Rethinking political development: A look backward over thirty years,and a look ahead

The article analyzes the rise of the political development approach in comparative politics and the reasons for it. It traces the history of the political development literature and its emergence as the dominant paradigm in the field. It then presents and assesses the critiques, that have been levelled against political development. It also assesses the various alternative approaches that came to supplant political development. The article next presents the factors that have led to a renaissance in political development. It concludes by suggesting that while the political development approach was based on some erroneous assumptions in the short term, from a longer-term perspective that approach looks considerably better. Public service as a calling: an exploration of a concept. part II

This paper chronicles the work of Josephine Goldmark, a social activist of the early 20th century. Special attention is given to her contributions in the areas of the reduction of work days, reform of laws for working women, reform of child labor laws, the alleviation of fatigue, and nursing school improvements. Her efforts had lasting effects in each of these areas. Throughout, Goldmark's dedication to thorough preparation is a consistent theme.

Looking toward 2000, and beyond: Some developmental tendencies in organizations

Based on our combined readings of partially overlapping literatures, and spiced by our consulting experience and instructional work with employees at all levels, this essay identifies 14 developmental tendencies that seem to have a reasonable chance of becoming dominant features of our exploring organizational landscapes. The effort can be labelled “future scan,” with the focal length varying from tendencies that are already observable in numbers of cases to those that seem noteworthy despite their rarity.     

Preventing suicide in prisons, part II. International comparisons of suicide prevention services in correctional facilities

The International Association for Suicide Prevention created a Task Force on Suicide in Prisons to better disseminate the information in this domain. One of its objectives was to summarize suicide-prevention activities in the prison systems. This study of the Task Force uncovered many differences between countries, although mental health professionals remain central in all suicide prevention activities. Inmate peer-support and correctional officers also play critical roles in suicide prevention but there is great variation in the involvement of outside community workers. These differences could be explained by the availability of resources, by the structure of the correctional and community services, but mainly by the different paradigms about suicide prevention. While there is a common and traditional paradigm that suicide prevention services are mainly offered to individuals by mental health services, correctional systems differ in the way they include (or not) other partners of suicide prevention: correctional officers, other employees, peer inmates, chaplains/priests, and community workers. Circumstances, history, and national cultures may explain such diversity but they might also depend on the basic way we think about suicide prevention at both individual and environmental levels.     

Development jujitsu: Looking on the bright side

Whatever one concludes with respect to whether global standards of living are getting better or worse, it is undeniable that people everywhere are becoming more closely integrated into and dependent upon a global economic system over which they have no control. This is a consequence not of policy failures but of policy decisions. The richer, more powerful countries have always sought access to the poorer ones mainly in order to exploit them, and such exploitation has always been undertaken in the name of noble cause—in centuries past, most commonly saving souls, in the late twentieth century, development. That would not cease to be the case if people of selfless good will disassociated themselves from the official enterprise of development assistance. The challenge, then, for those who would turn the tables and promote the empowerment of poor communities is to take advantage of the cover story. If hypocrisy is the tribute vice pays to virtue, the tribute must at least be invested well. Jan Knippers Black is a professor of international policy studies at the Monterey Institute of International Studies. Previously she has been Research Professor of Public Administration at the University of New Mexico and Senior Research Scientist and Chairman of the Latin American Research Team in the Foreign Area Studies Division of American University. Her recent publications include:Latin America, Its Problems and Its Promise, 2nd ed. rev. Governing by Looking Back: Historical Analogies and Crisis Management

This article offers a conceptual framework that broadens and enhances our understanding of the role of 'history' in contemporary governance and the attempts by policy-makers to 'manage' critical issues. Building upon the literature on historical analogies in policy-making, we distinguish three dimensions that clarify how the past may emerge in and affect the current deliberations, choices and rhetoric of policy-makers. We apply this in a comparative examination of two cases of crisis management where historical analogies played an important part: the Swedish response to (alleged) submarine intrusions in 1982, and the European Union sanctions against Austria in 1999. We induce from the case comparison new concepts and hypotheses for understanding the role of historical analogies in public policy-making and crisis management.

The Challenge of Administrative Internationalization: Taking Stock and Looking Ahead

The study of the processes and effects of internationalization has become a major field of inquiry in the social sciences. This article takes stock of corresponding research efforts in the field of public administration (PA) to understand the internationalization phenomenon by analyzing studies that were systematically sampled from major PA journals over recent decades. After delineating, sampling, categorizing, and subsequently examining the scholarly production of PA regarding what can be understood as the internationalization of domestic PA, three major themes of PA-related debates are identified: diffusion, resistance, and the transformation of bureaucratic power. The article concludes that PA has developed neither genuine research questions nor a coherent theoretical framework able to come to grips with the internationalization challenge. It ends with an appeal for PA to become aware of this deficit and recommends PA scholars liaise more intensively with other social sciences to overcome the current state of affairs.     

Dependency and Development in a Globalized World: Looking Back and Forward

The principles of analysis proposed 40 years ago by Cardoso and Faletto in Dependency and Development in Latin America provide a fruitful way to understand divergent patterns of development in the contemporary era of globalization. This set of analytic principles combines a focus on distinct modes of national insertion into the global economy with a focus on the balance of domestic class forces, the capacity of state institutions, and contingent choices by political actors to explain the contrasting developmental fortunes of countries. The contributors to this special issue demonstrate the vitality of these principles by harnessing them to the dual task of explaining how countries respond to the challenges of globalization and the consequences of these responses. The critical, macroscopic, and possibilistic approach to political economy taken by the contributors offers an exciting and powerful way to understand the problems of development in our globalized world.     

Aid and state-building,Part II: Afghanistan and Iraq

Part I of this article found that, in South Korea and Taiwan, institutional legacy and continuity as well as the politics of aid did matter for post-war state-building. The inheritance and continuity of Weberian states and the receipt of aid either as budget support or increasingly aligned with local priorities helped to foster state-building. Part II of the study in this article explores a different dynamic of post-war aid to Afghanistan and Iraq which had a legacy of neopatrimonial and weak states. It argues that under more adverse initial conditions – for a neopatrimonial state – the role of aid regime and state-building strategies become even more important. Under these conditions, aid and state-building strategies may undermine state-building if they induce discontinuity in the existing state capacity and create parallel institutions to those of the state. Depending on the policies, state weakness may be reinforced if leaders are preoccupied with the politics of patronage.

Looking for peace in national curriculum: the PECA Project in New Zealand

This is the pilot study for the Peace Education Curricular Analysis Project – a project that seeks to become a longitudinal and global analysis of national curriculum statements for pro-peace values. National education as a system of organized learning can act as a transmission belt – a cultural institution that assigns communal ideals and values and uses pedagogy to echo social standards. As this analysis considers that it is possible to assess non-peace education for peace education qualities, this study analyzed New Zealand’s early childhood, primary, and secondary education curricular statements to ascertain the presence or absence of three elements common in peace education programs: recognition of violence; addressing conflict nonviolently; and creating the conditions of positive peace. The methodologies used in this mixed methods study include directive and summative content analysis. This analysis finds that the curricular statements (2) of New Zealand have made progress to educate students toward peace and non-violence and that in general, the early childhood curricular statement incorporates a greater amount of pro-peace content than the primary and secondary curriculum statement. Opportunities exist to strengthen peace education content in future New Zealand curricular statements.
