The relationship between Russia and the Central Asian republics during the Soviet era is commonly presented as an imperial one. However, their economic relations did not fit the conventional ‘metropole‐colonies’ framework. The establishment of the CIS in 1991 has heralded a new chapter in relations between the Russian Federation and the Central Asian states. Forces of both repulsion and attraction are at work, the outcome of which remains uncertain.  相似文献

The persistence of illiberal or predatory systems of political and social power in circumstances where neoliberal market economies have advanced rapidly is often explained in terms of the last-ditch resistance of vested interests, weak institutions, or an absence of social capital. In contrast, this study argues that these seeming paradoxes are often integral to a process of neoliberal reform in that they enable the expropriation of public assets and policy agendas necessary for the emergence and consolidation of powerful private interests. At another level, the rise of neoconservative policy agendas and the blurring of state-business relations within the neoliberal camp itself may be seen to undermine the epoch of neoliberalism. This article argues that the shift toward various manifestations of empire is a political response to crises designed to preserve those hegemonic relations established by neoliberal agendas. These various mutations of markets' predatory oligarchies, illiberal politics, and empire possess a substantial internal coherence.  相似文献

This article evaluates theories of nationalism by examining the formation of Kurdish nationalism in Turkey. It deals particularly with the various manifestations of the contemporary Kurdish minority question and provides an account of the late development of Kurdish nationalism in Turkey. It situates the Kurdish experience within the broader experience of the post-Ottoman world and analyzes the awakening of Kurdish national identity among broader segments of the population. It provides an alternative to Ernest Gellner's functionalist account of nationalism and industrialization by stressing the link between state policies and minority nationalism. It considers the political, social and other implications of state repression as well as the opportunities created in the diaspora or through external intervention. It argues that state policies in Turkey did not prevent and even contributed to the rise of Kurdish minority nationalism. Finally, the article raises two interrelated questions: what types of nationalism have Kurds developed under conditions of limited expression and what options for conflict resolution are present particularly in light of Turkey's democratization and EU accession process.  相似文献

The contrast between Japan's emergence from the late nineteenth century as an industrializing nation and China's continued relative stagnation during the same period constitutes a puzzle that has provoked many attempts at solution. To heighten the sense of paradox, a number of observers have echoed the view of the late Alexander Eckstein that

an informed observer appraising the prospects of economic development and modernization in Asia from the vantage point of 1840 might well have picked China—rather than Japan—as the most likely candidate. China was a vast empire more populous than Japan, much better endowed with mineral resources and large internal markets.
