Abstract

The article comparatively examines the levels of populism exhibited by parties in Western Europe. It relies on a quantitative content analysis of press releases collected in the context of 11 national elections between 2012 and 2015. In line with the first hypothesis, the results show that parties from both the radical right and the radical left make use of populist appeals more frequently than mainstream parties. With regard to populism on cultural issues, the article establishes that the radical right outclasses the remaining parties, thereby supporting the second hypothesis. On economic issues, both types of radical parties are shown to be particularly populist. This pattern counters the third hypothesis, which suggests that economic populism is most prevalent among the radical left. Finally, there is no evidence for the fourth hypothesis, given that parties from the south do not resort to more populism on economic issues than those from the north.  相似文献

ABSTRACT

Although scholarship on the general ideological orientation of right-wing populist parties is well established, few scholars have studied their ideas about gender. De Lange and Mügge therefore ask how differences in ideology shape right-wing populist parties' ideas on gender. Drawing on the qualitative content analysis of party manifestos, they compare the gender ideologies and concrete policy proposals of national and neoliberal populist parties in the Netherlands and Flanders from the 1980s to the present. They find that some parties adhere to a modern or modern-traditional view, while others espouse neo-traditional views. Moreover, some right-wing populist parties have adopted gendered readings of issues surrounding immigration and ‘Islam’, while others have not. The variation in stances on ‘classical’ gender issues can be explained by the genealogy and ideological orientation of the parties, whereas gendered views on immigration and Islam are influenced by contextual factors, such as 9/11.  相似文献

Can the diffusion of broadband internet help explain the recent success of populist parties in Europe? Populists cultivate an anti-elitist communication style, which, they claim, directly connects them with ordinary people. The internet therefore appears to be the perfect tool for populist leaders. This study shows that this notion holds up to rigorous empirical testing. Drawing on survey data from Italy and Germany, a positive correlation is found between use of the internet as a source of political information and voting for populist parties. By instrumenting internet use with broadband coverage at the municipality level, the study then demonstrates that this relationship is causal. The findings suggest that part of the rise of populism can be attributed to the effect of online tools and communication strategies made possible by the proliferation of broadband access.  相似文献

Despite the increasing interest in populism, there is a lack of comparative and longterm evidence on the electoral performance of populist parties. We address this gap by using a novel dataset covering 92 populist parties in the European Parliament elections from 1979 to 2019. Specifically, we provide aggregate data on the electoral performance of all populist parties as well as the three ideational varieties of populism, i.e. right-wing, left-wing and valence populist parties. We show that there is significant variation both across countries as well as between the ideational varieties of populism. Most notably, while the success of left-wing and valence populists is concentrated in specific areas, right-wing populist parties have consolidated as key players in the vast majority of EU countries.  相似文献

Do terror attacks have an impact on public opinion, even if the terror attacks happen far away? We exploit the fact that the fourth round of the European Social Survey was conducted in several West European countries at the time of the 2008 terror attacks in Mumbai, India, in order to identify the causal effect of the Mumbai attacks on public opinion. We identify a clear jump in fear of terrorism at home as a consequence of the terror attacks, but despite the increase in fear of terrorism, we find no significant effect of the attack on support for illiberal interrogation techniques or for liberal immigration policies. We do find indications of a shift in conservative direction on the left–right scale, but this shift is not significant in all time windows. Our findings suggest that a terror attack needs to have a very large impact on the fear of terrorism before people change their policy preferences.  相似文献

What explains cross‐national variation of right‐wing terrorism and violence (RTV)? This question remains largely unanswered in existing research on the extreme right because (1) events data suitable for cross‐national comparisons have been lacking, and (2) existing analyses fail to capture RTV's causal complexity, which involve multiple causal paths (equifinality) comprising causal conditions that become sufficient for the outcome only in combination (conjunctural causation). To help fill these gaps, this article uses new events data in a qualitative comparative analysis (QCA) research design, aiming to explain variation in the extent of RTV in 18 West European countries between 1990 and 2015. In doing so, the article identifies two ‘causal recipes’ that consistently distinguish countries with extensive RTV experience from those with low or moderate RTV experience. The first (North European) recipe involves the combination of high immigration, low electoral support for anti‐immigration (radical right) parties, and extensive public repression of radical right actors and opinions. The second (South European) recipe involves the combination of socioeconomic hardship, authoritarian legacies, and extensive left‐wing terrorism and militancy. Notably, both recipes contain elements of ‘grievances’ and ‘opportunities’, suggesting that these two theories, which are conventionally seen as contrasting, may be more fruitfully seen as complementary. Furthermore, a highly polarised conflict between far right activists and their enemies represents a third necessary condition for extensive RTV to occur. The article concludes by highlighting the paradox that countermeasures intended to constrain radical right politics appear to fuel extreme right violence, while countermeasures that may constrain extreme right violence would imply an advancement of radical right politics.  相似文献

The constitution of a European demos with a collective identity is one of the preconditions for adjusting the legitimacy problem of the European Union (EU). The analysis attempts to clarify empirically whether there is sufficient commonality regarding Europeans' political value orientations to substantiate a collective identity. Particularly in view of the European Union's eastward enlargement, the question arises whether widespread cultural heterogeneity in Europe allows the formation of a European demos at all. In Europe we can identify a West-East axis of political value orientations. Democratic attitudes decrease the further to the East while at the same time there is an increase in etatist orientations. Thresholds can be observed which distinguish Western European countries on the one hand and Central and Eastern European countries on the other. Within the group of Central and Eastern Europe a further distinction can be made between the three Slavic republics of the former Soviet Union and the rest of the countries. These findings support Huntington's theory of civilisations.  相似文献

Parties with left-wing positions on economic issues and right-wing (i.e., authoritarian) positions on cultural issues have been historically largely absent from the supply side of the policy space of Western European democracies. Yet, many citizens hold such left-authoritarian issue attitudes. This article addresses the hypotheses that left-authoritarian citizens are less likely to vote, less satisfied with the democratic process and have lower levels of political trust when there is a left-authoritarian supply gap. Using data for 14 Western European countries from the European Social Survey 2008 in the main analysis, it is shown that left-authoritarians are less likely to vote and exhibit lower levels of satisfaction with democracy and political trust. A supplementary analysis of national election studies from Finland before and after the electoral breakthrough of the left-authoritarian True Finns Party in 2011 indicates that whether left-authoritarians participate less and believe less in the efficacy of voting is contingent on the presence of a strong left-authoritarian party. This study illuminates how constrained party supply in a two-dimensional policy space can affect voter turnout as well as political support, and has broader implications for the potential further rise of left-authoritarian challenger parties.  相似文献

Abstract

Housing has important economic, political, and social ramifications for Western Europe and beyond. Despite its importance in shaping economic and political outcomes, however, housing remains in the peripheral vision of major comparative political economy debates. This introduction to the special issue accomplishes four objectives. First it demonstrates how housing defies current political economy typologies by failing to conform to their theoretical and empirical predictions. Second it summarises the current state of housing research within political science, which still remains in its infancy. Third it highlights how the contributions in this special issue expand our understanding of how housing causes and is shaped by political and economic outcomes in Europe. Finally, this introduction concludes by outlining how the special issue contributions demonstrate housing’s importance for the welfare state, political preferences and electoral shifts, regulatory and redistributive policies, and financialisation and household indebtedness in Europe.  相似文献

Despite the generally accepted weakness of trade unions at the European Union level, an analysis of two high profile cases – the Services Directive and the Port Directive – shows that trade unions are able to mobilise effectively at the European level and, within constellations of actors, crucially impact EU decision making. In contrast to common claims that a lack of access to EU institutions makes such groups powerless, it is argued here that the exclusion of large opposing societal groups from consultations is neither a quick nor a sure fire recipe for dismantling opposition. On the contrary, it politicises the process and may lead to opposing groups mobilising in more contentious ways.  相似文献

Contemporary democracies show considerable differences in the issue composition of their protest politics, which tends to remain relatively stable over time. In countries like Germany or the Czech Republic, the vast majority of protests have been mobilised around sociocultural issues, such as human rights, peace, nuclear power or the environment, and only a tiny portion of protest has focused on economic issues. At the opposite extreme, protest in France or Poland usually has a strongly economic character and voices demands relating to material redistribution and social policy. What lies behind the cross-country differences in national protest agendas? In this article, the national protest agenda depends on what issues mainstream political parties are contesting: the content and strength of the master-issue dimension. In reference to the literature on the multidimensional political space and niche political parties, one should expect that there is a substitutive effect; where the stronger a specific master-issue dimension is in party politics, the less salient that issue dimension is in protest politics. This substitutive effect results from the tendency of electoral politics to reduce political conflict to a single-dimension equilibrium, which decreases the importance of other issues and relegates the contest over secondary, niche issues to the realm of policy-seeking strategies, with protest being a common type of this political strategy. In party systems where single-dimension equilibrium does not exist and the master-issue dimension is weaker, the same dynamics result in a more convergent relationship between party and protest politics and a greater similarity between the protest- and party-system agendas. To investigate this theory, the national protest agendas in four countries are examined. The Czech Republic, Hungary, Poland and Slovakia show four combinations of two crucial factors that are not available in the old Western democracies: the content and the strength of the master-issue dimension. The study draws on an original dataset of protest events organised in the four countries between 1993 and 2010, and on qualitative and quantitative data on issue dimensions of party politics obtained from studies on party politics and expert surveys. The results show that in the Czech Republic, where the master-issue dimension has remained strongly economic, protest has been predominantly sociocultural. In Poland between 1993 and 2001 and Hungary between 1993 and 2006, the master-issue dimensions are strongly sociocultural, while protest is predominantly economic. There is no single-dimension equilibrium in party politics in Slovakia or in post-2001 Poland and mainstream parties compete on both economic and sociocultural issues. Consequently, the substitutive dynamics between party and protest politics is weaker and the issue agendas in party and protest arenas are here more alike.  相似文献

Abstract. Many explanations of political involvement are based on the idea that higher levels of resources will be matched by higher levels of political involvement. Yet these kind of interpretations seem to overlook the fact that resources potentially increase individual autonomy and widen the scope of alternative actions, and so facilitate a decrease of political involvement. The analyses presented here are based on the rather paradoxical expectation that we will find a higher level of subjective political interest and, simultaneously, a lower level of political saliency among people commanding relatively high levels of social capital or other resources. The empirical evidence available for Western European countries in 1990 and 1998 essentially confirms the notion of diverging consequences of social capital (and other resources) for political involvement. People combining high political interest with a low saliency of politics are labelled spectators here. For them politics has lost its obligatory character – it is interesting and probably important to follow what goes on in this area, but compared with other matters its relevance is relatively low. Besides, a strong gender bias still can be found for each and every aspect of political involvement.  相似文献

This article takes Alexis de Tocqueville’s concern with the emotional life of citizens as a cue for exploring the role of collective memory within ‘the self-organizing sphere’ and asking how the invocation of memory affects progress towards democracy. The article hones in on the Brazilian experience, re-assessing Brazil’s amnesiac past as well as its much-lauded ‘turn to memory’. Against common assertions that Brazil’s ‘turn to memory’ will enhance the country’s democratic credentials, this article argues that the move from an ‘absent’ to a ‘present’ past in Brazil in fact bodes rather mixed prospects for the country’s democratic deepening.  相似文献

ABSTRACT

Systematic research comparing the views of populist radical-right parties with respect to gender issues is still scarce. Akkerman’s article aims to fill this gap by comparing the positions of the six most successful populist radical-right parties in Western Europe. Her focus is on gender issues in the policy domain of family relations, on the one hand, and in that of immigration and integration, on the other. A combination of quantitative and qualitative analyses of external and internal party documents has been used to assess the positions of the main populist radical-right parties with regard to these two policy domains. Akkerman's analysis shows that, in the domain of family relations, the parties are traditionally conservative or adopt a more flexible modern conservative position. Compared to mainstream right-wing parties, which are consistently more liberal than their radical-right counterparts, conservatism on issues relating to the family sets the radical parties clearly apart. Yet, as this particular profile tends to become less salient over time, it is doubtful that gender issues in this traditional policy domain will continue to be a defining characteristic of these parties. Gender issues have gained importance for populist radical-right parties in the domain of immigration and integration policies but, in this context, the parties do not display a conservative profile. They tend to emphasize the principles of gender equality and sometimes also gay rights, although these commitments are mainly rhetorical and instrumental to anti-immigration and anti-Islam agendas. Conservative views of gender remain the defining, albeit less salient, characteristic of these parties.  相似文献

Radical left parties (RLPs) are diverse and several RLP subtypes have been distinguished in the literature. However, the degree to which these subtypes are linked to significantly different policy proposals has not been analysed, and little is known about whether subtypes are associated with differences in their respective voters’ characteristics. This article analyses the policy positions of RLPs across a number of issues, using manifesto and expert survey data, allowing insights into the differentiation between types of RLPs. RLPs differ in the extent to which they adopt New Politics issues, and the article proposes a classification of Traditional and New Left RLPs. Using cross-national survey data from the European Election Studies series and multilevel multinomial models, the article examines the ideological, policy and social differences in the electorates of the various types of RLPs. It finds socio-demographic and attitudinal differences between the voters of Traditional and New Left RLPs that are consistent with the programmatic differences of the parties.  相似文献

Scholars and practitioners have always been dogged by problems that are so complex that no practical solution appears to be possible. These have been referred to in the academic literature as “wicked” problems. However, it is possible that a problem’s “wickedness” depends in part on its context and on the vantage point of the observer, meaning that at least some aspects of wickedness can be thought of as being relative rather than absolute. In this article, the complex policy problem of gun control is examined across multiple national contexts to show how a problem that is perceived as being wicked in one jurisdiction can be seen as manageable in another.  相似文献
