The article focuses on transnational relations in border regions. Social capital theory assumes that in border regions special opportunity structures exist for the social integration of the population of old and new member states of the European Union based on the specific possibilities for cross-border cooperation. Border regions may be seen as “laboratories of social integration”. The article discusses whether “transnational social capital” actually develops and to what extent it adds to the social integration of the regions and of Europe. Representative survey data from the German-Polish, German-Czech, and German-French border regions – gathered on both sides of the border – serve as the basis of the analysis. Results show that currently – especially on the old outer borders of the EU – the accumulated transnational social capital adds very little to social integration at the regional and European level.  相似文献

This article examines the rise of capital in the Indonesian television industry. Following Richard Robison's seminal book, Indonesia: The Rise of Capital, it suggests that a range of powerful economic and political interests have determined the dynamics of the evolution of this industry in Indonesia. During the heyday of the New Order, a commercial television industry was created in ways that suited the expansion of the business interests of oligarchic families. In the post-Soeharto era, a major interest of capital in this industry has been to overcome regulatory mechanisms that were put in place before the euphoria of reform and democratisation had abated. Moreover, there are strong connections between capital in the television industry and political groupings contesting power within Indonesia's democracy. While capital accumulation in this industry may not be as massive as in some others, the unique characteristics of television as a medium ensure that exerting control over it remains vital.  相似文献

Race and gender intertwine with ecotourism in Belize's northern rural Creole villages, communities that are home to protected areas renowned for birds and other wildlife. Racialising and gendering assemblages found here emerge out of Belize's long history of forest-based slavery economies. From the early days of sport fishing and jaguar hunting in the 1950s through to contemporary bird-and wildlife-watching, tourism has joined these socio-natural formations. Intersectional feminist political ecology and assemblage theory provide an analytical frame that reveals how ecotourism serves to re-entrench gendered and racialised inequality, yet in cases where the ecotourism industry is small-scale and locally owned, possibilitie s for challenging those hierarchies also arise.  相似文献

ABSTRACT

Islamic finance has become an integral part of the financial systems of the Muslim-majority countries of Southeast Asia. At the same time, Southeast Asia has witnessed the emergence of new capital market governance practices and arrangements that are both multi-scalar and multi-sited. This article suggests that rather than only looking at the scale and rescaling of capital market governance in the region, more attention needs to be paid to the shifting balances between regulatory expertise, market practice and societal expectations. Indeed, for governance practices to be considered effective, they have to straddle at times competing demands of authority and legitimacy. This dynamic is nowhere as visible as in the case of Islamic finance, which explicitly involves Shariah experts, trained in Islamic law, in its governance structures. This article explores the novel forms of governance to which this new market has given rise. It argues that Islamic finance – rather than the product of privately held beliefs – has become increasingly bound up with the state apparatus. This facilitates the embedding of Islamic financial principles and ethical concerns throughout capital markets in the region. Yet, Islamic finance has also become increasingly submerged within national development and competitiveness agendas.  相似文献

This article is a detailed examination of the impact that the development of a private game reserve initiative in northern KwaZulu-Natal had on the lives of farm dwellers in the late 1990s. The reshaping of this landscape for ecotourism purposes – a decision taken by a group of private landowners – meant that the residents of the former cattle farms were relocated, a process which had serious consequences for them. The outcomes of relocation from the farms are explored through conversations with the relocated farm dwellers. In an attempt to convey the texture of the emotional geography of dispossession, we document both the tangible and the less tangible losses suffered from the farm dwellers' point of view, as well as their experience with the state bureaucracy. The legal and bureaucratic process leading up to the relocation is then retraced through court documents and other archival evidence. At one level, this case raises questions about the capacity of the post-apartheid South African land reform programme to secure the land rights of marginalised groups such as farm dwellers, despite legislation passed to protect them. At a deeper level, this article is about the conceptual inadequacies of the law. While the law finds it easy to render visible and to protect (saleable) private property, it struggles to fully recognise more complex land relationships. The people whose experience is described in this article felt disempowered, their lives effectively invisible. We problematise the continuing primacy of private property in post-apartheid South Africa and argue that the voices of those with other histories on the land should receive more serious attention.  相似文献

This article analyses the Berlin Land election of September 2011 which resulted in a degree of continuity but also some change. It examines the campaigns of the main parties, the results – some predictable, others less so – and offers possible explanations. It then looks at the process of coalition formation which eventually resulted in a red–black coalition senate headed by incumbent governing mayor Klaus Wowereit. Attention is also paid to the question of whether or not electoral convergence has now occurred between the two halves of the capital.  相似文献

ABSTRACT

Across Asia there has been a shift to the right in important democratic polities. This article argues that this conservative or authoritarian shift reflects the emergence of a new form of political regime that Nicos Poulantzas characterised as authoritarian statism. This article presents a theoretical framework – with illustrative case studies of Japan and Korea – to understand the emergence of a distinctive brand of Asian authoritarian statism. These new trajectories of political regimes reflect interconnected political and economic crises of conservative capitalist democracies. These crises are the result of the fracturing of modes and mechanisms of political incorporation due to the transnationalisation of capital. It is argued that the inability of current modes of state intervention or political incorporation to manage these economic and political crises or secure political legitimacy for political projects to deepen market reform has led to a “crisis of crisis management” and the further weakening of the Japanese and Korean states.  相似文献

ABSTRACT

This article is a direct challenge to the established view reflected in the World Bank's Berg report, that structural adjustment programmes and the markets alone will resolve Africa's underdevelopment challenges. This article completely accepts that science and technology lead to products and services that create efficiency, productivity and wealth. It accepts different dynasties of industrialisation from land use (agriculture and mining), labour-intensive activities, heavy machinery, assembly lines, branding, information technology and intellectual property, but shows how – in the current global paradigm – this has led to an anomaly: while development aid flows from more industrialised to less industrialised countries, larger sums of global investment capital leave poorer countries for richer countries in search of higher returns. Having accepted the ‘returns-seeking’ nature of capital, a strategy is proposed for Africa to engage with this reality. In contrast with the Berg view, it is argued that the public sector is a key stakeholder in the developmental process. As has been put forward by Thabo Mbeki, several African countries exhibit ‘two nations’ characteristics. If this is true, all seven dynasties of industrialisation can be simultaneously developed through interventionist government, which could not happen though markets alone. A direct policy and strategy positioning in technology-related sectors that support increasing returns should be developed. Economic development bodies should have scientific and technological people to ensure technological focus in development strategies.The article demonstrates that a different value paradigm is needed. Large numbers of poor people can provide markets for goods that can yield returns for capital that are similar to markets of small numbers of rich people. A shift in the development model from Public Private Partnerships (PPP) to Public Entrepreneur Private Partnerships (PEPP) is suggested to maximise employment through sustainable entrepreneurship. Through spearheaded emerging technologies such as information convergence technologies, cellular technologies such as mobile banking, resource management and alternate energy, Africans can create output that attracts global investment capital – and not only aid. This article explores how, through investment in activities that generate increasing rather than decreasing returns, Africa will innovate its way out of what appears to be a stubborn history of underdevelopment.  相似文献

ABSTRACT

Over the past few decades, Japan’s labour market has faced substantial changes, represented by flexibility, an increase in the proportion of the non-regular workforce and rising inequality. Under the intense pressure of fluctuating business environments and protracted recession, Japan’s policy-makers have sought to resuscitate the troubled economy by further liberalising the relationship between capital and labour while also seeking to reduce widening inequality by providing social safety nets and protection for workers. This article examines the government’s labour market reforms since the late 2000s in response to these challenges. It argues that patterns of policy-making – centralised versus decentralised – have determined the political dynamics of labour market reform. More specifically, three aspects of decision-making – the role of the centralised policy-making agency, party-cabinet relations and legislative control in Diet – have explained the scope of the reform, although the reform target along the lines of employment status has affected the political process and outcome to some extent.  相似文献

Indonesia has been severely hurt by the recent economic crisis, which has been accompanied by social tensions. For a sustainable long-term recovery, it is essential that Indonesia attracts FDI inflows, and manages to achieve a reasonably equal spatial development. FDI is important since other capital funds are scarce and an equal spatial development is important to avoid social tensions. However, there is a possible contradiction between FDI and even regional development since FDI tends to locate in clusters. This article discusses FDI and an even spatial development in Indonesia, and offers some policy suggestions for a sustainable long-term recovery.  相似文献

This article is an examination of the ‘Kurdish Students’ Hope Society’ – a youth-led Kurdish organization founded in the Ottoman imperial capital, Istanbul, in 1912. The article contends that the foundation of this organization should not be seen simply as a reaction to the gradual ethnic polarization and ‘Turkification’ of Ottoman politics that occurred in the aftermath of the 1908 ‘Young Turk Revolution’. It also needs to be understood in the context of dynamics emanating from within Kurdish society. Specifically, to the backdrop of an increasingly fragmented Kurdish elite, the Kurdish youth were setting out their own path towards national salvation which was neither conformist nor separatist. This article focuses on the reassembling of apparel production in post-Soviet Kyrgyzstan. We contribute to this special issue on well-being in Central Asia by examining how individual craft-based apparel producers (a subset of producers in the apparel industry) describe the process through which they built upon their Soviet past and reoriented their professional trajectories in a new competitive market environment. These producers locate professional satisfaction in their ability to draw upon and creatively re-employ local knowledge and experience learned in Soviet institutions, ultimately – as they articulate and perceive – deriving pride and well-being from the process of selling highly regarded ethnically inspired apparel products both at home and abroad.  相似文献

Over the past two decades, the gold mining industry has increased its activity in Latin America. Growing contestation and conflict around gold mining projects have accompanied this shift. This article draws from the case of Guatemala, where metal exploration has grown by 1,000 per cent since 1998, to illustrate how the proliferation of small ‘junior’ firms – together with neoliberal investment policies and suitability of mineralisation – set the stage for fly‐by‐night gold mining and, therefore, intense resistance from host communities to mineral development.  相似文献

While Beijing has repeatedly signed up to multilateral sanctions against North Korea, it is widely regarded as having failed to enforce them. Indeed, China’s deepening economic engagement with the country has led observers to debate the causes of this seemingly duplicitous approach. Constructivist and realist approaches have relied on state-centric frameworks that serve to reduce Sino-North Korean relations to the high politics of Beijing-Pyongyang diplomacy in the context of broader geopolitical dynamics. This article argues that such approaches pay insufficient attention to the profound rescaling of the Chinese state in recent years and the implications this process has for bilateral relations. This article sheds light on how Sino-North Korean relations are being driven by actors at multiple scales and by a multitude of objectives as a result of decentralisation and marketisation alongside increasing geographical unevenness within China and new challenges to continued capital accumulation. North Korea has come to play an increasingly important role in efforts to facilitate economic recovery in the northeastern border regions through serving as spatial fix for Chinese manufacturing capital. These new cross-border flows of capital and labour suggest an emerging pattern of Sino-North Korean relations that is by no means static but in considerable flux.  相似文献

The overarching task of this article is to directly present the main crucial venues – a prototype road map of Russia's study of Persia in the context of foreign policy – to the students of Russia and its relations with Persia, as well as, more specifically, to researchers of Russia's late Imperial and early Soviet policy towards Middle East and Oriental studies therein. Simultaneously, taking into consideration the equivocal and quite often controversial nature of conducting archival research in Russia, it is worth knowing that a scholarly activity, seemingly conventional and rather straightforward in the West, can turn into an adventurous quest in present-day Russia, hampered by various factors. So the article also touches upon the current condition of the archival industry in present-day Russia, with the emphasis on the traditionally most burning issue in this field, namely the unjustifiably excessive secrecy, underpinned by the discourse of protecting Russian state interests, which can turn out to be an unexpected obstacle to research into a period even dating back a hundred years.  相似文献

ABSTRACT

India’s relations with Afghanistan and the post-Soviet countries of Central Asia have contributed to the growing interest in the country’s rise. By treating them together as “Central Eurasia,” the discourses of Indian foreign policy invoke a contiguous geopolitical locale bound to India by a shared past. Yet, despite the strategic articulation of a manifest Central Eurasian region, the article uncovers a puzzle of bifurcation in India’s foreign policy reflecting distinct operationalizations of India’s cultural capital in its relations with Afghanistan and the Central Asia republics. The comparative analysis indicates that prior historical experience becomes a compelling strategic context for the continuous framing and reframing of the country’s foreign policy space, which reveals India’s shifting perceptions of international order, self-identity, and global roles. India’s interactions in Central Eurasia offer a good illustration of the crossroads that New Delhi’s foreign policy is facing – either keep on proliferating discourses that spin yarns of the international influence of its historical capital or develop proactive diplomatic strategies that deliver the international status that India desires.  相似文献

This paper examines the role of religion as a source of social capital in Germany. In addition to networks of civic engagement and informal social connections with family and friends, the identity- and status-bridging nature of these networks are also considered. Results based on data from the German Socio-Economic Panel (GSOEP) suggest that both, subjective religiosity and public religious practice, have a positive impact on social integration in Germany. But religious traditions – Catholicism, Protestantism, other Christians and Islam – differ in this regard. While attending religious services leads to larger friendship networks and increased sociability in all religions, civic engagement is only fostered by Christian religiosity and in particular Protestantism. However, none of the religious traditions encourages identity- or status-bridging social capital.  相似文献

Cuba faces a development dilemma: it promotes equity and human capital while failing to deliver economic growth. For the government, the country's equity and human capital achievements are a source of pride, a sign that its priorities are right. This essay argues instead that this “equity without growth” dilemma is a sign of malaise. Theory and evidence suggest that high levels of equity and human capital should produce high levels of economic growth. Because growth is often weak or negative, some onerous barriers to development must be present. These barriers, it is argued, are restrictions on property and political rights. By comparing Cuba and China across two sectors, the bicycle industry and Internet access, this article shows how these restrictions have hindered growth. It also assesses how Cuba's latest economic reforms, the so‐called Lineamientos, will address Cuba's development dilemma. The impact may be minimal, but perhaps more lasting than previous reforms.  相似文献

Robert Putnam extolled the virtue of social capital by arguing that social networks, civil society, and trust contribute to democracy. Subsequent research, however, identified a weakness in the social capital “model” in its underspecification of the mechanisms by which social capital affects political systems. This article proposes the concept of political capital as a likely product of social capital that links civil society participants to the political system. The article tests this two‐stage model of social capital and political capital and their effects on democratization using survey data from eight Latin American nations. Results find that civil society engagement in 2004 affected political capital variables, which, in turn, had positive effects on system‐level democracy measures in 2010. The article thus shows that political capital serves as an intervening variable between social capital and democracy and democratization.  相似文献
