"They're Not Like You and Me":

This article examines caretakers' definitions of residents at public institutions for the mentally retarded. The attendants at these institutions are officially responsible for the daily care of residents, maintenance of wards or living units and, increasingly, the provision of "therapeutic activities" and programming. Attendants often have been the target of institutional reform efforts. New policies prohibiting abuse of residents have been written; new mandates to provide programming have been handed down; new staff training programs have been implemented. Yet, at the institutions in this study, these reform efforts have not resulted in significant changes in attendants' definitions of residents.     

Secret Things and the Confinement of Walls

This article explores the under-examined issue of sexual abuse of children by women. It asks what are the conditions under which such things become knowable or when are they rendered unthinkable? The private sphere, marked by domestic walls, has been identified as the space most influenced and shaped by women. Its walls symbolise shelter and protection, and they are associated with the safety of all within. At the same time, however, the walls which constitute the private also enable a space within which women's actions can take place with limited oversight by others. Walls foster secrecy and what happens within can include elements of transgression. The sexual abuse of children by women—either their own or those entrusted into their care by others—is one such transgression. This article analyses a series of case studies derived from different historical sources in order to highlight how walls and the understandings of privacy that they support help to perpetuate a widespread belief that women can be unquestioningly trusted in their relations with children.

Things Fall Apart: The Cinematic Rendition of Agrarian Landscape in South India

This article explores the transitional decade of the 1970s in the history of the southwestern state of Kerala, India, through the films and novels of M.T. Vasudevan Nair, arguably the most important litterateur in Kerala today. After the historic election of a Communist ministry to power in 1957, Kerala then stepped gingerly back from a radical politics and moved towards a restitution of an older masculine, agrarian order. By looking at the shifts in politics and the social order simultaneously with the progression of Vasudevan Nair's own filmic sensibility, the article raises the question of whether historical time and filmic time can be easily mapped on to each other.     

Give Me One Good Reason to Marry a Japanese Man: Japanese Women Debating Ideal Lifestyles

This article explores how contemporary Japanese women, as they confront issues of marriage and employment, play with images of the liberated West, traditional Japan, and spoiled Japanese men. For this purpose, I investigate the works of popular non-fiction writer Matsubara Junko and recent online debates. I argue that Matsubara's writing is supported by women not because of her sometimes blatant idolization of the West, but because she exposes her own vulnerability. Like the online respondents, Matsubara struggles to come to terms with the realization that when a Japanese woman seeks a lifestyle beyond the role of homebound wife/mother, she inevitably enmeshes herself within the larger identity politics of modernity.

Attention is drawn to important themes thought likely to influence the continuing development of group care services for children and young people in the decade ahead. These include a poorly educated workforce, autonomous training, multi-disciplinary approaches, centres of excellence, diversified programs, new trends and issues shaping the future, and group care practice and the law.

Chapter 12: Doing It in Public:

Foster family treatment programs have been developed primarily by private agencies, although public efforts have shaped the model. Public programs, however, increasingly are becoming involved in the development of programs of this kind. The Missouri Division of Family Services is one of the few public agencies to sponsor a statewide pilot program of foster family treatment. The Division's experience offers valuable lessons and practical guidance regarding the development of treatment foster care in the public sector.
