Well-being involves various levels: the individual, the institutional-distributive, and the societal. These levels are interrelated. Social indicators of well-being must be theoretically based so as to take into account these levels. A societal process model is proposed to describe the levels of society and the nature of well-being at each level. Social indicator types regarding the output and distribution of well-being, the effect of policy manipulatable and nonmanipulatable inputs, and the secondary consequences of inputs are suggested and examples are provided.The ideas presented herein have evolved from the authors' participation in a research project conducted for the U.S. Agency for International Development (AID/csd—3642), but do not necessarily reflect the views of that agency. This article examines how the Miskito peoples of Río Plátano, Honduras have responded to agricultural expansion by migrant farmers and ranchers onto their ancestral forest lands, and considers the policy options for supporting the common-property system of the Miskito and the forests they have historically conserved. The analysis compares institutional changes in the common-property systems of three Miskito communities, each with a different history of colonization. The findings illustrate that the Miskito response to the colonists has been multifaceted, and that while the Miskito leaders have made institutional changes to strengthen their common-property system, these changes are not necessarily reflected in the daily decisions of the Miskito people. The findings suggest that policies that support indigenous rulemaking abilities, specifically policies that legitimize indigenous rights to their lands and provide the resources to apply those rights, may be vital to maintain robust common-property systems and the frontier forests in the region.  相似文献

This article suggests that the application of social marketing principles to the public policy process can facilitate the efforts of governmental policy-makers and non-governmental stakeholders to articulate their policy desires and to encourage the adoption and acceptance of particular environmental policies. A conceptual framework is presented, emphasizing both the influence of stakeholders on environmental policy development and the education of stakeholders as to the potential effects of the policy. The purpose of such a conceptualization is to show how social marketing principles can be applied to the public policy process in order to enhance the likelihood of successful policy development and implementation.  相似文献

This article contributes to current debates on the potential and limitations of transnational environmental governance, addressing in particular the issue of how private and public regulation compete and/or reinforce each other – and with what results. One of the most influential approaches to emerge in recent years has been that of “orchestration.” But while recent discussions have focused on a narrow interpretation of orchestration as intermediation, we argue that there is analytical traction in studying orchestration as a combination of directive and facilitative tools. We also argue that a social network analytical perspective on orchestration can improve our understanding of how governments and international organizations can shape transnational environmental governance. Through a case study of aviation, we provide two contributions to these debates: first, we propose four analytical factors that facilitate the possible emergence of orchestration (issue visibility, interest alignment, issue scope, and regulatory fragmentation and uncertainty); and second, we argue that orchestrators are more likely to succeed when they employ two strategies: (i) they use a combination of directive and facilitative instruments, including the provision of feasible incentives for industry actors to change their behavior, backed up by regulation or a credible regulatory threat; and (ii) they are robustly embedded in, and involved in the formation of, the relevant transnational networks of actors and institutions that provide the infrastructure of governance. © 2017 JohnWiley & Sons Australia, Ltd  相似文献

This study provides an understanding of motivational factors that lead to the adoption of an environmental management system (EMS) from the perspective of resource‐based view theory. Further, the role of EMS has been examined to reduce energy intensity by estimating the average treatment effect. Therefore, different logistic regression has been estimated to find out major motivational factors. Results from the logit model validate the role of firm's size, age, and ownership in motivating firms to adopt an EMS whereas regulatory pressure does not influence the firm's adoption of EMS. Furthermore, negative average treatment effect shows the effectiveness of certification in reducing energy intensity. The comparative analysis of sustainability report indicates that TATA Steel outperforms in terms of carbon emission intensity as compared with Steel Authority of Indian Limited, Jindal power and steel limited, JSW Steel, and average Indian firms. Nonetheless, top Indian steel companies are far behind the global best practices in terms of energy, water, emission, and effluent performance indicators.  相似文献

This study uses a Policy Delphi to discern differences in perspective among and within groups responsible for formulating and implementing vocational rehabilitation policy. Four groups of players were chosen for our analysis: government officials, academics, directors of rehabilitation centers, and the staff who interface with program participants. Significant differences were found between the groups regarding the relative importance of possible legislative goals. This suggests that the failure of vocational rehabilitation policy to promote a work agenda may be attributed to a lack of consensus among policy implementors. The Delphi technique could help policy planners understand the different perspectives within the implementation community, and hence craft more realistic legislation.  相似文献

This conceptual paper seeks to advance neo-institutional work that has traditionally portrayed environmental and social protection policies as constraints followed by businesses. Drawing from the policy sciences literature, we propose that in the United States, businesses tend to show increasing resistance as the protective policy process moves from initiation to selection and growing cooperation thereafter. Most importantly, we also contribute to the neo-institutional theory literature by positing that this inverted U-shaped policy process–business response relationship proposed for the U.S. context may be moderated by variations in the level of democracy, system of interest representation, regulatory approach, and national income.

This paper provides an exploratory review of both the corporate social responsibility (CSR) agendas and achievements being publicly addressed by the world's leading games companies, and offers some wider reflections on the ways these companies are constructing and pursuing CSR strategies. The paper begins with a short discussion of the origins and characteristics of CSR and a thumbnail sketch of games and the games industry. The empirical material for the paper is drawn from the CSR material posted on the Internet by the world's top 10 games companies. The findings reveal that although the majority of the top 10 games companies provide some information on their approach to CSR, only a minority claim to be integrating CSR into their core business activities. Although the companies emphasize their commitment to promoting responsible gaming, they offer little if any commentary on what many critics see as the potentially damaging human consequences of the irresponsible development and playing of games. The majority of the top 10 games companies also address a wide range of impacts within the marketplace, the workplace, the environment and communities in which they operate. Although the leading games companies generally adopt a positive stance towards CSR, the independent external assessment of the reporting process is limited. More generally, the paper offers some critical reflections on the CSR agenda currently being pursued by the games industry. The paper provides an overview and some reflections on the CSR agenda being pursued by some of the world's leading games companies, and as such, it will interest academics in business and management, and information systems and media departments, a range of people working in management positions within the games industry and those professionals who work with the industry. Social impact assessment (SIA) is defined and related to other policy analysis techniques. Conceptual problems in conducting SIA are reviewed. Various SIA methods are identified and evaluated for their probable effectiveness in assessing regional plans. Regional planning conditions are identified and constraints to, and demands on, SIA are examined. A strategy for SIA is proposed which uses public inputs during cyclical planning iterations for efficiently identifying and assessing the most important social impacts.This article is primarily based on earlier work funded by the Kellogg Grant to the University of California at Davis (Kellogg-SRAPC Project). This paper addresses the role of voluntary environmental initiatives by the tourism industry to alleviate social dilemmas for the management of natural resources. The objective is to explore whether previous findings on the determinants of voluntary action in the management of common-pool resources (CPR) also apply to a sector, such as tourism, where non-extractive uses are dominant. The paper applies the social-ecological systems framework recently developed by Ostrom (Science, 325, 419–422, 2009) to analyze qualitative data from meta-analyses of successful voluntary environmental initiatives in tourism. Results show that the determinants of voluntary action in tourism are partially consistent with previous research on CPR, finding relevant the presence of leadership, norms of behavior among members of the voluntary initiatives, shared mental modes, salience of the resource for users, and substantial productivity of the resource system in the likelihood of self-organization. However, other variables that have been shown to be relevant in non-tourism CPR situations are not supported by this analysis, such as: most variables regarding the ecological system (its size, predictability, and the mobility of its derived resource units) as well as the number of users and supportive collective choice rules that enable users to craft and enforce some of their own rules. The implications of this partial mismatch in findings are not straightforward. The paper presents a set of research questions that open a path for further research.  相似文献

International environmental agreements require negotiation and cooperation among countries. This paper attempts to analyze the presence and nature of inter-country interactions in the process of ratifying such agreements. We develop a theoretical argument based on the notions of strategic substitutability and strategic complementarity and study the interactions among three different peer types: geographic neighbors, trading partners and green investment projects partners (in our case, clean development mechanism projects partners). We test for the presence of interactions by taking into account a temporal dimension, which constitutes a methodological contribution. To this end, we introduce spatially lagged endogenous variables into a parametric survival model and apply the proposed framework to the Kyoto Protocol ratification process. Our data sample covers 164 countries for the period 1998 to 2009. We find evidence that, while countries’ ratification decisions are basically strategic substitutes, they become strategic complements once we focus on the ratification decisions of specific peers.  相似文献

This study aims to understand different publics' communicative behaviors for problem solving surrounding an oil spill issue in Korea. Specifically, it explores the differences between chronic activists and other types of publics who were affected by this chronic environmental issue. A total of 24 interviews were conducted, from which five different types of publics were identified. The findings suggest that the majority of activists who are currently working on the issue are closed‐chronic activists, which are slightly different from Ni and Kim's findings on chronic activists' communicative behaviors. Interviews were also conducted with five communication experts to propose viable conflict resolution strategies for the issue. Institutions for collective action (ICAs), comprising individuals that informally organize to manage collective resources, have gained recognition as a significant means of informal governance of common resources alongside the more formal schemes of privatization and top-down regulation. Using the case study of community gardens, this article locates ICAs within the broader phenomenon of self-organization in complex systems, and inquires whether ICAs exhibit dynamics of social contagion and diffuse in accordance with patterns that prevail in self-organized complex systems. Applying quantitative methods derived from the field of complexity, we measure the temporal, spatial, and spatiotemporal diffusion of community gardens in the city of Jerusalem. The results suggest that the spread of community gardens in the urban space displays patterns of self-organization and social contagion. More generally, these findings suggest that ICAs may scale from the micro to the macro level in a bottom-up, self-expanding manner, while maintaining the advantages of local, commons-based arrangements. This perspective carries significant policy implications, and highlights the potential use of ICAs as a means for the governance of public resources, not only on a local, micro scale but also on a more global scale.  相似文献

The level of effectiveness of an environmental policy depends to a significant degree on the level of acceptance and cooperation of citizens. The relevant literature indicates that social capital may significantly influence environmentally responsible behaviour connected with the implementation of an environmental policy. In this context, the present article aims to further explore this field by introducing the issue of non-economic social costs and benefits imposed from environmental policies. In particular, it is supported, both theoretically and empirically, that social costs and benefits may influence the decision of individuals to cooperate and comply with an environmental policy and thus may be a significant indicator for environmental behaviour. Furthermore, these social costs and benefits may differ among individuals and are influenced by social capital elements. Consequently, through the article the need of exploring social capital prior to environmental policy implementation is underlined along with the need of creating social capital assessment techniques.  相似文献
