The attacks of 11 September 2001 created a new paradigm for domestic security in the United States. The struggle against terrorism, particularly catastrophic terrorism, became the government’s most important priority. In the wake of these attacks, the Department of Homeland Security was established, with broader powers of enforcement, set forth in new legislation such as the Patriot Act. This new focus on homeland security will have a secondary effect on the efforts of the US to deal effectively with a range of soft security threats in that it will increase attention to those concerns, particularly as they are seen as enablers of terrorism. The establishment of the Department of Homeland Security is the largest reorganization of the US government in over 50 years, and will necessitate a reordering of the inter-departmental relationships on security matters as well as those critical to soft security cooperation with friends and allies abroad. Although the new department has absorbed many aspects of enforcing the nation’s laws, other functions key to soft security remain spread throughout other US government agencies. A comprehensive understanding of this new order will be key to enhancing the international struggle against soft security threats.  相似文献

With the focus of global politics shifting to the Indo-Pacific and the maritime domain becoming the new theater of global power politics, the triangular relationship between India, the US, and China needs a fresh evaluation. This article examines the evolution of the India-US-China triangle since the end of the Cold War from the perspective of New Delhi. It argues that a combination of structural and domestic political variables has led to a significant shift from a soft balancing approach by China and India vis-à-vis the US to a more robust limited hard balancing by India and the US vis-à-vis China.  相似文献

"America First," featuring its appeals in prioritization and choice of new policies, has become a constant motif of Trump's diplomacy, but shortcomings of leadership capabilities and constraints from domestic politics have dulled its initial cutting edge. Ironically, Trump's confusion in strategic thinking of "America First" might make the US the biggest loser of the concept he has long advocated.  相似文献

Sino-American relationship is far from perfect. China and the US have tried many techniques to build trust. To date, though, many of these mechanisms have failed to produce a meaningful level of trust. The author reviews briefly some of the trust-building mechanisms that China and the US currently favor, and then proposes some new measures for bolstering trust as well as some modifications to extant mechanisms.  相似文献

Linkage politics in the US were revived after the terroristattacks in 2001 as the US endeavored to bolster its positionin the international system. This paper examines current USeconomic statecraft in East Asia, particularly through the useof the preferential trade agreement instrument. As the US encountersincreasing threats in the region through China's economic andmilitary expansion, the emergence of Islamic militancy, andcontinuing tensions on the Korean peninsula, it is attemptingto reinforce its strategic position through the economic reinforcementof its bilateral politico-military alliances. However, as theestablishment of its recent free trade agreements has revealed,neo-mercantilist politics, as motivated by US Congressionalattention to domestic lobbying, present a risk to this strategy.It is possible that this tendency to economic nationalism, asevidenced in the Australia–US Free Trade Agreement, willdetract from the broader purpose of reinforcing the US strategicposition in the region. Increasingly scholars have become interested in conflict behavior that falls short of war. Chan (1997), for example, has insisted that a concern for less intense engagements is crucial for fully understanding the conflict‐proneness of different regimes. Chan (1997) furthermore noted that scholars have generally failed to account for whether a state was the initiator or target of a dispute. Such a distinction, however, is crucial for discriminating the pacific effects of democratic culture and institutions. In this paper, I investigate the domestic determinants of US MID involvement and reciprocation from 1870 to 1992. I find that politics does not stop at the water's edge. Unlike Gowa (1998) who found no relationship between the use of force and dissatisfaction with the status quo, I uncover an association between US domestic conditions and whether the US was an initiator or target of a MID. Not only is the US more likely to be targeted during periods of domestic political weakness, but Democratic administrations also appear to be challenged to a greater extent than their Republican counterparts. Furthermore, when targeted, the US is much more likely to reciprocate when the initiating state is a non‐democracy suggesting that regime type continues to play an important role in conflict propensity even after a demand has been made.  相似文献

In the post-Soviet space, Georgia and Ukraine are broadly perceived as exceptions to the growing authoritarianism in the region owing to the far-reaching political changes triggered by the so-called Colour Revolutions a decade ago. This article examines Russia's reaction to political changes in Georgia and Ukraine in light of the interplay between the democracy-promotion policies implemented by the EU and US and domestic patterns of democratization. We argue that despite the relatively weak impact of EU and US policies vis-à-vis domestic structures, Russia has responded harshly to (what it perceives as) a Western expansionist agenda in pursuit of reasserting its own hegemonic position in the post-Soviet space. However, coercive pressure from Russia has also unintended, counterproductive effects. We argue that the pressure has actually made Georgia and Ukraine more determined to pursue their pro-Western orientation and has spawned democratization, thereby supporting the objectives of the Western democracy promoters.  相似文献

Lobbying by multinational business firms drives the agenda of international trade politics. We match Fortune Global 500 firms to WTO disputes in which they have a stake and to their political activities using public disclosure data. The quantitative evidence reveals traces of a principal-agent relationship between major MNCs and the US Trade Representative (USTR). Firms lobby and make political contributions to induce the USTR to lodge a WTO dispute, and once a dispute begins, firms increase their political activity in order to keep USTR on track. Lobbying is overwhelmingly patriotic—the side opposing the US position is barely represented—and we see little evidence of MNCs lobbying against domestic protectionism. When the United States is targeted in a dispute, lobbying by defendant-side firms substantially delays settlement, as the affected firms pressure the government to reject concessions. Lobbying on the complainant side does not delay dispute resolution, as complainant-side firms have mixed incentives, to resolve disputes quickly as well as to hold out for better terms.  相似文献

生物防御政策是美国政府旨在应对生物威胁、降低生物风险以及为生物事故事先准备、响应及恢复的行动纲要。自21世纪初以来,美国历届总统皆格外注重生物防御政策的制定和完善,从小布什到特朗普,一共颁布了六部相关法案,发布了七份国家战略报告,签发了五项行政命令,通过拨付巨额经费,设置若干专门机构,整合各种资源,加强国际合作等方式,不断提升生物防御和生物安全在国家安全战略中的地位,旨在为美国构筑一道双向度、立体化、全谱系的"生物安全屏障"。究其原因,主要是为了应对恐怖组织不断寻求生物武器给美国带来的威胁,敌对国家不断掌握和研制生物武器产生的持续性压力以及国际社会的相关立法约束乏力。美国生物防御政策对全球生物安全具有双重影响:一方面,通过与其他国家、相关国际组织展开交流与对话,为其提供生物安全援助等方式推动该领域的国际合作;另一方面,自身庞大的生物防御项目、巨额的经费投入、本国安全利益"唯上"的思维又使全球生物安全形势面临恶化的风险。  相似文献

气候变化议题在今天的全球治理中居于核心地位。俄罗斯的气候政策对于全球气候变化合作的开展有着非常重要的影响。"气候实用主义"是当前俄罗斯气候政策选择的核心。本文分析了近年来俄罗斯"气候实用主义"的内涵特征、政策特点、选择动因以及造成的影响。本文指出价值观、经济发展模式以及国际体系中的地位是决定俄罗斯实用主义气候政策选择的三个关键变量。这些变量通过观念、利益和身份的路径影响了俄罗斯气候政策的理念框架、国内偏好以及国际合作参与。对于气候变化起源的"怀疑论"、对碳氢能源企业的重点保护,通过气候政策对内增强治理合法性,吸引投资和技术以缓解美欧制裁是当前俄政府实用主义气候政策的突出特点。俄罗斯的这种气候政策为国际气候变化合作的加强提供了新动力,也为中俄区域合作开辟了新领域。但却难以弥合俄罗斯与美欧在气候变化问题上的根本分歧,也不会对俄罗斯依赖能源经济的发展模式造成实质影响。  相似文献

美国总统特朗普执政以来,美国两党的斗争异常激烈,政治极化程度之深为近几十年来所罕见,有学者甚至称其为"超级极化"。面对政治极化及其背后的深层问题,美国总统特朗普为巩固执政权威、两党政客为解决国内经济问题,都将对华强硬作为优先事项。美国部分学术界精英等提出为了凝聚人心和强化国家认同,呼吁与中国开展新冷战。这股强大的力量与中美两国结构性矛盾趋于尖锐一起,共同推动了美国对华政策的极端化。但与中国对抗无法缓解美国激烈的党争,难以改善其国内的不平等问题,也解决不了美国国家认同面临的长期挑战。美国要走出政治极化,需要共和党或民主党通过选民重组获得对另一方的压倒性优势,从而长期主导政治议程。未来美国的党争还会非常激烈,但不管其国内政治如何演进,美国对华强硬的趋势都很难改变。  相似文献

Although foreign policy changes reflect transformations in the international system, they are also strongly conditioned by domestic factors. This is particularly true in the United States. Domestic factors have affected US decision-makers’ interpretation of the international system and the role their country should play in it. That interpretation has gone through various phases, each characterised by a predominant paradigm or a struggle between competing paradigms. If the period between 11 September 2001 and the 2006 mid-term elections witnessed the uncontested success of unilateralism, after those mid-terms and the elections of 4 November 2008, the necessary domestic conditions for a new multilateral paradigm may have been created.  相似文献

China has witnessed a continual drop in the labour income share of its gross domestic product (GDP) and a steep rise in income that has caused a savings glut and high investments. China’s shrinking domestic demand indicates that its output growth must increasingly rely on expanded manufacturing exports to the US. China’s state accommodation for US offshoring further aggravates trade imbalances between the two countries. The United States is also experiencing a rise in social inequality associated with a decline in savings that is a fundamental cause of its current-account deficit with China. The swelling US service sector interacts with a high ratio of consumption to income, and the liberal US policy for cost outsourcing to China has a complicated impact on employment and an adverse effect on inequality.  相似文献

The diversionary theory largely focuses on the incentives leaders have to use force. However, little attention has been given to the characteristics that make for a good target. We argue that US presidents choose targets that repress human rights since they are the easiest to sell to international and domestic audiences. By targeting repressive states US presidents can justify their use of force by cloaking their motivation in the language of human rights, responding to calls for intervention, pointing to the failure of international actors and institutions to resolve these problems, and building upon emerging norms that allow for intervention in repressive states. Updating US Use of Force data, we empirically test and find support for our hypothesis that presidents target human rights abusers when they face trouble at home. This paper contributes to target selection process by offering a complete theory of diversionary conflict accounting for cost/benefit calculation of presidents. Moreover, we believe that our findings reveal human rights practices’ role in international conflict, as well.  相似文献

《中导条约》是冷战期间美苏达成的一项重要军控条约,是全球战略稳定的支柱之一。2019年8月,美俄相继退约,引发国际社会极大关注。人们担心,条约退场将冲击全球战略稳定,刺激军备竞赛,影响欧亚安全形势,削弱国际军控体系。中国是美国退约重要借口之一,条约作废势必深刻影响中国外部安全环境。《中导条约》从诞生、发展到消亡,有着深刻的国际、国内和个人三个层面的演变动因,归根结底起决定性作用的是国际格局变迁。20世纪80年代,苏美攻守异势促成了《中导条约》的诞生;进入21世纪后,北约对俄的挤压以及中导技术扩散促使俄罗斯抛出条约全球化倡议;近年来,美国霸权地位相对衰落促其选择退约。但美俄两国政治形势变化及领导人更迭也深刻影响了条约的“生、住、变、灭”的时机和方式。戈尔巴乔夫的“新思维”改革与当时高涨的核裁军运动为签署《中导条约》提供了特殊的政治、社会背景。特朗普政府奉行“美国优先”理念,频频废约“退群”,《中导条约》随之沦为牺牲品。在不同历史时期,陆基中导在全球战略稳定中所起的作用不同。在20世纪60年代初,它是美苏中央威慑的支柱。在20世纪70~80年代,它是影响延伸威慑的重要因素。进入21世纪后,它成为俄罗斯对付美国导弹防御的斗争手段。当前,陆基中导在跨域威慑中扮演日益重要的角色。大国中导博弈正卷土重来,但它必将带有与以往不同的诸多新特点。  相似文献

EU enlargement and the inclusion of countries previously under communist domination led many West Europeans as well as Americans to think these countries would play the role of a ‘Trojan Horse’. These new EU members indeed have tended to approach the US with greater understanding, but these attitudes differ little from those of Western Europe after the end of World War II. East European pro-Americanism may turn out, however, to be short-lived. This paper argues that the real tension within Europe comes not from the East Europeans' attitudes toward transatlanticism or the Iraq War but rather from their dramatically different experiences under Soviet rule. Based on their empirical experience with Moscow and vital national interests in the democratisation of the EU's neighbourhood, the new members are unlikely to challenge old members over the US; when it comes to Russia, the prospects are quite different.  相似文献

"印太战略"是美国均势+有限遏制+规制+话语诋毁的混合型战略。它意在前沿、中间地带与后方的三层构建不对称的对华遏制性力量,突破中美双边、单区域战略竞争的狭窄战略空间;在多地域与多维度孤立中国,拉拢更多国家在产业价值链、数字经济等层面与中国切割;制订基础建设投资透明化的新标准,嵌入有利于美国利益的规制;通过国际法、舆论等软性手段抹黑中国的"一带一路"与海权发展。虽然共同逻辑都是制衡中国崛起,但日澳印在策略上强调非对抗性。其中避免成为中国优先反制是日本重要的策略目标;印度在拉达克边界冲突后尚没有形成一个完全倒向美国的战略,因为这必定使其背上沉重的战略包袱,成为美国的附庸;澳大利亚作为地缘政治影响有限的中等国家,在美国反华行动中冲在最前列已使其利益严重受损。而"印太战略"与东盟所推动的包容性、合作安全理念也有着本质的区别,东盟要在"印太地区"发挥中心领导作用,定位"印太"为对话与合作区域。所以由于东盟的抵制、印日澳的消极政策,这个战略形成的攻势将很难保持可持续性,其长期前景并不看好。  相似文献

特朗普及其团队的系列反穆斯林言行,反映了美国社会中根深蒂固的"伊斯兰恐惧症"。其在美国主要表现为四点:一是公开否定和敌视伊斯兰教,将之与极端主义挂钩;二是公开歧视、孤立甚至攻击穆斯林;三是对伊斯兰文化传播及穆斯林人口增长的忧虑和排斥;四是在外交方面对伊斯兰国家及穆斯林群体的歧视和攻击。"伊斯兰恐惧症"在美国并非新现象,其产生和盛行有复杂的原因,包括历史、制度、社会和直接原因等。"伊斯兰恐惧症"的蔓延对美国国内团结、社会稳定及对外政策都产生了消极影响。  相似文献

The relationship between the United States and the Islamic Republic of Iran both shapes and is shaped by a new Middle Eastern “Cold War”. The United States and the Islamic Republic should transcend the prospects for hegemonial conflict or strategic standoff and seek a fundamental realignment of their relations, along the lines of the realignment in relations between the United States and the People's Republic of China that took place during President Richard Nixon's tenure in the White House. The article examines the imperatives for a comprehensive and strategic realignment of US–Iranian relations from the standpoint of Iranian interests and foreign policy concepts as well as from an American perspective. It also evaluates the actual prospects for US–Iranian rapprochement.  相似文献
