The European public sphere and the debate about humanitarian military interventions

Studies on the democratic control and legitimacy of Common Security and Defence Policy (CSDP) have thus far mostly focused on formal institutions. However, a comprehensive analysis requires including the ‘sociocultural infrastructure’ in which such formal institutions are embedded. Students of democracy have argued that the public sphere is a crucial dimension, if not a precondition for all mechanisms of democratic control in general. This paper investigates whether and in which ways Europeans participated in transnational European communication on humanitarian military interventions (1990–2005/2006). The paper analyzes a full sample of 108,677 newspaper articles published in leading newspapers of six EU member states, and the US as a comparative case. It demonstrates that the ‘national’ arenas of political communication are intertwined and allow ordinary citizens to make up their minds about common European issues in the highly controversial and normatively sensitive realm of humanitarian military interventions.

European small states' military policies after the Cold War: from territorial to niche strategies

This article looks at the evolution of European small states' military policies after the Cold War. Traditionally, small states faced a security dilemma between favouring influence and guaranteeing sovereignty. These security options were embodied by the strategy of alliance and the policy of neutrality. This article argues that in today's unipolar world small states' security policy must be cooperative either in the form of joining a security institution or an ad hoc coalition. This has two consequences for small states' military policies. These can either favour niche or lead/framework nation strategies. This in turn, depends on the strategic ambitions of the small states, which are ultimately mediated by their strategic culture. This article concludes by looking at the military policies of Cold War neutral states after the Cold War.

The Future of European Security

The transformation of transatlantic security relations after 9/11 remains the subject of extensive scrutiny. Academics and practitioners alike continue to seek an explanation for the stark divergences in national security policies that transpired in the period between 2001 and 2003. This paper argues that the existence of national strategic cultures in shaping states security policies and perspectives towards the use of force in particular is crucial to any comprehensive understanding of recent developments in transatlantic security. Furthermore, only when the perspectives of states from Central and Eastern Europe are brought more centrally into analysis can a clearer prognosis of the longer term consequences for both transatlantic security and Europe’s own ambitions to become a secruity actor be reached.

尚未从金融危机中复苏过来的欧盟又遭欧洲主权债务危机的打击。欧盟当前的核心难题主要是：经济发展缓慢,国际竞争力下降;欧元危机凸显,货币体系遭遇瓦解的风险;靠借贷维持高福利制度的发展模式越来越难以为继;推进欧洲一体化进程遇到更大的阻力。对于欧盟目前的困境及发展前景的评估,既不要过于乐观,也不必过于悲观。反思过去经验教训,进行根本性改革,是摆在欧盟面前最主要的任务。
