Three programs for computer microcalculators "Elektronika MK-52", "Elektronika MK-54", "Elektronika MK-56", "Elektronika MK-61", and "Elektronika BZ-34" were studied. The first program allows one to calculate degree of substance extraction and rate of its distribution between two liquid unmixing phases; the second program is used for calculations on substance distribution in the organs of laboratory animals; the third program helps to calculate specific and molar rates of light absorption. Justice – when spelled with a capital ‘J’ – should be discursive [31] and based on equal respect ([40]: 206, 210) allowing a plurality of voices within the discourse. Particularly in the present research, this thread of pluralism is important. Prisoners’ voices have rarely been heard. Yet, if we wish to be true to the principle that restorative justice is discursive, it follows that the discourse is not complete without also accommodating their voices. To date, little research attention has been paid to the inner motivations of imprisoned offenders for willing to participate in restorative justice initiatives, as well as to their perceptions about their relationships with the victim and the community and the impact of religion on them. Hence, the present empirical study, conducted in several prisons across Belgium, endeavours to shed light on these aspects that have been theoretically overlooked, providing valuable information at policy-level about the design of future restorative justice programmes. 相似文献

This paper uses historical content analysis to examine the implementation ofthe Racketeer Influenced Corrupt Organizations Act (RICO). It is argued thatthe historical events leading to the definition of organized crime as an alienconspiracy still affect RICO's use some 30 years after its passage. This paper applies state-centered theory to the theoretical frameworks of sociology of knowledge and innovation diffusion. This approach is used to relate the current implementation and controversy of RICO to the alien conspiracy view. Thought of in this context, legal implementation is the result of a knowledge creation and diffusion process. This paper demonstrates how one knowledge diffusionprocess (the acceptance of organized crime as a national conspiracy in 1970) leads to a new knowledge diffusion process (the use of RICO). 相似文献

Express denials of access to genetic research results are being drafted into consent instruments. Some commentators suggest that the principle of beneficence can justify such a denial of access. This paper provides an ethical and legal critique of the use of consent instruments to disclaim responsibility for on-going disclosure by genetic researchers. Currently, the law of torts provides only weak protection for on-going disclosure for research subjects. The most substantive rights are to be found in the law of fiduciary obligations. The author concludes that, notwithstanding arguments to the contrary, there should be a presumption of disclosure in genetic research, unless the research subject elects otherwise. This paper employs meta-analytic methodology to evaluate the research results of a number of separate race and sentencing studies in the context of three competing theoretical frameworks (the differential involvement, direct-impact, and interactionist perspectives), and the empirical evidence supporting each. The data indicate that although the effect size of race on sentencing is not statistically significant at this level of aggregation, its relationship to sentencing is significantly conditioned by the measurement techniques employed by researchers. Specifically, this study shows that certain methods of classifying racial groups may mask the true effect of race on sentencing decisions. The implications of this finding for future research are discussed. 相似文献

The events of September 11th have led to massive increases in personal, commercial, and governmental expenditures on anti-terrorism strategies, as well as a proliferation of programs designed to fight terrorism. These increases in spending and program development have focused attention on the most significant and central policy question related to these interventions: Are these programs effective? To explore this question, this study reports the results of a Campbell Collaboration systematic review on evaluation research of counter-terrorism strategies. Not only did we discover an almost complete absence of evaluation research on counter-terrorism interventions, but from those evaluations that we could find, it appears that some interventions either did not achieve the outcomes sought or sometimes increased the likelihood of terrorism occurring. The findings dramatically emphasize the need for government leaders, policy makers, researchers, and funding agencies to support both outcome evaluations of these programs as well as efforts to develop an infrastructure to foster counter-terrorism evaluation research. 相似文献

Opinions about the Bayh-Dole Act of 1980 and its implementation by US universities can depend on whether one views the Act as a series of tactics that are ends in themselves or as a policy declaration designed to protect the public against nonuse of taxpayer-funded discoveries and encourage their commercialization, utilization, and public availability. Those views appear to influence how universities and their leaders measure performance and define success, identify and allocate resources, approach transfer strategies, and negotiate terms and apportion risks relative to those terms. Those who view the Act as tactical tend to obscure the broader policy objectives which can result in substantial amounts of university research that is “never commercialized” (President’s Council of Advisors 2003), “restrained” (Schacht 2010b), and “left unused and unapplied” (Seipman in Univ Dayt Law Rev 30:209–243, 2004). Society then is deprived of the new products, services, approaches and experiences that can stimulate economic growth and advance human welfare. These and other consequences demand evaluations and assessments of university practices and behaviors and the extent to which they narrowly serve the Act’s tactics or more broadly serve its purposes of pursuing and maximizing the potential usefulness of the results of taxpayer-funded research. Too frequently, there seems to be a disconnect between federal policy and practices adopted or tolerated by universities and their leaders to implement that policy. 相似文献

Incarceration rates in the United States dramatically increased over the past several decades. This trend has drawn significant academic attention to prison overcrowding and its potential effect on inmate misconduct. The empirical relationship between inmate misconduct and overcrowding, however, is less than clear. To be sure, studies indicating positive, negative, and null relationships can all be found in the literature. The current research subjects this body of literature to a meta-analysis in an effort to: (1) clarify the direction and strength of the relationship between overcrowding and rates of prison misconduct across all studies, and (2) to uncover the degree to which variation in research outcomes can be attributed to methodological differences across studies. Results indicate that prison crowding has little substantive impact on inmate misconduct. Implications of the findings are discussed in detail. 相似文献

This article describes the results of a pilot study that tested the feasibility of estimating quantitatively the regional and economic impacts of NSF-supported Engineering Research centers. For regional impacts, we combined estimates of the direct plus indirect and induced economic impacts of ERC expenditures generated from a regional input–output model with estimates of the additional impact on the state due to center-based start-up companies, licensing income from intellectual property produced by the center, the cost savings enjoyed by local firms that had hired center graduates, and advice and consulting to local firms by center faculty. For national economic impact, a suitably modified version of the regional approach was employed, supplemented by use of a consumer surplus model to estimate the net public benefits of newly commercialized technologies based in center research. As the project proceeded, it became clear that efforts to focus solely on economic impacts that could be quantified relatively easily would greatly underestimate the actual national economic impact of ERCs. The types of impacts included and the kinds of data collected from centers and their collaborating companies were therefore expanded in the later case studies. Results of the first three cases are described here; findings from the remaining two studies did not change our overall results or conclusions. The profile of regional and, especially, national economic impact estimates varied widely across the centers studied. Only some of these variations could be attributed to ERC characteristics; most were the result of variations in the amount and type of data that could be obtained from the centers involved and the companies they worked with. We concluded that even the most conscientious and costly data collection efforts would be unlikely to yield comparable data across centers because the accessibility of key data, especially proprietary data, will differ unpredictably from center to center. Further, focusing on narrowly-conceived, quantifiable economic data alone should be avoided in these kinds of impact studies. Doing so distorts the amount and characteristics of actual impacts, many of which—perhaps most of which—cannot feasibly be converted to monetary terms. Such a narrow focus will greatly underestimate the impact of ERC-like centers, masking the much broader and, based on our findings, larger and more significant impacts on society. 相似文献

In this paper, a new analytical strategy, the canonical factor regression method (CFRM) is introduced as a tool for constructing indices and measuring reliabilities of those indices from items derived from Niederhoffer's police cynicism index. Data for the project were derived from the survey responses of 574 Illinois police chiefs. Analysis of the data in the present project suggests that CFRM is a useful tool for constructing composite indices. CFRM allowed us to provide a more powerful test of hypothesized relationships between dimensions of cynicism and theoretically salient predictor variables than has previously been possible. 相似文献
