This paper examines the constitutive elements of the genre of melodrama and relates them to typical Western conflict stories. It demonstrates why a conflict narrative based on the genre of melodrama tends to work against the resolution of the conflict and proposes tragedy as a more constructive genre for a conflict narrative. The paper also discusses how the mediation situation itself can constrain the possible genres that can be constructed in the process and explores the implications of those constraints for people in conflict and for the mediators facilitating a resolution.  相似文献

Conflict resolution professionals sometimes differ from human rights professionals about the best approaches to transitional justice, particularly with regard to the scope, conditions, and timing of possible amnesties from prosecution for perpetrators of war crimes and human rights abuses. When human rights and conflict resolution professionals work at cross‐purposes, they may work less effectively to end conflict, abuses, and crimes, and to implement peace accords. A consensus among conflict resolution and human rights scholars about which legal norms should govern post‐conflict amnesty programs appears to be developing. Against this emerging legal framework, human rights and conflict resolution professionals should, I argue, develop processes for working together more effectively in the design and implementation of context‐sensitive approaches to transitional justice. These process principles should address the entire conflict period, from escalation through resolution to post‐conflict reconstruction. In this article, I describe a tentative, general framework for coordinating the development of transitional justice programs. This proposed framework is intended to stimulate and guide discussion of these issues among conflict resolution and human rights professionals and scholars.  相似文献

The “world society” perspective aspired to occupy a distinctive paradigmatic position, in opposition to realism and structuralism. Its primary focus was the understanding of conflict and the formation of an “activist” agenda that promoted the conflict researcher as facilitator of conflict resolution. This article argues that the perspective remained largely that, though expressive of a normative commitment to what the article suggests is a form of cosmopolitan liberalism committed to an individualist rationalist ontology. The absence of engagement beyond Burton’s with core questions in social and political thought led to the diminution of the perspective’s intellectual standing and, more seriously, to a certain de-politicisation of the conflicts the activists sought to transform. Nevertheless, there was the impetus to innovate and to create a new language in International Relations, one that placed interdisciplinary research on conflict and its resolution at its core. It is this latter aspect that is the lasting legacy of Burton, Groom and colleagues.  相似文献

The rise of India and the EU as global actors has sparked growing interest in their peace-building approaches. This paper compares the objectives and effects of the EU's and India's engagement in different conflict contexts within and alongside their borders. It examines whether their practices of conflict resolution or peace-building strive for more than conflict management or ‘governmentality’. This article asks whether there is sufficient consistency across either actors' governance interventions to even speak of a distinct ‘strategy’ or ‘governance culture’. It illustrates the close relationship between governance and conflict response initiatives but finds that the relationship is often dysfunctional.  相似文献

This article introduces the "pseudo-reality" method of constructing and conducting conflict resolution training workshops. This method focuses on creating a backdrop against which participants engage in building negotiation and mediation skills using real-life events and facts — but only to the extent that these events and facts promote the learning process. By creating pseudo-reality, trainers can overcome strong preconceptions or biases that can interfere with the learning process while at the same time preserving the advantages of working within a familiar, realistic environment. This method is meant to be used when the main goal of a workshop is skill building rather than imparting substantive knowledge of a specific conflict. The article illustrates this method by describing its use at a workshop conducted recently in Cyprus, in which the Israeli–Palestinian conflict served as a backdrop for conflict resolution skill building. Finally, the article describes a model designed to help conflict resolution trainers create pseudo-reality in their own workshops.  相似文献

Negotiation and conflict resolution theorists have classified world cultures according to three types for the purpose of describing and predicting some of the ways in which individuals and groups within broad, geographically based cultural groups behave in conflict and negotiation‐related situations. These three broad categories, called “cultural syndromes,” have described these cultures according to the relative value they place on these three concerns: honor, face, and dignity. Based on our examination of the literature on the cultural dimensions of negotiation and conflict management, our own practice, and an analysis of literature and practice pertaining to the place and utility of the honor, face, interest, and dignity attributes within and between cultural groups , we propose a reformulation of this typology. Our reformulation would replace the broad “dignity” category with a new category that we call “interest,” which we believe better characterizes Northern European and North American cultures. We also argue that a cultural orientation toward dignity is universal and not geographically unique and is thus shared by all three cultures. This new formulation, we believe, more accurately characterizes the global range of orientations toward negotiation and conflict resolution and would, if adopted, help scholars and practitioners better understand culturally divergent conflict orientations and behaviors as well as the ramifications of such differences for negotiation and conflict resolution practice.  相似文献

The evolving close relationship between the scholarly study of conflict resolution and the practice of waging and resolving conflicts can be seen in Georgian–Abkhaz and Georgian–South-Ossetian relations from 1992 to 2008. This article focuses on two related case studies of the many roles played by international conflict resolution scholars in Georgian–Abkhaz and in Georgian–South-Ossetian relations from 1992 to 2008. Drawing on interviews with insider-partial conflict resolution scholars, relevant international scholar-practitioners of conflict resolution, and the leadership of all parties of the conflicts, conducted between 1996 and 2008, the article presents a comprehensive analysis of the variety of roles conflict resolution scholar-practitioners have played in these conflicts during the wars and the recovery from war. The analysis suggests the need for clear ethical guidelines that cover traditional scholarly roles as well as scholar-practitioner roles including advising conflict parties, facilitating conflict resolution processes and analysing the conflicts. In particular, dilemmas emerge as scholar-practitioners move back and forth between these modes of engaged scholarship.  相似文献

One in five individuals in society has or will have a mental illness at some point in his or her lifetime. Conflict resolution theory, however, largely assumes that all individuals operate within the range of behaviors considered mentally healthy. Evidence suggests that professionals who deal with conflict, however, may have to deal with individuals who have mental health problems more frequently than would be the statistical norm. Clearly then, new theories of practice and norms of mediator behavior are needed to respond to the distinctive challenges presented by engaging with those who face mental health difficulty. This paper surveys the research on how people with mental health challenges approach and respond to conflict and provides practical advice to conflict resolution professionals on how to recognize and tailor their approach to meet the needs of these individuals.  相似文献

The Papuan conflict resembles the conflict in Aceh. Also some of the models of conflict resolution can undoubtedly be imported for Papua from Aceh. However, the existence of large migrant groups, the lack of a coherent organization of the rebel side, and the more extreme nature of economic grievances in Papua than in Aceh, give the conflict problem in Papua its own characteristics. This article speculates about how much Papua could learn from its own past and how much lessons it could emulate from other areas to establish its own mechanisms of peace negotiation.  相似文献

This essay presents an indication of the major research questions addressed in the literature of social psychology related to conflict resolution, as well as a historical perspective to see what progress has been made in this area. Highlighted at the conclusion of a section on contemporary themes in conflict studies is the author's consideration of what we know (and need to know) about conflict resolution and overcoming oppression. The author also offers an assessment of the progress thus far in the methodological, conceptual, empirical, and technological domains in the social psychological study of conflict.  相似文献

This article discusses the linkage between security and development in the Caucasus. In particular, it examines the degree to which developmental dysfunction has been a significant cause of conflict, the extent to which conflict has distorted the region's economic transition, and the role of development assistance in fostering conflict resolution. The article argues that the region's conflicts have had locally significant economic consequences and that they make it difficult for the region's states to cushion the effects of post‐communist economic transition. However, the collapse of command economies and the failure of governance have a stronger causal role in explaining the economic collapse and the halting quality of economic recovery. Turning to the role of development assistance in conflict resolution, aid agencies and donors have been reluctant to use development assistance as an instrument of conflict resolution. However, there has been some success in using micro‐level assistance to foster reconciliation between communities.  相似文献

Inspired by the need to find lasting solutions to violent conflict, the author stated the research question by asking ‘how can community knowledge be given a new centrality so that it can contribute to innovative conflict resolution?’ In answering this question, the author argues that conflict mapping is a strong influential instrument not only for community research, but also to empower a community to deal with conflict, promote equity of discourse on all dimensions of a conflict, as well as to create a web of equal relationships among peace-builders to resolve conflicts. The conceptual framework addresses conflict mapping; the top-down/bottom-up approach to conflict resolution and introduces the concept ‘innovative conflict resolution’. Examples of centralising community knowledge in some African societies are offered. The conceptual framework and examples from Africa are then applied to practical conflict mapping that was performed as part of a community engaged participatory research project with a San community in South Africa.  相似文献

Conclusion The Cyprus situation is an example of a protracted social conflict now frozen in time with a ceasefire but no long-term resolution. Many current violent conflicts, such as those in the former Yugoslavia, may soon enter such a phase, and intervenors will be looking for appropriate methodologies to help move them toward resolution. In that vein, both projects described here are relevant and useful interventions in their own right. However, the interface between them demonstrates a greater potential for effective collaboration and synergy which can bring added value to the parties in conflict.A collaborative approach to interventions can be part of a powerful model of a systems approach to peace. Thus, collaboration is enhanced among different external intervenors, among official and unofficial actors, and among external and internal change agents. To increase coordination and usefulness, it is incumbent upon external intervenors to build collaboration into their planning and funding proposals. There is much potential for more systematic and sophisticated integration of different methods than exists at present in the field of conflict resolution.  相似文献

Research on war, conflict, and terrorism has traditionally focused on the motivations of male combatants to participate in political violence. Such a focus has largely ignored the role of women who wield political violence. This article revisits one of feminist International Relations (IR) most basic questions, “Where are the women?” and encourages an expanded view of security and conflict resolution that asks how combatant women might contribute to current scholarly understanding of conflict and conflict resolution processes. I argue that the thirty-year conflict remained intractable in part because of the exclusion of those Loyalist women who wielded political violence, seriously limiting the British and Irish governments' ability to understand and resolve the conflict. Included in the analysis is interview data collected in an eight-month empirical study conducted by the author in 2006 with thirty women who identify as past or present members or supporters of Loyalist paramilitary organizations in Northern Ireland. The unique perceptions of Loyalist women combatants of four cross-border agreements between 1974 and 2006 are used to illustrate how a feminist approach to conflict resolution can serve as an innovating starting point in theorizing about and attempting to resolve conflict.  相似文献

Conclusions The proliferation of unofficial third-party interventions in ethnic conflict is not, to date, based on the demonstrated and enduring value of their achievements. The growing interest in unofficial intervention is not based on clear goals and well-formulated underlying philosophies of the various methods, but more on general assumptions sometimes guided by goodwill and activism. It is quite likely that unofficial intervention in international conflict contributes in various ways toward the resolution of conflict, but, thus far, there is noempirical evidence that the field has contributed or can contribute to the resolution of ethnic conflict.Scholars of unofficial third-party intervention in international conflict should consider a number of basic questions relating to its goals, the appropriateness of the various methodologies, the connection between methods and goals, characteristics and requirements of third parties, and the interplay between official and unofficial interventions. A major effort should be placed on evaluation, notably the development of frameworks that could be used to evaluate the effects of these efforts, whether positive or negative. Special attention should be directed at ethical considerations for intervention by practitioners of unofficial approaches in ongoing conflicts worldwide.In addition, I suggest that practitioners of unofficial intervention focus and elaborate on the theoretical foundations of their methods and thereby explain how the designed intervention is supposed to contribute to conflict resolution. This is particularly important in light of the increasing use of psychiatric methods that focus on intrapersonal and interpersonallevels of analysis and ignore the underlying structural asymmetries, inequities, and inequalities in ethnic and international conflicts.He is also a founding member of the Program on International Conflict Analysis and Resolution (PICAR) based at the Center for International Affairs, Harvard University. Two very different contexts of the conflict resolution field — hostage negotiation and court-connected mediation—do share many similarities, particularly with regard to roles, responsibilities, and techniques. In both contexts, the emphasis is on the short-term "fix," or solution, rather than attention to the underlying reasons for a conflict and long-term societal change. This emphasis, though perhaps changing in the international relations area, permeates much of the institutionalized conflict resolution field and bears further examination by practitioners and researchers.  相似文献

The field of conflict resolution is fractured. Despite many decades of fine research, we still lack a basic unifying framework that integrates the many theories of conflict dynamics. Thus, the findings from research on conflict are often piecemeal, decontextualized, contradictory, or focused on negative outcomes, which contributes to a persistent research‐practice gap. In this article, we describe a situated model for the study of conflict that combines separate strands of scholarship into a coherent framework for conceptualizing conflict in dyadic social relations. The model considers conflict interactions in the context of social relations and employs prior research on the fundamental dimensions of social relations to create a basic framework for investigating conflict dynamics. The resulting model is heuristic and generative. We discuss the theoretical context and main propositions of this model as well as its implications for conflict resolution practitioners.  相似文献

In contemporary conflict resolution there are various strategies in place to assist the liberal peace-building project. This article investigates the controversial strategy of amnesty within protracted social conflict situations. It challenges the juridical approach towards the strategy by exploring amnesty as a ‘dialogue’ or ‘conversation’ within the medium of cultures. The author will utilise Feller and Ryan's eight multidisciplinary characteristics of ‘dialogue’ to explore amnesty as a conversation among its participants and wider society. This is supplemented by a case study examining the amnesty process under the Amnesty Act 2000 in the East-Central African nation of Uganda. It concludes with theoretical and policy implications for both scholars and practitioners of conflict resolution.  相似文献

This essay outlines a conceptual framework for discussing success in interactive conflict resolution and in conflict resolution efforts more generally. It first proposes reasons why evaluation is crucial for improving practice. An overview of the new framework and its development are then presented. This gives the reader a window into its construction and some of the challenges of evaluation in conflict intervention processes. Next, the uses of the framework are explained as well as how its use helps to change the debate about successful processes. Finally, this article discusses how the theoretician, practitioner, and researcher-evaluator can use this framework for their own purposes, and how evaluating processes based upon their goals helps to improve the theory, practice, and research of the field.  相似文献

Over the last one hundred years, conflict researchers have developed a host of theories about which competencies and skills are most conducive to the constructive management of conflict. Our standard models and methods for conflict resolution, however, are particularly challenged in the face of the world's increasing complexity, dynamism, and unpredictability. In this article, I describe a new framework for addressing these challenges. Based on insights from research in complexity science, psychology, and peace and conflict studies, this framework comprises two meta‐competencies that help individuals resolve conflict and promote more constructive and peaceful relations in our rapidly changing world.  相似文献
