This essay assumes the significance of spatial imagination in shaping the political and cultural boundaries of the post-Soviet Eurasia and reviews the newly emerged geopolitical arguments in Russia. Rather than perceiving Eurasianist views in Russia as relatively homogeneous, I argue that such thinking is highly diverse and varies from West-friendly versions to those that are openly isolationist and expansionist. To support my argument, I select six recently published Russian volumes and group them into five distinct schools of Russia’s geopolitical thinking, each with their own intellectual assumptions, worldviews, and bases of support in the society. While writing on the same subject of the Eurasian geopolitics, each author proposes principally different solutions to the problems that emerged over the 10 years of Russia’s post-communist experience. The argument invites us to rethink the nature of Russia’s spatial thinking and activities in Eurasia and to seriously consider engaging Russia as an equal participant in a larger collective security-based arrangement in the region.
Geography may ‘matter’ … only as the moment in which abstract universal social processes, such as social stratification, state-building, and ideological hegemony, are revealed in space.

Local government classification systems are employed in many countries for regulation, grant transfers and other public policy purposes. Given the pivotal role these classification systems play in public policy, their accuracy is a matter of some importance. Classification systems take several forms typically consisting of groupings of municipalities based on factors such as degree of urbanisation, population size and the like. However, to date none of these classification systems have been tested for homogeneity with respect to environmental constraints or validated against external data. This paper employs the classification system for New South Wales (NSW) local authorities as a representative case study to demonstrate that a wider range of external constraints should be considered for the robust classification of local councils.  相似文献

Abstract

The primary elections of the United Russia party serve as a tool for party organisation and voter mobilisation. In this study, we employ United Russia’s capacity to mobilise voter turnout in the 2016 primary elections as an indirect indicator of the strength of party-controlled regional political machines. Our analysis of the results of the 2016 Duma elections in 83 regions of Russia demonstrates that voter turnout in the spring 2016 party primaries of United Russia to a significant extent explains cross-regional variation in party success.  相似文献

The general election held on 8 November 2015 marked a significant turning point in Myanmar’s ongoing regime transition. Under the leadership of Aung San Suu Kyi, the National League for Democracy (NLD) overwhelmingly dominated the polls. Although the huge electoral mandate for the NLD suggests that further political liberalization in Myanmar is likely, the country is not yet undergoing a genuine democratization. Under the current constitutional framework, the military will remain a key actor within the government, thus a new power-sharing arrangement between the NLD and the military is inevitable. This article examines how Myanmar has transformed from a military regime into the military’s version of a ‘disciplined democracy’ and argues that the 2015 general election was not a precursor to a democratic government per se, but rather a re-affirmation of the military’s version of democracy, in which popularly elected civilian political parties are allowed to co-govern the country with the military.  相似文献

Indigenous peoples’ right to prior consultation and to informed consent represents the basis of the new global model shaping state–indigenous relations. Consultation processes promise to enable indigenous people to determine their own development and are especially promoted when extraction projects with significant socio-environmental impacts are planned on indigenous lands. In this article we draw on debates on participatory development in order to analyse the first state-led consultations in Bolivia’s and Peru’s hydrocarbon sectors (2007–14). The analysis shows that effective participation has been limited by (1) an absence of indigenous ownership of the processes; (2) indigenous groups’ difficulties defending or even articulating their own visions and demands; and (3) limited or very general outcomes. The study identifies real-life challenges, such as power asymmetries, a ‘communication hurdle’ and appropriate timing – as well as simplistic assumptions underlying the consultation approach – that account for the unfulfilled promises of this new model.  相似文献

Abstract

Three decades ago, a civic movement arose in the USSR around commemorating Stalin’s victims. Yet only in 2017, following President Vladimir Putin’s approbation, was a central monument to victims of repression constructed. Analysis of the genesis and results of the design process for the new monument shows that memory discourses in Russia have been harnessed to a form that allows civic activists and state officials to express a limited consensus. The truncated nature of the competition and the jury’s safe choice, however, produced a monument unlikely to become a locus for popular or official remembrance.  相似文献

The spectacular scale and speed of China’s domestic renewable energy capacity development and technology catch-up has in recent years been followed by the ‘go out’ of Chinese clean energy technology firms seeking new markets and opportunities in sub-Saharan Africa. This paper explores the growing involvement of China in the development and transfer of renewable energy technologies in Africa and examines the key drivers and obstacles shaping Chinese renewable energy investments and exports. Far from there being some kind of grand or harmonious strategy directed by a single monolithic state, we argue that fragmented and decentralised state apparatuses and quasi-market actors in China are increasingly pursuing their own independent interests and agendas around renewable energy in Africa in ways often marked by conflict, inconsistency and incoherence. Moving beyond the state-centric analysis common in much of the research on contemporary China–Africa relations, we examine the motivations of a range of non-state and quasi-state actors, as well their different perceptions and constructions of risk, policy environments and political stability in recipient countries. The paper explores the case study example of South Africa, where Chinese firms have become increasingly significant in the diffusion of renewable energy technology.  相似文献

The author describes the development of geopolitical studies in Russia after the Soviet breakup. He identifies two main schools of geopolitical analysis, Traditionalist and Revisionist. Traditionalism is inspired by old European and Russian geopolitical theories and views the world through the lenses of confrontation over power and resources. The revisionist school, on the other hand, adopts a considerably broader definition of what constitutes geopolitics by proposing to study various forms of organizing space on a global scale. According to the paper’s central argument, the Russian geopolitics, while having emerged as a vocation, it is yet to turn into a full-fledged academic discipline. It continues to lack coherent and scientifically testable theoretical propositions and needs a broad discussion of its issues with the participation of both traditionalists and revisionists.  相似文献

In 2003, the authorities of Russia launched a comprehensive reform of local government. One of the elements of this reform was the replacement of the previously predominant form of local government, characterised by the presence of directly elected mayors, with the council-manager model. While originally motivated largely by the desire to enhance the efficacy of local government, the reform was implemented concurrently with Russia’s transition to electoral authoritarianism, with the council-manager model emerging as a major tool of authoritarian transformation. This study uses the data from 79 capitals of Russia’s regions in order to identify those factors that facilitated the survival of directly elected mayors in these cities. The analysis reveals that the past trajectories of regime transitions at the regional level in the form of elite settlement, economic resourcefulness, and the lack of politically motivated deference to the federal authorities contributed to the survival of local democracy in Russia.  相似文献

The institutionalisation and nationalisation of Russia’s party system, which is dominated by United Russia (Edinaya Rossiya—UR), has played a major role in the building of Putin’s ‘power vertical’. Nevertheless, despite the fact that formal relations within UR are highly centralised, informal practices allow for far greater degrees of regional autonomy. Focusing on UR’s candidate selection for the 2011 Duma election this article provides an examination of cross-regional variations in the relations between UR’s Party Centre and its regional branches. As electoral legislation requires the segmentation of party lists into ‘regional groups’, the composition of the regional lists, specifically the share of ‘native candidates’, is considered as an indicator of the level of autonomy of regional branches. Ordinal regression analysis confirms our main theoretical hypotheses. In the more financially autonomous regions, UR’s regional branches will have more leverage and bargaining power in their relations with the Party Centre. A second important factor is heterogeneity: the more a region’s socio-economic indices deviate from the national average (either up or down), the less its UR branch is subordinate to the Party Centre.  相似文献

Observers of Russian state market relations typically consider the state as an entity engaged in creating rent-seeking opportunities for bureaucrats or powerful economic interests. The trajectory and outcomes of electricity sector reforms demonstrate the limits of this perspective and serve to highlight a developmental strand in Russian economic policy, which I call post-Soviet developmentalism. I found that post-Soviet developmentalism is key to understanding the patterns of market institutions that have emerged in the newly liberalized electricity sector and that they cannot be adequately explained if the state is largely seen as a predator or as captured by oligarchic interests. A close analysis of the institutional underpinnings of new electricity markets suggests that they were shaped in political bargains, in which the government sought to enlist Russia’s oligarchic conglomerates for its modernization agenda and developmental priorities. The paper links this discussion to three sets of theoretical literatures: It speaks to the debates on the post-Soviet transition, more broadly to the political economy of market reform, and finally, it addresses the developmental state literature.  相似文献

Perspectives on disability originating from non-Western cultures are beginning to appear in disability literature, however discussions may become lost in rhetoric unless grounded in experiences of people with disabilities themselves. The purpose of this study was to investigate the lived experience of physical disability in Timor Leste with the assistance of a group of Timorese participants with disabilities who were employed in the disability sector. These participants recounted experiences of disability from their own lives together with their observations of people with disabilities living in remote parts of Timor Leste who often lived with stigma or deprivation. The participants thus described their own lived experiences against a backdrop of a non-Western culture. A picture emerged of a stigmatising culture where acceptance of disability is uncommon yet where significant attempts are being made to change attitudes to disability within the culture of Timor Leste.  相似文献
