NATO's Southern flank in the east‐west balance

American primacy continues to characterise the international system, despite trends toward a diffusion of power. The discussion is too often biased in favour of multipolarity due to imprecise or misleading definitions of US primacy. On the basis of a simple definition of what a “pole” is, combining GDP and defence expenditure, only the US can be considered a global pole. The current economic crisis is not changing this reality. Even considering perceptions, soft power, and the ability to translate power into influence, rising powers like China or an aggregate power like the EU have a long way to go before they can get on an equal footing with the United States.

The evolution of the European economy: Implications for Trans‐Atlantic relations

The Russian attitude towards the European Neighbourhood Policy constitutes a serious obstacle to the realisation of the Union's agenda in its neighbourhood. The Russian challenge takes three main forms: 1) with Russia not a part of the EU's overall approach involving the principle of conditionality, the Union's legitimacy and international actorness in general is in danger of being undermined; 2) Russia is increasingly starting to put forward its own model of operation, thus hampering the realisation of the Union's goals in the neighbourhood; 3) Russia is engaging in business activities that are in effect undoing the ENP's energy component. There are no easy fixes to these problems. What the Union must do is believe in its own values and visions: it is only by example that it can promote its ideals outside its institutional boundaries.     

The Soviet Union and Churchill's appeals for high‐level talks, 1953–54: New evidence from the Russian archives

New evidence from the Russian archives offers proof that Winston Churchill's calls for top‐level talks, 1953–54, were greeted with mistrust and scepticism by Moscow. Soviet policy makers realized that Churchill was weak, entirely dependent on American policy and unable to act as mediator between East and West. They were also sceptical as to whether any real progress could be made during an Anglo‐Soviet summit meeting and, instead, pressed for four‐power talks at Foreign Minister level. Finally, the Soviet records shed light on the impact of the power struggle within the Kremlin on its responses to Churchill's initiative, with Vyacheslav Molotov preventing Georgi Malenkov from meeting the British Prime Minister.     

Politicians,Experts and Democracy. Civil–Military Relations in Central and Eastern Europe: The Case of Bulgaria

Abstract

Central and Eastern European countries have made significant progress in their efforts to democratize postcommunist civil–military relations. Appointing civilian ministers of defense, improving institutional arrangements and asserting legislative oversight over the armed forces have been key priorities. Problems still abound and levels of reform vary in the region even after NATO's second enlargement since 1989. Challenges remain concerning competent democratic civilian management, and effective defense reform planning and implementation. This article argues that the lack of an integrated Ministry of Defense, the low level of civilian interest in defense matters, the reform-deterrent attitude of political and military elite, and ambiguous institutional lines of authority are factors that still hamper civil–military relations in Bulgaria. I assert that the domestic political environment and international factors together facilitate democratic civilian control over the armed forces.
