Recently, election administration has been an important part of the national and global conversation about the results of elections. The important issue of election administration spending has not been examined extensively, and the influence of politics on election administration spending levels has not been examined in the United States. While theories of voter turnout and policy preference suggest that politics should influence election administration spending levels in the counties that administer elections, to our knowledge, there has been no evidence produced to support a partisan election administration expenditure effect. This research finds that Republican county commissions in North Carolina spend significantly less on election administration once the county electorate is a sufficient Republican majority. The article presents a novel model and method for estimating election administration spending and calls for additional research to examine the outcomes of these significant differences in spending on election administration.  相似文献

A public agency's capacity to implement policy and achieve valued public outcomes has been a long-running area of research in public administration. Many articles provide theory and empirics regarding the capacity to implement policy, but relatively few examine multiple types of agency capacity within the same analysis. This article develops a model based on the election administration literature in political science and public administration to examine the effects of managerial capacity, financial capacity, and technology on the election management outcome of the residual vote rate in North Carolina election jurisdictions. The results indicate that higher levels of management capacity and technology significantly reduce problems with voting as measured by the residual vote rate. Financial capacity shows a negative association with the residual vote rate but is not significant. The article concludes by discussing how studying election administration provides an important and uniquely good administrative context for developing administrative theory.  相似文献

Public administration research has identified networks, professionalization, and collaboration with community interests as potential principles by which public organizations can enhance their capacity and effectiveness. This article explores the implementation of these principles by election administrators at the local level, where their ability to conduct elections is the subject of current scrutiny. Findings indicate that election administrators established networks, professional organizations, professionalization requirements and community collaborations prior to the passage of the Help America Vote Act of 2002. Findings also suggest that local election efforts may become more effective as a result of certain provisions of the act that promote centralization and information dissemination. Local election administrators may also continue to build capacity by applying these public administration principles.  相似文献

Research on election integrity has noted the important role of election administration in facilitating free and fair practices. However, limited research has assessed how the staffing of polling station level election commissions may influence voting. Using extensive personnel and election data from Ukraine, this article investigates how partisanship and liberal registration rules permit major parties to “stack” election commissions with sympathetic officials. The empirical analysis demonstrates that the placement of representatives from major parties, or affiliated parties, in leadership positions on polling station commissions is associated with improved election outcomes.  相似文献

Previous research has suggested that electoral opportunities for women within proportional representation election systems may be directly related to district magnitudes. The fewer the seats apportioned to constituencies, it is argued, the less opportunities women will have to be nominated and elected. This article assesses whether the election of women to the Irish Dáil varies across that country's three, four, and five-seat constituencies. Data for three elections held in 1981 and 1982 reveal that the underrepresentation of women has been much greater in the three-seat constituencies while differences between the four and five-seaters have been only minimal. The severity of underrepresentation in the three-seat districts can be attributed to both nomination practices and voter reactions. Women were nominated by the major parties to contest three-seat constituencies much less often than the other constituencies, and when nominated, the voters' reactions to women candidates were more adverse in the three than in the four and five-seat contexts.  相似文献

Changes during the last decade have significantly altered the nature of election administration and driven up its costs. Interviews with practitioner representatives from the elections community reveal a number of issues that continue to influence this field. Expense data from two counties illustrate how policy changes affect election costs. Scheduled ending of federal funding threatens a “perfect storm” in election finance that may undermine hard‐won advances from 2000 to 2010. Possible cost reduction measures as well as critical challenges facing election administration are forecast for 2010 and the years ahead.  相似文献

Using China as a case study, this article contends that there exists a possibility of financial accountability without election. The effect of primary formats on voting behavior and candidatefortune has been the topic of recent political, academic andlegal arguments. We address these debates by examining voterbehavior and election outcomes across primary systems in thelaboratory. While we find the rate of strategic voting isgenerally low, the rate varies across primary formats and thepotential impact on election outcomes differs fromconventional perceptions. Results suggest that more openprimary systems generate more strategic voting, but contraryto conventional wisdom, more open systems do not necessarilylead to more moderate election winners.  相似文献

Candidates listed first on the ballot paper regularly receive more votes than other candidates, but what role does ballot layout play in this connection? Experimental studies from first-past-the-post systems show that the ballot position effect is causal as the order of names functions as a cue to voters. Does this also hold for PR systems where voters may vote for a party instead of a specific candidate? We identify a natural experiment in Danish local and regional elections involving more than 10,000 candidates on 103 different ballot papers using ballot layout to study ballot position effects. We find indeed, the ballot position/layout has a causal effect on election results in PR systems. Our findings indicate that the empirical domain of ballot position and layout effects is much wider than suggested by previous research.  相似文献

A primary objective of election administration is ensuring voter confidence. Logically, this entails meeting two conditions: procedures should insure that elections are fair and accurate, and voters should be aware of the procedures. Yet American election procedures such as ballot access and design, post-election audits and recounts, voter registration, and polling place operations are complex and highly decentralized. Given the complexity of the information environment and the relatively limited information most voters have about politics, what (if any) connection is there between election administration and voter confidence? We consider whether candidates fill the gap between election administration and voter confidence in elections. We test several hypotheses using an experimental design with multiple measures of voter confidence. The results show that candidates have a significant effect on voter confidence.  相似文献

The paper assesses the influence of electoral rules on vote choice and election outcomes using a quasi-experiment conducted during a recent Canadian provincial election. Respondents were invited to vote under three voting systems (first past the post, alternative voting and proportional representation) and to answer a short questionnaire. We examine how the distribution of votes and seats is affected, and we ascertain how much of the total difference is due to psychological and mechanical effects. We find that a PR system would have increased legislative fractionalization by the equivalent of one effective party and that the mechanical effect is much more important than the psychological effect. As for AV, its mechanical and psychological effects act in opposite directions.  相似文献

Runoff systems allow for a reversion of the first-round result: the most voted candidate in the first round may end up losing the election in the second. But do voters take advantage of this opportunity? Or does winning the first round increase the probability of winning the second? We investigate this question with data from presidential elections since 1945, as well as subnational elections in Latin America. Using a regression discontinuity design, we find that being the most voted candidate in the first round has a substantial positive effect on the probability of winning the second round in mayoral races – especially in Brazil –, but in presidential and gubernatorial elections the effect is negative, though not statistically significant at conventional levels. The positive effect in municipal races is much stronger when the top-two placed candidates are ideologically close – and thus harder to distinguish for voters – but weakens considerably and becomes insignificant when the election is polarized. We attribute these differences to the disparate informational environment prevailing in local vs. higher-level races.  相似文献

Different voting systems can lead to different election outcomeseven when voter preferences are held constant. Using the 1992 election as anexample, it is shown how the outcome of every positional votesystem can be found. Similarly, every possible cumulative andapproval vote outcome is shown. Multiple vote systems, likeapproval and cumulative voting, have disturbing properties. Usingthe 1992 election as illustration, it is shown how a candidate whowins under every positional vote system, who wins every pairwisevote (i.e. is the Condorcet winner), and who has the most firstplace and least last place votes may nevertheless lose underapproval or cumulative voting. Similarly, it is shown how acandidate who loses under every positional system, who loses everypairwise vote (i.e. is the Condorcet loser), and who has the leastfirst place and most last place votes may nevertheless win underapproval or cumulative voting.  相似文献

It is well known that a plurality election need not reflect the true sentiments of the electorate. Some of the proposed reform procedures, such as approval and cumulative voting, share the characteristics that there are several ways to tally each voter's preferences. Voting systems that permit truncated ballots share this feature. It is shown that the election results for any such procedure can be highly indeterminate; all possible election results can occur with the same choice of sincere voters. This conclusion of indeterminacy holds even when measures of voters' sentiments, such as the existence of a Condorcet winner or even much stronger measures, indicate there is considerable agreement among the voters. Then, multiple systems are compared with all standard tallying procedures. For instance, a corollary asserts it is probable for the plurality voting method to elect the Condorcet winner while approval voting has an indeterminate outcome.The work of both authors was supported, in part, by NSF Grant IST 8415348. Texas county election administrators view the Voting RightsAct negatively, but acknowledge that the act affects their decisionsabout election administration. The VRA is also seen as costlyand not contributing to citizen participation; however, onlya small percentage of the survey sample reported on here wouldeliminate the VRA. Although there is hostility expressed aboutfederal government intrusion in local affairs, there is compliancewith the VRA by local election officials. The number of Texassubmissions and U.S. Attorney General objections to electionchanges is sizable when compared with other states covered bythe VRA. Federal objections to some election law changes haveresulted in the election of minority public officials. Texas'Section 5 objections are evidence of a history of voter discrimination.  相似文献

The 2000 presidential election exposed serious election-administration deficiencies that affected the presidential election and the confidence of the American people in the way elections are administered. The ensuing controversies also exposed significant issues in judicial—administrative relations. For the United States, the issue of the impact of aggregate economic conditions on legislative election returns has received extensive research. For European countries, however, research is much less plentiful. In particular, multiparty systems such as France and Italy lack study. For both these nations, we find that worsening aggregate economic conditions significantly increase the legislative vote for leftist parties, which have traditionally played an opposition role. Further, these models seem strong enough to provide good prediction of the actual legislative vote share. For example, they manage to forecast the 1981 victory of the left in France, and the 1980 Communist party support in Italy.  相似文献

Electoral campaigning is studied almost without exception at the national level. This article has chosen another road, claiming that electoral campaigning can also be studied at the local election level. Campaigning before the Danish local elections of 21 November 1989 is studied. The design permits comparisons between the two levels (national/local) as well as between different units at the local level. It furthermore provides an opportunity for studying the influence of local party systems as well as local mass media on election campaigning. A substantial part of the article discusses the institutional frameworks surrounding electoral campaigning in the municipalities studied and in general. It is maintained that the electoral system, the mass media structure, and the (local) party system are important contextual factors or frameworks. Given this, it is argued that organization, past performance, and campaign focus as a mix of policy proposals and leader image are paramount in affecting the local election vote. The main conclusions are: local election campaigning differs from national election campaigning; local election campaigning matters, i.e. it has a direct effect on the vote; and the functions of local party organizations in connection with local elections and local performance make them less vulnerable to organizational decline, which most mass membership political parties are experiencing at the national level.  相似文献

Federalism as a political issue was conspicuously absent fromthe 2004 presidential contest. Unlike many previous campaigns,neither party's candidate made much mention of problems besettingstates and localities. The war against global terrorism andthe changing situation in Iraq shaped the election. Progresswas made on homeland security, but intergovernmental wranglingover federal grants continued unabated. Federal-state feudswere common in several policy areas, including education, environmentalprotection, and health care. State finances received a revenueboost as economic growth picked up, but rising costs for Medicaid,education, employee pensions, and prisons clouded states' financialforecasts. The U.S. Supreme Court decided several cases witha federalism dimension, and these decisions plus those of thepast several years suggest the Court has moved not so much togrant more power to the states but to prune back the power ofCongress. Much of what has happened during the first Bush administrationmust be seen against the larger background of changes in theAmerican political party system. Changes in party organizationand policy control, especially during the first Bush administration,reaffirm David Walker's assessment that over the past quartercentury American federalism has become more nationalized.  相似文献
