Robert Cassen, professor at the Department of Social Policy, London School of Economics, seeks in this paper to explain the role of population growth in economic development and environmental change. Professor Cassen argues that the role of population is best understood as a long-term underlying factor which influences the scale and composition of demand for goods, services and resources, as well as the supply of labor. How demands are met, and how useful more labor is, are functions of innumerable influences, including the economy, technology, markets (or lack of markets), social structure and social conditions, property rights, politics, law and institutions. One can point to aspects of development that are strongly population driven, and disentangle others which are not, but where population has a significant influence. Professor Cassen concentrates on such an approach, illustrating the general case from the Indian experience.  相似文献

Abstract

This article examines the processes of labor market restructuring and welfare reform in South Korea since the 1997/98 crisis, arguing that the Korean state-capital complex has succeeded in effecting a substantial redistribution of income from labor to capital. This redistribution of income has played a critical role in enhancing Korea's international competitiveness and in facilitating a return to sustained growth. The principal mechanisms through which this redistribution has been achieved are the intensified exploitation of weaker sections of the proletariat and the reduction of the traditionally more protected organized sections of the workforce in major firms. At the same time, the state has strengthened welfare safety nets and sought to place concerns about structural competitiveness at the heart of the welfare regime through the promotion of vocational training. What has been most striking about the process of welfare reform, however, has been the capacity of the state to limit the growth of welfare expenditures/provision whilst simultaneously creating massive new labor market insecurities. As a result of the success of the Korean state in restructuring labor markets in order to effect a redistribution of income from weaker sections of the proletariat to capital and limiting the growth of social spending we have witnessed a marked increase in inequality since 1997. Korea's apparent success in transforming itself into a competitive, dynamic neoliberal economy must, therefore, be understood as being symbiotically linked to the intensification of inequality.  相似文献

ABSTRACT

This article connects micro and macro scales of inequality to Lithuanians’ decisions to depart to Sweden during the economic crisis with austerity measures and its aftermath (2008–2013). This period revealed unequal opportunities regarding the quality of life that were largely created by the gradual re-commodification of labor as well as unaddressed income and social inequalities which had existed since the 1990s. Nevertheless, macro inequalities did not directly lead to the exit decision. Rather, this was bound to the individual’s perception of the leaving opportunity and (possible) quality of life for oneself and one’s family across time and space.  相似文献

Abstract — The aim of this article is to explore the recent social and economic evolution of a rural region that was formerly one of the poorest in Chile but has been transformed by a productive specialisation in table grapes for export markets. The region is that of the Upper Limari in Chile's semi-arid Norte Chico. The analysis focuses on changes in four interrelated variables: productive investments; land markets; labour markets; and population distribution. Rapid growth in investment, the emergence of dynamic land markets, dramatic increases in labour productivity have transformed the agricultural sector. Small-scale farming has survived poorly due to lack of capital, technical problems and lack of bargaining power with the international fruit companies. The large-scale farmers have enjoyed better conditions and a reconcentration of land has occurred. However, the emergence of new productive activities in an area where labour alternatives have been historically scarce has provided new sources of income. Population is increasing in rural settlements linked to irrigated agroexportation and quality of life indicators have improved. Rural depopulation is not a feature of the region as a whole.  相似文献

The Asian Development Bank's rural road development scheme in Laos is designed to increase the opportunity for rural communities to participate in neighbouring emerging markets.Yet, this improved infrastructural strategy may result in increased social disparities betweenregions and within communities. This paper addresses the possible impact on intra-communityinequality using endowment and network data from a southern Lao commune. The objective is to analyse the way in which the village hierarchical social structure impedes individuals' ability to access emerging markets. The social hierarchy hinders the benefits of improved roads and marketisation trickling down to the poorest. Disruption to the trickledown effect means that existing rural development and anti-poverty strategies tend to favour the wealthy and well connected, and further marginalise the poor in the community. Therefore, it is crucial to recognise the importance of the village social hierarchy and define its contribution to the persistence of povertyand reinforcement of inequalities of opportunities for the rural poor. Policies need to directlytarget those of lower stratification by addressing underlying reasons for intergenerational inequalities of opportunity.  相似文献

This article presents both a theoretical framework and a methodology that attempt to capture the complex interactions among labor markets, families, and public policy that currently constitute Latin American welfare regimes. Drawing on cluster analysis based on available data for 18 countries, the study identifies three welfare regimes. Two are state welfare regimes: protectionist (e.g. Costa Rica) and productivist (e.g. Chile); one is nonstate familiarist (e.g. Ecuador and Nicaragua). In a region where people's well‐being is deeply embedded in family relationships, closer scholarly attention to how social structures interact with public policy bears not only academic interest but also policy implications, particularly for adapting particular welfare regimes to the local welfare mix.  相似文献

This article aims to assess how democracy affects social welfare by analyzing Uruguay and Paraguay, one country with a vibrant democratic history and a progressive political landscape, the other with a generally authoritarian past and a conservative dominant party. The article maintains that welfare systems in these countries have been critically shaped by the impact of democracy, or by its absence, and by the strategies adopted by major social and political actors, especially parties; these strategies have been determined, in turn, by parties' ideologies and by the workings of electoral competition. The article also emphasizes that the impact of democracy on social welfare is critically mediated by the role of previous welfare legacies, the presence of welfare constituencies defending acquired rights and privileges, and social and economic variables, such as overall wealth levels, the formal or informal nature of labor markets, and the political organization of domestic economies.  相似文献

Working class studies on China commonly use the lens of proletarianization to understand class formation among peasant workers who move into cities to work in China’s manufacturing sector. However, in the decade since the 2008 global financial crisis, proletarianization is an increasingly fading possibility for the Chinese peasantry, as urban labor markets remain saturated. Instead of peasants being transformed into proletariats, new patterns of class formation have emerged, where the interconnections between agrarian and urban remain central to peasant-workers living without dispossession. The Marxist feminist centering of practices and social arrangements of social reproduction, i.e. workforce maintenance, provides a welcome point of departure for redrawing some of our class maps in the shadow of the 2008 global economic crisis. This contribution draws on multi-sited ethnographic research among migrant workers toiling in the petty-commodity workplaces of Kunming, and in the adjacent countryside of Yunnan Province, to document the fluid class formation among families living on labor’s frontier. Through examining different experiences of workforce reproduction for families and migrant laborers as they move in and out of the workforce and household self-provisioning for subsistence, alternative imaginations for the possibilities of subsistence autonomy emerge.  相似文献

This paper explores the Poro, a male secret society in rural Sierra Leone, and how it conditions access to security and justice. It critiques dichotomies between state and non-state and substantiates the networked quality of order-making as dispersed among a multitude of actors who intertwine disparate rationalities and registers of authority. The secret nature of the Poro, the ‘sons of the soil’, and the ‘stranger’ are explored as central figures. Poro membership is essential to the production of social and physical boundaries between insiders and outsiders of a community. By conditioning access to local positions of power and decision-making about how resources are to be distributed, the Poro also conditions access to security and justice. The networked quality of order-making becomes particularly noticeable when the police engages in Poro affairs, which accentuates the multitude of registers of authorities that are combined and assembled as the Poro and the police interact.  相似文献

Although political decisions and the mobility of capital have advanced the integration of markets at the European and the global level, durable transnational bargaining relationships between labor and capital remain rare. Drawing on case studies in two automobile companies the article explores whether and how class-based conflicts are institutionalized in the transnational social space of European industry. Concepts are borrowed from the theories of Pierre Bourdieu and neo-institutionalism to develop a relational, space-sensitive understanding of power lacking in existing perspectives, such as the power resource approach. This allows for a better grasp of the institutions shaping transnational employment relations in the two studied companies, Volkswagen and General Motors-Opel, as well as of the differing stability of these institutions.  相似文献

In the current public discourse the phenomenon of insecurity is widely discussed since various kinds of social risks are becoming more widespread throughout European societies threatening biographical stability and status security. Given this there is a quest for a realignment of state interventions aiming at the (re-)production of stability and security. It is assumed that institutional arrangements and interventions such as employment protection, income maintenance schemes and healthcare provision not only contribute to objective but also to subjective security. Using data from the European Social Survey 2008 for the labor force in 20 European nations, we test this assumption by scrutinizing three kinds of perceived social risks: the risk of job loss, the risk of lack of monetary means and the risk of insufficient healthcare provision. We take on a cross-national perspective and conduct ordinal multi-level regression analyses in order to measure the extent to which different levels of social policy interventions can be accounted for differences in subjective insecurity. We find that a high degree of employment protection??astonishingly??does not enhance the perceived employment security significantly, whereas higher levels of social security spending and healthcare expenditure indeed go along with higher levels of subjective security. This relationship is moderated by the general level of economic development.  相似文献

ABSTRACT

This special issue introduces new research on informal markets and trade in Central Asia and the Caucasus. The research presented here was conducted in Armenia, Georgia, Kazakhstan and Kyrgyzstan, as well as Beijing, Guangzhou, Yiwu and the Xinjiang Uyghur Autonomous Region in China. The following eight articles illustrate how informal markets and trade in Central Asia and the Caucasus provided spaces for people across the region to negotiate state and society in the last three decades; the articles also suggest that informality should be seen as constitutive of a normative order for polities in Central Asia and the Caucasus. Informal markets and trade in Central Asia rest on three factors: the inability of the state to measure commercial transactions; markets and trade becoming places from which citizens built personalized networks that required individualized networking and oral agreements based on social relations, particularly trust; and markets being embedded within states in which clientelism frequently thrives.  相似文献

Bangladesh has been implementing neoliberal structural adjustment policies since the early 1980s. This article analyzes the economic and social outcomes the reform policies have created in the past two decades. It argues that the reform policies, instead of distributing benefits among different societal groups, have brought an economic windfall mainly for the business and industrial class in Bangladesh. Compared to the 24 families of erstwhile United Pakistan, there is now a small group of 40 to 50 families who effectively control the total industrial and financial assets of this poor nation. The vast majority of other societal groups and classes- the industrial and agricultural labor, small businesses, marginal and small farmers, and urban and rural poor — are left out by the reform agenda. The lack of policies of distributional justice has resulted in widening disparities in income and wealth between the low and high strata of the society and deterioration in the overall poverty situation of the country.  相似文献

ABSTRACT

The economic crisis of 2008–2010 revealed the extreme vulnerability of Lithuania to global financial shocks. However, instead of reforming Lithuanian capitalism, the domestic political and business elites chose to write off the enormous social and economic costs incurred during the 2008–2010 crisis as an expense of continuing doing business in a way that was typical to the pre-crisis, booming years of ‘the Baltic tigers’ (2000–2007), i.e., relying on the unstable and inequitable growth model based on foreign capital inflows and remittances, suppressing and keeping wages and taxes on capital low and exporting cheap-skilled labour to the core EU countries. We illustrate this return to business as usual in Lithuania by analyzing the political process of contestation and eventual consolidation of neo-liberal consensus among domestic political actors that resulted in the passage of the new Labour Code enabling creation of ‘flexible’ labor markets. Social and political implications of the resurgent neoliberal hegemony in post-crisis Lithuania are discussed.  相似文献

文章利用诺斯等人发展起来的基于自然政府的精英主义理论框架,重点讨论了对军队的政治控制与韩国从有限准入向开放准入社会转型之间的关系。分析表明,从20世纪60年代初开始,一批围绕朴正熙和全斗焕的军事精英通过建立一个包括军队官员、政党政治家、高级政府官员和资本家阶层在内的统治联盟,从整体上控制国家和社会,从而重建了韩国的有限准入社会秩序。然而这个相对稳定的社会秩序不是一成不变的,随着经济的快速发展和相应的社会结构的变化,社会反对势力尤其是中产阶级和工人阶层不断成长,军人执政联盟最终自掘坟墓,被迫于20世纪80年代末从政坛退出并将其归还给市民社会。沿着这一主题,文章分析了韩国对军队的政治控制过程及竞争性政治和经济市场的出现,指出两种市场的建立标志着韩国社会转型的完成。  相似文献

Various fields of research on social inequality, such as studies in education and social mobility, pursue sophisticated theoretical and methodological approaches and have produced a wealth of relevant empirical findings on specific aspects. Nonetheless, research on social inequalities is nowadays extremely fragmented along theoretical, conceptual and methodological lines across which there is little communication and cross-fertilization. There are no comprehensive accounts which would bundle the numerous empirical findings. Therefore, inequality research in the social sciences needs to be conceptually reoriented. Towards that end we have to take advantage of the significant theoretical and methodological advances in the different fields, such as education, labor markets, justice, migration and gender. Our programmatic contribution rests on two pillars. First, we go beyond the conflation of heterogeneities and inequalities and draw a clear conceptual distinction where both terms are always used in plural forms. Second, we identify and systematize social mechanisms. The concept of social mechanism helps to track the genesis of inequalities out of heterogeneities. In this way heterogeneities constitute the point of departure and inequalities the outcome of a social mechanismic approach. Social mechanisms can be fruitfully connected to approaches such as boundary making.  相似文献

20世纪中叶至80年代,日本逐步完善了以藏富于民为基础,以稳定就业为核心,以最低工资为保障,以收入倍增为目标的初次收入分配制度,并在再分配过程中,形成了统一均衡的财政制度、直接税主导的税收制度与保险特征的社会保障制度,并配套实施分类分级的高额累进制所得税与健全全民性社保体系。通过收入分配制度有效供给,日本创造了"一亿国民皆中产"的平等神话,从而成功地跨越了"中等收入陷阱",跻身于高收入国家行列。日本的成功经验,对于正面临居民收入差距持续扩大与落入"中等收入陷阱"风险加大的中国来说,具有重要启发与借鉴意义。  相似文献

The Latin American region is particularly prone to climate‐related natural hazards. However, this article argues that natural hazards are only partly to blame for the region's vulnerability to natural disasters with quantitative evidence suggesting instead that income per capita and inequality are main determinants of natural disaster mortality in Latin America. Locally, the region's poor are particularly susceptible to climate‐related natural hazards. As a result of their limited access to capital, adaptation based on social assets constitutes an effective coping strategy. Evidence from Bolivia and Belize illustrates the importance of social assets in protecting the most vulnerable against natural disasters.  相似文献
