Politics and implementation of criminal justice policy among county justice agencies: an arizona case study

In this get-tough-on-crime era there is an emphasis on arresting, prosecuting, and sentencing people who engage in illegal behavior. But a large percent of those arrested are never brought to trial because they have not been served with warrants commanding them to appear for trial. This is a classic case of implementation failure. It is a structural rather than a bureaucratic problem that cannot be resolved because of the way American county government and politics are structured. This study describes the situation in Maricopa County, Arizona, discusses recommendations for alleviating it and the implications for implementation theory.

Civil–Military Relations and Institutional Decay: Explaining Russian Military Politics

The Russian military's extraordinary decline is widely known. The changing political role of high-ranking officers and the different treatment they have been subjected to by Russian presidents has received relatively little scholarly attention, however. This article analyses this phenomenon—including the military elites' electoral participation, relationship to the executive, and opposition to state policy—and offers a method for explaining it. To generate a more penetrating understanding of Russian particularities while expanding our theoretical reach, the article combines the civil–military relations literature with that of the institutionalist approach, and more specifically, the concepts of path dependence and institutional decay.

Memory, Empathy, and the Politics of Identification

This essay explores the ethical and political dimensions of what I have elsewhere called “prosthetic memories” (Landsberg, Prosthetic memory: The transformation of American remembrance in the age of mass culture, Harvard University Press, 2004), focusing on those that are produced and disseminated cinematically. I argue that cinematic technology, by which I mean also to include the dominant cinematic conventions and practices used in the Hollywood style of filmmaking, is an effective means for structuring vision. Through specific techniques of shooting and editing, films attempt to position the viewer in highly specific ways in relation to the unfolding narrative. Sometimes, in such films, viewers are brought into intimate contact with a set of experiences that fall well outside of their own lived experience and, as a result, are forced to look as if through someone else’s eyes, and asked to remember those situations and events as both meaningful and potentially formative. By engaging specific strategies intended to elicit identification, films can force viewers to engage both intellectually and emotionally with another who is radically different from him or herself. This complicated form of identification across difference might condition viewers to see and think in ways that could foster more radical forms of democracy aimed at advancing egalitarian social goals.

Issues of justice and reconciliation in complex political emergencies: Conceptualising reconciliation,justice and peace

This paper focuses on what can be done during emergency and transition periods to promote sustainable peace, in the aftermath of complex political emergencies in Africa, with particular reference to issues of reconciliation and justice. There is no common understanding of the political conditions under which efforts at reconciliation should be minimal in relation to a focus on justice in order to achieve the 'best' peace, or of those where the pursuit of justice should become paramount. There is also not even a common language of what justice and reconciliation mean in the context of post-conflict peace-building. The paper concludes that there is a much greater potential role for outsiders with regard to justice, while reconciliation is considered to be more of an internal affair in which international actors can only be present as supporters of domestic initiatives, and even then with great caution.
