Euroscepticism is associated with a new cleavage between the ‘losers’ and the ‘winners’ of globalisation. Current research also indicates that right-wing extremist, racist, and anti-democratic attitudes are more prevalent in lower status groups, particularly those struggling with societal change. These findings are combined with a unique data set covering both topics and thus add to the growing literature on Euroscepticism while also exploring the divide between the ‘losers’ and ‘winners’ of modernisation processes. The article introduces categories of occupational status groups, namely the ‘engaged’, the ‘skilled workers’, and the ‘legworkers’, which represent different levels of involvement in modernisation processes. It explores the differences in attitudes between these groups and how those differences correlate with citizens' professional status. It is concluded that perceived subjective alienation, which manifests in racist and anti-democratic attitudes, best explains EU-scepticism.  相似文献

Contemporary developments throughout the world have been marked by post-truth politics. Epitomized by a disregard for truth coupled with a reliance on emotive arguments, the term ‘post-truth politics’ has not yet been adequately reflected upon by political or social theory. This article uses Turkey’s 15 July (2016) abortive coup as an entry point to address this gap and argues that the post-truth has altered both the grammar and vocabulary of politics. The term denotes the contemporary shift from a ‘regime of truth’ to a ‘regime of common sense’, which also operates as the discursive ground of new populisms. While treating three contending narratives of 15 July – ‘kamikaze coup’, ‘staged coup’ and ‘controlled coup’ – this article focuses on the post-truth elements in the government’s narrative performance that obstructed the pursuit of truth and set the conditions for a particular interpretation of the events of 15 July.  相似文献

According to the classic rentier state theory literature, the political activity of Kuwaiti merchants effectively ceased after the government acquired oil rents. More recent works explain business alliances with the government through the competition for resources between the capitalist class and the population at large. This article argues that the merchants’ political position vis-à-vis the ruling powers has not been consistent and has shifted between ‘voice’ and ‘loyalty’. To explain the choice of political action by the Kuwaiti business community the article compares the merchants’ role in two major contentious events—the popular uprising of 2011 and the 1989 pro-democracy movement. Despite the similarities between them, in 1989 prominent business figures were in the vanguard of opposition, while after 2011 they chose to re-emerge as government allies. The comparison suggests that the shift from ‘voice’ to ‘loyalty’ can be explained by the changing political field. I contend that the rise of new social forces and new types of political opposition antagonized business and forced it to side with the government in order to pursue its vital rent-seeking interests.  相似文献

Current geopolitical dynamics in East Asia is generated by the US rebalancing and China’s counterbalancing. The US rebalancing has so far ended in an encircling of China, whereas China counteracts to extend into the seas and the lands as typified by the Belt and Road Initiative and assertive activities in the South China Sea. China under Xi Jinping’s leadership has set up a new guideline of ‘great power foreign policy’ (大国外交) to realize Xi Jinping’s ambitious vision of ‘China dream’. As delivered in the ‘New Model of Great Power Relations’, China under Xi Jinping’s leadership seeks clearly for ‘regional dominance’, while for ‘global balance’ with the USA. With rebalancing, however, the USA seeks to restore power balance in East Asia by adding up to military and economic resources already deployed there. By doing so, the USA aims to achieve its strategic goal of ‘regional balance’, while maintaining ‘global dominance’. These two distinct strategic goals, regional dominance and global balance for China and regional balance and global dominance for the USA, interact to result in currently transforming geopolitics in East Asia.  相似文献

This article takes an ethnographic perspective to analyse the ways in which social movements in Buenos Aires, Argentina, politicise experiences of precarity through the creation of popular economy initiatives. I argue that we cannot understand these organising processes exclusively in relation to the pursuit of ‘formalisation’ or the improvement of working conditions. In the context of new forms of State intervention, the notions of ‘rights’—to labour and to the city—that these movements put forward, express ways of envisioning full inclusion in society that encompass notions of worthiness and ‘dignified life’, forged over the course of grassroots political action.  相似文献

Did the Suez crisis mark the end of empire in Britain and France, their submission to the political domination of the United States and the beginnings of a ‘new Europe’? Or did it stimulate a rethinking and reformulation of the meaning of empire, its utility and costs? This article argues that the ‘retreat from empire’ was not so much a simple, reflexive response to demands from below but a conscious effort by those from above to find new ways of exploiting the opportunities that the world beyond Europe offered them. Decolonisation, it is argued, is best understood in terms of contemporary business thinking, i.e. a conscious design on the part of managers to ‘downsize’, ‘restructure’, and ‘re‐engineer’ the imperial project. And, as in the corporate world, what might appear to the naked eye as retreat and abandonment may, on closer examination, turn out to be something more ambitious, an attempt to divest the imperial enterprise of unprofitable ventures and to reinvigorate those that are deemed to have untapped potential. After Suez, Britain attempted to demonstrate to the Americans that maintaining their access to middle eastern oil was vital both strategically and economically. They attempted to persuade them that ‘Nasserism’ was second only to communism as a danger to the western alliance, to have them drop their ‘anticolonialist’ rhetoric and to support the Bagdad Pact. In order to combat the anticolonial movement they established a ‘colonial’ bloc at the UN. Assuming that the Suez crisis marked the end of empire has hidden the struggle between Britain and France to redefine its meaning and has concealed the extent to which ambitious designs continued to persist in the contest to determine the future shape of a ‘united’ Europe — a struggle in which neither the British nor the French regarded themselves as pawns of the Americans in the Cold War, but rather one in which they attempted to move the powerful new American piece around the chess board in the middle east, Africa and Asia.  相似文献

The failures of regionalism and regional structures for cooperation between the five CIS Central Asian states are well studied. However, explanations so far do not convincingly account for the apparent enthusiasm of these states for the macro-regional frameworks of the Eurasian Economic Community, the Collective Security Treaty Organization and the Shanghai Cooperation Organization. This article argues that, as with previous efforts at Central Asian regional self-organization, these broader organizations still largely represent a form of ‘virtual regionalism’. But for the Central Asian states they offer a new and increasingly important function, that of ‘protective integration’. This takes the form of collective political solidarity or ‘bandwagoning’ with Russia (and China in the SCO) against processes and pressures that are perceived as challenging incumbent leaders and their political entourage. A primary motivation for Central Asian leaders' engagement in the EAEC, CSTO and SCO, therefore, is the reinforcement of domestic regime security and the resistance of ‘external’ agendas of good governance or democracy promotion. These goals are concealed behind a discourse that denigrates the imposition of external ‘values’ and continues to give pride of place to national sovereignty. This offers little to overcome the underlying fractures between states in Central Asia.  相似文献

This article elucidates the latest developments in the ‘politics of memory’ regarding the military regime in Brazil. Only recently, I argue, has the Brazilian state abandoned its ‘politics of silence’ and started to actively champion the memory of the left‐wing ‘resistance’. This new strategy climaxed in a governmental crisis over a historic plan to establish a National Truth Commission to investigate human rights violations during the military regime. The article analyses key incidents and debates prior to the crisis, and contrasts the post‐dictatorial collective memory of Brazil with that of other Latin American countries.  相似文献

This article attempts to understand Butrus al-Bustani's Nafir Suriyya as a foundational text in the creation of a new discourse of modern Arab subjectivity. More specifically, the study examines the epistemology that circumscribes al-Bustani's conception of the modern Syro-Lebanese Arab citizen. The article highlights the nomenclature fundamental to al-Bustani's formula for ‘concord and unity’ and ‘love of the nation’ in the wake of the inter-confessional violence, or civil war, of 1860 in Lebabnon and Damascus. In doing so, it reveals how conceptions of Arab self-hood are enframed by a binary of ‘success’ and ‘failure’. While identifying native ‘failure’, al-Bustani displaces it into several different agents in his attempt to salvage his conception of an ‘ideal’ native subject. Inevitably, the author demonstrates, this ideal national subject that Nafir narrates is mired in an inescapable Hegelian, master‐slave, struggle with the West.  相似文献

As a contribution to the ‘de-parliamentarisation’ debate, this article discusses the Europeanisation of the Bundestag by focusing on parliamentary party groups and their policy experts. In the German ‘working parliament’, these units are focal points for coordinating policymaking. By adding the explanatory power of ‘belief systems’ and, more generally, of ‘heuristics’ to theories of new institutionalism, this explanatory study reveals that although new institutionalism frameworks have served as rather good guidelines for explaining why German MPs have backed off scrutinising the government and co-governing in EU policymaking, they can be further improved by explicitly integrating elements of cognitive theory. The study empirically draws on elite interviews with MPs and their staff. These interviews offer insights into heuristics which serve to diminish information overload and which help MPs to cope with trade-offs and conflicts between EU issues and programmatic positions that point back to national party affiliations.  相似文献

This article focuses on a recent development in the Armenian capital, Yerevan, described by its urban population as a ruralization process. I explore what it means to call something or someone ‘rural’ or ‘urban’, and I compare the social category of ‘rural people’ with the social category of the (old) urban intelligentsia. This includes an analysis and reconsideration of the traditional ‘nature–culture dichotomy’ and its meaning for the architecture and urban planning of Yerevan. It also interrogates the classification of people into newcomers from the countryside, urban dwellers, new elites, and young men called rabiz.  相似文献

The ‘second round’ of the Hessen Landtagswahl was held in mid-January 2009 and was necessitated by the deadlocked outcome of the ‘first round’ held less than a year earlier. The failure of two attempts by the SPD to displace the CDU ‘caretaker’ administration ensured that new elections were the only remaining credible option. The outcome of the 2009 elections overcame this previous deadlock. We need however to be cautious about extrapolating from this particular result to the forthcoming federal election in late September. The nature of partisan competition within the Hessen party system is unique to the Land, and carries little substantive importance outside it.  相似文献

This article assesses the motives, significance and implications of Germany's participation in the 1999 Kosovo War. This was all the more remarkable, because it took place under a Red–Green government and was not legitimised by a UN mandate. Events in Kosovo forced the new government to choose between two foreign policy articles of faith of the German Left: ‘nie wieder Krieg’ (‘never again war’) and ‘nie wieder Auschwitz’ (‘never again Auschwitz’). The government tried to ease this dilemma by flanking its participation in the war with intensive efforts to secure a negotiated settlement of the crisis involving Russia. Despite its participation in the war, Germany remains a ‘civilian power’, as it is committed to deploying military force strictly multilaterally. Kosovo shows that it has become a normal ‘civilian power’, comparable to other mature democracies in the Euro-Atlantic community.  相似文献

This article explores the full ramifications of the evolving strategic environment in the Gulf of Guinea. It argues that the ‘new scramble’ or ‘oil rush’ in the region since its emergence as a critical energy repository and a strategic supplier to the global oil markets has elicited multiple lines of interest represented by both state and non-state actors. By delving into Nigeria's oil-rich context, this paper explores the fierce competition for influence ushered in by these developments, the contested notion of ‘security’ and ‘sovereignty’, and the emergent patterns of contestations as the Nigerian state mediates between global and local forces in its oil complex. Finally, it brings into bold relief the complexities of the intensified struggle for access to the region's vast energy resources — the current global economic downturn notwithstanding — and the challenge it poses to the region, and particularly to Nigeria, the dominant player in the region.  相似文献

ABSTRACT

This article analyses the limits of ECOWAS’ top-down approach to mediation, based on a case study from Burkina Faso in 2014 and 2015. It shows the growing importance of ordinary citizens in the regulation of political arenas, both at the domestic and the regional level, as well as citizens’ impact on ECOWAS mediation in Burkina Faso. It thereby argues that mediation in ‘revolutionary’ situations is hardly feasible. In Burkina Faso, the 2014 popular uprising created a new kind of citizenry who felt ‘sovereign’ and expressed its grievances through mass mobilisations. In such political contexts, regional mediation, which aims at re-establishing stability and power-sharing agreements, becomes problematic because it contradicts the spirit ‘from the streets’. Moreover, the top-down approach also erodes the legitimacy of the mediators, who are perceived to work against ‘the people’s will’. The reflection draws attention to the tensions between international mediators and actors from below and highlights the need to craft new strategies for conducting mediation in the context of popular uprisings.  相似文献

After Uzbekistan gained its independence from Soviet rule, important political and economic changes took place. The mobility of the population has since then increased drastically and created new spaces for the negotiation of social identities as well as new strategies for identity politics among the culturally and regionally diverse population of Uzbekistan. This article aims to contribute to the discussions on social identity and its ‘contents’ in the light of migration processes. The main argument centres on the importance of what Barth called the ‘cultural stuff’ of social identities when maintaining boundaries during identification processes. The analysis focuses specifically on certain singing and dancing practices of Khorezmians. It shows how these practices survive, but are also transformed in the context of Tashkent, the capital city of Uzbekistan, where people from different regions reside together and are engaged in performing and presenting their own group identity in reference to ‘others’.  相似文献

After the reunification of West and East Germany, West German laws, lawyers and judges almost completely replaced the East German legal system, giving rise to a unique situation in which ‘old laws’ governed ‘new citizens’. Are West German laws and legal institutions incompatible with the socialist values of East Germans? Or do East Germans judge legal institutions based on their performance? Using three surveys from the 1990s and 2000s this article shows support for both cultural and performance approaches to institutional trust, but suggests that the impact of cultural factors may have declined over time. Improved economic and political performance in the 2000s, moreover, has led levels of trust in the East to reach nearly the same levels as in the West. Surprisingly, the results show as well that ‘socialist values’ in West Germany are also a barrier to trust in the courts.  相似文献

The recent rise in Islamist-inspired women’s activism is posing challenges to the longstanding secular women’s movements in post-Ben Ali Tunisia. Starting from the conviction that cohesive, cross-class women’s coalitions are better suited to achieve gender justice for women of all walks of life, this article draws on the concept of ‘agonistic pluralism’ (Chantal Mouffe) to understand how Tunisia’s women’s movements can deal with the new, multifaceted conflict in their ranks. Through a discussion of the ‘Dialogue of Tunisian Women’, the grounds for strategic coalition-building and ‘agonistic’ engagement between secular and Islamist women’s rights actors are illustrated.  相似文献

ABSTRACT

This article is a study of Sue Nyathi's novel The Polygamist as a cultural production dealing with African modern polygamy1 in the context of HIV and AIDS. What is termed ‘modern polygamy’ in this article is a practice where men have several ‘wives’ but not in the African traditional sense, especially within the Shona culture, but in the sense of what is popularised as a ‘small house’ phenomenon. Nyathi's novel is discussed within the following frameworks corresponding to the three distinct parts of the article. In the first part of the discussion, the dichotomy between economic/ social status and ‘modern polygamy’ is explored. The second part of the discussion is a gendered perspective of ‘modern’ polygamy and particularly highlights gender constructions in Nyathi's representation of ‘modern’ polygamy. In the last section, multiple sexual relations and HIV and AIDS are discussed. Significantly, the article demonstrates that imaginative literature is a cultural site that can help us understand human behaviour and HIV and AIDS; particularly in what in religious terms would be referred to as ‘old testament’ polygamy that poses a danger to health and the social fabric in its new form in modern Zimbabwean society.  相似文献
