Abstract

This essay, introducing the special issue on ‘Borders of Memory’, aims to shed light on the links between memory and heritage in contemporary Japan. It does so by examining how heritage sites serve as spaces within which collective memory is both affirmed and contested. Heritage sites enable us to survey the contours of the borders of memory that exist between different memory collectives. An analysis of South Korean and Chinese objections to the Meiji Industrial Sites shows how these heritage sites work as borders of memory, spaces where the competing collective memories of neighbouring East Asian governments and societies clash and rub up against one another. This analysis is then extended to the four articles that make up this special issue. In each case, it is the competing meanings invested in the site, and the struggle over the narrative within which it is incorporated, that results in such sites coming to be demarcated as borders of memory. Understanding these heritage sites as bordered spaces allows us to see such them as being not only where antagonistic collective memories come into contact, but also spaces through which they connect. The existence of such spaces enables the political process of articulating the stories associated with different memory collectives.  相似文献

On 29 August 2008, UNESCO's World Heritage Committee and the Japan Bank for International Co-operation co-organised a one-day seminar entitled ‘World Heritage and Public Works: Development Co-operation for Poverty Alleviation’, held at the United Nations University in Tokyo. The seminar focused on the role of World Heritage Sites in promoting development and poverty alleviation, balancing public works that sustain community life and preserve World Heritage properties with development co-operation programmes – especially those of international finance organisations – that include culture and development projects.  相似文献

ABSTRACT

Germany’s post-war return to international sport was not uniform across all federations. The nature of each sport—summer versus winter, team versus individual—influenced the speed with which each international sport federation dealt with the issue of Germany’s return. Some federations allowed German participation even before they formally re-admitted the country to federation membership. However, sporting relations were not the only issue considered by international federations. The historical political relations between Germany and its smaller European neighbours were as important. The combination of the historical relationship amongst European states—especially memories of the Second World War—and internal sport federation dynamics affected state relations within the broader international system. The actions taken by the international sport federations provided examples—in areas that would not result in another world war or destroy Western alliances—of how Germany could return as a full member of the international community. The debates regarding Germany’s return across a number of international sport federations reveal the complex interaction among memory, politics, and practical matters.  相似文献

Since the mid-1990s the Japanese government has pursued reconciliation initiatives aimed at fostering understanding between Japan and former POWs. Nevertheless, the POW issue remains relatively unknown in Japan. This article describes the profile and activities of the POW Research Network Japan (POW kenkyūkai), a civil society group consisting of professional and shimin (citizen/non-professional) researchers as well as concerned citizens investigating the subject of Allied POWs in Japan. The article explores how POWRNJ participated in and contributed to the contestation of memory of the Asia-Pacific War (1931–1945) during the last decade. It describes the manner in which the group promoted its views and strived to achieve its goals. On the basis of these findings, the article identifies the kind of roles the group played, and how it mattered in the debates on Japan's wartime past.  相似文献

In 1968, the newly appointed World Bank president, Robert McNamara, asked former Canadian Prime Minister Lester B. Pearson to chair a Bank Commission on International Development in hopes that he could revive the North’s flagging commitment to foreign aid promised under the banner of the Decade of Development. The Commission and its Report—Partners in Development—have a general reputation as farsighted approaches to problems of official development assistance. In Canada, the Pearson Commission is viewed through the lens of Canada’s commitment to Middle Power multilateralism. This analysis tests both interpretations by examining the Commission and the conception and reception of its work. Whilst the Middle Power concept circumscribed Pearson’s role and effectiveness, the Commission succeeded in helping Canada’s chief ally, the United States, share the burden of development assistance with its European allies. As in the realm of peacekeeping, Pearsonian development diplomacy was as much about shoring up relations with Northern allies as it was with developing new Southern friendships.  相似文献

ABSTRACT

The aim of this article is to explore how African films such as Keita! The Heritage of the Griot and Kare Kare Zvako: Mother's Day reinvent oral traditions on-screen, so that the traditions are revitalised and given new life in a contemporary world where visual and literary narratives have tended to dominate the collection and dissemination of information. The ontological and cosmological dimensions of African oral traditions provide the cultural humus that continues to feed the narrative structures of most African films. It is argued that the films' conscious refusal to be totally submerged in European modernism or their capacity to merge some traditional aspects with modern values is what constructs the multiple subjectivities that most African filmmakers strive to bring out. By using oral narrative structures embedded in songs, storytelling, myths, legends, poems, riddles, anecdotes and proverbs, the selected African films recreate traditions and heritage; they help to preserve African values that face a Western onslaught, promoted through European languages. Oral narratives carry a freight of cultural meanings infused in different modes of expression, while articulating the philosophies and beliefs of African people. It is important to recognise and [re]discover the critical role played by oral narratives in order to understand the epistemologies and ontologies that inform the construction of African films. A study of this nature is critical in that it builds on the existing indigenous knowledge systems embedded in orature (oral literature) that remain threatened by European cultural imperialism, which is promoted through the Hollywood film paradigm.  相似文献

Abstract

The aim of this article is to distinguish between two levels of collective memory in Lebanon: the national memory, which is a very weak and fragile memory, and the communal memory of sectarian groups. Each community in Lebanon enjoys a memory of its own, which it tries to elevate to the national memory, but at the same time intra-sectarian groups contest their internal memories with others. Hence, we see that communities try to force the state to adopt their respective memories, while internally groups tend to eliminate their competitor’s memory and communal narrative.  相似文献

This paper examines Japan's policy towards methamphetamine (Japanese: hiropon). Opium has been used in Japan for medicinal purposes since 1722. However, it was strictly controlled. The result was that drug abuse was minuscule. This changed with the introduction of methamphetamine. During the Second World War hiropon was given by the military to fighter pilots and the signal corps in order to help them stay awake and alert. After 1945, the large military stockpiles of methamphetamine found their way onto the black market. With society in chaos, drug abuse spread rapidly and a hiropon epidemic emerged. The introduction of a comprehensive anti-drug package in the mid-1950s, including stricter laws, resulted in that abuse having been almost totally eradicated by 1957. Around 1970 a new wave of abuse (‘the second epidemic’) began. It peaked around 1985, after which abuse tampered off, albeit slowly. A temporary increase in the mid-1990s made Japanese authorities declare the emergence of ‘the third epidemic’ that is still said to be ongoing. Official statistics show, however, that Japan has not seen any such epidemic. In comparison with most other Western countries, methamphetamine abuse in Japan is modest.  相似文献

This research examines China’s official perspectives on, and interpretation of, U.S.-China-India relations by surveying official, quasi-official, and some most relevant scholarly publications. China’s official line has always emphasized the bilateral nature of the relationship between China and India fending off any third-party interference, including that from the United States. Neither Chinese leaders nor the regime’s official media outlets would speak of China–India relationship with a triangular framework (with a rare exception of the Russia–India–China triangle). In the context of the rapid evolvement of U.S.-India military cooperation, the Chinese official line remains unforthcoming about whether such developments have direct implication for China’s security or national interests. Chinese core official media has in fact minimized the popularization of the idea that containing China is the driving force behind any cooperation between India and the United States.  相似文献

Abstract

While the degree of cross shareholding among corporations, or between banks and companies (referred to as ‘insiders’ in this article) has been declining since the 1990s, the percentage of shareholding by institutional investors (‘outsiders’), or financial intermediaries, has been increasing in Japan. Studies show that both companies and investors are becoming more short-term oriented and are showing herd behaviour. With such a collective mentality, company–investor relations in Japan have experienced a vicious cycle and have thus lowered the market's rate of return. Meanwhile, conventional ‘insiders’ tend to hold shares in the longer-term, but lack engagement in investee companies’ corporate governance. Japan's Stewardship Code requests fund managers ‘engage’ more than ever in the governance of investees so that investor-company relations become longer-term and the risk of investors’ ‘exit’ decreases. However, the Code only covers the behaviours of ‘outsiders’ but not those of ‘insiders’, who still play certain roles among all shareholders. Due to its imperfect coverage, the expected effect of Japan's Stewardship Code in achieving stronger ‘engagement’ by investors should be limited. To cope with this issue, this article outlines a suggestion that a comprehensive rule covering all types of shareholders should be implemented in Japan.  相似文献

In this article I ask the question: how do citizens use memories of violence in dialogue with a democratizing Turkish state? To address this, I unpack how memories of violence influence solidarity communities in addition to those who are direct descendents of survivors. I also examine how these solidarity communities are widening political space for contemporary dialogue about the Armenian Catastrophe. To demonstrate the connection between memory and political participation, I identify three discursive moments where Turkish and Armenian citizens invoke memory in dialogue with one other and with the state. I use the 2009 online campaign for a Turkish apology to address the Armenian Catastrophe, the aftermath of the murder of Hrant Dink in 2007, and a controversial 2005 academic conference on the events of 1915 as focal points to discuss how memory impacts the way people behave as citizens. My argument is twofold: first, elite-led solidarity networks play an integral role in shaping the discursive space between citizens, the state, and the international community; and second, dialogue about memory can grow space for citizen participation in Turkey.  相似文献

This article explores the endurance of the pervasive framing of “9/11” as a moment of temporal rupture within the United States. It argues that this has persisted despite the existence of plausible competitor narratives for two reasons: first, because it resonated with public experiences of the events predating this construction’s discursive sedimentation and; second, because of its vigorous defence by successive US administrations. In making these arguments this article seeks to extend relevant contemporary research in three ways: first, by reflecting on new empirical material drawn from the Library of Congress Witness and Response Collection, thus offering additional insight into public understandings of 11 September 2011 in the immediacy of the events; second, by drawing on insights from social memory studies to explore the persistence of specific constructions of 9/11 and; third, by outlining the importance of categories of experience and endurance for constructivist international relations more broadly.  相似文献

A central concern of much contemporary Marxist scholarship in international relations (IR) is to internally relate global capitalism and the state system without reducing one of these systems to an epiphenomenon of the other. A recent attempt at this is Justin Rosenberg's reformulation of Leon Trotsky's idea of uneven and combined development (U&CD). This article examines the internal relations of ‘unevenness’ and ‘combination’ as presented by Trotsky and reworked by Rosenberg. From this anatomization of the concept, we focus on the problematic status of U&CD as a transhistorical general abstraction arising from the exchange between Callinicos and Rosenberg (Cambridge Review of International Affairs, 22:1 2008, 77–112) and suggest our own possible solution. We argue that while the uneven and combined nature of historical development represents a truly transhistorical phenomenon, its distinct causal determinations, articulated and expressed through inter-societal competition, are only fully activated under the specific socio-historical conditions of generalized commodity production. These theoretical points are illuminated through three specific historical examples (the Meiji Restoration, the ‘Eastern Question’ and the origins of the two World Wars). Finally, we illustrate some of the dangers of analytical overextension found in Rosenberg's own ambiguous use of U&CD.  相似文献

Abstract

Intentional destruction of cultural heritage is a well-known phenomenon which has been particularly exacerbated in recent times. Its common denominator is represented by the intent to persecute the communities for which that heritage represents an essential element of their cultural identity and distinctiveness. In legal terms, it produces different implications, to the point that – depending on the circumstances in which it is perpetrated – it may be qualified as a war crime, crime against humanity, violation of internationally recognised human rights, or evidence of the existence of the intent to commit genocide. Since the whole international community is seriously affected by the destruction of cultural heritage, it is indispensable that the doctrine of responsibility to protect (R2P) be put into practice seriously and effectively with the purpose of protecting humanity against the irreplaceable loss of its heritage.  相似文献

This article examines Kitano Takeshi's film Kikujiro (Kikujirō no Natsu, 1999) from two directions: first, as an as an experiment in moving versus still photography, and second, as an exploration of time, memory and Japanese identity. I argue that it is in Kitano's cinematic use of elements from the kabuki drama that the two aspects come together. Kitano plays upon the conventions of both kabuki and film media to highlight the significance of the ‘still shot’ as it functions in human memory. By presenting moments of the story in the format of a child's photograph album, Kitano is able to explore ideas of ‘adult’ and ‘child’ as equally arbitrary constructions. Throughout Kikujiro, Kitano draws on a rich tradition of film, drama and television convention in order to explore the idea of where identity comes from – does it come from the past, the present, or do we make it up ourselves? Kitano places emphasis on the still mie pose to heighten emotion and draw attention to the present moment. By contrasting this method against that of photography, Kitano juxtaposes past and present modes of expression, enabling him to interrogate notions of time and the supposed timelessness of art. Finally, Kitano's critical use of the past locates identity not in some distant, unobtainable myth of the nation, but in the lived experience of each individual as a human being.  相似文献

Abstract

Since 1977, when the first movie version was premiered, Uchūsenkan Yamato (Space Battleship Yamato) has fueled the continuance of an earlier anime boom in Japan, and in the past decades, the anime text has generated multifarious interpretations. One of the most widely embraced readings contextualizes Yamato within Japan's defeat in the Second World War and this approach to the anime not only celebrated its scientific imagination but also legitimized, with a revisionist tone, the country's righteousness in the war. In the wake of the 3/11 earthquake and the subsequent Fukushima disaster, however, this line of canonical reading has declined. In turn, users of internet social media such as Twitter and 2 Channel have revamped the significance of Yamato, largely extolling the anime text as a prognosis of the Fukushima crisis. Surrounding Yamato, those clamorous voices on the internet appear to have grown into what Michael Hardt and Antonio Negri call ‘multitude’, a social body of collaboration. Online constituents of multitudes are, though still randomly and loosely connected, gravitating to Yamato's newly discovered quality as the allegory of apocalyptic post-3/11 Japan. Whereas concrete action is yet to be taken, the internet multitudes of Yamato fans have engaged in various brainstorming conversations that concern Japan's future and its relation with nuclear technology.  相似文献
