Using pooled cross‐sectional data from the 1992 to 2005 March Current Population Survey (CPS), this study examines the relationship between minimum wage increases and the economic well‐being of single mothers. Estimation results show that minimum wage increases were ineffective at reducing poverty among single mothers. Most working single mothers were not affected by minimum wage hikes because they already earned wages above state and federal minimum wages. And less‐educated single mothers who were affected did not see a rise in net income because of negative employment and hours effects. For this low‐skilled population, a 10 percent increase in the minimum wage was associated with an 8.8 percent reduction in employment and an 11.8 percent reduction in annual hours worked. © 2008 by the Association for Public Policy Analysis and Management  相似文献

Food handlers are essential in the fight for the prevention of foodborne disease outbreaks as they are critical in ensuring the delivery of safe and healthy food to the consumers. The current study build on knowledge, attitude, and practice model (KAP) to investigate the impact of food handlers' knowledge and attitude on the hygienic‐sanitary conditions of food delivered to the consumers in Nigerian hospitality sector. Using data collected from food handlers in restaurants, hotels and hospitals in Jos metropolis of Nigeria, the study revealed that handlers applied food safety measures to the level of their knowledge. Further investigation revealed that KAP model works effectively in the case of food handlers in Jos. We conclude with recommendations for the industry and education institutes where handlers are trained.  相似文献

The laborer's physical and mental health, well‐being, and happiness are among the major indicators for measuring each nation's sustainable development. A conflictive and hostile external environment (war zone) poses considerable difficulty and psychological distress to workers and nonworkers. Therefore, working in such a physically dangerous business environment may hurt worker's well‐being and happiness that in turn may reduce the workers' productivity at the workplace. A high level of laborers' productivity in public and private sectors is essential for achieving sustainable development in the long term. Therefore, this paper examines the effects of perceived danger on employees' psychological well‐being in war‐torn Afghanistan, an issue being addressed for the first time. We tested the moderating role of social support from coworkers on this effect in order to have a broader vision of which individuals are healthier and happier in a physically dangerous working environment. Two survey data sets were collected from 190 employees working in various small private and public businesses in Herat, Afghanistan. Our results reveal the negative impact of perceived danger on employees' psychological well‐being and that employees who receive little or no social support from their peers feel the negative effects of a physically dangerous working condition even more acutely.  相似文献

With globalization and the marketization of higher education, the relationship between higher education institutions (HEIs) and students is becoming more complex. As the cost of higher education increases, the expectations of students have not only changed dramatically but, combined with heightened competition in the market, it is clear that the balance of power has moved towards the students. Operating across this new landscape, HEIs are facing a different set of opportunities and challenges. In order to survive, differentiation through service innovation is imperative to achieving success in attracting and retaining students. While this has been voiced by a number of authors, until now, there is a paucity of empirical research examining the impact of service innovation in higher education on individual customer outcomes. This paper explores the links between service innovation and well‐being and the mediating roles of perceived service quality and customer engagement within the higher education context. The research is timely as previous studies have not taken into consideration the mediating roles of customer engagement between service innovation and customer well‐being. Yet, unless customers are engaged and participating in the service innovation process, or satisfied with the service innovation, the innovation may not lead to the desired customer outcomes. HEIs cannot afford to ignore the expectations of their primary customers (students). Hence, this conceptual paper seeks to develop a conceptual model of how service innovation leads to student/consumer well‐being and the mechanism through which perceived service quality and customer engagements affects this process.  相似文献

This paper examines the relationship between income and the extent of material hardship and explores other factors that might affect hardship. Using panel data from the Women's Employment Study, we examine the incidence of material hardship from 1997 to 2003 among current and former welfare recipients. We then consider the extent to which income is associated with hardship. We show that hardship decreases monotonically across quintiles of the income distribution for several income measures. When we measure income as the average across the 6‐year study period, a 10 percent increase in average income is associated with a 1.1 percentage point decrease in the likelihood of experiencing a hardship, a drop of about 3.4 percent. We also find that the relationship between transitory changes in income and hardship is weak. These results are consistent with findings based on a nationally representative sample of disadvantaged households from the Survey of Income and Program Participation. Our results indicate that observable factors, such as measures of mental health, are more strongly related to hardship than current income. © 2008 by the Association for Public Policy Analysis and Management.  相似文献

Many years ago McKenzie set out to expose the hidden assumptions underlying the orthodox case for the collectivization of charity as put forward by Friedman. In doing so he argued that collectivization may reduce the degree of transfers and this will necessarily make the poor worse off. I demonstrate that McKenzie's analysis contains hidden assumptions of its own and that even if there is a reduction in the level of transfers it does not necessarily follow that this will result in a Pareto inferior redistribution.  相似文献

New Hope, an employment‐based poverty‐reduction intervention for adults evaluated in a random‐assignment experimental design, had positive impacts on children's achievement and social behavior two and five years after random assignment. The question addressed in this paper was the following: Did the positive effects of New Hope on younger children diminish or even reverse when children reached the challenges of adolescence (eight years after random assignment)? Small positive impacts on school progress, school motivation, positive social behavior, child well‐being, and parent control endured, but impacts on school achievement and problem behavior were no longer evident. The most likely reasons for lasting impacts were that New Hope families were slightly less likely to be poor, and children had spent more time in center‐based child care and structured activities. New Hope represents a model policy that could produce modest improvements in the lives of low‐income adults and children. © 2011 by the Association for Public Policy Analysis and Management.  相似文献

This article compares the tactic of trashing genetically modified crops in activist campaigns in Britain and France. In Britain, most crop trashing was carried out covertly, while in France most activists undertook open, public actions. In seeking an explanation for this, the article shows that the analysis of political opportunities, dominant in comparative studies of social movements, can only take us so far. While it helps explain the occurrence of direct action, it is much less useful in explaining the tactical differences between each country. It is argued that a fuller explanation requires an understanding of how action was shaped by different activist traditions. In France, action was staged as a demonstration of serious, responsible, collective Republican citizenship; in the United Kingdom, activists combined a sceptical view of legality developing from anarchist individualism with an explicitly non‐threatening, playful, ethos. The article concludes that a focus on activist traditions can provide an effective bridge between structural and cultural approaches to understanding the determinants of social movement action.  相似文献

Using data on approximately 2,000 low‐income welfare recipients in a three‐site random‐assignment intervention conducted in the early 1990s (the NEWWS), we examine the role of cognitive and non‐cognitive factors in moderating experimental impacts of an adult education training program for women who lacked a high school degree or GED at the time of random assignment. Both cognitive and noncognitive skills (in particular, locus of control) moderate treatment impacts. For the sample as a whole, assignment to an education‐focused program had a statistically significant (albeit modest) 8 percentage point impact on the probability of degree receipt. For those with low cognitive skills, virtually all of these program impacts were eliminated. However, non‐cognitive skills play a substantively important role such that women with high cognitive skills but low non‐cognitive skills are only half as likely to earn a degree as their counterparts with high skills of both types. © 2008 by the Association for Public Policy Analysis and Management.  相似文献

This paper deals with a major piece of policy relevant social science research, the New Jersey Experiment in Income Maintenance, and a proposed piece of social legislation, the Family Assistance Plan. An attempt is made to assess the impact which the experiment had on political decision-makers, both in the Administration and the Congress, during deliberations over the legislation. The channels of communication between the researchers and the decision-makers are elaborated; the relevance of the research to the concerns of the decision-makers is described; and the impact of the research on these decision-makers is evaluated.It is suggested that there are two major uses of research in the policy process, technical and political. One involves resolving technical details of program design and administration; the other involves convincing decision-makers that a particular policy alternative is the correct one to support. Through analysis of primary documents, it is concluded that the major impact of the experiment to date has been in technical areas. Experimental findings and methods were used by the Administration to support its position and the preliminary data contributed to House discussions.The information sources of the Congress and the Administration are compared and despite disparities, it is pointed out that research cannot change values and values are an important factor in determining a decision-maker's attitude toward an innovation.It is concluded that if systematic thinking and research are to play a role in the process of policy formulation and implementation, each part of the process not only has to have access to research, but also the ability to evaluate that research. It is to be expected that under existing conditions the major immediate contribution of research such as the New Jersey Experiment to policy discussions will be in very technical areas, with the possibility of making a contribution to change in the climate of opinion over time.  相似文献

During the 1990s, U.S. welfare policy underwent dramatic reforms aimed at promoting employment and reducing dependence. Although the immediate effects on adult labor supply and family income have been studied extensively, this paper is the first to evaluate the long‐run effects on children's well‐being. Using a decade of national math achievement data and controlling for contemporaneous changes in education policy and environment, we associate welfare reform with relative test score improvements for low‐income students. Greater gains occur in states with larger initial welfare caseloads and larger caseload reductions.© 2009 by the Association for Public Policy Analysis and Management.  相似文献

Policymakers have long recognized child care as a key ingredient in low‐income parents' employability. We examine the effects of expansions in child care policies that were bundled with a mix of employment‐related policies and implemented as part of several random assignment studies on families' child care access and cost. Almost all of these welfare and employment programs increased employment and led to concomitant increases in the use of child care, especially paid child care. Only the programs that also expanded access or affordability of child care consistently increased the use of child care subsidies and reduced out‐of‐pocket costs to parents, allowing parents to purchase center‐based care. With one exception, such programs had small effects on employment‐related child care problems, suggesting that broader and more generous targeting of child care assistance may be important for achieving the goal of enhancing the stability of employment among low‐income families. © 2004 by the Association for Public Policy Analysis and Management.  相似文献
