Several theories of nationalism argue that ethnic and regional cultural heterogeneity are a source of conflict and alienation in a state, and therefore impede nation-building. This article tests this assertion with respect to ethnic and regional differences in Ukraine. Using a 2001 mass public opinion survey developed by the author, the article engages in bi-variate and multivariate statistical analysis of the relationship between perceived ethnic and ethno-regional diversity in Ukraine and various measures of national identity and national unity. The results of this analysis suggest that subjective cultural differences in Ukraine do not substantially undermine national identity, but they do weaken national unity.  相似文献

This study aims to identify the attempts to form a Jordanian national identity from the establishment of the Jordanian state in 1921 to date. This study reviews the efforts of the Jordanian state, which was subject to internal, external, political, social, economic, and cultural circumstances, and variables that led to change the Jordanian national identity to incorporate religious, national, regional, ethnic, and tribal aspects. The regime has been unable to address and resolve the issue of national identity; instead, it has tried several means to circumvent the problem of national identity. The identity card is a means that the regime has used to achieve its goals. These policies led to the state’s failure to define, establish, and maintain a comprehensive national identity for its citizens. The formation of a national identity has been a dilemma for Jordan since the establishment of the state; there is almost no known national identity. This situation calls for the construction of the Jordanian national identity on a fixed and clear basis to prevent its disintegration, to facilitate the process of social integration, and to build a final national identity that is both inclusive and representative. Without this identity, division and conflict may prevail in Jordanian society.  相似文献

Culture in its various forms now serves as a primary carrier of globalization and modern values, and constitutes an important arena of contestation for national, religious, and ethnic identity. Although reactions in Europe, Japan, and other societies where modern values prevail, tend to be symbolic, in areas of the developing world, especially in Muslim countries where traditional values and radically different notions of identity and society predominate, reactions tend to be very intense and redirected at external targets through forms of transference and scapegoating. This paper addresses the philosophical question whether the nation?Cstate will be entering a final phase of demise or whether it will continue to prosper within the framework of the era of regional blocs and globalization. In order to do so, we briefly put forward some theoretical premises in relation to the nation?Cstate and globalization and how they have affected each other. This discussion also draws from the recent experiences of the international economic crisis and how the EU reacted in relation to the serious economic crisis of Greece. We also assess the case of Cyprus within the framework of this discussion. The question raised in relation to Cyprus is whether there can be an integrated society that encourages a particular common value system and also respects the ethnic identity of citizens and communities. A major question is whether the EU can offer the framework for such an outcome.  相似文献

Identity has been treated in relevant literature predominantly as a dynamic, fluid, multidimensional, and ongoing process. Currently, identity is viewed as a process, as something achieved, and as a product of social relations. Scholars have acknowledged that members of minorities and diasporas can have very complex multiple identities, which are both dependent on social context and changeable over time. This article explores the national and ethnic identifications of Slovaks living in Serbia. Its main objective is to examine how the members of the Slovak diaspora identify themselves and what kind of national and ethnic awareness and pride they hold. As well, this paper explores their opinions and attitudes on language and cultural identity. This study used a web-based survey and basic statistics. The results of the explorative study indicate that members of the Slovak diaspora living in Serbia have multiple identities that coexist, do not conflict, and vary in their importance for respondents. Distinct national and ethnic identifications are perceived in different ways and have divergent emotional intensities. This study proposes further research on the importance of civic and ethnic values and on different perceptions of identity, citizenship, length of residency, and minority rights for collective identifications of minorities and/or diasporas.  相似文献

Early commentators on the newly independent Belarusian state of the 1990s indicated that there was something lacking in Belarusian identity. The people did not seem to respond powerfully to the new symbols of the state, use of the national language intermingled with Russian, and economic concerns appeared to trump popular concerns with promoting Belarusian language or culture. Other former Soviet states were embracing ethnic national ideals, and as such, many assumed that Belarus should follow a similar path. However, as an examination of the history of the Belarusian territory demonstrates, a national ideal based on ethnicity was problematic in Belarusian society, and as such, the ethnic notions of Belarusian identity forwarded by some Belarusian elites failed to appeal to the masses. Instead, Belarus seems better suited to a more inclusive civic identity than an exclusive ethnic one. This research examines the nature of contemporary Belarusian identity, with particular attention to the civic versus ethnic aspects of that identity. We argue that although Belarusian identity is obviously in flux and subject to heavy debate, it is currently demonstrating more civic aspects than ethnic ones. In a world of presumed nation-states nation has been, and still is, an intrinsic part of political legitimization. The claim of nationality has played an important role in such legitimization for the last two centuries. More than this, it has also constituted a fundamental collective entity for an individual's understanding of who they are in relation to those who are perceived as not sharing the nationality. This is nothing new, but in an era of globalization we are witnessing the rebirth of nationalism and nationality (Castells, 1997), where the power struggle over the political agenda will increasingly be about the struggle for the right to identity and the risks of exclusion from the national community. Even if this is the case it stands clear that everyday nationalism and nationalist struggles take different forms in different parts of the world. It has often been claimed that there are two types of nationalism prevalent in different parts of Europe, one in the so-called West and one in the so-called East. Kohn (1945) claimed that the rise of nationalism in the West was a political occurrence based on the democratic creation of the modern nation-state whereas the rise of nationalism in Eastern Europe was of a more backward type drawing its power from the struggle for cultural hegemony. The legacy of Kohn is taken up by Smith (1986; 1991) in his classical division of civic and ethnic national identities and nationalism, claiming that the former is a Western product and the latter mainly an Eastern one (see also Ignatieff, 1993). More recently, White (2000) claims that national identities in Eastern Europe have been strongly influenced by romanticism. The emphasis on ethnic nationalism in Eastern Europe not only is related to historical nation formation, but also has been claimed to be of great importance in the postcommunist era (Lovell, 1999). It is widely realized that national identities and nationalism differ within the West as well as within the East, but it is still assumed that there are fundamental differences between Western and Eastern European nation formation and that these have influenced the types of national identity and nationalism prevalent in the different geographical areas. For example, Sugar (1969) claims that there are differences between the Eastern European states; nonetheless, there are also commonalties that make them differ from Western European states.  相似文献

Research on European identity focuses mainly on majority populations in Western European countries without differentiating among specific population groups and generations, and, above all, disregarding ethnic minority groups living in Central and Eastern Europe. This paper addresses this gap by investigating the development of European identity among three ethnic minority groups in Lithuania: Belarusians, Poles, and Russians. Theoretically, the project is based on the instrumental approach, which argues that European identity is closely related to perceived benefits from “being European,” and on the cultural approach, which holds a common history, ancestry, and culture responsible for the development of European identity. Existing research has, above all, emphasized the importance of instrumental considerations. Analyzing qualitative interviews collected in the FP7 research project “ENRI-East,” the paper compares how young and adult members of ethnic minority groups construct European identity due to “instrumental” and “cultural” considerations. The results show that both instrumental and cultural considerations are relevant and further development of European identity depends on which age group or ethnic minority group an individual belongs to.  相似文献

Abstract

Studies of minority ‘integration’ often focus heavily on group boundaries of ethnicity, language and identity. This essay challenges these conventional approaches in Latvia by examining individuals’ quotidian, lived experiences and how these transcend common analytical boundaries. Using the Daugavpils region as a case study, I explore Russian speaker and Latvian participation in events explicitly linked with ‘ethnic’ Latvian cultural identity. I argue, by adopting multifaceted analytical measures of identities, ethnicity and belonging, new perspectives on banal integration and minority engagement within national culture emerge. Individuals engage with each other and with ‘national’ identity and culture in complex ways. Young ‘Russian speakers’ are often more integrated with their ethnic Latvian peers than the extant literature suggests, both civically and in Latvia’s cultural sphere, as consumers and producers of Latvian ‘national’ identity.  相似文献

Azerbaijan's complex history has weaved a tapestry of linguistic, cultural, and national identities among Azerbaijanis through centuries of political, social, and linguistic integration. In the current post-Soviet era, this identity is undergoing another period of change, with influences from intra-state ethnic, religious, and sociopolitical institutions as well as from regional and international powers. This article centers on linguistic identity among Azerbaijani youth at three types of schools: Azerbaijani-medium, Russian-medium, and English-medium. The authors seek to discover whether and to what extent the language of instruction in each type of school affects linguistic identity, which in turn has implications for national identity. The article first discusses the existing literature on language and identity in second language acquisition and socio-educational linguistics. It then examines Azerbaijan's linguistic and political history through the lens of the latter framework, as a context for an analysis of the data from surveys and focus groups. The article analyzes the relationship between medium of instruction in school and students' perceptions of language and identification with various language groups, and discusses the findings of a significant correlation between language of instruction and linguistic identity, with its implications for national identity.  相似文献

Hungary's constitutional commitment to support kin-nationals beyond its borders (nation policy) has been a central feature of its post-1989 foreign policy and highlights a particularly important national security concern—the societal security of national identity, culture, language and tradition. This article examines Hungary's societal security concerns and the policy methods it utilises, including its EU membership and the promotion of minority rights at the European level, to help combat these concerns. It is suggested that Hungary has found it somewhat difficult to balance its societal security policy objective with internal economic demands on its welfare system and its external foreign policy objective to maintain good neighbourly relations. This article also notes that Hungary's attempts to Europeanise, or rather ‘EU-ise’, minority and ethnic rights issues as a means to enhance societal security for the Hungarian nation has certain political consequences for the EU. This suggests that societal security provision is an issue that cannot be overlooked when trying to understand the longer-term implications of EU eastern enlargement.  相似文献

The nation?Cstate has recently come under attack as an institution incompatible with liberal democracy, or under ridicule as being a faked representation of a virtual invention, the nation. This study shows the historical reality and durability of the nation?Cstate as adapted to a modern perception of the nation and to the profoundly changed conditions in which it functions. It shows the transformation of the romantic ideology of nationalism of the early nineteenth century to a mere principle of political organization, according to which the nation?Cstate combines the cultural identity and the democratic will of a people. It shows also the resulting changes in the understanding of national identity and belonging for the individual. This study also examines some of the rival theories offered in this connection, such as the preference for the so-called civic nationality over an ethnic one and also the strong case for multiculturalism often voiced. The conclusions from these examinations are that the democratic nation?Cstate with a cultural identity of its own, with equal citizenship for all and extensive recognition of the cultural rights of minorities, has legitimately survived into a new era of globalization, of increasingly mixed populations, of cultures crossing borders and of increased international intervention. As an example of the problems faced by relatively new nation?Cstates, an epilogue presents the case of Israel which demonstrates the centrality and complexity of the minorities?? problem in the process of shaping a modern and normal nation?Cstate.  相似文献

The redesign of Skopje’s main square and the wider central area in the last six years has been a top priority of the Macedonian government. The project, called Skopje 2014, provoked intense domestic debate and controversy as well as international reaction and concern. Although officials say that project’s aim is to unify ethnic Macedonians, it has produced several lines of political, intra-ethnic/interethnic as well as intra-cultural/intercultural divisions in the fragile Macedonian society. The aim of the paper is to offer reflections about its mobilizing potential among ethnic Macedonians in a set of social, economic, and political contexts. In that sense, four areas of mobilization are suggested: (1) around new identity markers; (2) around the name dispute and against threats (real or imagined) to the ethnic and national identity; (3) against the internal Other, that is, the ethnic Albanian community, as well as critics of these identity politics; and (4) in reaction to the global financial crisis and problems within the EU.  相似文献

Although much attention has been paid to national construction in Soviet and post-Soviet Central Asia, the field of literary and cultural analysis of the origins of current national symbols and texts in this region is yet not fully acknowledged and discovered. This article tries to shed light onto the literary construction of an ethnic identity and its historical background in Soviet Kazakhstan and its influence on the post-Soviet ideology in this multicultural country. In doing so it investigates the ways and the time when most of the important historical epics were “re-written,” brought back by the Kazakh writers and intellectuals in the mid-twentieth century. The importance of investigating this period and this phenomenon is twofold. First, it provides further contribution to the Soviet creation of binary approaches to the formation of ethnic identities and the continuous attack on local nationalisms. Following the arguments of some scholars in the field (e.g. [Adams, Laura. 1999. “Invention, Institutionalization and Renewal in Uzbekistan's National Culture.” European Journal of Cultural Studies 2; Dave, Bhavna. 2007. Kazakhstan: Ethnicity and Power. London: Routledge]) this asserts that the local cultural elites found ways of bargaining and re-structuring such identity contributing to its “localization” through the usage of pre-Soviet and pre-Russian historical symbols. In a way, they were able to construct their own “imagined community” and resistance to the past and existing (according to them) colonialism within the given framework of Kazakh-Soviet literature. Secondly, the historicity that became a leitmotif of most important literary works and later on a main focus of national ideology in post-Soviet Kazakhstan must be viewed not just as an instrument of legitimation in this post-colonial state but also as a strong continuity of cultural and ethnic identity lines. The very fact that a detailed and continued genealogy of Kazakh medieval tribes and rulers was the main focus of major works by such famous Kazakh writers as Mukhtar Auezov or Ilyas Yessenberlin demonstrates the importance of the “continuity” and kinship and family lines for Kazakhs. The paper raises the questions of how national and elitist these movements were before the independence and how the further post-independent projects of using and re-establishing these links and continuity formed more questions than answers for the nation-builders in independent Kazakhstan.  相似文献

The paper aims to explore the interconnections between social identities (ethnic, national, regional and religious) and conflict intentions in Tajikistan. Based on the analysis of the dynamics of identity-based conflicts, the paper emphasizes the importance of an early warning system that centers on social identity and shows what impact such factors as national identity building, religious identity revival, and regional identity reinforcement have on processes of conflict prevention, resolution, and reconciliation. Through the examination of the components of the model, including such factors as intergroup prejudice, outgroup threat, identity salience, ingroup primacy, forms of social identity, and modes of identity meaning, the author shows the main threats to peaceful co-existence in Tajikistan.  相似文献

Both politicians and academic researchers have focused on the Oslo peace agreements, generally emphasizing the “New Middle East” and “Transnationalism.” Less attention has been paid to social and economic changes affected by the process of peace-making. This paper examines the reality that was created from below and asks what the peace process meant to migrant Palestinian workers in Israel. Three years of ethnography challenge accepted theories of borders and borderland in the case of Israel and Palestine by asking what can be learned about the cultural identity of people from the ways they cross, understand, and move between geopolitical and cultural boundaries. In the last years of the Oslo Agreements, it became clear to the workers that “peace” meant preserving national borders: it involved a policy of separation, whereas their very livelihood depended on their ability to move between Tel Aviv and the Gaza Strip. Torn between their national identity and their class–cultural identity, they formulated a demand for a dialectical reorganization: a state without borders. This demand stood in opposition to the national aspirations of Israel and the Palestinian state-in-being alike.

The present article outlines the role of personal, social, and cultural identity in religiously and ethnically motivated terrorism. It is proposed that terrorism represents the confluence of a cultural identity strongly based in collectivism and in fundamentalist adherence to religious or cultural principles, a social identity based in sharp contrasts between one's own group and groups perceived as threats, and a foreclosed and authoritarian sense of personal identity or, less often, a diffused and aimless personal identity. Examples from religious-extremist and ethnic conflicts in which terrorism has been employed are used to illustrate the tenets advanced here. Recommendations for addressing and preventing the threat of terrorism are discussed.  相似文献

Abstract

The South Korean government has taken on many of Joseph Nye's ideas as it is promoting a state-led soft power in the form of the cultural hallyu, foreign aid, and domestically, a future-orientated rebranding of South Korea as a multicultural state. Soft power is understood in instrumental terms as well as in more substantive terms. This state-led multiculturalism has challenged widely held beliefs in ethnic homogeneity which have been the mainspring of national identity and national security in South Korea. These beliefs have underscored inter-Korean relations as the two states officially share beliefs despite political and ideological differences. The growing significance of such state-led multiculturalism in Global Korea to attract foreign workers can be linked to a myriad of intentional and unintentional strategic issues arising from this form of state-led soft power promotion. This is particularly significant given the sensitive culture and identity across the East Asian region.  相似文献

Abstract

Dagestan is inhabited by numerous ethnic communities with their own languages, cultures and histories. However, despite its ethnic and cultural diversity, the republic’s authorities have consistently sought to promote a unified concept of Dagestani identity. This policy has been challenged by local ethnic nationalists concerned about the future of their ethnic communities, which they saw as being endangered by assimilation and marginalisation. This struggle to secure political and social benefits began in the Soviet period and reached its height in the early 1990s. Resentment was particularly widespread among the Kumyks and Lezgins. Their dissatisfaction with the status quo resulted in a competition between inclusive (national) and exclusive (ethnic) approaches, which in turn manifested themselves in debates over historiography. This essay analyses the development and outcomes of this struggle from the 1950s through to the early 2000s, with an emphasis on the early 1990s.  相似文献

Most contemporary analysts explain ethnic identity as a socially rooted phenomenon which can be catalyzed by changes in both economic and political conditions. Taking the 1982 debt crisis as a main triggering event, this article analyzes the relationship between economic adjustment and increasing levels of indigenous mobilization in Latin America. Through a comparison of the Bolivian, Peruvian, and Mexican cases,the analysis reveals wide variation in the types and levels of ethnic conflict in the region. Explanations for these differences center on the timing and content of economic adjustment policies, and on the institutional opportunities available for expressing and channeling economic and political demands. The article concludes that political and economic liberalization are likely to clash when shrinking the state also removes channels for popular participation; moreover, when those that bear most of the adjustment burden are also challengers to national identity, states ignore this challenge at their peril.
