The notion that ideological perceptions in the mass public are shaped to some extent by elites and political candidates is widespread in the public opinion literature. However, there has been a lack of empirical research directly demonstrating the links between elites and the masses whose thinking they supposedly cue and structure. This paper attempts to show, through magnitude scale data collected over time in the 1980 campaign, the significant impact of political candidates in altering ideological perceptions of political stimuli. The chief carrier of ideology in 1980 is shown to be Ronald Reagan, whose strong issue stands and ideological label influenced perceptions of specific issues' ideological content. The findings are discussed in terms of both measurement problems in the ideology literature and more general theories of elite and environmental influences on mass political thought.  相似文献

Singapore is an island state with no formal lower tier of government. The network of consultation and mobilization created after Independence in 1959 is now raising important issues of consensus and compliance. Twenty-five years of continuous one-party rule offer opportunities to evaluate the working of the mechanisms of integration and participation. This study confirms the existence of corporatist forms of interest intermediation at the micro level of four local planning authorities in London. In all four boroughs distinctions could be drawn between local business associations and metic, non-local firms. The former displayed most of the institutional characteristics outlined by Schmitter in his original definition of corporatism. In contrast the non-local or metic firms did not exhibit all these institutional characteristics at the level of local government. The conditions under which they bargained with local planning authorities (LPAs) were often influenced by statutory and other requirements handed down from central government. These requirements were themselves often the result of corporatist interest intermediation at the level of the central state. Both local business associations (LBAs) and metic production organizations (MPOs) were required by (LPAs) to implement planning policies. This process has increased in importance during the Thatcher era. Economic decline has made the local planning authorities even more dependent on private organizations for implementation than before. Local LBAs and MPOs were granted privileged access to the planning system. Only the LBAs were granted representational monopolies for their very local areas in this process. MPOs developed representational oligopolies but because they were so few in number they could be in conflict with one another over the rights to develop a particular site. In return for these representational privileges both the LBAs and MPOs were expected to moderate their demands for major departures from the approved local plans. The methods used to intermediate interests to the local planning systems were primarily informal. Although a small number of formal meetings were held each year between external organizations and the LPAs they represented a minority of the contacts between them and representatives of both LBAs and MPOs. Informal bargaining took place in two ways. First, there were issue specific negotiations over particular developments. The second type of contact was long-term, non-issue specific and primarily concerned with network building. Both types of bargaining were relatively secret and involved only the top echelons of the organizations concerned.  相似文献

Abstract

This article presents an analysis of the factors that predicted 1989 homelessness rates in large U.S. cities. Data were collected to describe homelessness rates in the 182 cities with populations over 100,000. In addition, variables were assembled to represent many factors that have been hypothesized to cause homelessness, including each city's housing and income conditions, household resources, employment conditions, employment structure, available public benefits, and cost of living. The researcher used regression analysis to assess the impact of each hypothesized causal factor on between‐city differences in 1989 homelessness rates for the 147 primary cities in the data set (excluding suburbs) and for subgroup breakouts based on level of manufacturing employment and population growth from 1980 to 1986. The article ends with a discussion of policy implications of the patterns discovered.  相似文献

Currently political participation, especially voter registration and turnout, varies substantially with ethnicity. Blacks and non-Hispanic whites participate at roughly equal rates, while Latinos and Asian-Americans are substantially less active. This variation may be the direct product of cultural factors, or it may reflect differences in the distribution of various determinants of participation, most notably education, citizenship, and age. Using data collected in 1984 on samples of California's black, Latino, Asian-American, and non-Hispanic white populations, we conclude that such variables fully account for lower Latino participation rates. Even with these controls, however, Asian-Americans remain less likely to vote. Because ethnic group consciousness is one of the variables related to activity, we conclude that ethnicity does have an indirect effect on participation as a basis for mobilization. In addition, we establish that noncitizens engage in nonelectoral activities, and we project future political participation rates of Latinos and Asian-Americans under several scenarios.  相似文献
