How do people decide whether a political process is fair or unfair? Concerned about principles of justice, people might carefully evaluate procedural fairness based on the facts of the case. Alternately, people could be guided by their prior preferences, endorsing the procedures that produce favored policy outcomes as fair and rating those that generate disliked outcomes as unfair. Using an experimental design, we consider the conditions under which people use accuracy goals versus directional goals in evaluating political processes. We find that when procedures are clearly fair or unfair, people make unbiased assessments of procedural justice. When the fairness of a process is ambiguous, people are more likely to use their prior attitudes as a guide.  相似文献

Although national elections in Latin America are now described as reasonably free and fair by international observations teams, electoral processes are still affected by a series of malpractices (unequal access to the media and public resources, registration problems, vote buying). These irregularities negatively affect citizens' trust in elections. In this paper, we analyze the consequences of low trust in elections and exposure to vote buying practices on electoral participation in Latin America. Using data from the 2010 wave of LAPOP surveys, we find that perceiving that the election is unfair reduces the willingness to participate in national elections, but receiving material incentives during the campaign has the opposite effect of increasing electoral participation. We also show that the effect of trust in elections on turnout is larger in countries where voting is not mandatory.  相似文献

Elections in many democracies have come under attack “from within”, with political elites challenging the integrity of the electoral process and calling its outcomes into question. Such allegations may delegitimize democratic outcomes and compromise citizens' confidence in elections. Yet aside from their rhetoric, little is known about political elites' electoral-integrity beliefs. This study breaks new ground by investigating how political elites perceive the integrity of elections, and which factors may account for differences in their electoral-integrity beliefs. Using innovative data from the 2021 candidate survey of the German Longitudinal Election Study (GLES), the empirical analysis shows that political candidates exhibit mostly positive views about the integrity of the electoral procedures and the 2021 election, while being more skeptical about the fairness of the campaign period. Moreover, the findings show that negative campaign experiences, an affiliation with a populist political party, and electoral defeat are important drivers of candidates' skepticism about the integrity of elections. These findings provide novel insights on the nature, background, and diagnostic significance of political elites’ electoral-integrity beliefs in modern democracies.  相似文献

Using a spatialmodelling approach, I analyze candidate policystrategy for such elections, under the assumption thatvoters choose according to the multivariate votingmodel of behavioral research. This model representsvoters' decisions as probabilistic functions of theirpolicy preferences and political partisanship. Isuggest reasons why partisan voting motivatescandidates to locate near their party's partisans inthe policy space, and illustrate this argument withrespect to the 1992 presidential election. Political science research suggests that campaign visits by presidential candidates produce small and short-lived effects, consistent with mixed findings of their influence on election returns. We argue that existing studies are constrained by two issues: most studies rely on state-level data, rather than more localized data, and do not incorporate differentiation in the quality of campaign appearances in their assessment of visit effects. To incorporate these concerns in a study of campaign visit effects on election outcomes, we study the 1948 presidential election, during which Harry Truman engaged in a major whistle-stop train tour and won a surprise victory over his opponent, Thomas Dewey. Using data on campaign stops gathered from archival sources, we estimate the effect of campaign appearances on candidate vote share at the county level. We find that Truman, on average, gained 3.06 percentage points of the overall vote share in counties that he visited. Consistent with contemporary judgments of the “quality” of the two candidates' campaign stops, we find no effect of Dewey's appearances on his performance. Our results provide strong evidence that candidate visits can influence electoral returns, rather than merely affect short-term public opinion. In counterfactual simulations, we show that Truman's extensive campaign tour likely won him the state of Ohio, highlighting the importance of strategic campaign decisions and campaign effects in close elections.  相似文献

This paper studies changes in voting preferences over election campaigns. Building on the literature on spatial models and valence issues, we study whether (1) ideological distance to political parties, (2) assessments of party competence to handle different policy issues, and (3) voter-updated candidate evaluations are factors that explain shifts in voter choices in the weeks preceding the election. To test our hypotheses, we use data from three survey panels conducted for the 2008, 2011 and 2015 Spanish general elections. Our findings show that valence factors are more influential than ideological indifference to account for campaign conversion.  相似文献

Elections are now a common feature of countries across regime types, yet we know little about what leads people to perceive an election as fair, or how the democratic context shapes the ingredients of fairness judgments. While the conduct of a process is most important for perceptions of fairness in established democracies, “procedural fairness” may not travel to non-democracies, where economic outcomes occasionally take precedence over procedure. Additionally, individual level characteristics, such as political engagement, may also shape how people view the fairness of elections. Using original experiments conducted in the United States and China, I find procedural considerations are most important for fairness judgments, across democratic contexts and largely independent of political engagement.  相似文献

The widespread second-order view on subnational elections leaves little room for the idea that subnational election campaigns matter for national-level electoral preferences. I challenge this perspective and explore the context-conditional role of subnational election campaigns for national-level vote intentions in multi-level systems. Campaigns direct citizens’ attention to the political and economic “fundamentals” that determine their electoral preferences. Subnational election campaigns and the major campaign issues receive nation-wide media coverage. This induces all citizens in a country to evaluate parties at the national level even if they themselves are not eligible to vote in the upcoming subnational election. Thereby, subnational election campaigns may lead to a reduction in the uncertainty of voters’ national-level electoral preferences throughout the country, which is reflected by a decrease in the volatility of national-level vote intentions. I explore weekly vote intention data from Germany (1992–2007) within a conditional volatility model. Subnational elections reduce uncertainty in nation-wide federal-level vote intentions for major parties. However, patterns of incumbency and coalitional shifts moderate this volatility-reducing effect.  相似文献

In recent years a growing literature focuses on how and why some election processes are viewed as having integrity while others lack it. Some scholars examine how a state's characteristics (e.g. its economic development, the education levels of its citizens, and their experience with elections) shape the voting process while others study how individual voters view the process and their role in it. The relative importance of election dynamics themselves and the process of their evaluation, however, remain unclear. What stages of the election process are most important when people evaluate elections? We argue that a better understanding of how election dynamics shape perceptions of election integrity is crucial because theoretically this process is at the heart of democratic representation and because from a policymaking standpoint these dynamics vary more over time than individual and state-level factors. This paper explains why certain parts of the election cycle are critical to determining how an election is judged—especially the fairness of election laws and media access, the conduct of election authorities, and the use of political violence. Empirical results using new data on 121 elections held in 109 countries during 2013, 2014, and the first half of 2015 are supportive of our argument.  相似文献

Despite ample evidence of preelection volatility in vote intentions in new democracies, scholars of comparative politics remain skeptical that campaigns affect election outcomes. Research on the United States provides a theoretical rationale for campaign effects, but shows little of it in practice in presidential elections because candidates’ media investments are about equal and voters’ accumulated political knowledge and partisan attachments make them resistant to persuasive messages. I vary these parameters by examining a new democracy where voters’ weaker partisan attachments and lower levels of political information magnify the effects of candidates’ asymmetric media investments to create large persuasion effects. The findings have implications for the generalizability of campaign effects theory to new democracies, the development of mass partisanship, candidate advertising strategies, and the specific outcome of Mexico's hotly contested 2006 presidential election. Scholars have spent a great deal of effort examining the effects of negative advertising on citizens’ perceptions of candidates. Much of this work has used experimental designs and has produced mixed findings supporting one of two competing theories. First, negative ads may harm candidates who sponsor them because citizens tend to dislike negativity. Second, negativity may drive down citizens’ support for the targeted candidate because the attacks give people reasons to reject the target. We argue that the mixed findings produced by prior research may be driven by a disregard for campaign dynamics. We present a critical test of these two theories using data drawn from 80 statewide elections—37 gubernatorial and 43 U.S. Senate contests—from three election years and public opinion polling collected during the last 12 weeks of each campaign. We find that a candidate’s support declines as her advertising strategy includes a higher proportion of negative ads relative to her opponent and that this process unfolds slowly over the course of the campaign.  相似文献

This paper proposes that voters are more likely to turn out at elections if candidates and parties address their issue concerns in the election campaign. Voters with high levels of congruence in policy priorities should perceive the campaign as more interesting and the election as more relevant. In addition, the costs associated with the vote choice should be lower if voters' policy priorities are salient. The effect should be weakened by party identification, which acts both as a mobilising force and as a heuristic to the vote choice, making information costs less detrimental to turnout. The analysis, which links voter survey data with candidate survey and media content data from the 2009 German federal election, confirms the hypotheses.  相似文献

Party identification is known to influence almost all aspects of political life. How this attachment develops across the adult life cycle, however, remains unknown. I argue that people reinforce their partisan predispositions by voting for their preferred party. Voting entails a choice over a set of alternatives. This choice is likely to induce rationalization. In so doing, it provides signals of group identity, which in turn strengthens people's partisan ties. Testing this hypothesis is made difficult because it implies a reciprocal relationship between partisanship and vote choice. I address this problem by using vote eligibility as an instrument of vote in a sample of almost equally aged respondents. The results indicate that elections fortify prior partisan orientations. Moreover, they do so not by increasing political information. Rather, it is the act of voting for a party that, itself, bolsters partisan attachment. This act leaves a long‐lasting imprint on people's partisan outlooks.  相似文献

This paper examines whether campaign contribution restrictions have consequences for election outcomes. States are a natural laboratory to examine this issue. We analyze elections to Assemblies from 1980 to 2001 and determine whether candidates' vote shares are altered by changes in state campaign contribution restrictions. We find that limits on giving narrow the margin of victory of the winning candidate. Limits lead to closer elections for future incumbents, but have less effect on the margin of victory of incumbents who passed the campaign finance legislation. We also find some evidence that contribution limits increase the number of candidates in the race.  相似文献

The expectations of voters regarding election outcomes appear to be mostly influenced by their own political preferences. This raises two important questions. First, once partisan predispositions have been accounted for, how much do other variables like interest in the campaign, election news attentiveness, political knowledge, education or competitiveness help to explain one’s ability at predicting election outcomes? Second, does one’s level of sophistication moderate the link between political preferences and forecasting abilities? To answer these questions, I mobilize data from seven elections taken at the district and (sub)national levels. I also introduce a new measure of forecasting ability—the cumulative Brier score index. In most cases, variables other than preferences and knowledge have little or no influence on the accuracy of voters’ expectations both at the (sub)national and district levels. Political knowledge is positively associated with citizens’ forecasting abilities; however, it does not appear to moderate the preference–expectation link. This result contradicts findings from existing work and holds important implications for the study of citizen forecasting.  相似文献

The personal characteristics of political elites play an important role in British elections. While the personalization of the media’s election coverage has been the subject of much debate, we know less about the conditions under which voters receive personalized messages directly from elites during the campaign. In this paper, we use a new dataset that includes more than 3300 local communications from the 2015 general election to explore variation in the personalization of campaign messaging. We find that there is systemic variation in terms of where photographs of party leaders are included in election communications, which provides further evidence that campaign messages are deployed strategically to portray the candidate – and their party – in the best possible light.  相似文献

We present a model of two‐candidate elections in which candidates are office‐motivated, campaigning is voluntary and costly, and one candidate has a valence advantage. In equilibrium, the order of campaign announcements matters: Each candidate would prefer to announce his or her position after the other candidate has announced his or hers. The fundamental predictions of the model are (1) the impact of valence and campaigning costs on candidates' equilibrium behaviors is in general ambiguous, requiring further specification of the details of the electoral situation, and (2) in general, equilibrium platform announcements are essentially independent of the location of the median voter's ideal point. In addition, the model is consistent with elections in which both, only one, or neither candidate actively campaigns, and, finally, even when one candidate has a large valence advantage, there might be no equilibrium in which he or she will win the election with certainty.  相似文献

This paper develops a model to explain candidates' strategic decisions to provide or withhold information about policy positions in the course of an election campaign. The analysis treats this problem as a game of imperfect information. Attention is focused on modeling voter suspicion of candidates whose positions are ambiguous. Specific numerical examples illustrate that candidate decisions about providing information via informative advertising depend upon candidate policy preferences, campaign fund endowments, partisan reputations, and incumbency status. The model also provides theoretical underpinnings for empirical findings regarding the effects of campaign advertising.  相似文献

Scholars and political commentators have argued that special elections to the U.S. House of Representatives are national contests, serving as a referendum on the president's party and a predictor of future election outcomes (Sigelman 1981; Smith and Burnnell 2010). But the empirical record is mixed, with one leading study demonstrating that candidate and district characteristics alone explain special election outcomes (Gaddie, Bullock, and Buchanan 1999). We investigate this disagreement by comparing special election and open-seat results using new data for the period 1995–2014. We find that while candidate characteristics affect special election outcomes, presidential approval is predictive of special election outcomes as well. Furthermore, we find that the effect of presidential approval on special election outcomes has increased in magnitude from 1995 to 2014, with the 2002 midterm representing an important juncture in the nationalization of special elections. We conclude that special elections have developed into national contests since the 1970s and situate this development within broader electoral trends.  相似文献

A large literature shows that citizens care about the procedural fairness of rules and institutions. This body of work suggests that citizen evaluations of institutional changes should be constrained by fairness considerations, even if they would personally benefit from the reforms. We test this expectation using two panel studies to examine whether citizens become more accepting of proposals rated as unfair (in wave one) after we experimentally manipulate (in wave two) whether the proposals aid their party’s electoral prospects. Using this approach, we are able to establish what citizens see to be fair or unfair separate from their evaluation of a given rule change. We find that supporters of both parties are consistently more favorable toward reforms their fellow partisans and, crucially, they themselves, claim reduce electoral fairness when framed as advancing their partisan interests. The results provide important insights into how citizens evaluate electoral processes, procedural fairness, and, hence, the acceptable limits of institutional change.
