paper explains how an explicitly “civic” discourse can be implicitly and, sometimes even explicitly, “ethnic” and “exclusive”.  相似文献

Moldova has been widely argued to be a failed nation-building project, with two national identity discourses coexisting within Moldovan society and amongst Moldovan elites: Romanianism and Moldovanism. Challenging the dominance of these discourses in the literature, this article argues that in spite of its absence from the nationalism debate in Moldova, the ballad Miori?a is a key element for the Moldovan articulation of national identity. The analysis employs a discursive approach focused on language as a constituting phenomenon and draws from Miori?a's appeal to the grass roots level, its banality in day-to-day life, and, more importantly, its promotion by Moldovan cultural elites. This latter part focuses specifically on the writings of novelist Ion Dru??. Dru?? places Miori?a at the very center of his construction of Moldovan national identity. He highlights its links with Moldovan history, culture, religious thinking, and geographical space, both reproducing a structure similar to the two national identity discourses, Romanianism and Moldovanism, and building on their similarities. But more importantly, Dru??'s representation of national identity sheds light on the possibility of an all-encompassing Moldovan identity, overcoming the existing cleavage, and a series of mechanisms that can be employed to achieve this.  相似文献

The debate about post-socialist internal conflict has overcome the ‘ethnic turn’ and increasingly focuses on actors. For the case of separatism in the Moldovan Dniester Valley, research has highlighted the crucial role of industrial factory directors. These managers mobilised their factories’ employees. To refine the knowledge of how collective conflict actors are formed, this article asks the question: what enabled directors to mobilise ‘their’ workers? The sources show that, on the one hand, the managers’ political power was rooted in typical Soviet enterprise structures; on the other, it was further strengthened by perestroika market reforms and the economic crisis entangled to them. These results suggest that separatist mobilisation and internal conflict were entangled to social transformation and functioned as a catalyst to the process of (re-)distribution of capital and power.  相似文献

The article’s main focus is the relationship between the re-established Bessarabian Orthodox Metropolitanate and the government of the post-Soviet Republic of Moldova. The article demonstrates that the Moldovan government refused recognition to the nascent church until 2002 primarily for two reasons: first and foremost, the Moscow Patriarchate opposed the idea of another Orthodox Christian church in Moldova outside of its jurisdiction; second, the government feared that the newly independent Republic of Moldova would fall under the influence of neighboring Romania, whose Orthodox Church offered patronage to the Bessarabian Metropolitanate. After a historical overview of the Orthodox Church in the Republic of Moldova, the article first presents and analyzes the history of the conflict between the Bessarabian Metropolitanate and the post-Soviet Moldovan government, and second, the European Court of Human Rights verdict ordering the government to recognize the Metropolitanate, before verdict’s implementation, and reactions to it. All these are done with an eye on intra-national relations among Moldova, Romania, and Russia, as well as those between the Romanian Orthodox Church and the Russian Orthodox Church in connection with this conflict.  相似文献

This paper addresses the influence of the economic crisis on national identity in Slovenia. It first analyzes the creation of the contemporary national identity following independence in 1991 that was established in relation to a negatively perceived Balkan identity, which represented “the Other,” and in relation to a “superior” European identity that Slovenia aspired to. With the economic crisis, the dark corners of Slovenia’s “successful” post-socialist transition to democracy came to light. Massive layoffs of workers and the bankruptcies of once-solid companies engendered disdain for the political elites and sympathy for marginalized groups. The public blamed the elites for the country’s social and economic backsliding, and massive public protests arose in 2012. The aftermath of the protests was a growing need among the people for a new social paradigm toward solidarity. We show that in Slovenia the times of crisis were not times of growing nationalism and exclusion as social theory presupposes but, quite the contrary, they were times of growing solidarity among citizens and with the “Balkan Other.”  相似文献

Most contemporary analysts explain ethnic identity as a socially rooted phenomenon which can be catalyzed by changes in both economic and political conditions. Taking the 1982 debt crisis as a main triggering event, this article analyzes the relationship between economic adjustment and increasing levels of indigenous mobilization in Latin America. Through a comparison of the Bolivian, Peruvian, and Mexican cases,the analysis reveals wide variation in the types and levels of ethnic conflict in the region. Explanations for these differences center on the timing and content of economic adjustment policies, and on the institutional opportunities available for expressing and channeling economic and political demands. The article concludes that political and economic liberalization are likely to clash when shrinking the state also removes channels for popular participation; moreover, when those that bear most of the adjustment burden are also challengers to national identity, states ignore this challenge at their peril. This article examines how education, linguistic and citizenship policies have influenced the development of Moldovan identity and relations with the breakaway region of Transnistria. The article explores the influence of three specific education policies (Russian language instruction, an integrated history course and Romanian language school closures in Transnistria) on the debate concerning Moldovan identity and ultimately Moldovan statehood. The Romanian language school closures in Transnistria demonstrate that education is not only an important agent of identity formation, but also that such crude political tactics as school closures ultimately affect other education policies, reinforce negative stereotypes and make meaningful dialogue impossible. The larger issue than the school closures in Transnistria is whether devolution of authority on issues such as education policy is possible no matter how autonomy is granted.  相似文献

Researchers widely recognize that economic crises have important political consequences, yet there is little systematic research on the political factors that make nations more or less susceptible to economic crisis. Scholars have long debated the economic consequences of party systems, executive powers, and societal interest groups, but their relationships to crisis proclivity are poorly understood. We assess the political correlates of economic crisis using a cross-sectional time-series analysis of 17 Latin American countries over nearly three decades. Crises are measured along two dimensions—depth and duration—and disaggregated into three types: inflationary, GDP, and fiscal crises. Statistical results suggest that political institutions have a modest, and often unexpected, correlation with crises. More important than institutional attributes are social organization and the nature of party-society linkages, particularly the existence of a densely-organized trade union movement and/or a powerful leftist party. Strong unions and powerful parties of the left are associated with more severe economic crises, though there is some evidence that the combination of left-labor strength can alleviate inflationary crises. The results demonstrate the need to disaggregate the concept of economic crisis and incorporate the societal dimension when studying the political economy of crisis and reform.  相似文献

This article examines Moldova's constitutional change in 2000 from a semi-presidential to a parliamentary regime and analyses what the Moldovan case tells us about the nature of executive power. One of the interesting issues that this case raises is whether our definition of regime really captures the locus of political power. While Moldova has evolved from a semi-presidential to a parliamentary regime, the president is more powerful under the current regime than previous presidents were in a semi-presidential regime. The consolidation of the president's party in the parliament explains the concentration of executive power more than constitutional prerogatives.  相似文献

The continuing struggle of the Moro secessionist movement in the Philippines is one of Southeast Asia's longest armed conflicts. The tenacity of the conflict lies in two competing concerns: the assertion of self‐determination rights of the Moro separatist movement; and the affirmation of the Philippines’ sovereign right to territorial integrity. However, beneath these rights are crucial issues that remain unanswered both by the contending forces—problems where internecine violence and conflict emanate from. This article argues that self‐determination rights can be adequately exercised by people who have clearly defined their national identity and concept of a nation. Unfortunately, the Moro multi‐ethnic national identity has yet to be crystallised while the idea of a Bangsamoro (Bangsa Nation) remains weak. On the other hand, the state has yet to address the Moron’ legitimate demands of political autonomy, socio‐economic development, and social justice and discrimination. Without underestimating the ethnic component of secessionism, the article concludes that poor governance has prolonged, complicated, and further justified the Moros’ quest to secede from the Republic.  相似文献

Abstract

For decades, mass out migration has remained a defining characteristic of Eritrea. The country's first major refugee crisis occurred in the early 1980s, in the midst of its liberation movement. Upon gaining resettlement in the industrialized world, Eritreans overwhelming continued their support of the liberation war, both financially and politically. Since independence, the ruling government adopted strong measures to ensure the diaspora's continued political and economic engagement. We examine the Eritrean party-state's changing relationship with members of its dispersed population focusing on the evolution of an expatriate tax (2 percent Income Tax on Eritreans Working Abroad) levied on all emigrant Eritreans. Building on work that argues for recognizing the social and political dimensions of money sent ‘home’, this paper makes two contributions. First, we use an historical perspective to show how contextual changes can significantly shift the meanings of remittances, in this case from a voluntary patriotic remittance sent to the liberating government, to a coerced tax. Second, we bring the remittance-tax into the literature on remittances and development, expanding the types of income transfers under consideration. Attention is drawn to the party-state's articulation of the 2 percent Tax policy as a national development imperative and the various transnational governance mechanisms employed to coerce compliance. Citizenship serves as a lens for examining the state's instrumentalization and politicization of the diaspora's engagement with the Eritrean nation.  相似文献

Persistent civil warfare has created a crisis of protection for vulnerable refugees/returnees and internally displaced people ( idps ) in the African Great Lakes region. This is in the context of increasing state hostility towards refugees, intensified inter-group competition among citizens, and rising xenophobia towards African ‘foreigners’. Humanitarian solutions are often de-contextualised from struggles over entitlements, citizenship and exclusionary practices based on social hierarchies, ethnicity and indigeneity. Hence, they tend to contribute to rather than alleviate the marginality experienced by the displaced. This article argues for further exploration of the processes of identity construction that accompany displacement and humanitarianism and their problematic relationship with sovereignty and citizenship. It suggests that transcending marginality requires greater emphasis on political agency within refugee and idp communities—for their voices to be part of negotiations and conversations on repatriation and integration—in order for them to rejoin the political community.  相似文献

The grand narrative of piracy has been instrumental in shaping how piracy off the coast of Somalia is understood and responded to. Self-proclaimed pirates, suspected pirates, and convicted piracy prisoners continue to tell the story of taking up arms against foreign illegal fishers to protect their personal livelihoods as well as Somalia’s natural resources. Although the grand narrative remains the most popular piracy narrative, this paper introduces and examines two newly emergent narratives of Somali piracy – the Somali women’s narrative and the piracy prisoner self-narrative. I explore how these narratives reveal a central paradox surrounding piracy and social reproduction in Somalia that, until now, has been absent from discussions about piracy narratives and the issue of Somali piracy. Whereas the grand narrative of piracy fails to address gender demands and local political economic realities in Somalia, the new narratives present piracy as a gendered experienced that is situated within the broader, evolving context of courtship and marriage in Somalia. I argue the new narratives can help push beyond over-simplistic understandings of piracy off the coast of Somalia as a ‘man’s crime’ that should be addressed by men.  相似文献

This article provides a systematic analysis of the extent to which political, economic, and cultural factors are associated with civil wars in sub-Saharan African states. Drawing on a theoretical argument that associates the likelihood of civil war with the tumult that arises from the simultaneous challenges of state building and nation building, several testable propositions are derived on the correlates of African civil wars. Results of logistic regression analyses indicate that previous colonial experience is a significant predictor to the likelihood of civil wars. It is also found that economic development reduces the probability of civil war while militarization increases it. Regime type played no significant role in African civil wars. Similarly, no support was found for the thesis that cultural factors are significantly associated with African civil war, which belies the notion that African civil wars are simply “ethnic conflicts.” It appears that politico-economic factors—instead of cultural ones—give rise to civil wars in Africa. The redesign of Skopje’s main square and the wider central area in the last six years has been a top priority of the Macedonian government. The project, called Skopje 2014, provoked intense domestic debate and controversy as well as international reaction and concern. Although officials say that project’s aim is to unify ethnic Macedonians, it has produced several lines of political, intra-ethnic/interethnic as well as intra-cultural/intercultural divisions in the fragile Macedonian society. The aim of the paper is to offer reflections about its mobilizing potential among ethnic Macedonians in a set of social, economic, and political contexts. In that sense, four areas of mobilization are suggested: (1) around new identity markers; (2) around the name dispute and against threats (real or imagined) to the ethnic and national identity; (3) against the internal Other, that is, the ethnic Albanian community, as well as critics of these identity politics; and (4) in reaction to the global financial crisis and problems within the EU.  相似文献

Abstract

Colonialism affects post-colonial social formations in a variety of ways. Japanese colonial rule had a far-reaching influence on South Korean post-colonial social formation. Most legacies of colonialism diminished as time went by, but one legacy of colonialism continued or even increased its effects on the South Korean political economy from the 1960s – namely, the division of Korea. This article provides an alternative Gramscian approach to the analysis of the social formation of South Korea, with due consideration of the division of the peninsula. For that purpose, it introduces the concept of a division bloc, adapting Gramsci’s concept of a historical bloc to develop an analysis of a social formation that is unique to South Korea. Then, I explicate the two events that have been most damaging for the division bloc – the 1997 economic crisis and the 1998–2007 inter-Korean reconciliation – describing them as an organic crisis and a hegemonic project, respectively. Following this, I present reasons why the counter-hegemonic efforts of liberal nationalists to overcome the division bloc failed.  相似文献

Food cultivation, preparation and consumption are important references for shaping national identity. Food is a crystallization of the history of a national or ethnic group, of its traditions, mentality, and religious adherence and of very pragmatic material elements reflecting the way of life of the group, for instance, climatic conditions and socio-economic levels. All elements of the history of a group are transmitted and experienced in daily rituals relating to food. Food has strong symbolic, quasi-sacred associations in many cultures: for Slavic peoples bread is a very important symbol, and in Belarus potatoes are known as "the second bread".The role played by banal everyday identity rituals is very important in complex political contexts, where identity building processes aimed at the transformation of a community into a nation-state with common identification denominators are not endorsed by political elite. Belarus is an extremely difficult case from the point of view of identity building: a country without a history (Zaprudnik, 1993), without a nation (Marples, 1999), without an identity (Bekus, 2010). In the Belarusian context, food - especially food which is cheap, rustic and simple to cultivate, such as potatoes - is an important identity marker.  相似文献

推进两岸经济合作与一体化发展,形成日益紧密的经济共同体,可以巩固和深化两岸关系和平发展的经济基础,有助于推进两岸和平统一,但并非两岸和平统一的充分条件。而且,发挥两岸经济关系对两岸和平统一的促进作用需要相应的主客观条件,至少需要两岸双方的共同政治意愿与积极行动,以便在共同利益不断增进的基础上建构国家认同。民调显示,近年来的两岸经济合作,在“反独”中起到一定的积极作用,但因施行时间较短且尚未充分展开等因素而不足以证实或证伪其在“促统”方面的作用,并面临制约因素。而国家认同的形成,乃是两岸和平统一的关键。因此,必须确立正确的合作理念,坚持特定的推进原则,选择适宜的推进方式,以提升两岸经济合作的政治效应。  相似文献

By examining in detail the successes and failures of different development models in one developing country over a four-decade period, this article sketches a development model for small economies in the 1990s as an alternative to the neoliberal model pushed by the International Monetary Fund. It reviews the experience of Jamaica with various development models from the 1950s to the 1990s, with special attention focused on the experience of the Seaga government of the 1980s. It also draws lessons from the successful development experience of small European countries and of the East Asian Newly Industrialized countries. In normative terms, the alternative development model attempts to combine growth with equity and democracy. In analytical terms, it takes account of the constellation of domestic forces and appropriate political strategies, as well as of international economic and political conditions. The main features are a strong role for the state in economic interactions with transnational corporations, in identification of export markets and promotion of export production, in selective protection of domestic industry with an export potential, in promotion of agriculture linked to industrial development, in improvement of human resources and promotion of regional economic integration. Within these parameters, a crucial role is assigned to the domestic private sector and a complementary one to foreign investment. Distribution is to be addressed primarily through distribution of productive assets and access to health care and education. This article examines the policies implemented by both the Obama and Trump Administrations toward Cuba to evaluate the claim that the ‘Thaw’ of relations between Washington and Havana represents a significant change in US foreign policy toward the island nation. Despite the appearance that the change in policy is a fundamental shift, I argue that the changes in US policy toward Cuba under both Obama and Trump represent changes in the means for pursuing the same historical objectives pursued by the Washington for the past few decades. In other words, the overall strategy and objective of US hegemony in Cuba is the same, with the only change being the means for achieving these ends. The central implication of this is that the ‘Thaw’ in relations between Cuba and the US represents a new, more ‘consensual’ means to instigating the same objective of provoking American-orchestrated political, economic, social and ideological changes in the island nation.  相似文献
