Purpose. This study examined the reconviction rates of a cohort of sexual offenders released from prison in England and Wales during 1979. A 21‐year follow‐up period was used and sexual, violent and general reconvictions assessed. Method. The sample consisted of all adult male sexual offenders discharged from prison in England and Wales during 1979 (N = 419). Criminal conviction histories were obtained for the sample from the Offenders Index and sexual, violent and general reconvictions were calculated, over a period of 21 years (1979‐2000). Results. A quarter (24.6%) of the sample received a reconviction for a sexual offence over the 21‐year follow‐up period, 21.7% received a violent reconviction and 61.8% received a general reconviction. A proportion of the sample received their first sexual reconviction 5, 10 or 15 years after being discharged from custody, thus remaining at risk of reconviction for many years. Conclusions. The findings from this study give a unique insight into the long‐term offending of discharged sexual offenders in England and Wales and have implications for the supervision of such offenders.  相似文献

Purpose. The release on licence of prisoners who have committed serious violent and/or sexual offences requires rigorous risk assessment and risk management. This study evaluates the ADViSOR project, designed to examine the contribution of prison behaviour monitoring to community supervision of a sample of the highest risk offenders released in England and Wales under Multi‐Agency Public Protection Arrangements (MAPPA). Method. The offence‐related behaviour of a total group (n= 25) of MAPPA prisoners in one prison, due for release in the following year to two adjacent probation trust areas, was monitored. Their behaviours in the community were followed up for 1 year. A comparison group (n= 36) was formed of the total number of MAPPA prisoners released from prisons nationally to the same two probation trusts. Results. The frequencies of ADViSOR negative behaviours in prison and the community were strongly correlated, rs (25) = .55, p= .004, as were positive behaviours, rs (25) = .56, p= .004. No statistically significant correlations were found either under usual MAPPA processes in the ADViSOR prison or comparison group prisons. The frequency of ADViSOR negative behaviours statistically significantly predicted, with 92% accuracy, the offenders who would reoffend or be recalled to prison (n= 8). Statistically significant similarities in types of behaviour were also identified. Conclusion. Results are discussed in terms of the contribution of behavioural monitoring to risk prediction with high‐risk offenders, consistency of cross‐situational behaviours, and implications for policy and practice.  相似文献

PurposeEmpirical studies examining specialization/versatility among offenders have long been an area of interest among criminologists. This same focus has only relatively recently been directed toward sex offenders.MethodsUtilize matched random samples of male sex offenders released from prison pre- and post-Sex Offender Registration and Notification (SORN) in the state of New Jersey with eight years of follow-up for measuring recidivism.ResultsVarious specialization thresholds and individualized diversity index (D) scores disaggregated by recidivism offense type (e.g., violent, property, drug, and sex offenses) suggest that these sex offenders were more diverse than specialized. Furthermore, Tobit regression analysis revealed that alcohol problems, being a rapist, being a prior violent offender, and recidivism offense frequency significantly predicted versatility compared with being married and being a prior property offender, which were inversely related to versatility. Finally, sex offenders who were released from prison post-SORN demonstrated a higher level of specialization than sex offenders who were released from prison pre-SORN, yet their tendency toward specialization was almost exclusively a function of drug offenses not sex offenses.ConclusionsSORN policy implications and directions for future research are discussed.  相似文献

Abstract

Gang affiliation, aggression, and violent offending were examined in case files of 390 youth offenders aged between 16 and 18 years. Results indicated that youth offenders who were gang members and those who were not gang members but exposed to friends in gangs had a significantly higher likelihood of violent offending compared with a reference group of youth offenders who had neither gang affiliation nor friends in gangs. Additionally, youth offenders who had friends in gangs but were themselves not gang members had a lower likelihood of violent offending than youth offenders who were gang members. Finally, results showed that a history of aggressive behavior was significantly associated with violent offending. Implications such as the need to address the influence of delinquent peers and need to address the management of anger and aggression in youths will be discussed. Also, findings point towards the need for prevention and early intervention work.  相似文献

This research explores the role of the victim-offender relationship of prison inmates' commitment crimes in predicting violent offenders' behavior problems. The importance of the victim-offender relationship is supported by anecdotal accounts and theoretical reasoning which suggest that nonstranger offenders have fewer disciplinary problems in prison than stranger offenders. Inmate interviews and official data were collected from 273 violent offenders. Results suggest that inmates with more extensive rule-breaking behaviors are likely to be younger, less intelligent individuals who victimize strangers, have had more numerous juvenile convictions, and have served at least one prior prison term. Conclusions and implications for public policy are discussed.  相似文献

The present study undertakes a three-year follow-up time frame of approximately 10,000 inmates released from New Jersey prisons in 2012. Consistent with the methodology set forth in federal analyses, various definitions of recidivism were utilized. Recidivism rates were consistent, and in some counts below, federal findings as well. Rearrest post-release rates were 53%, reconviction rates were 40.1% and reincarceration rates were 31.3%. Offenders released to supervision had higher rates of reincarceration, while unsupervised offenders (i.e. max-outs) had higher rates of rearrest and reconviction. Males were more likely to be rearrested than females, while younger offenders were more likely to be rearrested than older offenders. Released inmates with prior arrests, convictions, and reincarcerations maintained substantially higher odds of rearrest, as did those with a higher number of prison discipline allegations. Released inmates with a violent admission offense were rearrested the least, while those serving time on a previous community supervision violation were rearrested the most. These findings are discussed within the context the criminal justice system and the existing literature.  相似文献

This article reports the findings of a quasi-experimental evaluation of a mandatory early parole program. New Jersey’s Statutory Early Release (SER) law required that all inmates, with few exceptions, be released onto parole six months before the expiration of their sentence. SER participants (n = 405) were matched using propensity scores to two groups of similar offenders who left prison in the year prior to the implementation of the SER statute. Comparison groups include former inmates that were released either unconditionally (n = 4,507) or onto standard parole (n = 5,657). At the conclusion of the matching routines, 395 SER-parolee pairs and 394 SER-unconditional release pairs were identified. Outcomes measures, including comparisons of rearrest and reconviction rates, are reported pre and post matching, and at 6-, 12-, and 18-month intervals. Individuals enrolled in the SER program demonstrated significantly reduced arrest rates during the SER supervision period when compared to unconditionally released offenders, though differences do not persist past six months. Offending rates for both SER participants and matched parolees were generally similar, with some significant variation in arrest rates emerging after 12 months.  相似文献

Purpose

Relapse prevention is an important goal in correctional settings. Although there is strong evidence for the effectiveness of certain treatment programs for juvenile offenders, those for adults lack such evidence. This study evaluated the effectiveness of a risk–need–responsivity (RNR)‐based intervention.

Methods

A quasi‐experimental, observational study design and cox regression analysis were used to compare treated violent and sexual offenders (= 171) with untreated offenders (= 241).

Results

Both groups were observed for an average of 7.9 years. Recidivism rates of treated offenders (11.7%, = 20) were similar to those of control offenders (15.8%, = 38; = .25). When controlling for confounding variables, the hazard of recidivism in the treatment group was 5.2% lower than that in the control group. Subdividing the treatment group resulted in lower hazard ratios for offenders still in therapy when released and offenders cancelling therapy. However, none of the group differences was statistically significant.

Conclusion

Our results show that control and RNR‐based treatment groups had comparable recidivism rates with a trend towards a positive treatment effect, especially for people in outpatient treatment. However, criminal history, age at the start of follow‐up, and actuarial risk of recidivism were significantly associated with recidivism. Future research needs to apply elaborate methodological approaches to detect robust treatment effects and consider different criteria of treatment effectiveness. Furthermore, the influence of prison climate, motivational factors, intervention quality, and factors supporting the success of outpatient treatment should be considered in future studies of larger offender samples.  相似文献

Rehabilitation programs for adult violent offending are still novel, and few published studies examine the recidivism outcomes of those who complete such programs. This study describes a New Zealand prison program for high-risk violent men. The program is intensive and cognitive behavioral. Preliminary outcome data are presented for three indices during 2 or more years of follow-up: nonviolent reconviction, violent reconviction, and subsequent imprisonment. In comparison with untreated offenders, treated men were less likely to be reconvicted of a violent offense, and those who were took longer to fail. There was also a 12% difference in favor of the treated men on the two other indices, nonviolent reconviction and reimprisonment. The authors conclude that the program shows early promise and that further evaluation with a larger sample of treated men will be important in clarifying whether the program is having a differential impact on violent versus nonviolent offending.  相似文献

A recurring question in criminological research is whether prisoners meet new accomplices in prison. This article’s objective is to study co-offending among individuals who have served prison sentences. The frequency of co-offending among individuals who have been in the same prison at the same time will be examined. If gender, age, type of prison, offence type and prior experience of co-offending are significant for this type of co-offending will also be examined. The study population comprised all inmates released from a Swedish prison during a half year in 2001–2002 (n = 3.930). The follow-up period is 10 years. The results show that only 3% of those who have been in the same prison at the same time are suspected of committing offences together subsequent to release. The likelihood of being suspected of committing an offence together following the conclusion of a joint stay in the same prison is higher for those released from a closed prison who are aged 31–40, and who had committed large proportion of their offences together with others prior to the relevant prison sentence. The results suggest that the concept of criminal capital is not important for future co-offending after a joint stay in prison.  相似文献

An understudied contributor to the massive growth of American incarceration is an increase in the practice of reimprisoning parolees through parole board revocations—now referred to as “back-end sentencing.” To conduct the analyses outlined in this article, we use data from the California Parole Study to analyze the effects of three clusters of factors (parolees' characteristics, organizational pressures, and community conditions) on these sentences. Our analyses are informed by theories that have been used to explain “front-end” (court) sentences, which center on the focal concerns of social-control agents, labeling, and racial threat. Our results indicate that status characteristics—race/ethnicity and gender—affect the likelihood that criminal parole violators are reimprisoned. Moreover, certain “pivotal categories” of parolees—registered sex offenders and those who have committed “serious” or “violent” offenses—are much more likely to be returned to prison than others. Organizational pressure (prison crowding) also affects the likelihood of reimprisonment. Communities' political punitiveness affects the likelihood that technical violators are reimprisoned and that serious or violent offenders are reimprisoned for criminal violations. In this article, we use these findings to consider ways that mass incarceration is driven by both top-down policies as well as bottom-up organizational and community forces.  相似文献

The purpose of this research is to examine whether inmates that have served electronic monitoring (EM) find it more punitive than offenders that have not served electronic monitoring. We asked a sample of 1194 inmates currently incarcerated in a Midwestern state to estimate exchange rates of electronic monitoring over prison by rating how many months of EM they would serve to avoid 12 months in prison. The results indicate that inmates view EM as less punitive than prison and that monitored offenders find EM more punitive than unmonitored offenders. Additionally, black inmates were more likely to have served EM than white inmates and older inmates find EM more punitive than younger inmates. Previously monitored offenders report that they will be less likely to rely on family and friends upon release from prison. These results suggest that EM is perceived as a punitive sanction by those that have experienced it. Furthermore, racial differences uncovered here may help explain why minorities view alternative sanctions as particularly punitive and may also partially explain why the experience of EM may negatively impact family relationship among those that have served EM.  相似文献

Purpose. The effectiveness of prison‐based cognitive‐behavioural treatment programmes was evaluated using reconviction as the outcome measure. Method. Reconviction rates were compared between two groups of adult male offenders who were serving a custodial sentence of 2 years or more in Her Majesty's Prison Service, England and Wales. The treatment group (N =667) consisted of offenders who had voluntarily participated in one of two treatment programmes that targeted 'cognitive deficits' related to offending behaviour. The comparison group (N =1,801) was made up of offenders who had not participated in the treatment programme but were “matched” to the treatment group on a number of empirically relevant variables. Results. Treatment produced a robust reduction in the probability of reconviction (p < .001) when other relevant variables were controlled for. For treated offenders, the percentage point reduction in reconviction was 14% in medium‐lowrisk offenders and 11% in medium‐high‐risk offenders. Conclusion. These outcome results demonstrate that the principles of effective practice in the field of offender rehabilitation, which were identified through meta‐analytical research predominately in North America, can be applied to a UK offender population to similar effect.  相似文献

The purpose of this study is to investigate the relationship between failure to register (FTR) as a sex offender and subsequent recidivism (N = 2,970). No significant differences were found between the sexual recidivism rates of those who failed to register and compliant registrants (11% vs. 9%, respectively). There was no significant difference in the proportion of sexual recidivists and nonrecidivists with registration violations (12% vs. 10%, respectively). FTR did not predict sexual recidivism, and survival analyses revealed no significant difference in time to recidivism when comparing those who failed to register (2.9 years) with compliant registrants (2.8 years). Results fail to support the supposition that sexual offenders who fail to register are more sexually dangerous than those who comply with registration requirements. The punitive emphasis on registration enforcement may not be justified and might divert limited resources away from strategies that would better facilitate public protection from sexual violence.  相似文献

Abstract

Even when motivated to desist from crime, many high-risk offenders fail quickly following release from prison. One cause may be a lack of preparation for release. Recent research with child-sex offenders has demonstrated that men who avoided reconvictions not only had better plans made for life on parole prior to their release, but plan quality also added significant incremental validity to the prediction of recidivism after controlling for both static and dynamic measures of risk. This study examined release planning in high-risk violent prisoners in an intensive cognitive-behavioural rehabilitation programme. We compared the predictive validity of plan quality with three well-validated risk assessment instruments. Men who were reconvicted had significantly higher scores on all three risk instruments and significantly poorer plans, but plan quality did not significantly improve prediction when risk was controlled. Plan quality was also significantly poorer in men who were reimprisoned, and did significantly improve prediction over and above each risk prediction instrument. Findings suggest that higher quality release plans may protect offenders from being quickly reimprisoned, despite high levels of assessed criminal risk, and that enhancing resources put into release planning may lead to improved parole outcomes.  相似文献

Aggression during incarceration impacts on parole release decisions. However, research examining the link between aggressive behaviour in custody and violence post-release is limited, particularly in relation to adult violent offenders. Several factors complicate the use of institutional aggression as a marker of risk for future violence, including environmental causes of aggressive behaviour and adaptation to prison. This study explored the association between aggressive behaviour in prison and violent recidivism post-release in a sample of 148 adult male violent offenders. Prisoners with three or more aggressive incidents recorded in prison incurred a violent charge more often and sooner after release than those with no aggressive incidents, when controlling for age, ethnicity, length of incarceration and risk for future violence. Subjects with one or two aggressive incidents were not at increased risk of violent recidivism. These findings suggest that institutional aggression can be used to identify individuals at risk of violence following release but only when repeated aggressive behaviour is evident. Importantly, some prisoners who were not aggressive in prison were charged with violent offences post-release and some prisoners with three or more aggressive incidents were not violent following release, highlighting the complexity of using in-prison aggression as a marker for violent recidivism.  相似文献

Psychopathy has been linked to violent reoffending in men, but the findings in women have been contradictory. The aim of this study was to examine the predictive validity of the Psychopathy Checklist-Revised (PCL-R) for violent recidivism in a nationwide sample of female violent offenders. The offenders (n = 48) had been assessed by the PCL-R and were followed after their release from prison or a psychiatric hospital. The average follow-up period was 8 years. Of the offenders, 16 (33%) had been reconvicted of a violent crime. Current findings of the performance indicators did not support the use of the PCL-R as a predictive instrument assessing risk of violent recidivism in females. The findings indicate that impulsivity plays a crucial role in female violent recidivism and that the PCL-R should be used with caution in risk assessment with female populations.  相似文献

Purpose

This study examines gender differences in the effectiveness of prison in reducing recidivism.

Methods

Using data on released male and female prisoners, we apply a propensity score matching methodology to compare the effects of prison on recidivism versus three counterfactual conditions—jail, intensive probation, and probation.

Results

The analyses indicated that a prison term, as compared to placement on intensive probation or traditional probation, is associated with a greater likelihood of property and drug recidivism. There was little evidence that recidivism was greater when compared to jail, that prison increased the likelihood of violent or other recidivism, or that the criminogenic effect of prison is appreciably greater for females or males.

Conclusions

The findings do not support arguments that prison is an effective alternative to non-incarcerative punishments or that it exerts a differential effect on females or males. Further research is needed on what features of the prison experience contribute to the observed effects.  相似文献

In response to media attention and public demand, legislation increasingly mandates more stringent surveillance for sex offenders. This trend towards greater supervision resulted in the lifetime GPS monitoring of high-risk sex offenders (HRSO) in California. This study assesses the impact of the California Department of Corrections and Rehabilitation’s GPS program for HRSOs by employing a quasi-experimental design. The treatment group was drawn from all HRSO who were released from prison and placed on GPS monitoring in California. To identify comparison individuals likely to have pretreatment risk characteristics similar to those in the treatment group, a propensity score matching procedure was performed. The final sample included 516 subjects equally divided between the treatment and control groups. Data was assessed using Cox proportional hazards survival analysis clustering participants by parole district. Results showed the GPS condition was associated with significantly fewer parole registration and arrest violations, arrests, and convictions. These results are discussed in relation to other electronic monitoring research, the policy implications for the increasing use of this technology, and its effectiveness in reducing crime, prison populations, and ensuring public safety.  相似文献

ABSTRACT

Black Americans account for 61% of those who have been released from prison through DNA exoneration. In the present study, we explored the influence of race on perceptions of wrongfully convicted individuals who have been exonerated. Participants (N?=?121) were randomly assigned to read a fictional newspaper article about a Black or White individual who was wrongfully convicted due to a false confession and then report their perceptions of the exoneree’s guilt, warmth, competence and aggression, how deserving the exoneree was of government assistance and the likelihood that once released, the exoneree would commit a crime resulting in his reimprisonment. Results indicated that a Black exoneree was perceived as more aggressive (but not less competent or warm), less deserving of assistance, and more likely to commit a crime post exoneration resulting in his reimprisonment than a White exoneree. We also explored whether there were differences in terms of race on perceptions of mental illness for those wrongfully convicted due to falsely confessing to a crime and found that participants perceived a White exoneree as more mentally ill than a Black exoneree. The implications for the post-incarceration experiences and challenges faced by Black exonerees relative to White exonerees are discussed.  相似文献
