Meeting state and local government needs by transfer of Federal laboratory technology

The need of State and local governments to deal with an increasing range of technological problems has led to the development of relatively new ways to call on Federal laboratories. This paper discusses the structure of these mechanisms for technology transfer, organizations involved in the systems that have developed, trends that affect these organizations and current problem areas.     

Cognitive mapping in technology transfer

Frequent tensions continue to plague the operations of multinational corporations (MNCs) in less-developed countries (LDCs). Accusations of insensitivity and heed-lessness toward the needs and aspirations of LDCs are commonplace. In this writer's opinion, negative perceptions of the MNCs' operations result in part from differing “world views” between the two groups that are frequently overlooked in strategy formulation. This paper is an attempt to demonstrate that productive, culturally sensitive strategies can be formulated if MNCs use a multiple-perspective approach in their relationships with LDCs. To illustrate this, cognitive mapping is used to analyze the MNCs' decisionmaking behavior. Use of this process should provide MNCs with an opportunity to evaluate the consequences of their actions, the prospect of more effective strategies emerges.     

Computer aided shot reconstructions by means of individualized animated three-dimensional victim models

In cases of lethal firearm injuries with indefinite indications concerning self-versus third-party infliction a computer enhanced reconstruction with the aim of an anatomical feasibility study can provide significant clues concerning the course of the traumatic event.To this end an exact three-dimensional geometrical model of the victim including all relevant anatomical data as well as the careful documentation of the injuries and a three-dimensional model of the characteristic outlines of the weapon true to scale is generated with the help of an animation program (POSER Version 4, Meta Creation, Egisys AG).With this animated digital three-dimensional model of the victim and the weapon a series of simulation sequences is created by variation of the body positions and the grasp of the weapon. Anatomically impossible positions in view of the physical characteristics of the victim and the site and direction of the bullet path are automatically excluded from the reconstruction. An exact match of the simulation sequence and the real injuries is a statement for a possible self-infliction of the gunshot wound.     

Performance of technology transfer offices in Germany

The aim of this study is to empirically analyze the performance of technology transfer offices (TTO) in Germany. Although being one of the largest and innovative economies in the world, there is only scarce evidence about the role and performance of TTO in university–industry technology transfer. While policy makers and university managers are often quite optimistic about the impact of TTO in fostering technology transfer into the region, consulting firms and research institutes report such institutions in Germany as superfluous and counterproductive. Using the number of invention disclosures as a performance measure, we analyze how variance in performance can be explained by different organizational structures and variables of TTO. Controlling for regional endowment and university specific effects, our results reveal that TTO performance is mainly a function of the kind of labor division within the TTO and the research intensity of the university. Knowing the drivers of TTO performance may help policy makers and university managers to reflect their strategies, mitigate weak points and thus foster performance.     

An applied technology transfer process

The applied technology transfer process is a communication process based on planning, marketing, and training. Planning is the single most important element, while pre-planning is also essential. The marketing part of applied technology transfer involves an in-depth knowledge of both consumers and products. A sound knowledge of media is also essential. The marketing step is the key delivery or transfer element. Applied technology transfer is a system that requires skills such as management and communication techniques which can be learned in traditional academic courses. However, other skills such as applied human relations are more easily learned under a supervised workshop approach. More complex technology transfer systems require additional training on a continuing education basis. The development of technology transfer learning centers can also be useful. Applied technology transfer is a research investment rather than a cost. It is the technology transfer process that insures the timely application of research effort. Research pay-off is derived from use of research products. Thus, applied technology transfer represents research delivery insurance.     

Entrepreneurial finance and technology transfer

Scholars in technology transfer come from a variety of different backgrounds and employ different theoretical and methodological assumptions. Such multidisciplinary approach has fertilized the evolution of a florid technology transfer literature, with insights from entrepreneurship, economics, and management. This paper brings the perspective of entrepreneurial finance into the realm of technology transfer, and identifies emerging topics that can complement our understanding of some aspects of technology transfer, especially with regard to supply-side public policies. This article introduces the rationale for the special issue dedicated to entrepreneurial finance and technology transfer. We summarize the main topics and themes covered by a selection of papers presented at the annual conference of the Technology Transfer Society in 2013, and suggest areas for future research.

The pilot technology access program: A federal experiment in technology transfer

In 1990, Congress authorized the creation of a pilot Technology Access Program (TAP), to be administered jointly by the Small Business Administration and the National Institute of Standards and Technology. TAP, modelled substantially on a Minnesota state program, will subsidize access by small businesses to [1] a network of several thousand peer-recommended technical experts across the country and [2] interactive searching of technical and business literature databases. Preliminary evidence, from two surveys of random samples of companies that subscribe to the Minnesota service, indicate that this form of technology transfer is effective and could have a substantial positive impact on the productivity of small companies. If the pilot TAP program is successful, it could serve as the basis for a national technical-extension service.     

The role of professional associations in technology transfer

This study analyzes the role of public service professional associations or professional interest groups (PIGs) in municipal government technology transfer. The purpose of the study is to examine the role of professional associations in technology transfer and to suggest a number of policy recommendations to assist these associations and the federal government in promoting innovations as potential solutions to local government problems.     

Intra-company technology transfer in a multinational industrial firm

Little literature has been developed to describe the process of transferring a corporation's technology between international units of that company for ultimate transfer to their external customers (Kimberly 1981 and Leonard-Barton and Sinha 1993). This paper addresses the issues at Air Products and Chemicals, Inc. involved in the transfer of applications technology. Technology is transferred from the unit of the corporation which develops the technology to international affiliates and subsidiaries. The ultimate goal is the support of product sales to the external industrial customer. A strategy for this type of organization is described which is supported by references to theoretical constructs in the literature and empirical observations from the organization itself.     

The university technology transfer revolution in Saudi Arabia

This paper explains why and how a technology transfer revolution is taking place in Saudi Arabia to meet the mandate that Saudi Arabia become globally competitive as a knowledge-based innovative economy. The paper explains and identifies the new policies and institutions that have been introduced and developed to facilitate technology transfer and knowledge spillovers from the universities for commercialization and ultimately innovative activity and economic growth. The paper finds that a technology transfer revolution in Saudi Arabia is taking place, with the goal of leapfrogging from the factor-based stage of economic development to the innovation-based stage of economic development, while bypassing the intermediary efficiency-based stage of economic development.

The linkers contribution to technology transfer

Transfer of advanced manufacturing technology from Canadian universities to industry

Although advanced manufacturing technology (AMT) is a key factor in improving North America's industrial competitiveness, there is a problem in transferring it from university to industry. This study, conducted for a Canadian governmental agency, addresses the problem by querying Canadian professors, university-liaison officers, and administrators of intermediary (broker) organizations in order to uncover the processes of AMT transfer; that is, the ways in which technical knowledge embodied in inventions is converted into outputs used by companies. Four processes, in which the critical entities are professors, universities, intermediary organizations, and spinoffs, account for what has been transferred While the first is by far the most significant currently, the third has a high future potential. An analysis of barriers suggests that while some probably inhibit all four transfer processes, others have their impacts on only one specific process. If we are going to raise the number of transfers, we must work more diligently to pinpoint the causes for low levels of transfer. Studying the barriers to university transfer in general should therefore yield information on which barriers are associated with which processes.     

Research on innovation management and technology transfer in China

Research on innovation management and technology transfer in China is in its early stages and growing rapidly, as technology is transferred to Chinese organizations and the organizations themselves create innovations. The studies to date provide promising theoretical ideas, but specific findings should be regarded as tentative, due to the research designs and methods employed. As with early research on innovation in the West, it is likely that these early studies of innovation in China will have significant impact on innovation research and practice in the future, both in China and throughout the world.
