The federal unified budget reports social security program results on a cash flow basis. Policy is established through projections of cash flows for 75 years into the future. This paper discusses how reliance on cash flow accounting and projections disguises an inherent upside cash flow bias that makes the program's finances appear better than they actually are and, when combined with the long‐standing pay‐as‐you‐go funding policy, leads to periodic solvency crises. The paper does not propose changing the budgetary accounting basis from cash to accrual but does explore the possible application of accrual accounting to the social security program for reporting purposes.  相似文献

We study a model of electoral competition in which politicians must decide whether to initiate the provision of some public good and, afterward, how much of the public good to supply. The model illuminates how a project's implementation affects elections and, conversely, how electoral considerations influence decisions about implementation. Under well-defined conditions, politicians will either implement projects that they do not like or delay projects that, absent electoral concerns, they would support. The model further reveals how the perceived benefits of holding office can impede the production of public goods about which there is broad consensus. And depending on facts about the program's structure and the electoral landscape, a policy's implementation can either mitigate or exacerbate political conflict.  相似文献

Abstract

The Bush administration has proposed that the current national Housing Choice Voucher Program, which has an essentially uniform program design and is administered largely by local public housing authorities, become a block grant administered by the states. This article examines the potential benefits and hazards of such a change.

While this article does not support or analyze directly the administration's proposal, it concludes that state administration is fundamentally a good idea. However, the choice‐based nature of the voucher program should be preserved, and the early stages of implementation should permit changes to the program's subsidy structure and housing quality inspection only in selected states and with careful evaluation. The law enacting the new program should include clearly articulated goals and mandated reporting requirements. Also, the program should be funded and monitored to maintain the national commitment to meeting the housing needs of low‐income renters.  相似文献

The Accelerated Reduction/Elimination of Toxins (ARET) Challenge was a voluntary program initiated in 1994 by the Government of Canada. Unlike the U.S. 33/50 Program, ARET involved industry partners in negotiation and cosponsorship of the program, with the intention that early involvement would yield stronger commitment to voluntary reductions. We review the program's self‐reported success in delivering emissions reductions. For 17 ARET substances that were also covered by Canada's National Pollutant Release Inventory, we employ treatment effects regressions to control for self‐selection bias. We find evidence that ARET accelerated emission reductions in five cases, slowed reductions in two cases, and had no discernible effect in ten cases. Industry cosponsorship apparently did not have the intended effect and instead resulted in program features such as data confidentiality that significantly undermined the program's credibility. © 2007 by the Association for Public Policy Analysis and Management  相似文献

This essay presents two pedagogical models found in public policy programs, and attends (less exhaustively) to the managerial environment in which they coexist. The models are, of course, lecturing in all its various versions, and the cluster of teaching practices called case‐method teaching, student‐centered learning, active learning, experiential learning, discussion‐based teaching, and the like. The central question addressed is: How can it be that we still don't know which is better, or which is better for what, if know means anything like what it means in the larger policy analytic paradigm? Research comparing practices can improve our choices and outcomes.12 12

    This paper addresses the question: How does implementation influence the effectiveness of mandatory welfare‐to‐work programs? Data from three large‐scale, multi‐site random assignment experiments were pooled; quantitative measures of program implementation were constructed; and multilevel statistical modeling was used to examine the relationship between program implementation and effects on short‐term client earnings. Individual‐level data were analyzed for 69,399 sample members and group‐level implementation data were analyzed for 59 local programs. Findings indicate that, other things being equal, earnings effects are increased by: an emphasis on quick client employment, an emphasis on personalized client attention, staff caseloads that do not get too large, and limited use of basic education. Findings also show that mandatory welfare‐to‐work programs can be effective for many types of people, and that focusing on clients who are especially job‐ready (or not) does not have a consistent influence on a program's effectiveness. © 2003 by the Association for Public Policy Analysis and Management  相似文献

    The recent report produced by Vice President Gore's committee on government efficiency highlights the importance of streamlining government operations. But often there are trade-offs between administrative streamlining and accomplishing substantive program objectives. This article examines these tradeoffs in the context of the Food Stamp Program, an important component of the United States' safety net for providing low-income assistance. We estimate impacts on both administrative costs and substantive outcomes (participant food expenditures) resulting from issuing program benefits in the form of checks rather than the usual food coupons. The findings, which are based on experimental tests of the cashout approach in parts of Alabama and California, suggest that significant cost savings can be attained through cashout but that these savings may be achieved at the cost of weakening the program's ability to achieve its substantive objective of encouraging food use.  相似文献

    Norms shape policy when they get translated into concrete programs. What if a widely shared norm gets translated into a weak program? How might this influence the program's legitimacy? We examine these issues in the context of the United Nations Global Compact, a voluntary program that embodies the widely shared norm of corporate responsibility. While both international intergovernmental organization (IGO) and international non‐governmental organization (INGO) networks support this norm, they differ on the adequacy of the Compact's program design. We explore how this tension affects the diffusion of the Compact across countries, which vary in their levels of embeddedness in IGO and INGO networks. Our findings suggest that embeddedness in IGO networks encourages adoption, while embeddedness in INGO networks discourages it. Our analysis provides important lessons for sponsors of voluntary governance mechanisms. Widespread support for a norm does not automatically ensure support for a program that claims to embody it.  相似文献

    Abstract

    There is much evidence that the housing voucher program has successfully met its two main goals: housing low‐income families and expanding housing opportunity. Nonetheless, efforts to address the program's limitations could improve success. We agree with Basgal and Villarreal that, on the subject of housing mobility, the focus of Katz and Turner is misplaced.

    In addition to proposing a solution that does not address the problem, Katz and Turner fail to consider three key points: First, there is no consensus or clear definition of what “mobility” means, how it is measured, and what standard we hope to achieve. Second, the role and impact of family choice in the locational outcomes of voucher holders is a major factor. And third, the considerable trade‐offs in outcomes that result from a greater emphasis on mobility should be examined.  相似文献

    This article explores the process of setting up some short (one week) and longer (six month) exchanges between two government departments on the Central Coast of NSW, with the express purpose of assisting organisational change through this form of professional development. The article outlines the program's objectives and achievements, as well as the evaluation results and benefits to the two departments taking part. The exchanges all occurred within a context of services for children and families, but the concept of the exchanges and their educational and organisational benefit have much broader application to any instance where a number of government departments are being asked to collaborate or work more closely on issues. On the Central Coast of New South Wales, the Area Health Service and the Department of Community Services have undertaken an organisational cultural exchange experiment through short placements between various sections of the two government departments and also some longer term secondments. The purpose was to increase the understanding and skills of professionals within the two agencies to understand each other's roles better, and to also achieve better client outcomes for the often shared client group of the two departments. The exchanges have all taken place in services that work with children and families and were organised with a child protection focus in mind, although the program is transferable to other contexts.  相似文献

    A Pentagon program to advance semiconductor technology offers some important empirical evidence for the national debate over industrial policy. While not an explicit attempt at promoting international competitiveness, the Very High Speed Integrated Circuit (VHSIC) program does contain a whole series of industrial policy-like features, including joint government-industry planning, widespread industry participation, and multifirm collaboration. These striking features cannot be attributed solely to VHSIC's affiliation with the military. Instead, the sources of the program's industrial policy characteristics are to be found in the nature of the technologies selected for development, the incorporation of private sector advice, the mitigation of threats to proprietary interests, avoidance of redistributional issues, and the utilization of industry competition and networks of communication-all factors directly relevant to industrial policymaking generally.  相似文献

    Background and previous impact evaluations of “DARE” (Drug Abuse Resistance Education) are described along with an assessment of its im- plementation among fifth graders in Kokomo, Indiana. Building upon alter- native efforts, a multifaceted impact/process evaluation framework is developed; it is used to consider the multiple meanings of DARE'S “success” within the dimensions of program efficacy, the impact of micro and macro contexts upon its participants and outcomes, and as a form of symbolic politics. The results tend to support the conclusion that DARE produces anti-drug outcomes; also, the evidence suggests that drug knowledge and locus of control factors are involved in achieving these effects. Micro and macro contextual elements were found to produce important impacts upon the program's dynamics and effectiveness; finally, the data indicate that DARE includes an important symbolic politics dimension and is supported by important symbolic politics dimension and is supported by multiple stakeholders who define its success in terms of its popularity, which has significant utility for their interests.  相似文献

    Changes in the federal program of Aid to Families with Dependent Children have been considered which would alter the program from one in which federal dollars match state and local contributions, to a program in which the federal contributions are fixed in the form of a block grant. A review of econometric evidence suggests that under a block grant scheme, the federal contribution must be substantially greater than under a matching grant if the program's beneficiaries are to receive the same level of benefits. If the federal government seeks to maintain benefits unchanged in real terms, the states' share of total welfare expenditures will decline.  相似文献

    Abstract

    Those scholars debating the health of the human rights movement completely ignore the role of human rights education, HRE. Whether it is Samuel Moyn and Stephen Hopgood declaring the demise of what they also term the “human rights project”, or Kathryn Sikkink defending it, none explore the effect HRE is having or can have. This article argues that those who neglect to recognize the substantial and substantive conversation going on in our institutions of higher education cannot provide a complete picture of the human rights project. It will demonstrate which of the naysayers Moyn and Hopgood's arguments are weakened by ignoring HRE and argue that Sikkink's recommendations for human rights efforts can be strengthened by HRE. Also explored is what HRE should learn from the critiques of these three scholars and how university HRE can be improved.  相似文献

    This article examines the potential to tackle the roots of inequality by the introduction of one or more social wealth funds. Such funds would aim to capture some of the financial gains from the private ownership of capital—a principal driver of inequality—and use the proceeds for wider community benefit, such as investment in social infrastructure. In recent decades a number of countries have introduced a variant on such funds, mostly taking the form of state‐owned sovereign wealth funds resourced through the exploitation of oil, and used for a diversity of economic purposes. In contrast, the UK has failed to take the opportunity to create such funds by, for example, reinvesting the revenue from the sales of public assets. So would it be possible to build one or more such collectively owned funds in the UK, and if so, how should they be financed? As well as funding social investment and anti‐inequality programmes, could such a scheme also help finance a regular Citizen's Dividend payment or a Citizen's Income scheme?  相似文献

    Much of the controversy surrounding school vouchers, and privatization schemes generally, stems from concerns about social stratification. This paper identifies the form and magnitude of selection effects in a means‐tested New York City voucher program. It compares students who applied for vouchers, with the eligible population of public‐school students; those who initially used vouchers, with those who declined them; and those who remained in private schools, with those who eventually returned to public schools. Differences along the lines of ethnicity, residential mobility, mother's education, and income are observed. In addition, specific aspects of a child's education—parental satisfaction, school uniform requirements, and larger class sizes—all increased the length of time voucher students remained in private schools. Throughout the program's life span, however, the largest and most consistent effects revolved around families' religious identity and practices. © 2004 by the Association for Public Policy Analysis and Management.  相似文献

    We examine an experimental‐design reemployment program implemented in Nevada during the Great Recession that required Unemployment Insurance (UI) recipients to: (1) undergo an eligibility review to confirm they were qualified for benefits and actively searching for work and, if deemed eligible, (2) receive job‐counseling services. Our results show that the program expedited participant exit from UI, produced UI savings that exceeded program costs, and improved participant employment outcomes. Analyses of program effects on the UI exit likelihood show that the program's effects are partly associated with increased participant exit up through the time when program activities were scheduled, reflecting voluntary exit of participants from UI to avoid program activities and disqualifications of participants who failed to meet eligibility requirements. In addition, the program induced substantial participant exit from UI in the period after participants fulfilled requirements and their interactions with the program had ended, suggesting that the job‐counseling services offered by the program may have helped participants to conduct more effective job searches. Our findings provide evidence that reemployment programs that combine an eligibility review with mandatory participation in job‐search services can be effective during recessions.  相似文献

    Abstract

    Recently passed welfare reform legislation may have adverse impacts on the incomes of public and assisted housing residents and hence on the rental income of housing authorities. One way to dampen these impacts is to help welfare‐reliant tenants find jobs. The Family Self‐Sufficiency (FSS) programs sponsored by many housing authorities may be an important means of doing this. This article presents the findings of an early study of the U.S. Department of Housing and Urban Development's FSS program and explores the program's potential for dampening the impacts of welfare reform. The study involved a mail survey of the coordinators of 564 FSS programs.

    The survey results indicate a surprising lack of interest in the early FSS program among potential participants. The results also indicate that these programs are inadequately staffed, and that the programs’ potential to dampen the effects of welfare reform are limited by the relatively small percentage of welfare‐reliant residents enrolled.  相似文献

    Jazz has been described as a music in which the “oral” element plays a crucial role, in opposition to Western “classical” music, seen as a chiefly “written” tradition. Although such an image is frequently advocated by critics and musicians themselves, it is also true that it can generate ambivalence and negative outputs, such as the persistent myth of “primitivism” and “naivety,” often associated with jazz music. Building on Social Semiotics and Critical Discourse Analysis, this study aims at analyzing how the representations of “orality” and “literacy,” that emerge in some autobiographical narratives by Louis Armstrong, are generated, and how they can work as semiotic and discursive resources. It argues that the different depictions of musicians, and the attitude displayed toward musical literacy, are sensitive to the historical, societal, and political context in which texts have been produced and published, as well as to the narrator's willingness and ability to resist or subvert dominant discourses. Moreover, the characterization of a musician (or a category of musicians) as able or unable to access musical literacy can also serve local purposes, such as expressing the narrator's stance toward narrative characters.  相似文献
