Abstract

Eight years have past since the devastating September 11 attacks, and the USA has engaged in two wars in the name of uprooting global ‘terrorism’ and providing security to American citizens. The Bush administration bequeathed a legacy of two ongoing wars and growing threats emerging from ‘terrorist’ acts. This article analyses the future of the preventive war doctrine, formulated by the Bush administration, under international law. The article thus explores whether the preventive war doctrine has the potential to set a customary precedence, or whether it merely constitutes a breach of international law.  相似文献

Mass destruction     

How international organizations influence the domestic politics and foreign policies of states is often ignored in the study of international cooperation. This article develops an approach focusing on how states may influence the international agenda, which then shapes the position‐taking opportunities and constraints politicians face as they try to maintain their domestic political positions. This article is a preliminary exploration of how agenda setting works, what kinds of agenda‐setting strategies are available, and under what conditions agenda setting matters. Aspects of past secessionist crises will be used to clarify the discussion. The interaction between domestic position taking and international agenda setting will then be applied to the current crisis in Yugoslavia to determine why Greece, in particular, has been more influential than one might have expected.  相似文献

Abstract

This article briefly outlines the four‐year negotiating process from early 1976 to late 1979, which it was necessary to follow before agreement could be reached and the United Nations General Assembly adopted, by consensus, an international treaty designed to make the act of hostage‐taking a universal crime. The treaty requires that a ratifying state prosecute an international hostage‐taker found within its borders or hand over the hostage‐taker to another state for prosecution. It fills existing gaps in international law by abolishing existing “safe havens” for hostage‐takers. The article focuses in particular on the third and final three‐week meeting of the thirty‐five‐nation Ad Hoc Committee established by the United Nations to carry out this task and shows how agreement was finally achieved.  相似文献

Abstract

Research into narcotics‐related issues is underway all over the world. No country can afford to ignore the social and economic consequences of drug production, distribution, consumption, or the laundering of the profits thereof. The article examines recent and ongoing research in Latin America, the United States, the United Kingdom, and within the context of the European Community. Latin American studies relate drug production to wider problems of economic development, whereas typical “consumer country” studies are more concerned with criminological aspects and demand reduction policies. The drugs/crime link is seen to be closely bound up with the illegal context of the drugs market, thus the option for legalization is considered. The economic growth of the Italian mafia is explained. The author describes recent international agreements on money laundering and precursor chemicals, and concludes by stressing the value of international cooperation on all aspects of narcotics research.  相似文献

As the label “Global OD, I” intends to imply, the symposium is viewed as the first in a continuing series dealing with applications of the values-cum-technology usually called Organization Development or, more conveniently, OD. This action theory has developed a North American base over the past 3 or 4 decades, and extensions beyond this continent have now grown apace. Illustratively, a survey in the early 1980s found 100 research reports about OD applications, and there appears to have been no let-up. This industriousness will at once feed future Global OD symposia, and derive some direction from them.

The motivation for this series of symposia is direct. Such extensions beyond the North American base will help test OD's reach and grasp, while those theoretical developments and applications also seek to be responsive to significant and serious problems/opportunities on Space Ship Earth. We are all internationalists now, albeit with differing reservations about what we are in the midst of getting ourselves into.

“Global OD, I” models what is to come. This first symposium draws contributors from four continents; and it contains contributions that deal with OD in two modes -- as generic, or as rooted in specific non-North American contexts. This complements a series of symposia of long-standing in the Public Administration Quarterly, which have a strong bias toward domestic OD theory and applications in the public sector. Symposium VI of that series appeared in two parts in two 1993 PAQ numbers.

Abstract

This paper aims to address the reasons why the acronym brics is moving from being an easy marker to guide foreign investors interested in emerging markets to denoting an important political group of countries determined to promote major changes in international relations. Theoretically the paper draws on social constructivism to demonstrate that the changing identities of brics (Brazil, Russia, India, China and South Africa) can be treated as the main cause of the convergence of their interests in the international arena. Through a detailed analysis of these countries’ statements at the opening sessions of the UN General Assembly from 1991 to 2011, their social claims about themselves are retraced and the way they have judged the international sphere in which they engage is captured, in order to demonstrate the changing character of their identities. These new identities, it is argued, created the opportunity for converging interests, which explains the emerging political structure of brics . The paper concludes that, after four major summits and a significant number of wide-ranging low-level meetings, brics might be considered one of the major long-lasting forces shaping the new architecture of international relations in the 21st century.  相似文献

Abstract

This article considers how structures and processes of governance in education have changed in England, Wales, Scotland and Northern Ireland over recent years, setting this discussion within the context of debates about the nature of governance and governing in public services more generally. It is argued, firstly, that governance needs to be considered as a comprehensive concept that encompasses both the role of the state and the range of other actors and processes through which educational provision is steered; and secondly, that governance is essentially about power: its distribution and its use. The article draws on these key ideas to explore the similarities and differences between the experiences of the four constituent jurisdictions of the United Kingdom over recent years. It considers whether the approaches in the jurisdictions are converging or diverging, the reasons underlying this, and prospects for the future. It is concluded that, while national histories and cultures have served to maintain very distinctive governance identities among the jurisdictions, international trends, and the ways in which governments respond to these, are putting these identities under considerable pressure.  相似文献

ABSTRACT

Given contexts of globalization and transnationalism, and calls within the academe for new vocabularies to describe contemporary migrations and encounters, this article looks to the visual arts in its proposal of a lexicon for articulating mobilities and self-fashioning. In its consideration of a post-diaspora theory, the article lays a foundation for its argument by putting the ideas of philosopher Jean-Paul Sartre in dialog with the work of Trinidadian-born, US-based contemporary artist Nicole Awai, specifically the artworks in which she attends to the notion of a black ooze. Rather than dislocation and disjuncture, the article posits the idea of the viscous or the ooze as a symbol of diverse affiliations and nuanced mobilities. Furthermore, the ooze is advanced as a means of understanding post-diaspora in gendered terms. The article asks: what forms of expression are available to reconfigure identities as post-diasporic? It argues that Nicole Awai’s work is one such expression.  相似文献

Abstract

The electronic media influence public opinion by defining which national and international issues become significant, and shape public debates by the television images conveyed to the American audience. Based upon the Vanderbilt Television News Archive, this study examines the image projected in reporting of terrorist activities by the three major national networks, the American Broadcasting Company (ABC), the Columbia Broadcasting System (CBS), and the National Broadcasting Company (NBC). The reality presented by the media is explored by comparing variables such as story emphasis and depiction, frequency, length of coverage, and location in the newscasts.  相似文献

Abstract

This article investigates a transformative encounter between the Chinese artist Xu Beihong (徐悲鴻 1895–1953) and audiences in the Soviet Union during his 1933–1934 exhibitions of Chinese art in Europe. While Xu was exchanging perspectives and addressing questions about Chinese painting, a misreading of one of his paintings sparked in him a reconsideration of content and form that eventually led to the creation of some of the earliest Socialist realist ink-and-color paintings in China. This addition to his repertoire is arguably more significant to his legacy than his most popular works because of the way it heralded the coming Socialist realist evolution in guohua (國畫 national painting) and the manner in which Xu’s choices would meet the ideological needs of the Communist Party well before it secured authority over the direction of China’s arts. Special attention is paid to situating Xu’s personal work vis-à-vis Republican and revolutionary art and explaining how the concurrent political milieu paved the way for both the prestige of his art in popular and cultural memory and the unprecedented stature of his art education methodologies in China’s revolutionary times.  相似文献

Abstract

Established development organisations face a long-standing legitimacy crisis for not living up to the expectations once set. Meanwhile, thousands of small-scale, voluntary development organisations – referred to as Private Development Initiatives (PDIs) – have joined the field of international development. In this article, I examine the legitimacy of their acts from a local government perspective based on an analysis of four dimensions of legitimacy: regulatory, pragmatic, normative and cognitive legitimacy. The study took place in May 2017 in the Kenyan coastal county of Kwale. A range of government officials were interviewed on how they perceive the interventions of international development organisations in general, and Dutch PDIs in particular, and on their cooperation with these development actors. The study shows that, although many of these PDIs operate in areas that fall under the responsibility of the local government, most of them have a rather limited cooperation with the local government, putting their legitimacy in the eyes of local government officials at stake.  相似文献

Abstract

International police now contribute the second largest proportion of personnel to peacekeeping missions after militaries. They are thus key contributors to post-conflict transitions in developing countries. In the past decade Australian police have played a major role in a range of international missions in the Asia-Pacific region, partially funded by Australia's international development budget. Increasingly the Australian Federal Police, as Australia's lead agency in this area, has explicitly adopted the development language of capacity building to describe a significant part of their role. This paper considers the contribution of Australian police to building or developing the capacity of new and/or re-formed police forces following conflict. It also examines the degree to which international police missions are able to contribute to broader development goals and achievements within these settings. In doing so, it engages with the question of ‘outsiders’ (non-development professionals) performing development work in the increasingly populated space of post-conflict recovery and reconstruction.  相似文献

Abstract

In the early 1970s the G77 and the Non Aligned Movement ( nam ) challenged the material and intellectual pillars of the postwar liberal capitalist system through collective action at the UN to establish a New International Economic Order ( nieo ). The aim was to complete the ‘emancipation’ of the ‘global South’ by creating binding institutional frameworks, legal regimes and redistributive mechanisms correcting historically constructed core–periphery disparities. That ambitious effort failed in the face of ‘Northern’ resistance and national segmentation within the nam . Today re-emerging states of the global South are engaged in a more successful effort to gain voice and alter international hierarchy by claiming a central place in the world capitalist system and restructuring it from within. The vertical late-modern world system centred in the Atlantic and ordered by the ‘West’ is thus gradually giving way to a polycentric international structure in which new regional and transnational ‘South–South’ linkages are being formed. This paper critically reviews the transformation and argues that, while it is creating long sought-for conditions of relative international equality, it has also dampened the emancipatory promise of the anti-colonial struggle.  相似文献

Abstract

In this article, I position Russian composer Aaron Avshalomov (1894–1965) within the pre-1949 Shanghai music community at a crucial juncture in modern China’s cultural development. First, I examine Avshalomov’s eclectic background and identity as Chinese-acculturated foreigner, Russian-Jewish immigrant, and multifaceted musician, which uniquely situated him among Shanghai’s influential foreign artists for experimentation with new blends of Chinese and Western music from 1931 to 1947. Second, I discuss how this exploration facilitated his contribution to the forging of a new, “national” Chinese music. Third, I describe Avshalomov’s musical style by offering examples of Chinese-Western fusion composition. Finally, I demonstrate that Avshalomov was historically significant via the influence he had on Chinese musicians and through his foreshadowing of future musical developments. He thus serves as an individual exemplar of hybrid identity, creativity, and agency within a city and newly forming tradition that were also characteristically multivalent.  相似文献

ABSTRACT

Volatile revenues affect the quality and consistency of municipal service provision. This article investigates how cities use unreserved general fund balances to mitigate annual expenditure fluctuations when confronted with volatile revenues. Based on the analysis of a panel dataset of over two thousand American cities from 2003 to 2011, the fixed-effects regression results suggest that unreserved general fund balances reduce municipal expenditure fluctuations on a year-to-year basis. The expenditure-smoothing effects were more pronounced when municipal governments experienced large revenue changes. Results are robust when excluding large cities, using different cutting-points to define ‘moderate’ or ‘large’ revenue changes, and in recession and non-recession years. This article contributes to the local expenditure stabilization literature by recognizing the unreserved general fund balances’ expenditure-smoothing effects during ‘non-rainy days.’ It adds empirical evidence to the organizational theory that financial slack works as a crucial buffer against external changes and provides managerial discretion to local administrators.  相似文献

Its articles originated from a panel of the same name held at the 2003 national conference of the American Society for Public Administration. Abstract

With the expansion of terrorist activities in the last fifteen years there has been increasing concern that groups might be able to steal nuclear materials and use nuclear weapons for terrorist purposes. The last fifteen years have also seen growing criminal activity in the nuclear domain including thefts of nuclear material, attacks on nuclear facilities, and threats against American cities, although these latter threats turned out to be hoaxes. Nuclear experts have stated that a relatively few technicians could fabricate a nuclear bomb. The principal impediment is access to nuclear material. Although terrorists usually would not be able to further their aims by threats of mass destruction, it is increasingly conceivable that some group might go for the nuclear jackpot. Congress has recently passed legislation designed to protect nuclear materials and to make nuclear thefts and threats subject to severe penalties. This legislation is geared into a recent U.N. convention providing for international cooperation on protecting nuclear materials for peaceful purposes and prosecuting nuclear crimes. Action still needs to be taken, however, to implement a 1982 Nunn Amendment to the Defense Appropriations Bill which calls for the Secretary of Defense to make a study of the feasibility of a nuclear crisis control center for sharing information and monitoring nuclear incidents. The center would help contain such incidents and prevent them from escalating into an international crisis.  相似文献

Abstract

This article aims to explain the alternation of phases in Soviet nationalities policy through developments in foreign policy, demonstrating the alternation of ‘soft’ and ‘hard’ waves. Drawing upon Randall Collins’ geopolitical theory within a broader historical macrosociology perspective, I examine the effect of geopolitical tensions on the patterns of nationalities policy. Collins argues that geopolitical stability positively affects multiculturalism, while periods of geopolitical tension are associated with assimilation. I test Collins’ theory using a dataset on USSR engagement in international conflicts between 1926 and 1991. The results conform to our theoretical expectations: international security issues had a significant effect on Soviet nationalities policy.  相似文献

Abstract

This study examines trends in the incidence of international hostage‐barricade terrorism (HBT) since the late 1960s, the concurrent development of elite hostage rescue units (HRUs), and the relative effectiveness of American, Soviet, West European, Israeli, and other Third World responses—using dialogue or force—to HBT actions. Although HRUs have scored some dramatic rescues, three major hostage massacres in Third World countries in 1985–1986 and other bloody HBT incidents in 1988 demonstrated the high cost of using force prematurely and ineptly to resolve HBT crises. Focusing on these and other HRU failures, this study questions the American and Israeli “no‐ransom, no‐negotiation” policies in HBT situations and concludes that a more flexible approach of patiently “talking down” and “wearing down” the hostage‐takers through basic hostage‐negotiation techniques—even if only as a delaying tactic—is vital for maximizing the chances for rescuing hostages safely, whether through dialogue or force. Conversely, if authorities quickly resort to military action, hostages are far more likely to suffer casualties than to be rescued safely.  相似文献
