What political variables explain variations in subnational fiscal expenditures on interest payments on the debt? The author argues that the political budget cycle and center‐right political party ideology—rather than the effective number of parties, alternation of power, ideological proximity between the central government and constituent units, or most forms of political party ideology—can help explain the level of expenditures on interest payment of subnational debt in India. The core empirical finding is that significant increases in expenditures on the debt occur the year in which a state assembly election is held in India.  相似文献

This paper evaluates performance differences between government owned, mixed sector and private sector enterprises in India for the period 1973–1974 to 1988–1989. The results establish that enterprises owned by the central government and state governments are less efficient than mixed or private sector enterprises, while mixed sector enterprises are less efficient than those in the private sector. The results contradict extant evidence finding no performance differences between government-owned and private firms in India. There have, however, been inter-temporal efficiency gains for the sector as a whole, perhaps resulting from reforms undertaken towards improving government-owned enterprises' performance.  相似文献

This paper presents a model of provocation in a federation, wherein the state government triggers an insurgency with a view toward acquiring control of some economic assets with the help of the central government. Some econometric support for this model is found using data on the Naxalite conflict in eight states of India. The tests performed control for endogeneity of the state government’s police force interventions. They suggest that the latter are meant to trigger the violent activity of the insurgents, so as to lure the central government into intervening and helping clear the ground for mining purposes in the lands of tribal people.  相似文献

The purpose of this paper is to examine patterns and predictors of local government economic development in one state. The approach uses data from local governments and various statistical analyses to derive common dimensions of local government power and examine predictors of these dimensions. The results suggest that state policies on development strat-egies have to be developed and effectively exercised to increase the power of the local government in the multiple constituent network .  相似文献

The infrastructure sector is one of the major pillars for economic growth and development of a country. The responsibility to develop this crucial sector is shifting away from the public to the private sector. After the economic liberalization in 1991, India opened the infrastructure sector, among many others, to private domestic and foreign investment. The shortage of electricity, the poor state of roads, and limited telecom access necessitated a stream of persistent reforms, which were expected to play a significant role in the infrastructure sector's growth. Although some subsectors witnessed success, others continued to face hurdles. The paper highlights the role of infrastructure in socio-economic development through global literature. It also presents a story of infrastructure development in India since the inception of economic liberalization. It highlights various challenges that discourage private sector investments, thus providing a rationale for policy initiatives by the government. The paper also presents critical issues highlighted by multiple government committees over nearly three decades and identifies residual issues that merit attention. The outcomes of the paper are relevant in the context of developing and emerging economies.  相似文献

Using annual state-level data over 1983–1987, this paper examines the effect of government size on corruption by public officials by including both demand and supply side incentives for engaging in corrupt practices. Our objectives are twofold. First, we assess the relationship between the incidence of corruption and overall measures of the size of the federal government and the state-local sector in each state. Second, we explore what kinds of government activities are more likely to be successful in deterring abuse of public office. Our results are generally supportive of Becker's “crime and punishment” model. Regarding the primary focus of the paper, our results show that government size, in particular spending by state governments, does indeed have a strong positive influence on corruption.  相似文献

Nonperforming assets (NPAs) crisis in Indian public sector banks is one of the biggest challenges before the current government in 2017. The finance ministry, Government of India, and the central bank, the Reserve Bank of India, are worried about the surging NPAs in Indian public sector banks because of their huge macroeconomic impact and systemic risk to the financial system. If not paid timely attention, it can hamper the economic and financial stability of the nation. Rising NPAs in Indian public sector banks are a result of bank specific, macroeconomic, and political factors. In order to control the surging NPAs in Indian public sector banks, the government and the Reserve Bank of India have implemented new crisis management framework which however is not immune to several challenges. This paper looks at NPAs crisis from the lens of crisis management, stakeholder's engagement, government relations, and issue management. Harris and Fleisher ( 2016 ) identify crisis management, stakeholder engagement, government relations, and issues management as important organizational activities that constitute part of public affairs. This paper follows a tripartite structure where it first investigates the causes of NPAs in Indian public sector banks. Second, it examines the crisis management framework developed by the policy makers and highlights the key challenges. Third, in light of these challenges, it makes recommendations to tackle the NPAs crisis in Indian public sector banks.  相似文献

Abstract

Using archival evidence, this paper tries to use Callon's idea of ‘embeddedness of the economy in economics’ in order to understand the process of economization of India under the East India Company. The Company's state self-consciously tried to construct an economic terrain by using their coercive power, but the rise of the market did not lead to the proliferation of ‘calculative agencies’. The paper seeks to explore the reasons behind this by delving deeper into the history and politics of marketization in colonial India and by reflecting on some unexamined presuppositions of the process of economization.  相似文献

Regional disparities are an alarming issue in India, and it has been widening in spite of various policy initiatives by the government to develop backward areas. The fruit of high growth have not been distributed fairly across India's different regions and have given rise to the threat of regional inequality. Disparities in social and economic development, employment, and infrastructure amenities across the regions and within regions have been a major challenge to policy makers and economists. This paper is an attempt to understand the recent picture of regional imbalance in India across its states. The paper tries to analyze the existing regional disparity in India in terms of macroeconomic aggregates, social and economic infrastructure, and human development. The paper also examines the various policy initiatives taken by the government of India to achieve the regional balance in development.  相似文献

The new Nigerian local government system was clearly intended by its creators to be a representative and democractic system of devolution. The speed with which elected councils have been dissolved and replaced by caretaker committees and state appointees contrasts strangely with the constitutional provision that there should be a system of local government by democratically elected local councils. The constitutionality of dissolution has been confused with the constitutionality of further local government reform. Dissolution should be seen as an emergency measure to be used rarely in cases of proven maladministration by a local government. Further reform and reorganization of a state's system of local government should be regarded as a legitimate power of the state legislature. The role given by the Constitution to local government should not be interpreted as entrenching the system. Constitutional amendment is not required should further reform be necessary.  相似文献

Electric power development in Asia until recently has been a monopoly of the state, with the power sector's planning, finance, construction and management being a part of government activity. The surge in demand for power, as well as external pressures, induced Asian governments to allow private sector participation in electric power. The Malaysian and Thailand cases represent different patterns of policy‐making regarding privatisation. In Malaysia, the government divested Tenaga Nacional Berhad in 1992 and awarded independent power producers (IPPs) licences to build and sell electricity to Tenaga for transmission and distribution. The IPPs were awarded without tender to friends of the government and the system has enabled the IPPs to make large profits at Tenaga's expense. In the Thai case, privatisation has been a very slow process as successive governments since 1989 have not had the power to initiate extensive divestment of IPP contracting. Privatisation in Thailand is a very contentious political issue and the employees union of the Electricity Generating Authority of Thailand (Egat) is very powerful. Thus, while Malaysia has had extensive privatisation of the power sector, the system eliminates competition in power supply resulting in a higher price of electricity for consumers. The governments of most developing countries have been subject to pressures, especially through structural adjustment programmes, to reduce the direct role of the state in the supply of services. New forms of service supply are emerging, in which government has only an indirect role as enabler and regulator of other actors; but there has been little practical guidance on how these ‘new’ roles are to be performed in the specific context of developing countries. The danger is then of the adoption of inappropriate practices from more advanced countries. The argument of this article is that governments face several difficulties in managing the ‘post-adjusted state’: the inheritance of social and political strains, and of reforms made abruptly under pressure; the complexity of identifying the appropriate role of the state for particular services under particular circumstances; the technical difficulty of managing new administrative roles; and the contradiction, particularly in respect of systems of accountability, between the new and the old requirements on public administration.  相似文献

Persistent gender gaps in political officeholding and mass political participation jeopardize women's equal representation in government. This paper brings new evidence to the longstanding hypotheses that the presence of additional female candidates and officeholders helps address these gaps by empowering other women to vote or run for office themselves. With a regression discontinuity approach and data on 3813 US state legislative elections where a woman opposed a man, I find that the election of additional women in competitive US state legislative elections has no discernible causal effects on other women's political participation at the mass or elite levels. These estimates are precise enough to rule out even substantively small effects. These results stand in stark contrast to a number of findings from India, suggesting that although electing the first women in a society can have these empowering effects, remaining barriers to women's inclusion in American democracy go beyond what further increases in female officeholding can themselves erode.  相似文献

Have urban areas become strategic sites for the formation of justice movements? A justice movement is conceptualised as geographically extensive mobilisations that achieve a degree of territorial fixity at different spatial scales. It is proposed that a number of factors can encourage organisations implicated in this movement to make the urban arena a key front in their struggle to achieve justice. These factors include the intensification of urban inequalities, increased political opportunities resulting from the devolution of state capacities to sub‐national levels of government and new actors interested in pursuing innovative strategies and tactics. This hypothesis is tested through a comparison of movements in three different cities: Los Angeles, USA; Rotterdam, Holland; and Toulouse, France. The findings show that, despite the fact that new actors have begun to mobilise in these three cities around justice issues, they have experienced different degrees of territorialisation. The divergent outcomes are explained by the particular state–civil society power relations found in each of the cities. Thus, the paper concludes that, though the factors in our hypothesis may encourage actors to initiate urban justice movements, the degree of their territorialisation ultimately depends on local state–civil society power relations.  相似文献

Abstract

This paper examines waiting, caste and politics through reference to the cultural and political practices of educated unemployed young men in India. We show through ethnographic fieldwork in Uttar Pradesh how a shared sense of young male limbo sometimes erodes caste divides. While waiting in poorly provisioned north Indian universities, young men develop novel cultures that bridge caste, class and religion. They also collaborate across class, caste and religious boundaries in protests against the state and university bureaucracies. At the same time, some students have responded to a sense of ‘waiting’ by developing collusive relationships with local government and university bureaucrats. Waiting emerges not as a passive condition but as a seed-bed for new cultural and political forms.  相似文献

India, like many developing nations, has adopted many accountability institutions. One of these is the ombudsman. Originally a Swedish invention, ombudsman's offices were adopted by many countries over the last 50 years. Recently, the South Indian state of Kerala has instituted an ombudsman's office. While it has had notable successes in resolving minor cases related to local government institutions, it is severely constrained by an unresponsive state government. In particular, the Kerala ombudsman requires independent investigative powers and an expansion of its office.  相似文献

社会主义新农村建设是我国现代化的一个关键环节.从一定意义上说,社会主义新农村的建设过程就是农村公共产品供给效率的改善及供给结构的优化过程.从公共产品的视角出发,有利于深入探讨社会主义新农村建设中政府能力的本质、问题与成因,政府与乡村自组织的关系等重要方面.我们认为,政府是农村公共产品的主要责任者,政府供给农村公共产品的程度与质量是政府能力的重要表现;农民的自组织化是提高农村公共产品供给效率及促进基层民主发展的内在要求;厘清政府与乡村自组织的关系是社会主义新农村建设的应有之义.推进社会主义新农村建设,要求政府既能够承担农村公共产品的供给责任,又能够在公共产品供给中处理好与乡村自组织的关系,为此,应当划分好政府在农村公共产品供给中的责任;改革乡村治理结构,提升基层政府的能力;培育农村自治组织,提高农村公共产品的供给效率;处理好政府与农村自组织的关系,促进农村基层民主的发展.  相似文献

With a Labor government in power in South Australia since 2002, a series of interlocking plans for the state have been developed of which the most important are the strategic plan for the state, the strategic infrastructure plan for the state and the metropolitan strategy for Greater Adelaide. The metropolitan strategy of 2010 reflected the ambitious population and employment targets of the state strategic plan and provided a liberal supply of residential land for urban expansion together with ambitions for a more compact city with higher densities. There are inconsistencies in these objectives which have not been resolved and reflect the optimistic forecasts of the state strategic plan and the nature of the metropolitan planning process with strong input from the development industry. Preliminary evidence is that the plan is not tracking as proposed and more attention needs to be paid to short‐ and medium‐term prospects, and community involvement particularly in strategic localities.  相似文献

Using Foucault's notion of governmentality, this paper argues that colonial governmentality in India sought to effect a new relationship between resources, population, and discipline. Drawing theoretical insights from the 'critical accounting literature' to bear on the regulation of economic activity in colonial India, the paper shows how the discursive practices of colonial governance, in particular the modalities of measurement, accounting, and classification, enabled the constitution of the 'economy'. Such statistical data generated as part of colonial administration opened up the possibility of a nationalist accounting of the exploitation of India by the colonial power.  相似文献
