Upon what objectives and ideological considerations have the Norwegian parliament developed its policies vis-à-vis local government during the second half of the twentieth century? Have the reforms and decisions made in parliament contributed to increased central control of local policy-making, or have local political authorities been given more powers and autonomy in deciding on local affairs? To what extent have ideological differences between political parties made any impression on the policies adopted? These are the major issues to be addressed in this study of debates and decisions over local government affairs in the Norwegian parliament since the late 1940s. It is observed that the parliament's policies have become increasingly centralised in terms of putting restrictions on the discretion of local decision-makers in acting according to their own preferences. The study also reveals rather clear and stable ideological divisions across the major political parties as far as policies towards local government are concerned.  相似文献

This paper examines certain administrative constraints which hampered inter-war governments in their operation of public works policies and reinforced their opposition to even more ambitious Keynesian employment programmes. The stabilizing effectiveness of public investment is assessed, as is central government's ability to promote greater capital expenditure by the local authorities, the principal agencies for public investment. To this end, a special study is made of the large-scale public works programmes proposed by Mosley in 1930 and Lloyd George in 1935. It is concluded that there were cogent administrative and political reasons why such programmes were viewed as inappropriate solutions to unemployment between the wars, apart from the more nominally cited economic-theoretic foundations of orthodox opposition to Keynesian policies.  相似文献

The Scandinavian countries have a long tradition for networked or partnership-based policy making at the local level. The tradition involves co-operation between local authorities and market actors as well as actors representing civil society. Despite this long-standing tradition, the emerging diversity and complexity of the co-operative relationships challenge the established systems and structures in these countries as well as in countries where such traditions are less developed. The municipalities have been used to the role as the authority in these relations, an authority that is now destabilised and which led to a situation that calls for flexibility. This paper discusses whether the municipalities possess the flexibility that is often an implicit expectation when entering co-operative relations with the multitude of organisational structures represented in the diversity of Norwegian community councils.  相似文献

The influence of Professionals in the formulation of public policies has been an issue of scientific research in the past decade. In this article we deal with a less examined as of this issue. Professional influence is analysed in the context of Greek public policy, where the intensely centralized administration is dominated by the demands of political clientelism. Focusing on the case of the influence of peers in local government reform between 1974 and 1989, the article reveals the role of Trofessiondism in the hesitant decentraiization of functions and resources to local authorities and the initiation of institutions that have allowed the birth and development of new organizations at the central and the local level. Given the shift towards partydirected patronage and the intense party politiciza-tion of professional and trade organizations, the central state aparatus and the local authorities in post-dictatorship Greece, professional influence in putlic policies is seen to be closely related to the rise of professionals in party hierarchies. The catalytic role of professionals in the promotion of reform policies reducing organizational diversity and fragmentation is understood within the context of the contradiction between the need to adapt state structures and practices in a rapidl changing international environment and the preservation of traditional political and acyministrative forces in key positions of the power structure.  相似文献

The aim of this paper is to analyse the level of implementation by Spanish local authorities of the Transparency Act (19/2013), and their voluntary information disclosure in areas where such disclosure is obligatory in other EU countries. We identify the main factors that may influence the implementation of this Act and the self-regulation policies adopted. Our analysis highlights the existence of delays among some local authorities, with notable differences between municipalities with larger and smaller populations, in implementing the Act, and also the fact that many municipalities are committed to achieving transparency, often going beyond minimum legal requirements. Factors such as population size, the political ideology of the governing party and the education level and economic capacity of the population are related to the level of implementation of transparency and self-regulatory policies in this respect by local authorities. How does the non‐executant state ensure that its agents are fulfilling their obligations to deliver nationally determined policies? In the case of elected local government in England and Wales, this function is carried out by the Audit Commission (AC) for Local Authorities and the Health Service for England and Wales. Since being established in 1983, it is the means by which local authorities are held to account by central government, both for its own purposes and on behalf of other interested stakeholders. Although the primary function of the AC is to ensure that local authorities are fulfilling their obligations, it does so by using different methods. By acting as a regulator, an independent expert, an opinion former and a mediator, the AC steers local authorities to ensure that they are compliant with the regulatory regime and are implementing legislation properly.  相似文献

The purpose of this article is to explore the emergence of single issue local authority associations as a response to the changing nature of the central-local government policy community in the past decade. The main theme of the article is that a gap has been created by the restructuring of local governance that neither individual local authorities nor the broad local authority associations are equipped to fill. Hence, new single issue local authority associations such as the Coalfield Communities Campaign , have been formed. They are necessitated by the unwillingness of broad local authority associations to preoccupy themselves with sectional and possibly divisive single issues and the inability of individual local authorities to command sufficient power within the policy community. As such they may well represent a fundamental change in the policy network, though it remains to be seen whether or not they will have a long-term role.  相似文献

Since its election in May 1997, the Labour Government in the United Kingdom has emphasized the need for modernization in the improvement of public services. For local government, this emphasis has led to the introduction of a variety of measures intended, primarily, to improve political management and service delivery. Two key policies have been the introduction of Best Value and the Comprehensive Performance Assessment (CPA). CPA is used by the Audit Commission for measuring local authority performance in England and has led to each authority being classified as excellent, good, fair, weak or poor. Each authority's classification has implications, financially and in terms of its freedom to determine priorities and policies. In addition, the structure of local government is being reviewed by central government, alongside discussions as to the merits of establishing regional assemblies. In considering the justification for, and the impact of, changes, it is important to consider the views of local government employees, not least professional groupings and chief officers. This paper reports the findings of a national survey of chief financial officers (CFOs) of the single tier and county council local authorities in England to establish their views on key features of the Government's modernization agenda.  相似文献

In 1929, local officials in the mountainous region of upper Ajara in the Georgian Soviet Socialist Republic (SSR) pursued aggressive policies to force women to remove their veils and to close religious schools, provoking the Muslim peasant population to rebellion in one of the largest and most violent of such incidents in Soviet history. The central authorities in Moscow authorized the use of Red Army troops to suppress the uprising, but they also reversed the local initiatives and offered the peasants concessions. Based on Party and secret police files from the Georgian archives in Tbilisi and Batumi, this article will explore the ways in which local cadres interpreted regime policies in this Muslim region of Georgia, and the interaction of the center and periphery in dealing with national identity, Islam, gender, and everyday life in the early Soviet period.  相似文献

This paper analyses whether central pressure on local authorities to cut staff has resulted in greater efficiency by concentrating reductions in the more heavily staffed authorities. A measure of staffing levels is derived which takes into account the different socio-economic conditions faced by different authorities. The relationship between this measure and changes in staffing levels since 1980 is then analysed. The statistical results show that staff cuts have not fallen systematically on the more heavily staffed authorities. It is concluded that the indiscriminate impact of central government pressure to reduce staff indicates that a more informed and more selective policy towards public sector employment is required.  相似文献

Evaluation practices developed in France, especially by local authorities and above all by regional councils, provide an interesting opportunity to examine from the inside the way public policies are constructed. Taking evaluation practices seriously as a subject of study reminds us, in a way, of the necessary empiricism needed to analyse public policies. At a time when this discipline experiences, at least in France, a surge in conceptual proposals, the point of view expressed here aims to point out the necessary modesty we have to show in the face of the complexity of the subjects studied and of the usefulness of evaluation practices to explain territorial public policies.  相似文献

This article examines Nepalese forestry governance from gender perspectives. We argue that gendered institutional norms and values are associated with forest-governing institutions, such as forest bureaucracies, shaping the nature, and extent of women’s involvement in decision-making processes in the Nepalese forest bureaucracy. Studies on Nepalese forestry reveal that substantial progress has been made in forming policies and initiating activities for including women in forestry governance of Nepal; however despite this, gendered dynamics create difficulties for women to enter and progress in the forestry profession, thereby creating gendered employment territories through institutional, legislative, normative, and infrastructural measures.  相似文献

The financial crisis affecting many of the local authorities in Israel has a significant influence on their ability to supply municipal services of an appropriate amount and quality. So far, studies have been addressed to the financial crisis from a political approach by discussing aspects such as the problematic interrelation between central and local governments together with resource allocation. In this paper we investigate the financial crisis of many local authorities in Israel from a strategic point of view. However, this is by no means to argue that other approaches such as institutional and political ones are not important. Rather, the paper investigates whether the financial crisis affecting many Israeli local authorities is a result of their own strategies and practices.
Specifically, we have used the resource-based approach to explore the nature of their joint crises and the potential strategic responses that the local authorities should adopt in order to move into a more favourable state. In particular, we examine three resource-based systems: customer-oriented, organizational culture, and human resources, as the strategic roots of this crisis. We also examine the way they could produce a sustainable competitive advantage and could lead local authorities from the present position to a better one. The article recommends that the heads of local authorities should move to a resource-based strategy in order to perform both more efficiently and effectively.  相似文献

Abstract

Since the enactment of New Labour's sustainable development agenda in 1999, English local authorities have been placed at the helm of a variety of devolved localism initiatives designed to foster sustainable communities that contribute to a high quality of life for existing and future generations. This paper considers the scale of the challenge that confronts local authorities in terms of attaining these outcomes, by drawing attention to their current quality of life situation. The baseline conditions in question are measured by reference to the Audit Commission's local quality of life indicators dataset, which it compiled in 2005 from a range of existing local government performance indicators. The dataset is subjected to k-means clustering and principal components analysis to assess how far English local authorities measure up to Labour's sustainable communities ideal and to highlight the type and degree of quality of life disparity that exists between them. The results from the analysis are used to evaluate the feasibility of Labour's devolved localism approach to sustainable community formation and to provide important insights to local policy makers responsible for fostering sustainable communities. The implications of the findings for future research are also considered.  相似文献

In 2008, several local authorities in Italy implemented policies that aimed at limiting the socioeconomic and civil rights of migrants, especially in those regions administered by the North League party. This article analyzes these local policies and the discourses to support or oppose them. It shows that three main intolerant arguments are used by their supporters, which refer to security, welfare provisions, and national identity. In contrast with these dominant discourses, civil society actors construct a counterdiscourse based on respect for human rights.  相似文献

Abstract

Many regions of the United States have experienced rapid growth in recent decades with California being the best example of this growth. The dangers of such growth have been evident since the 1970s and yet, neither the state nor local governments have been very successful in implementing growth control policies. Why it is that government has been unable to rein in the growth has been the focus of much research in recent decades. There are essentially two schools of thought with regard to this question. One is that pro‐growth forces—essentially landowners, business elites, and elected officials—actively promote growth because it provides them personally with benefits. The other view, advocated most by Paul Peterson back in the early 1980s, is that elected officials do support and adopt pro‐growth policies, but not by choice. Cities, Peterson argued, are constrained by the economic situation around them and they must do what they can to raise revenues and reduce, or hold steady, expenditures. This research examines a region of southern California that has experienced tremendous growth despite the fact that surveys of resident attitudes within the region indicates that in general, residents favor growth control. This research contributes to an understanding of the driving forces behind the pro‐growth policies of local governments by considering how fiscal constraints placed on local governments by the state may limit the policy options of local elected officials, as Peterson predicted. This study finds that there is evidence to indicate that the revenue‐raising options available to cities may be contributing to pro‐growth policies. And this could help explain why elected officials continue to support growth within their cities despite the fact that residents express negative views toward growth.  相似文献

Turkish support to jihadists is not merely a tactic aimed at removing Assad from power. It stems from a strategic decision on the part of Turkish authorities to influence Middle East affairs through non-state actors, much as Iran has been doing for some time. Turkey's support of jihadists transiting into Syria and its establishment of close ties with Hamas and the Muslim Brotherhood are joint aspects of this strategy. Turkish authorities have permitted Al Qaeda sympathizers to use pro-government media to promote their beliefs. The authorities have adopted a new political language that fuels anti-American and anti-Western sentiments. Prosecutors who have attempted to prevent shipments of weapons to Al Qaeda–affiliated groups in Syria have been fired and in some cases incarcerated. Indeed, by now Turkish prosecutors and the Turkish National Police are thoroughly intimidated. Not a single counterterror operation has been launched to disrupt Islamic State of Iraq and Syria (ISIS)’s networks or recruitment activities. The Turkish National Intelligence Organization has been given full responsibility to deal with jihadist activities, without any active oversight, and the police are loath to venture into their territory. As a member of the North Atlantic Treaty Organization, Turkey's jihadi policies have direct and indirect impact on Western security. This article examines Turkey's jihadi policies by examining official statements, media reports, interviews, and fieldwork.  相似文献

In the UK, local authorities (LAs) have been placed at the forefront of domestic energy-reduction strategies as the responsible actors for coordinating policy in this sector. Yet, there has been little research regarding the role of LAs in this policy agenda, and their abilities to bring together stakeholders in the successful design and implementation of strategies to reduce energy demands. The paper aims to fill this gap by highlighting the relevance and importance of the energy policy sphere to local government studies, building on the idea of resilient LAs within the context of tensions between the localism agenda and the actual implementation of energy efficiency polices. This is achieved through multiple rounds of semi-structured interviews with LA officers. Our findings reveal that LAs, operating under a localism agenda, lack the freedoms and resources from central government to meet the needs of multiple stakeholders, resorting to short-term policies.  相似文献

Through different forms of decentralization variables, this study investigates Indonesian local government authorities' 2006 financial accountability reports in terms of local government authorities' contributing funds to political parties. Audit results by the Supreme Audit Body reveal that many articles were violated by these authorities in regard to the distributing, administrating, and reporting of assistance funds from them to political parties. Each rupiah committed by the 221 local government authorities involved in this study violated, on average, 1.8 articles, indicating a low level of compliance.

Critically, the study finds that administrative, fiscal, and political decentralization decreases discrepancies. The less administratively decentralized provincial authorities, where decision making is a level of government farther from the people, are more likely than non-provincial local government authorities to make discrepancies with political party legislation and regulations. Fiscally decentralized local government authorities, who earn a higher fraction of their revenue from local sources, also tend to have fewer discrepanciesFinally, politically decentralized authorities with a higher percentage of elected officials from the decentralized supporting ruling coalition, also have fewer discrepancies.  相似文献
