ABSTRACT

This article discusses the implication of soft diplomacy in education, in the form of educational cooperation, for the governance of regimes. In drawing upon regime theory, it suggests that the Commonwealth should be viewed as a regime, and its survival is partly dependent upon how it uses educational cooperation to coordinate its functional areas, such as education. Moreover, educational cooperation at the transnational level is different from traditional South-South cooperation in that it is based on the coordination of hierarchic mechanisms. In drawing lessons from the experiences of the Caribbean Community (CARICOM) project and extending them to the Commonwealth project, it argues that soft diplomacy, around perceived global norms, propels national educational agenda-setting attitudes. From this it follows that educational cooperation is the new order of things in an era defined by educational multistakeholderism where new regimes and institutions arise and coexist alongside other regimes. In other words, the Commonwealth must now retool itself in an era driven by regime complex(es) where it must coexist and compete with issue-specific regimes as well as complex entities which are comprised of more than one regime.  相似文献

ABSTRACT

This paper analyses Commonwealth engagement in education against a background of issues, trends, and partnerships in education. It argues for reforms towards a ‘New Commonwealth’ that is fit for the 21st century; embracing the celebration of diversity and moving beyond the donor/recipient model of development. The relevance, effectiveness, and sustainability of education engagement by the Commonwealth are gauged in relation to the focus of the sustainable development goals (SDGs) on the indigenous, immigrant, refugee, and other disadvantaged populations. The paper explores education challenges facing these population groups and proposes some options or niche areas that may be considered for Commonwealth engagement in education. The first option is engagement in the influential Global Partnership for Education (GPE), where Commonwealth countries already operate, and synergies are possible with UNICEF, UNESCO, and the World Bank. Second is pan-Commonwealth ‘facilities’ for implementing bi-lateral projects. Third is Commonwealth Talent Academies to address youth unemployment and illegal migration. Fourth is using COL to enhance distance learning leadership. Fifth is a Commonwealth Teachers Exchange Scheme to ‘right-size’ teaching forces. Sixth is the Commonwealth Remittances Transaction Cost Reduction initiative. Viability of these options will depend on the appetite for reform towards a multi-polar Commonwealth with financial burden sharing.  相似文献

Two global voting trends are noted in the electoral studies literature: the exclusion of resident noncitizens and the inclusion of non-resident citizens in national elections. These two research streams are rarely studied together. By analysing both of these trends in the Commonwealth Caribbean, the article reveals how the assumed relationship between citizenship and the right to vote does not always hold. Citizenship is neither necessary nor sufficient to exercise full political rights. The Commonwealth Caribbean thus diverges from global voting trends and illustrates the complexities and changing shape of the relationship between citizenship and the right to vote.  相似文献

In the nineteenth century, censuses were instituted throughout the British Empire, obtaining an inventory of the characteristics and skills of the population. They generally included a question on nationality. During the twentieth century, a common British nationality gave way to individual national state citizenships. Some attempts were made to maintain a Commonwealth link, but by the twenty-first century any sense of an overarching Commonwealth identity had been lost. Furthermore, even in the remaining overseas territories and dependencies local residency status replaced a common British citizenship. The introduction of a national identity question further indicated the decline in identification as ‘British’.  相似文献

The Commonwealth in the Twenty-First Century finds itself in a difficult predicament. Neither in the 'Global North' nor the post-colonial 'South' do its stakeholders invest in the organisation as a key instrument for international governance. The space which it once occupied as a mediator between rich and poor nations has either closed or been taken over by other entities. But might the Commonwealth find a new role for itself by returning to its roots as a vehicle for the exploration of the commonweal, in particular as a focus of contemporary attempts to democratize the international system? The story of the Commonwealth itself, from its origins as project for a racial imperial oligarchy in the nineteenth century to struggles for its renegotiation as a space of equality, first of 'white dominions' with Britain, and second in the era of Decolonization, is a parable of how rights and participation can be widened. Might the Commonwealth in the Twenty-First century not drive new global conversations about inequality, social and economic rights, and different cosmopolitan futures?  相似文献

ABSTRACT

Modern Information and Communication Technologies (ICTs) have increasingly been used in education systems and for learning across the world over the last quarter of a century, and are frequently seen as being an important means of delivering the Sustainable Development Goals (SDGs), especially SDG4. However, rhetoric about their potential benefits has often led to uncritical adoption of inappropriate and costly technologies, that have not benefited the poorest and most marginalised. This contribution explores likely uses of such technologies in Commonwealth education systems in the future, and what needs to be done so that these do indeed benefit everyone, rather than just the privileged with access to the latest technologies. It begins with an overview of existing Commonwealth initiatives, and then explores how ICT use for learning throughout the life-cycle is likely to change over the next decade. The next section suggests how Commonwealth organisations can best support governments and citizens in ensuring equitable distribution of relevant learning opportunities and mitigating the negative aspects of technology use. In conclusion, it advocates for the need to focus especially on the poorest and most marginalised, and it highlights the challenges of a future in which machines and humans are ever more intertwined.  相似文献

Abstract

This paper begins by examining the reasons behind most failures of governance, including fault lines in institutional and professional specialisation, and in ideology. These three, forever competing within and between themselves, frustrate attempts to find solutions to some of the world's most pressing challenges. Not least among these are environmental challenges, where preferences and priorities that are geographically, professionally or ideologically narrow inevitably fail to achieve solutions for the greater good. What role can the Commonwealth play in addressing the fracture lines that bedevil solutions for climate change and biodiversity? It may help to stimulate global action on these issues if it can encourage agreement across multidimensional global boundaries. We know the Commonwealth is not a leading global force for controlling climate change or biodiversity loss; but if it had the political will it could be an exemplar of how, between a group of vastly diverse countries across the globe—and on the global political stage—binding agreement and positive action on climate change and biodiversity could be promoted and perhaps achieved. One of the strongest features of the Commonwealth is the generation of long-standing legal and ethical norms whose appeal is obvious even if their implementation is lacking. These norms should not be limited to the rule of law, democracy and human rights, but should include environmental norms because these too are fundamental to a satisfactory human condition.  相似文献

This article focuses on the way the Anglophone Caribbean succumbed to the overhaul of the European Union sugar trade and how these countries have attempted to restructure their economies in its wake. We show how the protagonists of reform gave a sense of inevitability to the demise of the Commonwealth trade system and conveyed (unrealistic) strategies for how this should be managed for the benefit of the Caribbean. In this way we detail the hegemony of neoliberalism in contemporary trade politics and the need for alternative strategies for rural development in the Caribbean region.  相似文献

This paper examines the Commonwealth’s inclusive role in engaging with the distinctive challenges of education provision in small states, an agenda that is often neglected elsewhere. We examine the origins of Commonwealth work on education in small states, the nature of its comparative advantage, its role in facilitating small states’ engagement with international education dialogue and regional co-operation, and the demand and potential for ongoing Commonwealth support for education. Particular attention is given to experience within the Caribbean region and to the potential for the Commonwealth and the wider international community to learn from small states in the light of their distinctive educational challenges, achievements and priorities – and, most notably, their experience at the ‘sharp end’ of environmental uncertainty and climate change.  相似文献

Abstract

Although the UK has no indigenous peoples as understood by the UN, its earlier colonial policies in Africa, the Americas, Asia and the Caribbean have had consequences for today’s first peoples Colonial policies that deprived the native populations of their lands, resources and self-determination were generally pursued by the independent states that came in their wake. Today the world’s indigenous peoples are looking to bring to an end their colonial-type situations and re-establish control over their lands and futures. After more than 20 years, the United Nations adopted a Declaration setting out the rights of indigenous peoples, but several Commonwealth countries were unrelenting opponents. This article looks at the colonial heritage as it affects indigenous peoples in the Commonwealth countries, some of the contemporary struggles and situations that have marked the last years, and tries to understand why countries such as Australia, Canada and New Zealand were the last to accept that indigenous peoples had a right to self-determination.  相似文献

Until now, participation in undeclared work has been explained through either a structuralist lens as driven by ‘exclusion’ from state benefits and the circuits of the modern economy or through a neo-liberal and/or post-structuralist lens as driven by the voluntary ‘exit’ of workers out of formal institutions and into this alternative realm. Reporting the results of a 2007 survey of undeclared work in eight Baltic nations, this article reveals how such either/or explanations need to be transcended and replaced with an appreciation of the heterogeneous nature of such work and the diverse motives underpinning participation.  相似文献

This article examines the transformation of nuptiality patterns in the Baltic countries since the late 1960s, in the context of long-term trends. The aim of the study is to compare the entry into first conjugal union in Estonia, Latvia and Lithuania, and analyze the position of the Baltic countries in a broader European perspective. The analyses employ microdata from national surveys conducted in the framework of the European Family and Fertility Surveys program. Our main results on the timing and mode of union formation show that in Estonia and Latvia the shift from direct marriage to cohabitation started well before the fall of the state socialist regime, and followed a trajectory close to Scandinavian countries. In Lithuania, on the other hand, the change in the pattern of union formation has been much slower. The article discusses the factors underlying the observed similarities and dissimilarities in union formation.  相似文献

ABSTRACT

The Comprehensive Peace Agreement (CPA) not only ended Africa's longest civil war, it aimed to transform Sudanese society. A critical element of this transformation is uplifting the status of women. This article surveys the conditions faced by women in two villages in Nuba Mountains/Southern Kordofan, principally their ability to access land for farming, credit facilities and barriers to education and health services, and whether the implementation of the CPA has resulted in any concrete changes.  相似文献
