A property crime victimization survey was conducted of households in both high and tow crime neighborhoods in one southern city. A response rate of 68.5% was obtained. The study tested the premises of both the routine activities and social disorganization theories as they contribute to the likelihood of property crime victimization at the individual level. It was found that routine activities theory explained 28% of the property crime variance in the socially disorganized area (high crime) while only explaining 11% of the same variance in the low crime area. Separate measurements were used to establish the level of social disorganization in the two geographical areas. The beta coefficients reveal that in the high crime area, those most likely to be property crime victims are white, single homeowners who are not at home from 6 p.m. to 11 p.m., who have relatives living in their neighborhoods, and who interact with their neighbors. These findings lend marginal support to the routine activities model.  相似文献

This brief presentation notes how the lack of clarity of what exactly is meant by “organized crime” as it is evolving, and particularly its transnational dimensions, can create problems and confusion for police and community alike. The role of the media is of particular significance in determining how both police and citizens perceive the scope and impact of organized crime. This in turn has implications for operations, priorities, and so on. The need to address a number of important areas that limit police effectiveness in countering organized crime, such as cooperation and sharing, appropriate resources, and measures of effectiveness, is also noted.  相似文献

Many U.S. cities witnessed both de-policing and increased crime in 2020, yet whether the former contributed to the latter remains unclear. Indeed, much of what is known about the effects of proactive policing on crime comes from studies that evaluated highly focused interventions atypical of day-to-day policing, used cities as the unit of analysis, or could not rule out endogeneity. This study addresses each of these issues, thereby advancing the evidence base concerning the effects of policing on crime. Leveraging two exogenous shocks presented by the onset of the coronavirus 2019 (COVID-19) pandemic and social unrest after the murder of George Floyd, we evaluated the effects of sudden and sustained reductions in high-discretion policing on crime at the neighborhood level in Denver, Colorado. Multilevel models accounting for trends in prior police activity, neighborhood structure, seasonality, and population mobility revealed mixed results. On the one hand, large-scale reductions in stops and drug-related arrests were associated with significant increases in violent and property crimes, respectively. On the other hand, fewer disorder arrests did not affect crime. These results were not universal across neighborhoods. We discuss the implications of these findings in light of debates concerning the appropriate role of policing in the 21st century.  相似文献

The experience, common among minority ethnic populations, that they are racially targeted has typically been laid at the door of the police whose coercive practices and whose ‘institutionally racist’ culture have been blamed for this state of affairs. While police practice remains an issue, it is my contention that by focusing on police practice alone critical commentators can loose sight of the extent to which racial targeting is an outcome of the regimes of control integral to the wider governance of crime in the neo liberal state. By examining the implications of anti-terror legislation, by attending to the way centres of consumption in the entrepreneurial city are regulated and by looking at how problems of serial exclusion experienced by migrant populations in Britain’s poorest areas are managed, this paper examines how perceptions of racial targeting will continue to be reproduced independently of getting the police to change their practices.  相似文献

It has long been acknowledged that police officers have substantial levels of discretion in their day-to-day activities. There is a well developed body of literature that considers how this discretion is exercised across a broad array of situations including the decision to arrest, use force, and grant citizen requests for official action. Using both social disorganization and conflict theories as conceptual models, the purpose of this study was to determine if neighborhood characteristics affect police reporting behavior across a wide cross-section of reported call types. The findings indicated that reporting behavior widely varies across crime types with a greater percentage of more serious crimes translated into official crime. Neighborhood characteristics did affect reporting practices, but surprisingly only for more serious forms of disorder where discretion was perceived to be less. The findings lent support for both social disorganization and conflict theories. Theoretical implications are discussed.  相似文献

In 1996 the U.S. federal government enacted a welfare reform bill aimed at reducing public assistance to the poor. This legislation may have implications for future levels of property crime. In this study we examine whether differences in levels of AFDC assistance and rates of welfare participation among 406 large metropolitan counties affected variation in burglary, larceny, and motor vehicle theft. Regression analyses controlled for the potential effects of family structure, divorce, unemployment, and a number of other variables. The results confirmed links between welfare and property crime suggested by strain, social support, and a version of social disorganization theory. Both monetary assistance levels and participation rates were associated negatively with all property crimes.  相似文献

Numerous studies have explored variation in police employment across cities, usually focusing on public choice, conflict, or organizational explanations. Yet, few consider whether the local political context affects police employment. Recent research suggests that local politics affects criminal justice outcomes. Using insights from urban politics research, I develop testable hypotheses about the effects of local political arrangements on municipal police strength. WLS regression results suggest the value of considering local political context in models of police strength. Specifically, in a sample of 945 cities with 25,000 or more residents in 1990, net of other variables, cities with unreformed political systems (mayor‐council forms of government, district‐based city councils and partisan elections) had more police employees per 1,000 residents, and this effect varied by region. Additionally, the effect of minority populations and crime rates on police strength varied across municipal political contexts. Implications for theories of police strength are discussed.  相似文献

This study is part of a larger research project on police crime in the United States. Police crimes are those criminal offenses committed by sworn law enforcement officers who have the general powers of arrest. Profit-motivated police crime involves officers who use their authority of position to engage in crime for personal gain. This study reports the findings on 1,591 cases where a law enforcement officer was arrested for one or more profit-motivated crimes during the seven-year period 2005–2011. The profit-motivated arrest cases involved 1,396 individual officers employed by 782 state, local, special, constable, and tribal law enforcement agencies located in 531 counties and independent cities in 47 states and the District of Columbia. Our data is the first systematic study of profit-motivated police crime. The study describes the nature of this form of police misconduct in terms of several dimensions, including the characteristics of police who perpetrate these crimes, where it occurs, the specific criminal charges, and the contexts within which profit-motivated police crime is punished through police agencies and the criminal courts.  相似文献

This article describes the use of crime seriousness information in police operations. It is based on a project at the St. Louis Metropolitan Police Department in which eight weeks of crime information were coded using the Sellin-Wolfgang seriousness scale. Statistics were then derived which quantified the seriousness of the various categories of crimes. Several applications were investigated based on the crime seriousness data. These included: (1) case assignment to detectives, (2) allocation of patrol personnel, and (3) determination of the size and location of patrol beats. Areas for future research are presented involving the use of crime seriousness data.  相似文献

This study provided a partial test of Klinger's (1997) postulations on the ecological correlates of police vigor using data drawn from the Project on Policing Neighborhoods (POPN). Klinger's theory hypothesized that a form of police behavior he called vigor would vary inversely with district crime levels because officers would be more cynical of residents, view crime as normal, perceive victims as less deserving, and have less time to devote to calls in high crime districts. Although data limitations precluded a full test, the current study examined two of the four mediating variables (officer cynicism and district workload) and their influence on the crime/vigor relationship. Findings revealed variables other than those examined might mediate the effect of district crime on vigor or the relationship between district crime and vigor might be spurious. Implications for future research and theoretical development are discussed.  相似文献

Economic theory suggests police and crime are negatively correlated. However, it is surprisingly difficult to demonstrate this relation empirically, as areas with greater numbers of crimes tend to hire more police. In order to resolve this simultaneity, we begin by exploring the structure of the financial relationship existing between state and local governments, arguing that variations in state tax rates can serve as an instrumental variable for local police numbers. Two-stage least square (2SLS) result show that the elasticity of police presence with respect to crime is about ?1.1 for violent crime, and ?0.9 for property crime. These results are mostly significant, and are more negative than those obtained under OLS. Overall, our estimations suggest that police does reduce crime.  相似文献

The media portrayal of policing is juxtaposed with both positive and negative representations. As a result, a complex relationship exists between media consumption and public attitudes towards the police. The purpose of this study was to test the impact that media consumption had on attitudes toward police misconduct and discrimination. The findings revealed that heavy consumers of network news were more likely to believe that police misconduct was a frequent event. This was especially true for minority respondents. Similarly, minority respondents that frequently viewed network news were more likely to believe that Whites received better treatment by the police. Finally, the findings revealed that frequent viewers of police dramas believed that the wealthy received preferential treatment from the police. Conversely, frequent viewers of crime solving shows believed that the wealthy did not receive preferential treatment.  相似文献
