Previous research has well established the influence of demographics and work environment variables on the experience of job stress for correctional officers. However, the literature examining this phenomenon for other correctional staff is just beginning to emerge. Scant attention has also been previously devoted to the potential role of emotional issues, such as emotional dissonance, work environment variables of perceived organizational fairness, and feedback regarding job performance. The present research adds to this emerging literature through use of survey data from a sample of correctional staff employed in two prisons in Kentucky. Bivariate and multivariate analyses reveal that influences on perceived work stress are primarily organizational issues, including role conflict, emotional dissonance, and task control. Contrary to popular belief, the percent of one’s work time spent in contact with inmates reduces the experience of work stress.  相似文献

Research Summary: Private prisons incarcerate 5.3% of the sentenced, adult population in the United States. The present study presents selected results from a 1999 survey of administrators who monitored private prisons in the United States (or U.S. territories). Among the findings of interest, the private sector experienced significant problems with staff turnover, escapes, and drug use. Where possible, private prison operations were compared with those of the Federal Bureau of Prisons. Policy Implications: Given the issues raised here with public safety, public sector agencies contracting for private prisons need to develop incentives or other means to ensure that private sector operators retain experienced custody staff.  相似文献

Physical conditions of prisons have been at the center of long-standing debates in correctional policy and research. Many argue prisons should be unpleasant to deter future offending and motivate prosocial change among inmates. Others believe harsh conditions inhibit effective treatment and, perhaps, make offenders worse. Little progress in these debates has emerged, primarily because few studies exist that have tested propositions coming from either camp. This study draws on survey data collected from a random sample of staff at each of the 114 federal prisons operating in 2007. Staff perceptions of noise, clutter, dilapidation, and privacy were combined to reflect physical conditions of each prison (aggregated to the prison level). Operational data measuring serious violence was used to create a count of serious assaults at each prison over the same time period referenced in the staff survey. Utilizing a Poisson framework, the data showed that poor physical conditions of prisons correspond to significantly higher rates of serious violence. Implications for theory and policy are discussed.  相似文献

ABSTRACT

Women have worked as corrections officers (COs) in some adult male prisons in most states for the past two decades. However, the degree of acceptance of women COs and the perception of women officers' job performance by men officers have varied greatly. This study was based on the results of a survey of men and women officers working in men's prisons in a midwestern state. Comparisons of the officers' responses about women's acceptance, safety, and perceived job performance revealed some significant gender differences. The results indicated that while women faced some resistance among men officers, it was not to the extent suggested by previous research studies, and the resistance came primarily from more experienced men officers. Women officers were confident of their ability to work effectively in men's prisons. The resistance to women that persists among some men officers is likely to provide an obstacle for women seeking opportunities for advancement and promotion in adult male prisons.  相似文献

One of the results of Western capitalism has been the increasing pressure for the privatization of the criminal justice system. Although there has long been private or nonprofit involvement in corrections, a newer response has been to turn entire prisons over to private enterprise, or to pay private prisons to house state or federal inmates. Progressively, then, inmates once completely devalued as social junk are being valued as commodities to be sought after. This paper attempts to discuss a series of issues around private prisons. As we can only look at several issues in one paper, we shall concentrate our attention on construction, operating costs, accountability and broader ethical questions. The present study explores core issues related to the understudied population of Muslim inmates. Mail questionnaires were sent to the full-time chaplains employed by religious services in thirty Ohio state male prisons. The survey examines: (1) characteristics of Muslim inmates, (2) patterns of identification with Islam, (3) religious behavior inside the prisons, and (4) relations between conversion to Islam and crime committed. Our findings indicate that while the vast majority of Muslim inmates are African-American, they are otherwise similar to the incarcerated population in terms of age, education, and marital status. Most of the Muslims in our sample converted while incarcerated. The devotion of Muslim prisoners in the sample tends to be high as demonstrated by adherence to central religious practices. Finally, we found no relationship between crime and conversion to Islam inside prison. Although our data must be understood as tentative, it offers a basis for further investigation of this population of inmates.  相似文献

Jails are important, yet understudied, components of the American criminal justice system. While most research on correctional personnel has focused on prisons, a growing body of work is beginning to emerge on jails. This is encouraging given the unique circumstances that occur within jail environments (e.g., diversity and mobility of offenders, health issues among detainees, overcrowding, lack of training among staff, etc.). Given these conditions, the staff members who run jails become the glue that holds them together. The following study contributes to this burgeoning area of empirical inquiry by examining a variety of antecedents of job stress, job satisfaction, and organizational commitment among jail personnel. Using survey data collected from a large county correctional system in Orlando, Florida, the findings indicate that staff perceptions of professionalism, detainee control, and administrative support all significantly impact degrees of job stress, job satisfaction, and organizational commitment.  相似文献

Federal courts during the past 14 years have recognized that many prisons in the United States have provided constitutionally inadequate medical and psychiatric services. Our recent national survey indicates that at least 20 states have had at least one part of their correctional system included in a certified class action suit that alleged insufficient mental health services for inmates. This article reviews the role of the expert psychiatric witness during the phases of litigation that involve proposed remedial plans and compliance in implementing remedial plans. Available epidemiologic data about psychiatric disorders among prison inmates, standards for correctional mental health care, and various mental health system models are briefly reviewed. A comprehensive approach to evaluating proposed remedial plans and assessing issues of compliance with accepted plans is described. Special attention is directed toward psychiatric issues unique to a correctional system.  相似文献

Abstract

Gang behaviour has been associated with serious problems in American prisons (e.g., Fong and Buentello, 1991). This study explored the possible existence of indicators of gang activity in English prisons. Surveys of problems consistent with gang activity were completed by 374 prison staff in 16 prisons that were representative of the English Prison Estate. Results showed significant differences between categories of institution. The most gang-related activity was reported in male Medium security prisons and Young Offender Institutions. The lowest reported incidence was in both male Low and High security prisons. Female establishments demonstrated levels lower only than Medium security male prisons. Discussion focuses concern on the levels of gang activity apparently present in the Medium security English Prisons and suggests directions for further research.  相似文献

Objectives

Although prisons aspire to rehabilitate offenders, they fail to prepare prisoners for release into our modern digitally sophisticated society. The objectives of the current study were to assess the impact of digital technology on the culture of prisons, and on prisoners’ ability to self-manage their behavior and reoffending.

Method

Using a natural stepped-wedge design, 13 prisons in the UK were examined that had installed self-service technology over a period of 7 years. A longitudinal multi-level model was used to analyze frequencies of disciplinary proceedings within and between the prisons before and after installation. Reoffending was examined in comparison with a control sample. Quantitative results were supported by a prisoner survey and usage data.

Results

Prison disciplinary offenses were significantly reduced over a two-year period, and reoffending in the first year after release was reduced by 5.36% compared to a 0.78% reduction in comparison prisons. The prisoner survey and usage data suggested that prisoners felt much more in control of their lives in prison and much more confident in coping with technology in the outside world.

Conclusions

The changes created by the introduction of digital technology offer the opportunity to make prisons more efficient for staff, and places of improved learning and rehabilitation for prisoners, contributing to a safer society. This study offers an important contribution to the field of corrections, providing the first quantitative assessment of the effect of prisoner self-service technology on prisoner behavior and reoffending.

The formation of adequate mental health systems within prisons has accelerated as a result of successful class action lawsuits. Our recent national survey questioned all state correctional departments about the existence of standards in each system, compliance with such standards, prevalence of class action lawsuits involving the issue of providing adequate mental health services for inmates, issues related to consent decrees, available mental health resources within the correctional system, and the administrative structure of the mental health system. Our purpose was to identify those factors correlated with certified class action lawsuits involving issues related to mental health services. Twenty-one states were involved in such litigation. Only the presence of psychiatric hospitals operated by the department of corrections correlated with the presence of certified class action lawsuits involving mental health services. Prison systems larger than 15,000 inmates were at higher risk for such litigation. Smaller systems having psychiatric hospitals run by the state mental health agency appeared to be at less risk for such litigation.  相似文献

Previous research on suicide in United States prisons focused on the characteristics of inmates who commit suicide while largely ignoring the prison context surrounding these suicides. The following analyses used national data on 1,082 state prisons in the United States to examine how prison conditions (deprivation) and inmate composition (importation) predict prison suicide. Results of a negative binomial regression model showed that the number of suicides was significantly increased in supermaximum and maximum security prisons (relative to minimum), under conditions of overcrowding and violence, and in prisons where a greater proportion of inmates received mental health services. Although deprivation variables were overwhelmingly predictive of suicide, the results pointed to the combined effects of institutional conditions and inmate composition on prison suicide.  相似文献

There is little analysis of the impact of the United States on Mexican prisons. This research examines the presence of United States citizens and the “War on Drugs” in Tamaulipas, Mexico, prisons. There has been a marked increase in the number of U.S. citizens, and prisoners, in general, in Tamaulipas prisons in the last three years (90% of these are incarcerated for drug trafficking). This increase is attributed to Mexican President Salinas' active support for the “War on Drugs” and success in capturing narcotics traffickers. This has led to overcrowding in Tamaulipas border prisons, in comparison with Victoria located in the interior. We also interviewed U.S. prisoners located in Reynosa State prison. The majority indicated abuse at the hands of Federal Judicial Police while arrested, and were planning to transfer out of Mexico through the Mexican-U.S. treaty exchange.  相似文献

The incarceration experiences of white-collar offenders have received relatively little attention among criminological researchers, and the research that has been conducted has focused on offenders’ experiences in prisons rather than jails. The purpose of this study was to fill this gap by examining approximately 6500 inmates incarcerated in local jails, comparing those classified as white-collar offenders to violent and other non-violent offenders. The differences between offender types based on demographics, psychological adjustment (i.e., mental health issues since arrival to jail), and behavioral adjustment (i.e., institutional misconduct) are examined to see whether white-collar inmates have more difficulty than others adjusting to the jail environment (consistent with the special sensitivity hypothesis). Findings suggest that white-collar jail inmates do not appear to experience symptoms indicative of poor psychological or behavioral adjustment to the jail environment. Implications for policy and future research are discussed.  相似文献

As the American prison population increased, so did the correctional labor force. Correctional officers in the United States have gained increased professionalism and strong representation since the 1980s. Meanwhile, many states have pushed to privatize state-run prisons in order to dampen correctional spending. Although a substantial amount of research has been conducted on the comparison of costs and qualities of confinement in public and private prisons, correctional officer labor has so far not been examined. In Florida, Senate Bill 2038, proposing the single largest expansion of prison privatization in US history, was defeated in February 2012 in the state Senate mainly as a result of lobbying by state correctional workers. By investigating the question of correctional labor from a critical perspective and by comparing salary levels, work benefits, training, and education opportunities in public and private prisons in Florida, the professionalism of correctional officers in state-run prisons vs. the working conditions their counterparts face in private facilities is contrasted. The findings suggest that adverse working conditions for correctional officers in private prisons may negatively impact correctional costs and efficiency in the longer term.  相似文献

Supermaximum (“supermax”) security prisons have become a common feature of the corrections landscape. Despite their substantial costs, questions about their constitutionality, growing fiscal and managerial challenges confronting correctional systems, and increased demand for evidence‐based practices, little systematic empirical research about their effectiveness exists. Against this backdrop and a debate often framed in ideological terms, we identify five dimensions that we argue should be taken into account to provide a fair and balanced assessment of supermax prisons. Our study draws on a comprehensive analysis of existing research, site visits to three states, and interviews with 60 corrections policymakers, officials, and practitioners. If the power of prison guards has been altered and reduced by recent social, legal, and bureaucratic instructions in American prisons, as has been reported by many observers, then what is the base of power by which guards currently exert control over prisoners? Following a discussion of the bases of power in prison, data from a survey of guards in five prisons are examined to determine the extent to which each power base is viewed as a resource to gain prisoner compliance. The number of private prisons run by corporate security businesses has increased rapidly throughout the past two decades. There has been a parallel increase in literature, both pro and con, comparing the efficiency and effectiveness of private and public prisons; however, private prison staff has been largely ignored. OLS regression analysis of a survey of 160 employees at a Midwestern private prison facility showed that the job characteristics of job stress, supervision, and job variety were far more important than personal characteristics of race/ethnicity, gender, age, tenure, education and position in influencing staff job satisfaction and organizational commitment. Specifically, job stress had the largest impact on job satisfaction, while quality of supervision had the greatest impact on organizational commitment.  相似文献
