We argue that policymakers may have personal interests in policy restraints channeled through public oversight. Self-imposition of public oversight can be beneficial for the policymaker because it may help alleviate the dynamic inconsistency problem that she otherwise faces. In the setting studied herein, self-imposed public oversight takes the form of a ceiling on tax rates, which can be overridden only with the legislature’s consent. Such a mechanism is shown to credibly commit the policymaker to future tax restraint, thus inducing larger productive effort.  相似文献

Parliamentary questions are an essential tool of legislative oversight. However, the extent to which they are effective in controlling the executive remains underspecified both theoretically and methodologically. This article advances a systematic framework for evaluating the effectiveness of parliamentary questions drawing on principal–agent theory, the public administration literature on accountability and communication research. The framework is called the ‘Q&A approach to legislative oversight’ based on the premise that the study of parliamentary questions (Q) needs to be linked to their respective answers (A) and examined together (Q&A) at the micro-level as an exchange of claims between legislative and executive actors. Methodologically, the Q&A approach to legislative oversight offers a step-by-step guide for qualitative content analysis of Q&A that can be applied to different legislative oversight contexts at different levels of governance. It is argued that the effectiveness of Q&A depends on the strength of the questions asked and the responsiveness of answers provided, which are correspondingly operationalised. To illustrate the merits of the approach, the article includes a systematic case study on the relationship between the European Parliament and the European Central Bank in banking supervision (2013–2018), showing the connection between specific institutional settings and the effectiveness of parliamentary questions.  相似文献

Can the current presidential appointments process be improved? This essay highlights three kinds of problems: inexperienced appointees, a lengthening process, and tedious and adversarial inquiry. While the essay side‐steps trying to affect the prerogatives of institutions involved in the tussle over appointments, it concentrates on improving the support of presidential personnel operations and the process of inquiry that nominees face, and it identifies patterns of repetitiveness among the roughly 2,800 details that a nominee must provide in responding to some 295 individual questions in nine categories. The most adversarial and tedious categories of inquiry include identifying personal background, reporting on criminal entanglements, and assaying potential conflicts of interest. Five strategies are identified for better matching the needed experience in the White House to the demands of presidential personnel. These changes would indirectly shorten the nomination and confirmation process, and the author makes three important recommendations for structuring inquiry that could reduce the adversarial burden on nominees by nearly a third.  相似文献

Delegation in the European Union (EU) involves a series of principal‐agent problems, and the various chains of delegation involve voters, parties, parliaments, governments, the European Commission and the European Parliament. While the literature has focused on how government parties attempt to monitor EU affairs through committees in national parliaments and through Council committees at the EU level, much less is known about the strategies opposition parties use to reduce informational deficits regarding European issues. This article argues that the European Parliament (EP) offers opposition parties an arena to pursue executive oversight through the use of written parliamentary questions. Using a novel dataset on parliamentary questions in the EP, this article examines why Members of the European Parliament (MEPs) ask questions of specific Commissioners. It transpires that MEPs from national opposition parties are more likely to ask questions of Commissioners. Questions provide these parties with inexpensive access to executive scrutiny. This finding has implications for the study of parliamentary delegation and party politics inside federal legislatures such as the EP.  相似文献

Most presidents may come to realise that a successful individual, gifted though he may be, cannot do everything himself. The president must be assisted by a capable staff and trusted advisors. They are key to policy effectiveness. Surprisingly, in Korea, the past record of presidential performances in these respects has been less than exemplary. Under the current incumbency President Roh (2003–2008), there is accordingly growing public expectation that improvements might take place in his nascent administration. Accordingly, this article assesses the personnel problems of Presidential appointees in the previous as well as the current administration. After a brief but critical examination of the personnel selection system, it considers the ongoing efforts to undertake reform and its innovative direction. In conclusion, it observes that whilst the personnel system for merit‐based civil servants is reasonably well established in the Korean government, the presidential personnel system for political appointments is seriously underdeveloped. Organizations both learn lessons and forget lessons. A lesson said to be learned by the CIA as a result of the negative reaction of congressional overseers to its interrogation program was the need to create opportunities to provide information and interact with them. The historical record shows that this was a lesson already learned. Why then the need to relearn it? It is suggested here that organizational forgetfulness may be triggered by the same factors which promote learning: perceived problems with organizational performance, opportunities to act, and people.  相似文献

Abstract

A legislature’s ability to engage in oversight of the executive is believed to derive largely from its committee system. For example, powerful parliamentary committees are considered a necessary condition for the legislature to help police policy compromises between parties in multiparty government. But can other parliamentary instruments perform this role? This article suggests parliamentary questions as an alternative parliamentary vehicle for coalition parties to monitor their partners. Questions force ministers to reveal information concerning their legislative and extra-legislative activities, providing coalition members unique insights into their partners’ behaviour. In order to test our argument, we build and analyse a new dataset of parliamentary questions in the British House of Commons covering the 2010?2015 coalition. As expected, government MPs ask more questions as the divisiveness of a policy area increases. Legislatures conventionally considered weak due to the lack of strong committees may nevertheless play an important oversight role through other parliamentary devices, including helping to police the implementation of coalition agreements.  相似文献

Abstract. The central question addressed by this article is whether the absence of active competition changes the forces that shape the institutional landscape at the parliamentary level, and thereby the landscape itself. Based on a transaction cost approach, the study investigates whether the bolstering of parliamentary oversight procedures occurs in situations in which there is no credible alternative to the incumbent government, and whether opposition impotence contributes to the development of oversight institutions. The article argues that the strengthening of parliamentary oversight procedures is most likely to occur when there is a minority government but the opposition MPs are not in a position to form or envisage a credible alternative. An analysis of changes in oversight arrangements in Norway during 1993—1996 strongly supports this argument.  相似文献

The American public expresses considerable consensus on those qualities of character and performance indispensable to a modern president. Contrary to expectations, however, such conceptions of an ideal president (or presidential prototypes) generally failed to provide standards by which actual presidential candidates were evaluated. Across five complementary tests, qualities that citizens thought important for an ideal president counted no more heavily in their evaluations of presidential hopefuls than did qualities thought less important—with one consistent and striking exception. Conceptions of an ideal president did set the standards by which the incumbent president was evaluated, and quite powerfully so. In the final section of the paper, we provide several interpretations of these results, suggest how public conceptions of an ideal president are acquired, and speculate about processes of presidential appraisal.  相似文献
