ABSTRACT

The municipal government in Kumasi has been the focus of numerous reforms to improve local policymaking and delivery of public goods to the city’s dwellers. Yet, the reforms have spurred strategic reactions from local actors who exploit institutional ambiguities to pursue their interests. This paper draws on empirical data on the city’s sanitation franchising to show how ordinary local politicians exploit reform ambiguities; they establish themselves as local entrepreneurs to deliver urban sanitation services and also contest the municipal executive. The manipulations do not only undermine reforms proffered by the regime and external actors but the municipal government’s promise to deliver efficient public services also becomes problematic. Management of urban sanitation is a contested arena between bureaucrats and political actors all vying for their interests. The sanitation reforms are eventually subsumed under the ‘local politics as usual’ logic.  相似文献

The Afro‐pessimism that has resurfaced in parts of the world has no foundation and has provoked strong objections on several grounds. First, the timing is inappropriate as a number of new development indicators suggest that a good basis is now being laid in Africa for a better future economic performance. Secondly, there is an upsurge of Afro‐optimism among African and world leaders with the advent of the New Partnership for Africa's Development (Nepad). But more fundamentally, the growth concept which forms the basis for bleak projections on Africa's ability to reduce poverty, is flawed and the presumed strong growth‐poverty correlation empirically discredited. Additionally, it is a fallacy to assume that the reforms of the past 20 years were consistent with the continent's long‐term development trajectories given that the continent was unresponsive, remaining poor and ‘structurally undevelopable’.

On the contrary, these reforms have been pronounced by a World Bank assessment team as being defective in objectives and design, operationally dysfunctional and an example of massive resource misallocation, all of which have collectively worsened Africa's poverty and income disparity conditions. Particularly ironic is the concept of ‘structural stability’ prescribed in the ‘Memorandum for a New Start for German African Policy’, as it falls short of engaging fully and comprehensively the broader spectrum of structural distortions, weaknesses and rigidities, including the lack of economic structural transformation which is critical for achieving sustained economic growth and significant poverty reduction. The international community will now have to look at channelling resources to reshape, support and refine Africa's own initiative — Nepad.  相似文献

ABSTRACT

This article is a study of Sue Nyathi's novel The Polygamist as a cultural production dealing with African modern polygamy1 in the context of HIV and AIDS. What is termed ‘modern polygamy’ in this article is a practice where men have several ‘wives’ but not in the African traditional sense, especially within the Shona culture, but in the sense of what is popularised as a ‘small house’ phenomenon. Nyathi's novel is discussed within the following frameworks corresponding to the three distinct parts of the article. In the first part of the discussion, the dichotomy between economic/ social status and ‘modern polygamy’ is explored. The second part of the discussion is a gendered perspective of ‘modern’ polygamy and particularly highlights gender constructions in Nyathi's representation of ‘modern’ polygamy. In the last section, multiple sexual relations and HIV and AIDS are discussed. Significantly, the article demonstrates that imaginative literature is a cultural site that can help us understand human behaviour and HIV and AIDS; particularly in what in religious terms would be referred to as ‘old testament’ polygamy that poses a danger to health and the social fabric in its new form in modern Zimbabwean society.  相似文献

Most GDR policies instituted to secure women's equality between 1949 and 1989 have been dismantled in the name of German unity, including freedom of choice regarding abortion. That right ceased to exist in May 1993, when the Constitutional Court imposed a number of western restrictions on eastern women as the new law of the land. This study addresses the post‐unity search for an acceptable compromise between the western constitutional mandate of foetal protection and the eastern guarantee of a woman's right to choose. It argues that a three‐year reform process which should have provided a positive introduction to the art of democratic compromise served instead as a negative socialising experience for Germans in the new Lander. Besides denying them a chance to render a meaningful policy contribution to their new state, the nature of the process has distorted East German perceptions of the quintessential ‘balance of power’ between legislative and judicial institutions under democracy. ‘Compromise’ has been attained, but consequences for the German Rechtsstaat are not all positive.  相似文献

SUMMARY

The last 20 years have witnessed a marked increase in Swedish participation in major international UN-, EU- and/or NATO-led armed missions mandated according to Chapter VII of the UN Charter. This development reflects the new foreign and security priorities of Sweden in the wake of the end of the Cold War. Decisions on Swedish participation in such missions, however, cannot be taken without parliamentary approval. The Riksdag's role in Sweden's new foreign and security policy is thus crucial. Since the first bill on an international mission was submitted in 1993, the Parliament has gradually elaborated an informal internal working order for handling bills of this type, as well as the establishment of a system of signification for communicating approval or discontent with certain aspects of the bills, in conjunction with the Cabinet. This article is aimed at investigating the nature and content of the Parliament's contribution to the wider process of decision making on Swedish participation in international armed missions.  相似文献

Abstract

The Ishigaki Strait is an international strait by the terms of the United Nations Law of the Sea Convention, but for national security reasons it is not recognized as such by the Japanese government, which advocates a narrower definition of what constitutes an international strait in which the right of transit passage applies. China, as a traditional land power with tradinationally weak maritime forces, has historically agreed with Japan's limitations on access through such straits. As China's maritime strength grows, it has increasingly greater interest in access to ocean spaces. However, because of tension and poor coordination between its military and foreign policy bureaucracies, China missed an opportunity during the diplomatic crisis in November 2004 to align its position on maritime law with its strategic interests.  相似文献

Abstract

Of all the island states of the Southwest Pacific, Fiji’s foreign relations have been the most fraught since the advent of independence in the region, due largely to a succession of coups d'état. These have invariably precipitated adverse responses from major partners and aid donors, notably Australia, New Zealand, the United States and the European Union. The last coup in 2006 also unsettled relations in Fiji’s more immediate region, especially among some of its smaller Polynesian neighbours, contributing to Fiji’s unprecedented suspension from the Pacific Islands Forum. This article reviews Fiji’s foreign relations from the time of independence in 1970 through the period of successive coups to the 2014 elections. It also examines Bainimarama’s strategies in extending foreign relations in the broader international sphere as well as issues surrounding the ‘normalisation’ of relations with its traditional partners.  相似文献

Abstract

This article is a case study of Kaliningrad's political elite's attempts to make Kaliningrad the ‘Baltic Republic within the Russian Federation’, and the fact that this regional programme was perceived by observers from Moscow and neighbours as leading to the creation of the ‘Fourth Baltic Republic’. The geopolitical and historical peculiarities of Kaliningrad, and their impact on Kaliningrad's regional programme, are also discussed. The article will conclude by arguing that although the Baltic Republic slogan is fading, Kaliningrad's ambitions and desire to remain an ‘actor’ are not.  相似文献

Abstract

Rising powers such as the People's Republic of China (PRC) experience two distinct stages of relative capability growth. China is currently in the first stage of growth, which is defined by increasingly rapid expansion and incentives for foreign policy accommodation. As the PRC shifts to the second stage, however, relative growth will slow, and leaders in Beijing will be presented with new incentives for foreign policy confrontation. This article formalizes a two-stage model of relative power growth and argues that China's shift to the second stage of growth will threaten regional and global stability. During this shift, the key to international security will be a coordinated, multilateral effort that responsibly balances China's growing power with a similarly expanded international role for China.  相似文献

The Berlin election of 1999 resulted in the continuation of the city's Grand Coalition with the veteran CDU leader, Eberhard Diepgen, at the helm, and confirmed the PDS as the strongest party in East Berlin. This article examines the election campaign in Berlin and considers the key factors which determined the outcome. It also considers whether or not the ‘wall in the ballot box’, a political manifestation of the infamous ‘wall in the mind’, still exists over nine years after German reunification. The author argues that the unique history, demography and social make‐up of Berlin, coupled with the prevailing political mood throughout the Federal Republic, made another grand coalition inevitable. She demonstrates that, judging by voting behaviour, ‘inner unity’ remains elusive in Germany's new capital.  相似文献

SUMMARY

The Scottish Parliament established in 1999 as part of the Labour government's ambitious programme of constitutional reform aimed at modernizing the governance of the United Kingdom, was expected to inaugurate a new style of politics, based upon a ‘participative approach to the development, consideration and scrutiny, of policy and legislation’, as recommended by the Consultative Steering Group on the Scottish Parliament in its report published in December 1998.1 As we look back to its first eight years of existence, can it be said that the ‘people's parliament’ has lived up to its name? The engagement of Scotland's civil society in the constitutional debate and the Scottish constitutional tradition of popular sovereignty have informed the ethos of the new Scottish Parliament, which has committed itself from the outset to encouraging civic participation. While it has developed innovative ways of providing access to the policy making process, thereby differing decisively from the conventional model of representative democracy embodied by Westminster, the Scottish Parliament does indeed combine elements of both the representative and the participatory models, which makes it a particularly interesting case to study in the context of the general dissatisfaction observed in Western democracies with the representative model of governance.  相似文献

Abstract

This study examines the causes of conflict between the Iranian state and the country's informal economic sectors during the years prior to the 1979 revolution. It adopts an institutionalist approach to argue that the state's introduction of new norms to guide the behaviour of key economic institutions resulted in acute conflict between the state and informal economic sectors. Institutions of credit lending, norms of reputation, and the characteristics of Iran's ‘bazaar sectors’ are examined in detail to substantiate the study's central arguments.  相似文献

Abstract

Upon taking power in 1927, the Nationalists chose Shanghai to showcase their ability to govern and thus undercut the premise of foreign privilege in China. Bringing order to this famed metropolis with modern, professional policing would lend the new regime both domestic and international legitimacy. Frederic Wakeman's Policing Shanghai demonstrates the difficulty of undertaking such a task in a city as complex as Shanghai, with its heavy foreign and communist presence, permeable international port, and vulnerability to outside attack. An obsession with eliminating the communists (distracting police from normal police duties), the constant threat of the Japanese armed forces (leading to the militarization of the police), the corrosive participation in the opium trade and cooperation with criminal organizations (destroying the regime's domestic legitimization) sabotaged this effort. The Nationalists, Wakeman persuasively argues, failed by the standards they set for themselves.  相似文献

Abstract

Although international human rights instruments assume a universalism of application and the United Nations Convention on the Rights of the Child is one of the most ratified instruments in the world and therefore most likely to have global if not universal application, in fact understandings of childhood and definitions of ‘child’ or ‘children’ are very variable not just in different social and cultural contexts but in laws as well. This creates a number of challenges for formulating cross-boundary policies and programmes, because on the one hand these differences cannot be ignored, but on the other hand they should not be seen as insurmountable barriers to the advocacy and promotion of children’s rights. This paper presents an overview of difference and similarity in the Commonwealth and considers some of the challenges that these may present in formulating strategies for international organisations such as the Commonwealth.  相似文献

Abstract

The argument begins by claiming that the phrase, ‘a clear lucid stream of everywhereness,’ taken from Ben Okri's The landscapes within, at once encapsulates the postmodern theories of complexity and relativity and evokes a cosmic dimension and a striving for Dasein [authentic human existence] that inform his poetic vision in his latest collection of poetry, Wild (2012). It proceeds to argue for the complexity inherent in the notion ‘postmodernism’; then discusses selected poems in terms of modernity's curious dilemma of ‘just now’ negating the preceding ‘just now’, that the French philosopher Jean-François Leotard talks of, treating recurring motifs of change, transformation and continuing presence. This includes a discussion of the two poems, dedicated to the memory of Okri's late mother and father respectively, that bookend the anthology, contextualising them within postmodernity. The article concludes by re-invoking its own abstract title in ‘Towards the Sublime’ in terms of Leotard's definition, before briefly assessing the import of Okri's latest collection of poems.  相似文献

ABSTRACT

This article analyses the limits of ECOWAS’ top-down approach to mediation, based on a case study from Burkina Faso in 2014 and 2015. It shows the growing importance of ordinary citizens in the regulation of political arenas, both at the domestic and the regional level, as well as citizens’ impact on ECOWAS mediation in Burkina Faso. It thereby argues that mediation in ‘revolutionary’ situations is hardly feasible. In Burkina Faso, the 2014 popular uprising created a new kind of citizenry who felt ‘sovereign’ and expressed its grievances through mass mobilisations. In such political contexts, regional mediation, which aims at re-establishing stability and power-sharing agreements, becomes problematic because it contradicts the spirit ‘from the streets’. Moreover, the top-down approach also erodes the legitimacy of the mediators, who are perceived to work against ‘the people’s will’. The reflection draws attention to the tensions between international mediators and actors from below and highlights the need to craft new strategies for conducting mediation in the context of popular uprisings.  相似文献

Abstract

The ‘Marikana massacre’ that happened on 16 August 2012 at Lonmin mine near Rustenburg in the North-West province of South Africa, in which the South African police shot dead 34 mineworkers for protesting against low wages and other unbearable employment and/or living conditions, cannot be understood as merely an accidental event. It may therefore be useful to view the massacre as one of those tragedies that dramatises, in visible ways, the generally hellish conditions which the peoples of the non-Western world have come to endure ever since the advent of Western modernity. The ‘voyages of discovery’ undertaken by figures such as Christopher Columbus after 1492 marked the commencement of a world system characterised by a Western-centred modernity whose ‘darker side’ inflicted hellish conditions on the non-Western subject, while its ‘brighter side’ in the West saw positive developments – from the 16th-century ‘rights of people’ to the 18th-century ‘rights of man’, up to the late-20th-century ‘human rights’. This article is a decolonial critique on the Marikana massacre and seeks to explain how the modern world system has, since its advent in 1492 as global power structure, been producing a series of ‘Marikana-like’ conditions and events on the part of the non-Western subject that underlies its hierarchical arrangement. The article's point of departure is that rather than understand the Marikana massacre as a unique event or accident, it can better be characterised as a sign of the non-Western subject's subjection to Western-centred modernity. The article explicates how the modern South African state and capital are part of the same ‘colonial power matrix’ (Quijano 2000a), hence the two were bound to be on the same side against labour during the Marikana massacre.  相似文献

Abstract

I argue that the post-socialist identity discourse in Estonia should be studied as a result of the dialectic relationship between the international context in which Estonia exists and the perceptions of history and culture that elites deploy in the public discourse of Estonia's identity. Four major narratives that compose much of the identity discourse emerge from this dialectic: Estonia as a reconstituted state and society; Estonia as European; Estonia as Finno-Ugric; and Estonia as Nordic. These narratives can be overlooked if research relies simply on “East” and “West” analytic categories or assumes that history and culture alone yield identity. Estonia provides an excellent opportunity to examine this dialectic because of the international community's role in the country's transformation into a European Union applicant state.  相似文献

Abstract

This article is situated within the contemporary debates about the nature and purpose of China's growing power. It uses the concepts of “national interest” and “international responsibility” as a framework of analysis for Chinese foreign policy, and develops a three-dimensional typology to conceptualize their relationship (antagonistic; instrumental; mutually constitutive). This article adopts two main arguments. First, a stronger China is one gravitating toward greater notions of international responsibility, albeit instrumentally. Second, observable trends in China's evolving worldview indicate, however, that it is conceiving its national interests more broadly, embracing further socialization and greater normative commitments to international society. One may therefore view China's burgeoning global role as a great power with a degree of “cautious optimism.”  相似文献

ABSTRACT

This study deals with the contemporary dynamics of urban life in Bishkek. Since the dissolution of the Soviet Union, Central Asian societies have experienced widespread political, economic and socio-cultural transformations. In this context, Western or globalized cultural modes and trends influence Kyrgyzstan's social and cultural life. One of these trends is the increasingly popular coffee culture, with its attendant high-grade coffee brands and fancy cafés changing established consumption patterns. This article focuses primarily on cafés as new places of consumption and communication, but it also examines the intentions and strategies of the café pioneers. We reflect on the emergence of coffee and cafés in Bishkek and show how they have integrated in urban life as ‘third places’. Coffee is breaking away from its commonly soluble form and moving toward an expensive lifestyle product, while the new cafés offer a place for communication that has not existed before.  相似文献
