Observers of Singapore agree that its state is authoritarian. Complicating such accounts of Singaporean authoritarianism, this paper shows authoritarianism is not simply state-driven or top-down as commonly assumed but involves diffuse governing processes. The paper describes a recent high-profile case involving Amos Yee, an eighteen-year-old blogger who made a video mocking Lee Kuan Yew, Singapore’s founding prime minister, shortly after Lee’s death in 2015. The teenager was incarcerated for the video, but only after ordinary citizens filed police reports and subjected him to online and physical abuse, suggesting that the people were acting as the state’s partners in punishment. Yee’s case shows that authoritarianism can have an everyday dimension and that it can be reproduced by ordinary citizens who punish fellow citizens perceived to be acting in adversarial manners towards the nation-state. The everyday authoritarianism of recent years is a reassertion of patriotism – a response to the insecurities caused by the rapid movement of people, capital, and ideas in the neoliberal economy. Everyday authoritarianism helps explain the longevity of Singaporean state authoritarianism, how it has managed to withstand multiple democratic challenges, and why it may survive long after Lee Kuan Yew, its chief architect, is dead.  相似文献

ABSTRACT

The municipal government in Kumasi has been the focus of numerous reforms to improve local policymaking and delivery of public goods to the city’s dwellers. Yet, the reforms have spurred strategic reactions from local actors who exploit institutional ambiguities to pursue their interests. This paper draws on empirical data on the city’s sanitation franchising to show how ordinary local politicians exploit reform ambiguities; they establish themselves as local entrepreneurs to deliver urban sanitation services and also contest the municipal executive. The manipulations do not only undermine reforms proffered by the regime and external actors but the municipal government’s promise to deliver efficient public services also becomes problematic. Management of urban sanitation is a contested arena between bureaucrats and political actors all vying for their interests. The sanitation reforms are eventually subsumed under the ‘local politics as usual’ logic.  相似文献

This article explores the process of political deactivation in Chile which has taken place since the military coup of 1973. Its stresses a series of political, social and cultural factors which have produced an increasing depoliticisation of the Chilean population under both the Pinochet regime and the current Concertaciòn governments. The forced depoliticisation generated by repression and fears under the military government marked the genesis of political deactivation. Since the late 1970s the marketisation of Chilean society and its increased consumerist orientation have weakened even further the readiness and interest among Chilean citizens to participate actively in party politics. In addition, in recent years politicians and politics in general have experienced in Chile a growing decrease of prestige and credibility. The media, and particularly the television, have become the main arenas in which new style politicians sell their electoral products to a depoliticised mass who expect quick and concrete solutions to their particular problems and demands.  相似文献

As neoliberalism has taken root in the Caribbean, heritage tourism has grown enormously. Using examples drawn from the Trinidad Carnival, this article shows how culture becomes a marketing force in the wake of increasingly difficult economic times in the Caribbean. As selling culture increases in importance for the overall economic health of Caribbean economies, it becomes, more and more, the focus of Caribbean states and state agencies and a basis for state sovereignty. Drawing on Foucault's notion of biopower, the article draws a connection between the increasing importance of cultural performances for state revenue and government intervention into those performances.  相似文献

This article analyses ethnographically the reconfigurations of the state and relations of power through their dynamic interactions with subaltern alternatives that emerged in the 2001 uprising in Argentina. In this regard, it counters influential interpretations of these events articulated within John Holloway’s framework of ‘anti‐power’, which ignores the reconstruction of the state, and rank and file trade unionism. The article concludes that intensified class and political struggles in the region offer new spaces for contesting hegemonic reinventions of populism and ‘top‐down’ socialism in Latin America.  相似文献

Neoliberalism, informality, and migration are all inextricably linked and the Venezuelan migration crisis has certain implications for women. While extensive post-neoliberal spending programmes under Chávez served to reverse the feminisation of poverty, millions of Venezuelans have migrated in recent years due to a severe economic crisis. Oral history testimonies highlight how female Venezuelan migrants in neoliberal Colombia often have no choice but to engage in precarious informal earning strategies and also experience reduced access to public services, which can substantially increase their domestic labour and outgoings. In many ways they are better off in Venezuela, thus highlighting how neoliberalism exacerbates gender poverty in both Latin America and the Global South.  相似文献

The volatility of Latin American society is producing political challenges to neoliberal capitalism, but these are complicated by the transformations neoliberalism has wrought in everyday social life. This paper explores tensions between movements to ‘democratise democracy’ and politics orientated to controlling the national state, while also considering apolitical forms of ‘resistance’ to humiliating conditions of life and the impact of new religious movements. I argue that although no instant utopias are likely, there are positive as well as negative possibilities in the way that apparently contradictory developments are combining to transform the established historical contours of hegemony in the region.  相似文献

Over the past two decades, the gold mining industry has increased its activity in Latin America. Growing contestation and conflict around gold mining projects have accompanied this shift. This article draws from the case of Guatemala, where metal exploration has grown by 1,000 per cent since 1998, to illustrate how the proliferation of small ‘junior’ firms – together with neoliberal investment policies and suitability of mineralisation – set the stage for fly‐by‐night gold mining and, therefore, intense resistance from host communities to mineral development.  相似文献

The building of a multi-lane tolled highway linking the suburban communities of Portmore to the capital city of Kingston in Jamaica has become the focus of citizen action from residents who are concerned about the nature of the toll and the inadequacy of alternative routes. This article assesses the extent to which this activity represents a genuine social movement; analyses the complex and ongoing negotiations between citizens, the state and global capital over the transformation of the urban environment; and discusses the relevance of this issue for a broader understanding of development.  相似文献

Since the mid 1970s, Argentine society has gone through a period characterised as counterrevolutionary. The conservative social forces, led by the financial oligarchy, seized power and government by means of the coup d'état of 1976, and imposed an economic and social policy towards the working class, based on wage cuts and a lengthening of the working day. When the military governments were replaced by civilian ones, physical coercion was replaced by economic coercion, through market laws with unemployment and wage cuts reaching unprecedented levels. Although the popular forces were weakened by the unfavourable development of social struggles since the mid–1970s, during the 1990s government policies were confronted by the people through different forms of struggle.
This article presents the results of research on the different forms of social struggle carried out by the working class and other popular classes since the end of the 1980s until today. It aims to conceptualise the forms of rebellion (foot riot, riot, strikes and roadblocks), to determine the different moments of social struggle and the likely trends of its development.  相似文献

The sustainable livelihoods perspective and cooperative movement are rooted in frameworks that value social justice in the form of participatory democracy, distributional equity, and solidarity. Unlike studies of cooperatives that focus mainly on economic efficiency and productivity, we argue that this socio‐political dimension of the cooperative projects is crucial for understanding their potential as sustainable livelihoods. This exploratory research examines the experiences of two rural Mexican communities in Guanajuato and Oaxaca, which formed cooperatives as alternative livelihood strategies. Our results show that each community used similar grassroots political culture to develop cooperatives designed to meet local needs.  相似文献

This article focuses on the way the Anglophone Caribbean succumbed to the overhaul of the European Union sugar trade and how these countries have attempted to restructure their economies in its wake. We show how the protagonists of reform gave a sense of inevitability to the demise of the Commonwealth trade system and conveyed (unrealistic) strategies for how this should be managed for the benefit of the Caribbean. In this way we detail the hegemony of neoliberalism in contemporary trade politics and the need for alternative strategies for rural development in the Caribbean region.  相似文献

This article explores how young men in Costa Rica negotiate ideas of manhood under neoliberalism. We draw on interview data involving 23 men, ages 15–35, residing in one Costa Rican city. Comparing men across three different class locations, we find diverse "markers of manhood." Our data suggest an emerging globally dominant masculine ideal among an elite class of men, a declining locally dominant masculine ideal among working-class men, and a cynical, possibly counter-cultural masculine ideal among poor men. We conclude that masculinities are not only fluid, but tied to changing economic circumstances and class structures.  相似文献

Abstract — The aim of this overview article is to sketch out the broad path of agrarian transformation in Chile since 1973 in order to better contextualise agrarian change and the democratic transition in Chile, the main theme that links the papers in this Special Issue. The legacy of the military government's neoliberal policies on the agricultural sector is analysed before the key themes of agrarian policy during the democratic transition are introduced. This paper critically appraises the core philosophies of the three Concertación governments with respect to agrarian change and rural restructuring in Chile since 1990. It identifies common ideological ground in the successive administrations' perspectives on the nature and role of agriculture in the wider economy, arguing that a 'neoliberal inheritance>> has pervaded each. In drawing on primary and secondary data from the non-traditional fruit export sector the paper challenges the concept of reconversión as a panacea for rural under-development and grower failure. Given the simultaneously regionalising and globalising context which frames the Chilean transition, the paper highlights the tough choices that face policy makers at the current time. Developmental dilemmas are increasing in the sector, given the stated desire of the Concertación governments to move beyond pure, efficiency-driven, neoliberalism towards the incorporation of equity and sustainability goals. After ten years of democratic transition it is timely to ask if policy shows any signs of moving beyond reconversión .  相似文献

The case of Mancora, Northern Peru, illustrates a process of neoliberalisation through which conceptions of place, local identities and the recent history of the place have been reformulated due to the rapid expansion of global tourism. In this former fishing village, tourism development altered local conceptions of place, allowing the emergence of contrasting projects for converting it into a beach resort. This process brought about a context governed by land conflicts and tension between local authorities, where local inhabitants reshaped their identities and the recent history of the place in order to gain or maintain ownership over valuable natural resources.  相似文献

This contribution to a journal special issue on comparative populisms investigates the necessity and possibility of queer of color critique’s engaging authoritarian formations in the contemporary moment. Initiated as an examination of neoliberal formations, queer of color critique must – the paper argues – train its interests on and develop its theorizations around the emergence of fascist formations around the globe. To do so, it turns to the anti-fascist work of the Frankfurt School as well as the lesser known anti-fascist writings and insights coming from the black radical tradition, scholarship within North American indigenous studies, and anti-racist feminist cultural production.  相似文献
