Housing policy in the post Great Recession (GR) era faces tremendous uncertainties, but clearly there will be more sensitivity around risk, quality, and transparency in capital markets. The post-GR domestic policy environment and economy are likely to impose several overarching constraints, including less access to world capital markets for financing housing, more restrictive assessments of risk, and increasing restraints on federal domestic spending particularly for non-entitlement programs. Carr and Mulcahy provide a substantial agenda of liberal-progressive policies that focus on the predatory and risky practices of loan originators and promote expansion of home ownership for low-income households. If we are indeed on the brink of an era of austerity, the housing policy debate will need to focus on priorities for contraction rather than expansion in housing programs, and on tenure-neutral policies rather than promoting home ownership.  相似文献

Public housing policies in distressed communities if they are to succeed, must be based on much more realistic assumptions than they are now. We look at HOPE VI, a public housing policy that not only changes the physical environment, but also social services, job training, work opportunities, transportation, child care and other support services. Climate leadership is important for the transition to a low‐carbon economy, where some countries are seen as leaders because of their ambitious climate and energy policies. Climate leadership is dynamic and evolves over time to become a political myth, however, which governments use in their policy strategies. Changes in governments lead to new climate and energy strategies that affect the respective countries' leadership positions. This article links the growing literature on environmental/climate leadership and the political myth literature. Specifically, it draws on the environmental/climate leadership framework to analyse the connection between political myths and the climate and energy policy strategies of governments to understand how the changing interpretation of the political myth influences leadership. The article uses Denmark as a case study because of the consensus in the literature on it being a climate and energy policy pioneer. This article analyses how Danish governments interpret the political myth of Danish climate and energy pioneership and how their policies influence the Danish leadership position, concluding that whilst the continued reinterpretations of the political myth of leadership do not always reflect the original myth, the myth remains important for government claims to leadership.  相似文献

Abstract

This article examines residents’ attitudes toward homeownership in five large inner‐city public housing projects composed of multifamily apartment buildings. Based on 267 interviews with public housing residents in Boston, it contrasts their broad support for homeownership as a concept with their wholly mixed reaction to the idea of owning a public housing apartment. Interest in homeownership in public housing is shown to be independent of residents’ current employment status and closely tied to residents’ social investment in specific housing developments and to their perceptions about the quality of that development's management, maintenance, and security.

The findings cast renewed doubt on policies that would make public housing sales a centerpiece of national policy, but they provide qualified support for more modest efforts to increase homeownership in public housing developments and in low‐income neighborhoods around them.  相似文献

This article surveys the territorial politics of housing policy with particular reference to the Conservative Party. It examines the how attempts to establish a new planning framework under the previous Coalition government came unstuck and sets out the implications of the planning impasse for home ownership and ‘generation rent’. The Rental Assistance Demonstration (RAD) Program is designed to address a $26 billion public housing capital needs backlog. New investment is leveraged by converting public housing to project-based assistance, with ownership transferred to nonprofit and private entities. In other words, RAD is expediting the end of the country’s 80-year-old public housing program. While this may seem like a dramatic policy shift, there is actually little about RAD that is new. This investigation of RAD’s origins reveals it to be the coalescence of existing programs, established policies, and longstanding trends multiple decades in the making. This in turn helps explain why RAD has expanded so quickly and why its expansion is likely to continue. There exists a great need for more research on and monitoring of RAD’s implementation, and for a reassessment of the policy priorities that produced both the program itself and the problem it attempts to solve.  相似文献

Housing support policy for persons with disabilities who require access to 24‐hour formal or informal support is changing throughout Australia. This is consistent with international trends including: independent living in generic housing; facilitating choices about where and with whom people live; individualised home‐based support; and community integration. Are these trends leading to policies that are effective in the Australian context? This article presents a framework for analysing the effectiveness of new approaches to housing support using a rights perspective. The framework consists of four domains: client outcomes; administrative systems; service viability; and coordination between formal and informal carers. Applying the framework to six case studies found that they all aim to foster independence, while providing effective individualised, holistic housing support.  相似文献

In its attempt to reform the housing system, China has rapidly marketized but not privatized the housing production process and system. In contrast, the consumption of housing is privatized quickly but marketized slowly. Yet, the housing allocation process still largely relies on the old system of heavy subsidization. Nonetheless, housing subsidy has been curtailed and the growth in home ownership and the future pegging of rent and price with household income would dwarf the housing provider role of the government. The commodification process necessitated new government roles since government support in infrastructure and superstructure is essential for the healthy functioning of the newly emerged housing market. Overall, retention of the public ownership of the development companies and the housing financiers differentiate the Chinese housing reform process from those of other market and post‐socialist economies.  相似文献

In recent decades, UK public-sector housing has increasingly been problematised, with government solutions focusing on modernising the sector by transferring ownership of the housing from the public to the voluntary sector through stock transfer. This promises to transform the organisation of social housing by devolving control from local government to housing organisations located within, and governed by, the communities in which they are based. The Scottish Executive's national housing policy of community ownership is the epitome of this governmental rationale par excellence. Drawing upon empirical research on the 2003 Glasgow housing stock transfer, this paper argues that, whilst community ownership is underpinned by governmental rationales that seek to establish community as the new territory of social housing governance, the realisation of these political ambitions has been marred by emergent central–local conflict. Paradoxically, the fragmentation of social housing through the break-up of municipal provision, co-exists with continued political centralisation within the state apparatus.  相似文献

The influence of black officials and organizations on public policy varies among political settings. Factors responsible for this variation include the relatively limited political resources still available to blacks, the size of the black population in a location, the representation of blacks in elective office, the control of political gate keepers, and prevailing ideology. The ability of blacks to influence fair housing policy is further predicated upon the level of government addressed. Black individuals and organizations were in- strumental in gaining agenda status for the passage of federal fair housing legislation in the 1960s. Experiences in Cleveland and Ohio reveal a less prominent role for blacks in state and local fair housing policy. Two major factors peculiar to this topic, inattention of traditional civil rights groups and diminished public support for civil rights policies, combine with repre- sentational issues to require a broader coalition for support of these policies. The lead in advocacy has been assumed by black/liberal white coalitions that promote managed residential integration contrary to the preferences of black-dominated interests that prefer equality of housing opportunity regardless of racial impact. The latter group, lacking the politi- cal resources of the former, usually reacts to policy rather than initiating policy. Black elected officials, who play a pivotal role in responding to the demand-protests of their constituents, may be hampered or helped by the political resources available in state and local settings. The theory of politi- cal incorporation helps to explain the incremental gains of blacks as com- pared to long-term policy responsiveness in state and local policy-making.  相似文献

Since the 1980s identities have re-emerged as a powerful factor shaping support for specific public policies, often doing so at the expense of prioritising the interests of future generations. Outside the United States a major causal factor has been the declining ability of many political parties to mobilise support for themselves and their policies. Consequently, considerations derived from the past can be at the expense of future citizens. This article analyses two major policies separated by a century—Prohibition in the US and Brexit. With both, the enacted policies featured limited previous public discussion about their likely consequences. Moreover, in both cases it was a ‘hard’ version that would be enacted, even though some supporters had favoured more moderate policy options. While not all policies driven by support from particular identities harm future generations, some do. This results from politicians in public utterances previously being insufficiently focussed in detail on the policy’s consequences.  相似文献

The paper discusses urban policy and performance in Nigeria against the background of the development of ideas and institutions affecting the cities since the early colonial period. It critically examines the patterns of rural-urban relations, the policies for urban land-use control, town planning and municipal government, pointing out the inadequacies, especially the inefficiency of the machinery for implementing otherwise well-intentioned policies and programmes. The paper is especially critical of the lack of coordination and imagination in urban management, as well as the elitist orientation in urban planning and housing. It explores the potential value, as well as the limitations, of community self-help programmes for housing and sanitation in towns, in circumstances of worsening economic difficulties and drastic cutbacks in public funding and private investments. Finally, while endorsing the vigorous programmes now under way for rural development, the paper points out the futility of the current aggressive anti-urban back-to-land crusade, even in the legitimate concern to meet the basic needs of the predominantly rural majority.  相似文献

An "urban" definition of public policy problems raises great difficulties for the policy maker. If we emphasize implementation as a primary factor in evaluating public policy, we have good grounds for questioning the wisdom of an urban perspective. But urban questions have been and still are major areas of concern in public policy formulation. The ALP federal platform contains a long section on urban policies, reiterating what the Department of Urban and Regional Development (DURD) was striving to achieve under the Whitlam Government. At state level, urban problems have been tackled with varying degrees of success and seriousness, although at this level overall urban perspectives tend to be ignored, for reasons we shall indicate. However urban planning authorities have been tried in most capital cities, and metropolitan plans have been drawn up for all of them. They have concentrated mainly on land use and urban form. By the 1970s a common criticism of such planning was that it left aside many social and economic aspects of urban growth. For example, one (admittedly partisan) government source—the N.S.W. Department of Decentralization and Development—noted "a massive and increasing trend towards socio-economic segregation":
…the remoteness of central city facilities …the cost of commuter transport and the inadequacy of community facilities in low-income outer suburbs are operating to perpetuate economic under-privilege.  相似文献

Abstract

This article summarizes a special issue of Housing Policy Debate, which commemorates the 50th anniversary of the Housing Act of 1949. The act is best remembered for its declaration that every American deserves a “decent home and a suitable living environment.” The articles in this collection offer varying perspectives on how this act helped shape the postwar metropolis. The authors—urban planners, historians, and public officials—each consider a different part of the legacy.

The first three articles deal primarily with the act's creation and social and political ramifications, while the next three look at how Titles I, II, and III have influenced the past 50 years of housing and urban policy. The record of the Housing Act of 1949 is mixed, and so are its lessons. There remains an ongoing struggle to find the right mix of housing support to reach the goals first expressed in this landmark legislation.  相似文献

ABSTRACT

In this article, we ask how housing subsidies might influence young children. We examine two national housing policies – public housing assistance and the Section 8 vouchers program – and two demonstration projects that aimed to improve the administration of providing housing subsidies – HOPE (Homeownership Opportunities for People Everywhere) VI and Moving to Opportunity. This article is a critical examination of these policies and demonstration projects in relation to the following housing dimensions that promote the healthy development of young children: income supplements residential stability, physical environment, access to services and amenities, housing choice, neighborhood safety, and social capital. We compared advantages and limitations of each of these national housing policies and demonstration projects and examined ways in which they might influence children in these housing dimensions. The article concludes with implications and future research directions for U.S. housing policy by discussing its most recent U.S. Department of Housing and Urban Development (HUD) initiative, Rental Assistance Demonstration, in addressing limitations of housing policies and demonstration projects we examined.  相似文献

Long-range policy planning for international scientific and technological affairs has been hindered by a variety of problems. One is the overall crisis-response nature of foreign policymaking and another is the difficulty of developing technical information needed for sound forecasts. Within the State Department the record of attempts to establish systematic planning amply demonstrates the problems. Nevertheless, a number of key conclusions can be drawn from the few successful experiments in policy planning: An effective planning staff should combine the skills of both foreign policy specialists and scientists; planners should be closely familiar with, but not involved in, operations; the planning role requires consistent support from senior officials; the power to influence budgets significantly strengthens the planning function.  相似文献

Abstract

Transit-oriented development (TOD) has been promoted by planners and policy advocates as a solution to a variety of urban problems, including automobile traffic congestion, air pollution, and urban poverty. Since the enhanced accessibility offered by transit proximity is often capitalized into land and housing prices, many express concern that new transit investments will result in the displacement of the low-income populations likely to benefit most from transit access, a phenomenon which we term transit-induced gentrification. Whereas policy advocates have proposed a variety of interventions designed to ensure that affordable housing for low-income households is produced and preserved in areas proximate to transit stations, little is known about the effectiveness of these policy proposals. This article relies on an integrated land use/transportation model to analyze how TOD-based affordable housing policies influence the intraurban location of low-income households. We find that affordability restrictions targeted to new dwellings constructed in TODs are effective tools for promoting housing affordability and improving low-income households’ access to transit while simultaneously reducing the extent of transit-induced gentrification.  相似文献

Abstract

A recent World Bank policy statement on housing advocates the reform of government policies, institutions, and regulations to enable housing markets to work more efficiently. The policy statement identifies several instruments that governments can use to address housing market constraints, and to improve the performance of the housing sector as a whole, while paying particular attention to the needs of the poor.

In recent years, the government of Mexico has employed many of the enabling instruments described in the World Bank's housing policy statement. This article reviews the role of housing in the Mexican economy and the major reforms that the Mexican government has implemented to improve the operation of the housing market so that private lenders and home builders can play an expanded role in addressing the country's housing needs. The World Bank has supported the government's reform program, and since 1985 it has lent more than $1.2 billion to Mexico for low‐income housing projects.  相似文献

Abstract

Metropolitan areas throughout the United States increasingly experience sprawl development. States such as Oregon and Maryland have enacted land use legislation that curbs sprawl by promoting denser urban growth. Smart growth, a new method of metropolitan development leading to more compact regions, offers an alternative to sprawl. Given that housing comprises a major share of the built environment, policies that promote denser residential development form a key component of smart growth.

This article provides an analytic review of the ways housing can be used to support successful smart growth policies. It focuses on three areas: the market for higher density housing, land use issues associated with denser housing development, and methods for financing higher density and mixed‐use housing. The literature on the link between smart growth and housing remains underdeveloped. We offer this synthesis as a way to advance the state of knowledge on smart growth's housing dimension.  相似文献

The paper examines a part of the housing market in the Indian metropolitan city of Bangalore. Some problems of housing finance from the viewpoints of families and of public authorities are indicated. It is argued that it is these financial problems that make access difficult for the poorer half of the population of Bangalore to forms of housing other than inner city slums or urban fringe informal housing. Public housing with its unrealistic standards of service provision, but especially its high initial access costs is not well designed to meet the needs of the majority of families. The paper concludes that unless public housing authorities emulate the private housing market they will continue to play a marginal role in housing in a city such as Bangalore. There are signs that this is happening in India with experimentation in both housing finance and lower service standards.  相似文献
