The Sino-African relationship is one of the most important inter-continental relationships in the world. It is unique both in its origin and evolution and plays an important role on the world stage. Since the establishment of diplomatic relations in the mid-1950s, traditional, friendly and cooperative relations between China and African countries have developed rapidly, reaching an historic high in 2000 when both sides proclaimed the establishment of a new type of strategic partnership. Transcending Western traditional value and logic of thinking, such as the supremacy of international interests and power control, Sino-African relations have created a new model in international relations, featuring equality, peaceful coexistence and friendly cooperation. This promotes African development and the democratization process in both international relations and the global community. From China's perspective, it spreads China's idea of harmonious culture and harmonious diplomacy, thus promoting world peace and development, and contributing towards building a harmonious world.  相似文献

In recent years,innovation has played an important role in China’s process of building a global partnership network.Since 2013,China has established an“innovative strategic partnership”with Switzerland,1 and an“innovative comprehensive partnership”with Israel.2 China have jointly proposed an“innovative partnership of mutual benefit”with Germany,3 a“China-UK innovative partnership”with the United Kingdom,4 and a“future-oriented new-type cooperative partnership”with Finland.5 Portugal,Spain,Czechia,Russia,Brazil,the United Arab Emirates,and Singapore have also actively responded to China’s offer to initiate innovation-centered cooperation,highlighting various elements of innovation in each of their joint statements on partnership.By focusing on innovative cooperation,China promotes the establishment of more equal and balanced partnership,and enriches the connotations of a global network of partnerships.  相似文献

The next 5-10 years will be a pivotal period in which China will implement its " 11 th Five-Year Plan" and accelerate its construction of " a moderately prosperous society." It will also be an important period for Russia's resurgence. Sino-Russian relations are therefore facing new challenges and will be steadily developing. Under these new circumstances, clearly defining China's national interests in Sino-Russian relations will be an important prerequisite of ensuring the healthy and stable development of bilateral relations and of safeguarding China's peace and security. For the foreseeable future, China's national interests in Sino- Russian relations will be the further consolidation of mutual trust between the two countries and increasing Sino-Russian security cooperation so as to maintain peace and security in China 's northern border areas. As the two countries are both in a phase of social transformation, they can nevertheless learn from each other throughout this process. China will continue promoting diversity of cultures and the multi-polarization of world. China should also exploit Sino-Russian economic cooperation and try to frame a joint strategy with Russia in order to achieve common development and prosperity. Consequently, the two countries will be able to march forward side by side along the path of economic reforms and structural adjustment." Since formal diplomatic relations between China and Fiji were established in 1975, China has gradually developed its bilateral and multilateral relations with the Pacific islands countries (PICs). Especially in recent years, China has deepened its involvement in the South Pacific, and its influence in the region has been growing rapidly. Today, China appears to be one of the major players in the South Pacific region. This increased Chinese engagement has drawn wide attention in academic and political circles. While some scholars and analysts take a positive view of such an engagement, others are concerned about the rising presence of China in the region. Is China's engagement with the South Pacific a new strategic threat or not? What impact does a shift in the global distribution of power have on the international order? According to the views of traditional realists, power transitions in the international order are usually accompanied by major wars, the best example being the two world wars of the twentieth century. China's peaceful rise is conducive to the peace and stability of Asia and Pacific regions. The steady rise of China's position and its role in dealing with international and regional problems have proved China's success in "cooperative security". This paper analyzes the security order in the Asia-Pacific region1 that China wants to construct to provide important guarantees to its peaceful rise. Firstly, I review and compare key arguments about the transition of international systems and China's Asia-Pacific strategy, Secondly, I investigate the dynamics between China's peaceful rise and the "cooperative security" which I think are the collective embodiments of modem transformation and the restructuring of China's traditional strategic culture. Thirdly, I examine how to construct a mechanism of cooperation in the Asia-Pacific region to guarantee China's peaceful rise on both political and economic levels. Economic cooperation and free trade in Asia-Pacific region is an important route to regional economic integrity which will guarantee China's role in maintaining the political and economic security in the region.  相似文献

This article examines changes in China’s security perceptions since 1949 and sketches the evolution of China’s grand strategy. In tracing the evolution of China’s security perceptions and grand strategy since 1949, it identifies elements of change as well as continuity. The changes reflect dramatic developments in the PRC’s capabilities and the international circumstances it faces, both of which have shaped the grand strategic choices of China’s leaders. During most of the Cold War decades, a relatively weak China’s vulnerability to serious military threats from much more powerful adversaries led the CCP to adopt grand strategies focused on coping with a clearly defined external security challenge. After the Cold War and especially in the 21st century, an increasingly complex array of internal and external security concerns confronts China’s leaders with new challenges. The paper concludes with a discussion of the significance of the recently established National Security Commission and offers brief observations about its potential significance for the CCP’s leadership in their fight against the new domestic and international security challenges it faces. The novelty of China’s security challenges at home and abroad in the 21st century is a consequence of the end of the Cold War international order and perhaps more importantly, a consequence of China’s successful modernization since 1979.  相似文献

For many years, major Western countries have all along held that the rapid increase of its comprehensive national strength offers china an opportunity "to make the country rich and the army strong". In their eyes, in the late 1990s, China's military expenditure kept growing by two-digit percentage, the orientation of China's military modernization was not clear, and China's intention in national defense, the scope and composition of its army, the use of military expenditure and military deployments all remained in a "non-transparent" status. They asserted that all this had constituted challenges and threat to the surrounding countries. In raising the issue of China's military transparency, these countries did not refer to bilateral or multilateral issues, but mostly requested China to become unilaterally and all-dimensionally transparent in military affairs. They are publicizing China's military transparency either out of their belated knowledge, or lack of trust in China, or for paving the way for concocting the "China threat" theory.  相似文献

While Western observers typically attribute the population's nationalist anti-Americanism largely to government propaganda or manipulation, they misunderstand the roots of anti-American behavior in China. As depicted by Peter Hay Gries in China's New Nationalism and by Michael H. Hunt in The Genesis of China's Foreign Policy, a more nuanced portrayal is in order. While the two books utilize distinct socialpsychological and historical perspectives, an integrative reading of the two suggests that popular expression is in fact largely responsible for China's anti-Americanism. At first this conclusion in favor of popular expression may seem at odds with Hunt's state-centered analysis of the roots of foreign policy. Nevertheless, after a brief summary of each book and a comparative application to the issue of anti-Americanism, the authors demonstrate that applying a comparative historical reappraisal to Hunt's study suggests that both scholarly works support the predominant role of popular expression on contemporary China's nationalist anti- Americanism.  相似文献
