This article addresses the relationship between the Revolutionary Armed Forces of Colombia (FARC) and the cocaine trade in Colombia, and implications for the FARC's complete demobilization under the 2016 peace agreement. The article identifies two phases of FARC interaction with drug markets. During the regulation phase (1982–1991), the FARC regulated the coca economy and charged protection rents. During vertical integration (1991–present), the FARC directly participated in drug markets. Contrary to conventional approaches, the article adopts the concept of the security dilemma to argue that FARC integration in drug markets was a strategic response to threats from paramilitaries and narcotics traffickers.  相似文献

Most studies on Middle East security focus on traditional threats such as military aggression and terrorism. This draft report examines the scope and dimensions of a broadened regional security agenda. It focuses on three specific issues: the opium trade in Central and Southwest Asia; unregulated population movements from the Persian Gulf, Afghanistan and North Africa; and maritime piracy around the Horn of Africa and Arabian Peninsula. Although Washington is not directly affected by any of these "soft" or "grey area" challenges, they are relevant for the United States in at least five respects. First, they represent a subset of the transnational problems that both the Clinton and Bush administrations have emphasized as a growing threat to national and international stability (such as international organized crime, corruption and generalized non-state violence and chaos). Second, they have, in varying degrees, undermined and distorted institutional state capacity, trade and (legitimate) economic growth in a region that is of geostrategic importance to Washington. Third, all carry significant implications for the lives, welfare and safety of ordinary citizens, including Americans. Fourth, in certain instances they have interacted with other sources of political tension to act as an additional catalyst for inter-state hostility and rivalry. Finally, because these challenges cannot be readily deterred by established mechanisms of border security, they necessarily require innovative and novel countermeasures--something that the United States is well placed to facilitate, both by virtue of its resources and global leadership role.  相似文献

Research on comparative authoritarianism has tended to neglect spatial approaches to the politics of non-democratic states. This article argues that spatial theory offers a useful framework for exploring extraterritorial security practices designed to counter political opposition among migrant and exile communities. A case study of Uzbekistan explores how the state responded to the perceived security threats posed by rapidly growing communities of labor migrants and the activities of many political and religious activists in exile. The security services developed a network of extraterritorial intelligence and security mechanisms – including surveillance, detention, interrogation and forced returns – to pre-empt or respond to any perceived threats to the regime emanating from abroad. These security practices extended the state in complex ways beyond its borders, resulting in new “state spaces” that reproduced elements of domestic repression in other jurisdictions. The article suggests that such extraterritorial practices are typical of contemporary authoritarian regimes, as such states seek to manage the spatial challenges produced by mass global migration, international financial flows, and transnational processes of knowledge production.  相似文献

Economic security is one of the primary dimensions of human security and is closely associated with poverty and related issues. This article takes a non-economic view of economic security and argues that the concept may lose its policy traction and relevance if it continues to be narrowly defined as and associated with poverty per se. If the concept is to continue to be useful to policy-makers and analysts, it needs to champion and embrace issues and concerns beyond poverty and consider the emergent threats affecting the non-poor. It argues, by way of several highlighted examples, that the concept is sufficiently dynamic to capture and incorporate other pervasive threats to the well-being of the people. It also points out that understanding the political impact and influence of economic security is just as important as studying the economic dynamics.  相似文献

Conventional policy and academic discourses have generally held illicit drug economies in Latin America to be synergistic with violence and instability. The case of post-transition Bolivia (1982–1993) confounds such assumptions. Applying a political economy approach, this article moves beyond mainstream analyses to examine how the Bolivian drug trade became interwoven with informal forms of governance, order and political transition. I argue that state–narco networks – a hangover from Bolivia’s authoritarian era – played an important role in these complex processes. In tracing the evolution of these interactions, the article advances a more nuanced theorisation of the relationship between the state and the drug trade in an understudied case.  相似文献

As developing democracies implement programs of economic adjustment and trade liberalization, we need to examine the relationship between the state and society in the making of foreign economic policies. This article examines trade and development policies in Colombia, one of Latin America's more institutionalized democracies. Colombia was one of the first countries in Latin America to begin a major reorientation away from full dependence on ISI as a strategy of development. The research shows that domestic political institutions and actors have had a decisive impact on the character and direction of foreign economic policies. The study also illustrates how state capacity for economic management is enhanced by bureaucratic insulation and institutional reform. Carlos E. Juárez is a Ph.D. candidate in the Department of Political Science at the University of California, Los Angeles. His research focuses on the politics of trade liberalization in Latin America, government-business relations in developing democracies, and comparative political economy. This article was presented in its original form in October 2005 at the Conference on Central Asian Security in Tashkent, Uzbekistan. This article seeks to add to the discourse on counterterrorism by looking at the challenges posed by sub-state radicalism to development and regionalization. Specifically, adequate counterterror campaigns require addressing socioeconomic feeders of radicalism while simultaneously dealing with the threat of political violence itself. In terms of development, this means advocating increased trade volumes and export oriented growth while concurrently controlling for illicit trade (which often finances terrorist movements) and trade in strategic goods (which could serve to undermine the security of the state). The authors use the case study of Uzbekistan and Central Asian insecurity to illustrate the utility of customs modernization, border security, and export control legislation as integral components in wider counterterror campaigns. The study addresses circumstances specific to present day Central Asia but has wider implications in stymieing the relationship between “grey areas” and terrorist movements worldwide.  相似文献

How do political parties react to foreign security threats? There has been very little attention paid in the literature generally to how parties react to international events, particularly how parties react to foreign policy threats. Using data from the Comparative Manifesto Project, we examine how political parties in countries in Europe have reacted to Russian actions in terms of their emphasis on security issues. Based upon our analysis of the manifestoes from 331 parties in 36 countries we find that, generally, interstate threats have no significant effect on the military position adopted by political parties, although these effects vary by party type and by the type of threat. Russian based threats appear to be associated with the Far Left becoming more dovish (which is consistent with what would be expected by the literature) and the Far Right becoming significantly less hawkish.  相似文献

Abstract

This paper compares the reasons given by three South-east Asian states (Laos, Thailand and Vietnam) for choosing to suppress opium production. While external pressure, often from the US or United Nations (UN)/League of Nations, is the most commonly identified reason in the literature, and was experienced in each case, it was not by itself sufficient to motivate states into action. All three cases were motivated by religious or ideological opposition to drug consumption or trade, rural development, state extension and concern for increasing domestic drug consumption. Apprehension about rising drug consumption often possessed racial or chauvinistic elements. The development of export commodities, environmental protection and national security were also identified in one or two cases. The paper concludes by hypothesising that economic and/or security considerations underlie all choices to suppress illicit drug crops.  相似文献

The growth performances of the Israeli economy during the years 1948–1973 were excellent by any criteria, and are comparable to the “miraculous” performances of South Korea and Taiwan. Excellent economic performances in the three countries were accompanied by the presence of an autonomous and an interventionist state as well as by strategies of governed development (in the spheres of finance, investment, and international trade). The comparison is used, to shed new light on the Israeli political economy as well as on the replicability of the developmental state model across regions, cultures, and political regimes. First, by comparing the three countries and pointing to the similarities in the role and autonomy of the state, the article offers a different interpretation of the Israeli economy from that offered by both neoclassical and neomarxist interpretations of the Israeli political economy. Second, successful cases of develoment are rare in our world; this should make the study of the Israeli political economy a valuable case-study for the proponents of the developmental state model. By pointing out the similarities in the growth performances and the developmental strategies of Israel, Taiwan, and South Korea, as well as the dissimilarities in their political regimes, their cultural traditions, and their regional settings, this article further strengthens the arguments in favor of state-guided economic development in developing countries. Recently, while opening their markets to international trade through tariff reduction, developing nations have been quietly adopting nontariff measures that impose new barriers on imports. This study contributes to a literature that assesses reactions to recent widespread economic reform, particularly in the developing world. While analysts have identified many determinants of the reform process, we are only beginning to assess the factors that shape its twists, turns, and even reversals. In particular, we do not yet have a clear understanding of the determinants of governments’ treatment of different groups and actors in this process. This article examines these reactions to trade liberalization in Argentina, an important middle-income nation, by drawing upon the significant body of theoretical and empirical literature on trade policy in developed nations that demonstrates that both economic and political factors condition policy implementation. Utilizing a data set of nontariff trade disputes from 1992 to 2001, the analysis employs probit maximum likelihood techniques to assess the relationship between trade policy outputs and economic and political factors. The findings suggest that economic factors, including import flows, and political factors such as the breadth of representation appear to condition trade policy decisions in Argentina. The results also suggest that overall macroeconomic context affects policy outputs. Jeffrey Drope is an assistant professor in the Department of Political Science, University of Miami. ABSTRACT

The relationship between drug trafficking and terrorism remains a contentious issue. While some assert that drug trafficking is a strong predictor of terrorism, others contest this observation. This study focuses on the impact of the Afghan opioid trade on terrorist violence in Central Asia, a region of drug transit states. We employ Geographic Information Systems–enabled visualizations of the drug trade and terrorism as well as statistical tests to study the drug–terror relationship at the subnational level. Our findings lend support to the argument that the drug trade facilitates terrorism, but we also find that the drug–terror relationship is multifaceted, complex, and intimately linked to the state.  相似文献

This paper compares the U.S. national security strategy's vision for counter‐terrorism missions to the political realm in which conventional military forces and terrorists operate. Terrorist acts and state responses are analyzed to demonstrate that they have differing political effects, which calls into question the political utility of a conventional military counterterrorist response. Terrorism is placed within context of the present era as, according to Martin van Creveld, evolving historical conditions are wrenching warfare out of the political realm in which Clausewitz's analysis originally posited warfare's extension of political activity based on state power. The article also discusses terrorism's nebulous placement within the levels of war to reveal another aspect of terrorism's different relationship to the political realm. Ultimately, this challenges the U.S. national security strategy's conclusion that conventional military force used in “punitive” or “counterterrorism” operations is an effective political response to terrorism.  相似文献

Abstract

The aim of this article is to explain the internal conditions of military security in a non-European context. It utilises securitisation as the theoretical perspective and investigates Iranian and Indonesian case studies to explore how the perception of internal threats and vulnerabilities determines the approaches to military security. It begins with a reiteration of securitisation theory assumptions, followed by clarifying the understanding of security in non-Western contexts. The case studies focus on the conditions which facilitate securitisation, including the nature of securitising actors, assumed concepts of security, and securitisation processes and their outcomes. The analysis indicates a necessity for several alterations in securitisation theory to realise its full potential. Civil–military relations in Asian states differ from those in the West, as both Iran and Indonesia show a high degree of military involvement in political affairs. Military security also becomes securitised as a result of internal political rivalries. The perception of threats is a tool in the struggle to extend the capabilities of security agencies or retain influences.  相似文献

Researchers widely recognize that economic crises have important political consequences, yet there is little systematic research on the political factors that make nations more or less susceptible to economic crisis. Scholars have long debated the economic consequences of party systems, executive powers, and societal interest groups, but their relationships to crisis proclivity are poorly understood. We assess the political correlates of economic crisis using a cross-sectional time-series analysis of 17 Latin American countries over nearly three decades. Crises are measured along two dimensions—depth and duration—and disaggregated into three types: inflationary, GDP, and fiscal crises. Statistical results suggest that political institutions have a modest, and often unexpected, correlation with crises. More important than institutional attributes are social organization and the nature of party-society linkages, particularly the existence of a densely-organized trade union movement and/or a powerful leftist party. Strong unions and powerful parties of the left are associated with more severe economic crises, though there is some evidence that the combination of left-labor strength can alleviate inflationary crises. The results demonstrate the need to disaggregate the concept of economic crisis and incorporate the societal dimension when studying the political economy of crisis and reform.  相似文献

Lebanon is most often depicted as a ‘weak state’ lacking territorial sovereignty and thus fostering the proliferation of violent non-state actors that generate political instability and regional insecurity. In contrast, this essay explores the dynamics of security politics in Lebanon since 2005 through the lens of hybrid sovereignty. It shows how an assemblage of state and non-state actors has been able to navigate between rival understandings of insecurity, producing at times shared, but still contested, understandings which have sustained a system of plural governance over security that has been able to respond to a shifting geography of threats.  相似文献

This paper examines transition patterns in post-Gulf war Iraqi Kurdistan as a function of external aid, and the impact of these developments on relations between the Kurdistan region and Baghdad. It argues that, despite ethnic traditions and structural legacies, the asymmetrical and changing nature of aid has created new incentives for conflict and co-operation. Since 1991 aid has strengthened the Kurdistan region's power in relation to the state and increased leverage on the central government to accommodate Kurdish demands for autonomy. Yet it has also created an increasingly complex political – economic order and new interdependencies between the regions. The shift from relief aid to reconstruction within a neoliberal framework has helped open the Iraqi and Kurdish political economies by encouraging trade between the Kurdistan region, regional states and foreign governments. The creation of a federal Iraqi state has also led to financial and political linkages between the Kurdistan region and Baghdad and to new requirements for negotiation.  相似文献

A rather consistent picture of Russian domestic politics and foreign policy in Putin's second presidential term emerges from the four works discussed. Elements of authoritarian rule, welcome or at least acceptable to large segments of a public weary of the political and economic disorder of Yeltsin's time, combine with Russia's growing energy-driven economic strength to provide a stable environment, and broad support for the regime. These strengths are expressed externally in a more assertive foreign policy, whose manifestations in both trade and security areas pose challenges for the US, and its EU and NATO allies.  相似文献

The following article examines the relationship between state power and civil war in Colombia. It presents three key findings. First, state weakness has provided armed groups with the political opportunity for rebellion. In this respect, most rebel consolidation takes place in areas of Colombia that lack a strong state presence. Second, the growth and evolution of Colombia's armed groups are directly related to their ability to loot exportable natural resource commodities. In stateless areas of Colombia, rebel consolidation tends to take place in areas where the drug trade is also present. Third, the conditions of civil war have led insurgent groups to mimic some of the basic functions and attributes of statehood. Colombia's conflict is more than just a manifestation of popular frustration; indeed, this article shows that civil war is also a form of state-building.  相似文献

This article begins by questioning the transferability of Western conceptualisations of the ‘state’ to the developing world, particularly to those areas in which security concerns are extreme. It proposes that the complicated relationship between security and political liberalisation produces a reform–security dilemma, which in turn may result in dual-governance structures consisting of an autonomous ‘state’ bureaucracy and a relatively newer, political ‘government’. The dynamics of such a duality are explored through a longitudinal comparison of two critical cases: Iran and Turkey. Both cases reveal evidence of the ‘state’ and ‘government’ as distinct bodies, emerging over time in response to conflicting pressures for security and liberalisation. While the Iranian case remains entrenched in a static duality with an advantaged ‘state’, the Turkish case provides optimism that, under certain conditions, an eventual subordination of the state to the political government can take place.  相似文献
