Marx and Engels's writings on Ireland are usually associated with their positive support for Irish nationalism. This article seeks to examine the extent and depth of their knowledge of Ireland, politically and economically, by focusing attention on Marx's analysis of post-famine agricultural readjustment. Comparing the latter's comments in Capitaland elsewhere with actual developments, it is suggested that Marx and Engels's understanding was less than accurate. The source of their misinterpretation lies principally with their inadequate analysis of tenants, agrarian capitalism, and land fever.  相似文献

This article reports results from an economic experiment that investigates the extent to which voters punish corruption and waste in elections. While both are responsible for reductions in voters’ welfare, they are not necessarily perceived as equally immoral. The empirical literature in political agency has not yet dealt with these two dimensions of voters’ choice calculus. Our results suggest that morality and norms are indeed crucial for a superior voting equilibrium in systems with heterogeneous politicians: while corruption always is punished, self-interest alone—in the absence of norms—leads to the acceptance and perpetuation of waste and social losses.  相似文献

Abstract

In an era when relativism and questions of modernity have unsettled the premises and goals of the development project, there is a seductive quality to the universalism of Nussbaum's capabilities approach. We query Nussbaum's philosophically based contribution and raise epistemological concerns about her commitment to a list of central human capabilities. We argue that attention to state forms and practices, as well as unequal power relations, must be incorporated into analyses of capability and development. This leads us to support Sen's advocacy of deliberative democracy as a productive space for collectivities and individuals to strive for social justice and equity. Such a focus is necessarily attentive to multiple forms of inequality and domination and is best understood by engaging historically specific analyses of state formations.  相似文献

This article is a consideration of the viability of an aesthetically oriented social theory. After a discussion of some aspects of Michel Maffesoli's writings, the paper goes on to argue for three: 1. that we might take an interest in the aesthetic sphere not from the perspective of a critique of ideology or from that of critical philosophy but throguh a concern for something like Problematics of freedom: 2 that, against the understandable temptations of a sociological reduction of art, we need to treat aesthetic autonomy with a certain benign seriousness, that is to say, as a (moral, ethical, aesthetic) problem; and 3. That, in contrast to the aestheticizing tendencies of much of what goes by the name of cultural sociology, the question of the aestheticization of culture needs to be analysed in terms, above all, of its ascetic properties, aspirations and directions.  相似文献

This paper provides a sympathetic critique of the new regionalism—currently one of the leading debates taking place in English-speaking human geography. By unpacking the new regionalism from its dual origins in economic geography and political science, the paper engages with some of its inherent lines of weakness by: developing a critique arguing that it is inappropriate on the part of the new regionalism to neglect the role of the state in the resurgence of regions in the reconstituted capitalist space economy; exploring the accusation that the new regionalism has become enmeshed in multifaceted scalar politics and associated tangled policy hierarchies; and, arguing that, through policy-transfer programmes, path- dependency, social capital and soft institutionalism, the new regionalism has been constructed on inadequate foundations. Finally, in developing this sympathetic theoretical and methodological critique towards the new regionalism, this paper speculates on how new regionalists should actually go about ‘doing’ regional regulation.  相似文献

Abstract. The paper provides an account of Marx's position of Schumpeter's three categories: capitalism, socialism and democracy. Marx's conception of capitalism is established as more wide-ranging than sometimes thought, covering any form of society where commodities predominate, and implying a polarized class structure independent of considerations of manual or lowly labour. It is not therefore essentially a political conception, nor does its application turn on the question of private ownership. Socialism, for Marx, involves the abolition of commodities and therefore of money and the wages system. Accordingly, his conception of socialism is not one of state ownership or nationalization, as Schumpeter claims. His commitment to democracy arises from the nature of socialist society and sets him apart from vanguardist political theory. It is therefore more deeply-rooted than Schumpeter suggests.  相似文献

Significant changes to societies and the jettisoning of social rights are limiting access to conventional citizenship and fueling a new criterion by which a substantive ‘citizenship’ may now be claimed. Specifically, fame, fortune and a kind of martyrdom are, de facto, the new ways in which an individualistic approach is used to access citizenship, initiating a two-tiered system of inclusion. This article uses a Canadian context to examine the relevance of Marshall's concept of citizenship. The argument will follow in four parts. First, I review Marshall's construct of social rights and take up some of the ‘internal’ critiques of its limits. Second, I examine the gendered limits of social citizenship claims. Third, I explore what amounts to an ‘external’ critique of Marshall, i.e. thinkers like Beck who argue that the debate has moved on from how to do ‘social rights’ to an attack on the very notion of (social) rights. Finally, I propose what a citizenship without social rights concretely amounts to in the modern world.  相似文献

This paper examines the hypothesis that the Great Contraction was the result of rational rent-seeking by members of the Federal Reserve System. In contrast to the AST hypothesis, evidence on the share prices of member banks that survived the contraction suggests that the owners of these banks suffered an absolute decline in real wealth and a decline relative to a broad spectrum of other investment alternatives. Furthermore, monetary surprises had no statistically discernible effect on the share prices of these banks. This evidence conflicts with the notion that rational rent-seeking would lead the owners of member banks and their bureaucratic conspirators in the Federal Reserve System to unleash a policy with the goal of contracting the money supply by 35 percent.  相似文献

Normative political theory over recent decades has focused mainly on what ought to be done as far as migration policies are concerned. It faces a basic challenge, which stems from two competing, yet equally fundamental, ideals underpinning liberal democratic societies: a commitment to moral universalism and the exclusionary requirement of democracy. The objective of this special issue, ‘New Challenges in Immigration Theory’, is to provide a conceptual overview of (some) immigration theories and to highlight the challenges new streams of immigration pose for normative (political) theory and liberal democratic practice. The issue will consider how to reconcile state-based exclusion with a commitment to equal moral concern for all persons, by focusing on the non-standard immigration questions that have so far been ‘neglected’ by normative political theory. In line with this objective, the issue will discuss some of the inadequacies of the dominant political theories of immigration and show how such theories can be expanded to take account of new migration challenges such as brain drain, climate migration, detention of irregular migrants and asylum seekers, rights of labour migrants, transnational networks of movement, and so on.  相似文献

This article examines the orientation of what is here called the ‘New Development Administration’ (NDA), as put forth by Esman (1988). It does so using political elasticity theory. The article is sympathetic to the NDA's emphasis upon decentralization, community development, deregulation, privatization, minimal government, popular participation and flexible forms of foreign aid. However, it argues that these require an administrative framework to be effective, including strong leadership, effective bureaucracies, the cooperation of beneficiaries and the ability to shift from soft to hard forms of power. While the importance of a bureaucratic reorientation is generally recognized, NDA supporters seem unclear about the requisites needed. Without adequate supervision and control, NDA objectives cannot be achieved.  相似文献

Abstract.  Perhaps the strongest empirical finding in political science is 'Gamson's Law': the near-perfect relationship that exists in parliamentary systems between a coalition party's seat contribution to the government and its quantitative allocation of cabinet portfolios. Nevertheless, doubts remain. What would happen if the salience or importance of the various portfolios was also taken into account? Should it not be the case that payoffs correspond with bargaining power rather than seat contributions? And perhaps most significantly, would addressing these issues produce evidence that the parties designated to form governments extract disproportionately large payoffs for themselves, as predicted by 'proposer' models of bargaining? Utilizing the results of a new expert survey of portfolio salience in 14 Western European countries, the authors of this article explore each of these questions. Their basic finding is that salience-weighted portfolios payoffs overwhelmingly mirror seat contributions, contra proposer models and any other models based on bargaining power. The article concludes with a discussion of the implications for formal models of bargaining.  相似文献
