This article examines the significance for Commonwealth governments of the emerging Information Superhighway. It reviews the nature and the scope of developments in the field of information technology, then considers policy questions raised by the existence of the Internet and eventually, of the Information Superhighway. Governments of developing countries run the risk of being excluded from the benefits of information technology unless they frame National Information Infrastructures. This article illustrates the degree to which new areas of consensus are emerging in the implementation of civil service reforms. A crucial development in Commonwealth countries has been the change in the strategies being pursued by most governments in achieving economic growth and developmental objectives. The need to change the role of the State for improved economic efficiency is finding greater acceptance in most countries. The article highlights several common themes emerging in the introduction of civil service reform programmes with remarkable similarity about the concerns and changes taking place in very different settings. The article also identifies a set of key strategies that have emerged as major instruments for the implementation of the reform process, such as securing leadership for change, enhancing policy development capacity, improved human resource and financial management systems, establishing efficiency and quality management programmes, harnessing information technology and mobilizing external and internal advice. The article concludes that there is no unique solution and each country would need to identify key strategies drawing on experiences of other countries and keeping in view national priorities. The article hence provides a useful framework for sharing of experiences and cooperation among Commonwealth countries.  相似文献

While most nationalised enterprises have been privatised and made subject to the market, the Church of England, with considerable but not complete autonomy, remains ultimately a state controlled and governed organisation. The growth of secularism and religious diversity has demonstrated that the Church has failed in its mission to be the Church of all the people of England. Its share of the marriage market has shrunk to one in four and most weddings are now secular. It retains a monopoly of UK state religious ceremonial but in attempting to adjust to contemporary forms of religiosity it has become, in contradiction of its founding 16th century articles, the leader of official state interfaith activities and the arbiter and broker for the participation of a restricted range of other religious denominations in state activities. Releasing the Church from state control and creating a more open market for religion and belief will create a level playing field for all denominations and a better correspondence between citizen attitudes and public actions.  相似文献

Until recently Commonwealth governments have been able to have very extensive executive intrusions in public sector audit accepted largely as benign and untainted by political interests, thereby maintaining an illusion of an unfettered, autonomous public sector audit function. An interpretation of independence has been embedded which has been at odds with the operational reality. A conditional form of independence has been promoted as substantive independence and has thereby created multiple and often conflicting beliefs about what is and what ought to be the nature of independence in public sector audit. Differences in the independence of the person of the auditor-general have been confused with the independence of the office.  相似文献
